This article focuses on how the Liberation Tigers of Tamil Eelam (LTTE) insurgency performed de facto sovereignty and public authority in Northeastern Sri Lanka. It is situated within the wider academic debate on governance by state and non-state actors. We venture to unravel the complex linkages between the LTTE's governance practices and legitimation strategies by looking at narratives, performances, and inscriptions. While monopolizing the justice and policing sectors, in other sectors the LTTE operated pragmatically in conjunction with the state. The organization tried to generate and sustain public authority and legitimacy through a variety of violent and non-violent practices and symbols. It ‘mimicked’ statehood by deploying, among others, policing, uniforms, ceremonies, nationalist songs, commemorations of combatants, and the media. This not only consolidated its grip on the Northeast, but also engineered a level of support and compliance. We conclude that the LTTE's governance included practices that were created and carried out independently from the Sri Lankan state, while others took shape within a pre-existing political order and service provision by the state. The article elucidates the LTTE's mimicry of the state, as well as the operation of parallel structures and hybrid forms of state-LTTE collaboration. This facilitates a nuanced understanding of rebel governance beyond a simple state versus non-state binary.

Conflicten zijn van alledag. Persoonlijke, organisatorische, juridische, economische en zelfs internationale conflicten spelen in de levens en het werk van moderne burgers een rol. Een conflict heeft betrekking op de tegenstelling tussen individuen en groepen die voortkomt uit gepercipieerde verschillen in belangen of waarden. Een samenleving zonder conflicten is ondenkbaar. Relaties zonder conflicten zijn ondenkbaar. Samenwerken zonder conflicten is ondenkbaar. Conflicten maken integraal onderdeel uit van ons dagelijks leven. De wetenschap is al lange tijd bezig met conflict en conflictbeheersing. In de praktijk is conflictbeheersing een belangrijk werkveld. Het ontbrak echter in het Nederlands taalgebied aan een overzicht van de relevante wetenschappelijke en praktijkgerichte inzichten op het terrein van conflict en conflictbeheersing. In dit handboek hebben wetenschappers en practitioners de belangrijkste inzichten in het denken en handelen met betrekking tot conflict en conflictbeheersing samengebracht. Vanuit diverse wetenschappelijke disciplines en praktijkperspectieven is gekeken naar conflicten en conflictbeheersing. Militaire, psychologische, juridische, sociale, culturele, bedrijfskundige, bestuurskundige, mensenrechtelijke, internationale en historische benaderingen zijn naast elkaar gezet. Auteurs vanuit wetenschap en praktijk hebben verschillende typen conflicten beschreven en geanalyseerd: conflicten met de overheid, militaire en gewapende conflicten, conflicten tussen staten, juridische conflicten, economische conflicten, milieu conflicten en mensenrechten conflicten. In het handboek komen onder meer de volgende thema’s aan de orde: ontwikkelingen in conflictwetenschap, schets van conflicttheorieën, relatie van conflicten met rechtvaardigheid, cultuur en media, inhoud, proces en beginselen van conflictmanagement, juridische, economische en militaire conflictoplossing en nationale en internationale conflictbeheersing en conflictbemiddeling.

Th is chapter presents the main conclusions of this book, organised around three questions: 1) “What is exit?” 2) “How can we understand exit?” and 3) “What can we do about exit?”

Cultural Emergency in Conflict and Disaster insists that culture is a necessity for national self-respect. International heritage specialists, relief workers and politicians discuss the importance of protecting cultural heritage that is threatened by war and calamity; and reports on projects in conflict zones are augmented by contributions on international administrative and legal aspects, as well as political and socio-cultural perspectives. The result is both an indictment of the senseless destruction of cultural heritage and an argument for culture as a priority in processes of restoration and reconstruction.

Conflicten over belangen, waarden, doelen en middelen komen vaak voor tussen groepen of personen met een verschillende religieuze, culturele of etnische identiteit. De conflictdynamiek scherpt deze verschillen vaak verder aan en dat belemmert een vreedzame oplossing van het geschil. Dergelijke verschillen staan een eenvoudige oplossing tijdens de onderhandelingen of bemiddeling dikwijls in de weg, doordat ze kunnen leiden tot uiteenlopende interpretaties van het geschil, vooroordelen tegen de andere partij, onwetendheid of verkeerde interpretatie van culturele uitingen en symbolen. Sociaal-economische-, gender- of taalproblemen komen hier vaak nog bovenop. Dergelijke verschillen vereisen specifieke onderhandelingsvormen en mediationstijlen. Hierbij kan bijvoorbeeld worden gedacht aan andere omgangsvormen, verbale- en non-verbale communicatie, het vermijden van te direct taalgebruik, alsook het schenken van speciale aandacht aan rituelen en context.

Lucien Stopler & Georg Frerks discuss the plight of the Tamil ex-child soldiers in Sri Lanka, an unresolved heritage of a bloody war. In the wake of the defeat of the LTTE, the Sri Lankan government has not shown much effort in addressing the root causes of the conflict and in building peace. It has also largely ignored the re-integration of ex-child soldiers in society. In the period between 2002 till the end of 2007 there were over 6,200 reported cases of child recruitment in the LTTE and the government-supported Karuna group. Ex-child soldiers experienced 24extreme fear and many were forced to kill or torture the enemy. In the process violence became legitimised and normalised, and child soldiers became an exponent and instrument of a war-torn and militarised society. At present many of them are under heavy stress, absent, depressed or mentally broken. They show a high incidence of PTSD, domestic violence and drug abuse. Many ex-child soldiers consider suicide. By consequence, ex-child soldiers should not be criminalised or locked up as terrorists, as the government seems to be doing now. Instead they should be helped with appropriate therapies and get schooled in order to obtain employment. All this should be part of a wider post-conflict peace-building and reconstruction programme that Sri Lanka needs dearly at present.
