Abstract

Urban regeneration is going on around the world, and it can be done in ways to enhance the environment—that is the challenge. The particular challenge cited in this discussion relates to the finite financial resources available to politicians. There is no need for civil engineers to “sell” public works against such social problems as welfare, crime, homelessness, and so on. The environmental problem of cities is partially those societal problems, which are at high priority in the competition for available financial resources. Civil engineers must push for physical rebuilding in decaying cities by urging privatization, by stressing the job-creation that results from needed projects, and by offering cost-effective solutions to physical problems of cities. Abstract

The article presents the views of its author on corruption in the construction industry in the United States. Total global construction in 2004 was estimated at $3.9 trillion. Transparency International estimates a 10% loss to corruption globally and much higher in the most corrupt countries. That's $390 billion in a single year, which is more than enough to solve the world hunger problem. In the developing world, stolen money comes out of needed housing, schools, roads or clean water supplies. Graft is the foundation of corrupt totalitarian regimes.
