The COVID‐19 pandemic and Brexit were separate yet inter‐related developments which affected the British National Health Service (NHS). The UK's state‐funded health sector had historically relied on migrant labour and depended on a migration infrastructure designed to solve its nursing labour shortages. The analysis of primary qualitative and secondary quantitative data shows that the NHS migration infrastructure increased its orientation towards Asia to compensate for the effects of Brexit. The paper reveals how the persistent use of temporary visas along with conditional contractual arrangements has led to various exclusions for migrant nurses and midwives. These data also demonstrate how international travel restrictions associated with COVID‐19 created temporary obstacles for nurses' inflows. Alongside Brexit, this has also resulted in an increase in outflows amongst EU health workers. This paper highlights the contribution of archival data and historical methods to impactful research in industrial relations, the sociology of work, management studies and Human Resource Management. Whilst archival methods are widely used in some of these fields of research, there has also been considerable debate in these fields over the challenges of conducting impactful research using archival data. The paper draws on archival records from the National Archives in the UK to explore the evolving relationship between private temporary employment agencies and the state over the 1980s. The paper highlights how the actions of specific labour market actors, particularly lobbying activities by private agencies, and the changing economic and political climate over the 1980s, impacted on perceptions and attitudes within government towards temporary employment agencies. In doing so, the paper sheds new light on the early evolution of what are now recognised as important dynamics shaping the contemporary employment agency industry. [ABSTRACT FROM AUTHOR]

The article develops a novel conceptualisation of labour unrest and trade unionism in the platform economy, extending current understandings in two ways. First, we situate platform work historically, in the longue durée of paid work under capitalism. Secondly, we introduce a consideration of social structure into debates on union practices often framed in terms of agency. Building on Silver and the Webbs, we highlight the importance in platform work of associational power over structural power; legal enactment over collective bargaining; and geographical over workplace unionism. While mainly a theoretical article, we draw on empirical evidence from research into platform work over five years, comprising interviews, case study, observation and documentary analysis. We conclude that platform labour unrest and unionism bear marked similarities with 19th century forms rather than the 20th century models that often dominate industrial relations perspectives. This article assesses regulatory reform of the state in the context of the move to furloughing in the UK. It establishes that furloughing was a successful response to the COVID-19 crisis, partly because it challenged the traditional UK crisis response of non-state intervention in the labour market. Furloughing prevented higher unemployment and enabled a swifter recovery. The article also identifies the limits of furloughing (not least its temporary nature) but argues that key lessons from furloughing (including the direct support for job retention) should be used to devise new state policies aimed at promoting a more sustainable and equal economy.
