Abstract

An improved understanding of the global carbon cycle is important to the success of efforts to mitigate climate change, such as agreed in the Paris meeting of the UN Conference of the Parties in 2016. Climate change mitigation and adaptation requires action by individual countries, municipalities, cities, and their citizens. These actions require a diverse range of information. Current efforts responding to the need for these carbon observations are, however, fragmented. There is a need to coordinate observations on carbon, GHG measurements, and ecosystem processes related to carbon cycle dynamics. The GEO Carbon and Greenhouse Gas Initiative (GEO-C) was launched to further support continuity and coherence of the ongoing efforts and facilitate their cooperation and interoperability. The GEO-C Initiative (1) supports the development of a holistic cross-domain, global carbon cycle and GHG monitoring system that provides long-term, high quality, and open access; (2) engages with users and policy makers and ensures the fitness for purpose of the observation and reporting system; and (3) aims to establish a common terminology (including scientists and decision makers) involved in addressing GHG emissions. This chapter describes the background of the GEO-GHG initiative and describes the main aims of the initiative and first steps toward implementation.

Abstract

A partnership between Earth scientists and institutional stewards is helping the National Aeronautics and Space Administration (NASA) prepare for a changing climate and growing climate-related vulnerabilities. An important part of this partnership is an agency-wide Climate Adaptation Science Investigator (CASI) Workgroup. CASI has thus far initiated 1) local workshops to introduce and improve planning for climate risks, 2) analysis of climate data and projections for each NASA Center, 3) climate impact and adaptation toolsets, and 4) Center-specific research and engagement. Partnering scientists with managers aligns climate expertise with operations, leveraging research capabilities to improve decision-making and to tailor risk assessment at the local level. NASA has begun to institutionalize this ongoing process for climate risk management across the entire agency, and specific adaptation strategies are already being implemented. A case study from Kennedy Space Center illustrates the CASI and workshop process, highlighting the need to protect launch infrastructure of strategic importance to the United States, as well as critical natural habitat. Abstract

Over the past six decades, satellite remote sensing technology has contributed to the transformation of using earth science not only to advance science, but to improve quality of life. With satellite missions launched almost every year, new types of earth science data are being incorporated into science, models and decision-making systems in a broad array of organizations. A challenge for space agencies has been ensuring that satellite missions serve both the scientific community and the applied community of decision makers without the missions becoming unfocused and overly expensive. By understanding and considering the needs of the environmental data and applied research user community early on in the mission-design process, agencies can ensure that satellites meet the needs of multiple constituencies. This paper describes the mission development process in the European Space Agency and the National Aeronautics and Space Administration and compares and contrasts the successes of and challenges faced by these agencies in balancing science and applications within their missions.

Abstract

Recognizing the significance of NASA remote sensing Earth science data in monitoring and better understanding our planet's natural environment, NASA Earth Applied Sciences has implemented the 'Decision Support Through Earth Science Research Results' program. Several applications support systems through collaborations with benefiting organizations have been implemented. The Goddard Earth Sciences Data and Information Services Center (GES DISC) has participated in this program on two projects (one complete, one ongoing), and has had opportune ad hoc collaborations utilizing NASA Earth science data. GES DISC's understanding of Earth science missions and resulting data and information enables the GES DISC to identify challenges that come with bringing science data to research applications. In this presentation we describe applications research projects utilizing NASA Earth science data and a variety of resulting GES DISC applications support system project experiences. In addition, defining metrics that really evaluate success will be exemplified.

In addition, defining metrics that really evaluate success will be exemplified.

Abstract

The International Space University's 1995 Summer Session revealed differences in generational outlook toward future space research. Faculty who had lived most of their lives before and during the Cold War favored space exploration and colonization. However, students were more in favor of using space research for improving the quality of life on earth. A sponsored project named Vision 2020, involving presentations by students from sixteen countries on space research, revealed this shift in thinking from big-budget policy goals to more humanistic goals.
