This conceptual article extends three ongoing scholarly debates on the mediatisation of politics – the risk of media centrism, the tendency to see mediatisation as a linear process, and the preoccupation with elected officials. We argue for the need to identify, foreground, and systematise non-media dimensions of mediatisation processes. We also argue that actors encounter mediatisation as a set of dynamic ideas rather than a fixed logic. With a focus on government agencies and a comparison of the politico-administrative systems in Denmark, Norway, and Sweden, this article gives certain attention to politicisation, autonomy, and accountability and suggests that the degree of freedom granted to agencies in Denmark and Norway is relatively limited compared with agencies in Sweden. Consequently, we present two propositions: 1) agencies in Denmark and Norway are less inclined to mediatise, whereas 2) Swedish government agencies will more likely mediatise and show conformity with widely accepted norms regarding media.

8. Not So Logical, After All : Public Managers' Understandings of Media

- Abstract
In this paper, we investigate how public organizations, through their senior managers, perceive media-related activities and to what extent these perceptions support the existence of a ‘media logic.’ We interviewed 64 managers from 40 Swedish government agencies and compared their perceptions related to media with their perceptions related to the corporate logic, which has become vital in public sector contexts. The findings reveal that media and media-oriented activities are understood as contextual, contingent, and driven by individual events. In contrast to the understandings of management and strategy (i.e. corporate logic), which was much more coherent, universal, and aligned to sectoral conditions. Accordingly, media are generally more open for interpretations, local adaptations, and contextualization, making it difficult to provide clear-cut answers to what media means for public organizations. Our study suggests that public managers understand media in a manner that challenges the media logic rationale. We also challenge an institutional logic argument that institutional structures surrounding public organizations are, in general, to be seen as open for strategic responses. Our results point in another direction. The way managers understand different institutional structures, such as those associated with media, are, to a much greater extent, characterized by uncertainty linked to a lack of necessary knowledge about what constitutes the underlying qualities of the structures at hand; and by ambiguity about what meanings to mobilize and follow when institutional structures are to be introduced into specific organizational contexts.

9. Predicting Strength of Norway Spruce and Scots Pine Sawn Timber Using Discrete X-Ray Log Scanning, Optical Board Scanning, Traceability, and Partial Least Squares Regression

Recently developed technology in sawmills such as advanced log scanning and traceability concepts enable new ways of grading logs and boards. When it comes to strength grading, this is often done on sawn boards using automatic scanning systems. However, if board scanners were to be augmented with data from log scanners by using traceability, more information on the wood propertiesis available. In this study, the main objective was to compare the strength prediction capability of board scanning alone, to board scanning augmented with X-ray and 3D data from log scanning, for Norway spruce (Picea abies L. Karst.) and Scots pine (Pinus sylvestris L.). In that case, data from three different scanning systems was combined, two for logs and one for boards. A further objective was to investigate whether pre-sorting logs for strength grading can be done using either 3D log data alone, or 3D log data augmented with X-ray data. The results show an improved strength prediction when adding log data to board data, and that 3D log data alone is not enough to pre-sort logs for strength, while adding X-ray log data makes it possible. Metrology and characterisation of products' functional surfaces are of key importance in smart and sustainable manufacturing. By proper measures of resulting topography and dimension at the micro-cm level, higher process control can be achieved, leading to more efficient production with products closer to defined targets. Commercial surface metrology systems for lab- and in/on-line applications have increased in the last decades, but the wood sector has not yet benefited from this development. A better understanding of sawn wood topography combined with smart online metrology systems is expected to lead to a substantial reduction of waste in sawmill production, both by transforming waste pieces and sideboards into engineered wood products and by optimising the sawing process (e.g. by using thinner saw blades and reduced tolerances). It would also open new design possibilities and challenge the construction sector to replace today’s materials with renewable raw materials. Additionally, sawmills will be less dependent on incoming timber dimensions. This study is the first step towards a better understanding of sawn wood topography and how relevant surface features can be detected and analysed to enable the next generation of functional wood surfaces for various applications. By identifying the measuring instrument’s capability to capture surface topographical features of sawn wood, this paper discusses the requirements for efficient measurement techniques. It opens for future implementation of machine learning algorithms to in-line monitor and control the machining process. All tested metrology techniques showed promising results. - Abstract
A key underpinning of choice of health care provider is that patients make active and informed decisions which stimulate quality competition. By imitating the principles of a market in the steering of health care, patients thus assume the role of consumers. Few patients however neither consider alternative providers nor seek information about quality. The aim of this study was to investigate if and how patients engage in the role of being active and informed consumers in the setting of primary care, and how they argue for their choice. The study was based on semi-structured interviews with 18 respondents in a municipality in mid-Sweden. Respondents were purposefully sampled and interviews were analysed using an inductive thematic approach. Findings demonstrated that patients disengaged from choice by arguing, for instance, that they were satisfied with their current provider or because they perceived no differences in quality. Overall, results were in line with previous studies performed in US and European hospital settings, indicating that patients present some similar arguments regarding disengagement from choice irrespective of level of care or geographical setting. Arguments specifically related to the primary care level were that patients found it more important to achieve continuity in the patient-doctor relationship than ‘shopping around’ for the best provider, or that they desired more profiled services to actively make a choice. In contrast to previous literature, patients refuted the ‘patient-consumer’ role by referring to, for instance, the belief that care should be of equal quality independent of what choice they made.

Sawmill managers are interested in carrying out the sawmilling process in an efficient manner with minimal waste of raw material. In primary processing, an increase in productivity can be achieved if the process can be controlled. This can be achieved by developing a macro-mechanic model of the cutting power determination considered from a point of view of modern fracture mechanics has been developed. For the model knowledge about fracture toughness and shear yield stresses is vital. Pine wood (Pinus sylvestris L.) is a popular species which is widely used in wood industry in Poland and Sweden. Test samples with a cross section of 70 × 70 mm were originated from the both countries. Before sawing, all wood samples were scanned on X-ray Computed Tomography in laboratory conditions in Skellefteå (Sweden). These CT scans were helpful in indicating where clear and knotty samples were obtained from beams. Cutting tests were carried out on the custom-made laboratory stand in Skellefteå. The rotating arm held the wood sample, and the cutting speed equaled 15.5 ms−1. A stellite tipped tooth was fed into the wood sample with uncut chip thicknesses for clear wood 0.5; 0.7 and 1.1 mm, and for knotty wood 0.3; 0.5 and 0.7 mm. The tooth data: overall set equal to 2.9 mm, rake angle 27°, and clearance angle 12°. A piezoelectric sensor on the tooth holder measured the cutting forces. On the basis of the experimental findings it is possible to create mathematical models cutting forces for clear and knotty pine wood. While X-ray computed tomography (CT) is used extensively in sawmills, its primary applications are improving value-yield and process automation. Three-dimensional CT scanners have also been extensively used for log sorting and sawing optimisation. However, there is hardly any resent research utilising CT from a cutting process perspective. This study addresses this gap by adopting CT to investigate the correlation between local wood properties — namely density, knots and annual rings — and cutting forces. Cutting forces for clear-wood and knotty-wood specimens of Scots pine (Pinus sylvestris L.) followed the expected trend corresponding to the density profile: dense regions led to high cutting force while other regions caused low cutting forces. However, it was found that in addition to density, knot orientation relative to cutting direction, annual ring width along the cutting path, and annual ring angle in relation to the cutting direction were critical factors that influence the cutting process. X-ray computed tomography (CT) of logs means possibilities for optimizing breakdown in sawmills. This depends on accurate detection of knots to assess internal quality. However, as logs are stored, they dry to some extent, and this drying affects the density variation in the log and therefore the X-ray images. For this reason, it is hypothetically difficult to detect log features in partially dried logs using X-ray CT. This paper investigates the effect of improper heartwood-sapwood border detection, possibly due to partial drying, on knot detection in jack pine (Pinus banksiana Lamb.) and white spruce (Picea glauca (Moench) Voss) logs from New Brunswick, Canada. An automatic knot detection algorithm was compared to manual reference knot measurements, and the results showed that knot detection was affected by detected heartwood shape. It was also shown that logs can be sorted into two groups based on how well the heartwood-sapwood border is detected to separate logs with a high knot detection rate from those with a low detection rate. In that way, a decision can be made whether or not to trust the knot models obtained from CT scanning. This can potentially aid both sawmills and researchers working with log models based on CT. Cela repose sur la precision avec laquelle les nreuds sont detectes pour evaluer la qualite interne. Cependant, lorsque les billes sont entreposees, elles sechent jusqu'a un certain point et cela influence la variation de la densite dans les billes, et par consequent les images radiologiques. Pour cette raison, il est hypothetiquement difficile de detecter les caracteristiques dans les billes partiellement sechees a l'aide de la TO. Cet article etudie l'effet de l'erreur de detection de la limite entre le bois de creur et le bois d'aubier, potentiellement attribuable au sechage partiel, sur la detection des nreuds dans des billes de pin gris (Pinus banksiana Lamb.) et d'epinette blanche (Picea glauca (Moench) Voss) provenant du Nouveau-Brunswick, au Canada. Un algorithme de detection automatisee des nreuds a ete compare a des mesures de reference de nreuds effectuees manuellement. Les resultats ont montre que la forme du bois de creur qui est detectee influence la detection des nreuds. Il a egalement ete demontre que les billes peuvent etre reparties en deux groupes sur la base de la justesse de la detection de la limite entre le bois de creur et le bois d'aubier, ce qui permet de separer les billes chez lesquelles le taux de detection des nreuds est eleve de celles chez lesquelles le taux de detection des nreuds est faible. X-ray computed tomography (CT) scanning of sawmill logs is associated with costly and complex machines. An alternative scanning solution was developed, but its data have not been evaluated regarding detection of internal features. In this exploratory study, a knot detection algorithm was applied to images of four logs to evaluate its performance in terms of knot position and size. The results were a detection rate of 67 percent, accurate position, and inaccurate size. - Abstract
We present a procedural framework for modeling the annual ring pattern of solid wood with knots. Although wood texturing is a well-studied topic, there have been few previous attempts at modeling knots inside the wood texture. Our method takes the skeletal structure of a tree log as input and produces a three-dimensional scalar field representing the time of added growth, which defines the volumetric annual ring pattern. First, separate fields are computed around each strand of the skeleton, i.e., the stem and each knot. The strands are then merged into a single field using smooth minimums. We further suggest techniques for controlling the smooth minimum to adjust the balance of smoothness and reproduce the distortion effects observed around dead knots. Our method is implemented as a shader program running on a GPU with computation times of approximately 0.5 s per image and an input data size of 600 KB. We present rendered images of solid wood from pine and spruce as well as plywood and cross-laminated timber (CLT). The literature on autonomous public agencies often adopts a top‐down approach, focusing on the means with which those agencies can be steered and controlled. This article opens up the black box of the agencies and zooms in on their CEO's and their perceptions of hierarchical accountability. The article focuses on felt accountability, denoting the manager's (a) expectation to have to explain substantive decisions to a parent department perceived to be (b) legitimate and (c) to have the expertise to evaluate those decisions. We explore felt accountability of agency‐CEO's and its institutional antecedents with a survey in seven countries combining insights from public administration and psychology. Our bottom‐up perspective reveals close connections between de facto control practices rather than formal institutional characteristics and felt accountability of CEO's of agencies. We contend that felt accountability is a crucial cog aligning accountability holders' expectations and behaviors by CEO's. publishedVersion

Public bureaucracies have mostly been invisible in research on political communication, but more recently, there has been an increasing interest in their communicative efforts. In this chapter, we review the literature and synthesise the scholarship on Nordic public bureaucracies in relation to political communication. Three research areas are put to the fore: 1) Mediatisation: how and to what extent bureaucracies prioritise the media and what consequences it has for activities, routines, and resource allocations across organisational contexts; 2) Reputation management: why and how bureaucracies make use of communication to build, maintain, and protect their reputation; and 3) Crisis communication: public actors’ abilities to provide information and support to citizens and communities before, during, and after crises. Although highly interconnected in practice, these strands of literature have largely been three separate academic discussions. We therefore suggest that a first step to consolidate research on communication and public bureaucracies would be to combine the knowledge research has gained in terms of media management, reputation management, and crisis communication. Such an effort would provide a much broader, but also detailed, knowledge on the motives, organising, content, and consequences of public bureaucracies and their communicative efforts.

Timber utilisation and wood construction are fundamental components of Europe's strategy on progressing towards a sustainable bio-based economy. Both components require optimised strength grading procedures in Europe's sawmills. To further improve the current procedures, quality assessment and segregation of the raw material need to start already at the roundwood stage. Furthermore, the quality information should be made accessible throughout the production process to leverage the full potential for optimisation. This paper discusses the current state of research on combined log and board strength grading with a focus on the situation in Europe. It highlights limitations due to technology and current standardisation and identifies knowledge gaps and research opportunities. 40. A Method for Porting Software Using Formal Specifications

Formal specifications are mathematically based techniques with which a system can be analyzed, and its functionalities be described. Case studies have shown that using formal specifications can help reduce bugs and other inconsistencies when implementing a complex system; they are more likely found during the software design phase rather than later. During the process of porting code, testing has been used to verify that the port has the same functionalities as the original. However, testing alone has been deemed necessary but not sufficient to accomplish this. This thesis questions if formal specifications could be used during the process of porting code to create an accurate model of the system, and thereby provide higher degrees of certainty that the final product conforms to the original. A step-by-step methodology is presented to answer this question. The methodology ascertains the behavior of a port target through testing and a formal specification model based on these tests is created. This model is then used to create the port. The result indicates that the methodology used has some potential since it provided a high level of certainty that the ported code adhered to the original. Since the methodology puts a high emphasis on the specification and has several layers of verification, it is likely that it is suitable for projects with several modules and interdependencies. When using it for porting a trivial or non-complex system, the overhead of the methodology may prove high in comparison to the value gained. It was also found that one must take into consideration the implicit functionalities a language provides. Strict reliance on a model could thereby lead to a less flexible process where creativity and consideration of the specifics of the target language may have produced a different result. Formella specifikationer är matematiska tekniker med vilka ett system kan analyseras och dess funktioner beskrivas. Fallstudier har visat att användning av formella specifikationer vid mjukvaruutveckling kan bidra till att reducera antalet fel och därmed minska omkostnaderna. Vid portering av kod har tester använts för att verifiera att porteringen har samma funktionaliteter som originalet. Tester anses dock vara otillräckliga - om än nödvändiga - för att fullständigt beskriva ett system. Denna avhandling ställer frågan om formella specifikationer kan användas i en porteringsprocess och därmed ge en högre grad av tillförlitlighet i att porteringen överensstämmer med originalet. En steg-för-steg-metodik presenteras för att besvara denna fråga. Metodiken använder sig av tester för att beskriva det system som skall porteras och en modell baserad på formella specifikationer skapas genom dessa tester. Denna modell används därefter för att skapa porteringen. Resultatet indikerar att metoden har viss potential eftersom den upplevdes öka förståelsen för referensarbetet och därmed också tryggheten i att den portade koden överensstämde med originalet. Eftersom metodiken lägger stor vikt vid specifikationen och består av flera lager av verifiering är det troligt att den är mer lämplig för system som består av flertalet moduler med inbördes beroende. Vid användning för att portera ett trivialt system kan metodens om-kostnader visa sig vara för höga i förhållande till det värde som erhålls. Det visade sig även att en porteringsprocess måste ta hänsyn till de implicita funktioner ett språk tillhandahåller. En strikt anpassning till en modell kan därmed leda till en mindre flexibel process och därmed leda till ett icke tillfredsställande resultat, där kreativitet och hänsyn till målspråket skulle kunna ha gett ett annat.

In contemporary public governance, leaders of public organizations are faced with multiple, and oftentimes conflictual, accountability claims. Drawing upon a survey of CEO’s of agencies in seven countries, we explore whether and how conflictual accountability regimes relate to strategic behaviors by agency-CEO’s and their political principals. The presence of conflictual accountability is experienced as a major challenge and is associated with important behavioral responses by those CEO’s. This article demonstrates empirically how conflictual accountability is related to (a) controlling behaviors by principals, (b) constituency building behaviors by agencies, and (c) a general pattern of intensified contacts and information processing by both parties.

- Abstract
När vi skriver detta präglas, mer eller mindre, hela tillvaron av covid-19. Pandemin har påverkat stora delar av samhället och haft konsekvenser för mycket mer än människors hälsa; och ett område som har drabbats extra hårt och fått extra mycket uppmärksamhet är äldreomsorgen. Allt sedan pandemin fick fäste i Sverige har mycket av diskussionerna kommit att handla om virusets förödande konsekvenser för äldre och samhällets oförmåga att skydda de äldsta, trots att det är extra utsatta. På så vis har Covid-19 pandemin kommit att bli en fråga som skär rakt in i debatten om hur välfärdssektorn ska organiseras och styras. Det krävs inga större kunskaper om det politiska landskapet för att förstå att den här debatten kommer att fortsätta. Vi kan räkna med ett stort antal politiska utspel, rapportpresentationer och seminarier som presenterar satsningar som alla hävdar att det som föreslås är det bästa sättet att göra svensk äldreomsorg mer robust och bättre lämpad för att klara framtida kriser. Många aktörers argument kommer vara desamma som tidigare men omfattningen av krisens konsekvenser kan kanske öppna för nya positioner. Vad vi är intresserade av i sammanhanget är inte de konkreta förslag som hittills har kommit fram eller de som kommer att presenteras längre fram. Vad vi intresserar oss för är istället mediernas betydelse i sammanhanget. För det råder ingen tvekan om att äldreomsorgen har fått stå i fokus under 2020. Bevakningen av äldreomsorgen har varit omfattande och det är en bevakning som har lyft fram vissa perspektiv, tonar ner andra och som presenterar vissa aktörer som ansvariga, andra som offer och ytterligare andra som hjältar. För de allra flesta som följt den dagliga nyhetsrapporteringen kan det kanske framstå som att det är självklart. Dels utifrån våra antaganden om hur mediers bevakning vanligtvis ser ut dels utifrån vetskapen om att äldreomsorgen är ett av välfärdsstatens absolut största åtaganden. The aim of this chapter is to flesh out how Scandinavian institutionalism can help us better understand public relations and to contribute to the increasing stream of research focusing on public relations as a socially embedded activity. Scandinavian institutionalism is a response to the critique institutional theory faced for thelack of agency and autonomy it attributed organizations. There was an obvious tendency among institutionalists to oversee actors’ motives and skills of and how they relate to the institutions they are embedded in. Scandinavian institutionalism highlights organizational variations and distinctiveness. It rests on an ambition to explain how stable institutions change over time and how actors play an important role as change agents when they encounter and interact with institutions. Without losing track of the institutional conditions actors are embedded in however. Central to this stream of research is ideas understood as narratives connecting causes and effects providing actors with 1) descriptions of an universal problem and 2) solutions to these problems. In the chapter we conceptualize public relations as a management idea and the chapter provide answers to why and how organizations pick up public relations; the significance of carriers involved in the transformation and distribution of the idea and the processes in which public relations gets de- and re-contextualized to gain relevance in different organizational contexts.
