In het voorliggende rapport wordt toegewerkt naar een methode om de landelijke staat van instandhouding van vogels te bepalen. Het begrip ‘staat van instandhouding’ is ontleend aan de Habitatrichtlijn en (bij soorten) synoniem voor de duurzaamheid van een populatie. De te ontwikkelen methodiek is bedoeld voor alle van nature in ons land voorkomende vogelsoorten. Een beoogde toepassing is de actualisatie van de doelensystematiek Natura 2000, waarvoor onder andere actuele informatie over de staat van instandhouding van vogels nodig is. Als eerste stap zijn de potentieel geschikte benaderingen geïnventariseerd. De elf geïdentificeerde benaderingen zijn met elkaar vergeleken en getoetst aan de criteria zoals in de Habitatrichtlijn verwoord om de gunstige staat van instandhouding te beoordelen. Deze criteria zijn in veel opzichten ook op vogels van toepassing, zowel ecologisch als in de jurisprudentie. Uit de vergelijking volgt dat er geen geschikte benadering bestaat, maar dat de geschikte methodiek wel uit de verschillende benaderingen kan worden samengesteld. Dat gebeurt in dit rapport. Het advies voor de bepaling van de staat van instandhouding van vogels gaat overeenkomstig de Habitatrichtlijn uit van de beoordeling van vier aspecten: verspreidingsgebied, populatie, leefgebied en toekomstperspectief. Per aspect kan het oordeel uitkomen op gunstig, matig ongunstig, zeer ongunstig of onbekend. Het meest sombere oordeel van een aspect vormt het eindoordeel.

Ten behoeve van de bescherming van leefgebieden van vogels vereist de Vogelrichtlijn dat lidstaten van de Europese Unie speciale beschermingszones (hierna: vogelrichtlijngebieden) aanwijzen. Verschillende ontwikkelingen sinds de eeuwwisseling, waaronder nieuwe kennis over belangrijke vogelgebieden in Nederland, maken het wenselijk om het overzicht van de ligging van belangrijke leefgebieden voor vogels te actualiseren. Het ministerie van Landbouw, Natuur en Voedselkwaliteit heeft Sovon verzocht om aan de hand van verkennende doorrekeningen een actueel beeld te schetsen van de gebieden die op grond van de daarin aanwezige vogelaantallen in beeld komen voor een nadere beschouwing. Het gaat om het in beeld brengen van gebieden waar bepaalde vogelsoorten geregeld gebruik van maken in concentraties van (inter)nationaal belang. Daarom worden deze gebieden ‘concentratiegebieden’ genoemd. In dit rapport worden de feitelijke resultaten van de indicatieve doorrekeningen voor het in beeld brengen van de concentratiegebieden per relevante soort van de Vogelrichtlijn gepresenteerd. Deze concentratiegebieden hebben geen formele status. Ook de begrenzing van die gebieden is vooralsnog alleen indicatief bepaald. De verdere beoordeling en mogelijke doorwerking van de resultaten valt buiten de reikwijdte van dit rapport.

Inspirerende voorbeelden - Doel van het in dit rapport beschreven project is: Het uitwerken, uittesten en op de kaart zetten van een praktische benadering voor het begrip basiskwaliteit natuur door middel van een aantal pilots met gemeenten, vrijwilligers en andere betrokkenen.

In the State of the Netherlands’ Birds, Sovon lists the most important developments. Which species are increasing, and which are being seen less and less? Thanks to 50 years of censuses and research by many volunteers and professionals, we are able to know the trends of 199 species of breeding birds and 209 migratory and wintering bird species. Some of the causes behind these changes are also explained. This 2023 edition focuses on some striking developments. Partly due to increasing drought in Southern Europe, southern bird species are increasingly managing to reach our country and are even starting to breed. Highly pathogenic avian influenza has been haunting wild birds for years and has long-term effects on populations. Research on species such as the Northern Wheatear and Northern Lapwing shows the bottlenecks, but also sheds light on the best protection measures. Birds remain important indicators of the state of our natural world.

Dit onderzoek bestaat uit het uitvoeren van een literatuurstudie waarbij a priori hypothesen worden opgesteld over de werkingsmechanismen waarmee N-depositie en die hieraan gerelateerde processen aangrijpen op: 1. (populaties van) insectenetende vogelsoorten van droge bossen en heide; 2. eigenschappen die een vogelsoort meer of minder gevoelig maken voor N-depositie; 3. terreinkenmerken van gebieden die de omvang van de effecten van N-depositie beïnvloeden, waardoor ze een sterkere of juist minder sterke invloed hebben op de populatierespons van de betreffende vogelsoorten.

Wetland bird species have been declining in population size worldwide as climate warming and land-use change affect their suitable habitats. We used species distribution models (SDMs) to predict changes in range dynamics for 64 non-passerine wetland birds breeding in Europe, including range size, position of centroid, and margins. We fitted the SDMs with data collected for the first European Breeding Bird Atlas (EBBA1) and climate and land-use data to predict distributional changes over a century (the 1970s–2070s). The predicted annual changes were then compared to observed annual changes in range size and range centroid over a time period of 30 years using data from the second European Breeding Bird Atlas (EBBA2). Our models successfully predicted ca. 75% of the 64 bird species to contract their breeding range in the future, while the remaining species (mostly southerly breeding species) were predicted to expand their breeding ranges northward. The northern margins of southerly species and southern margins of northerly species, both, predicted to shift northward. Predicted changes in range size and shifts in range centroids were broadly positively associated with the observed changes, although some species deviated markedly from the predictions. The predicted average shift in core distributions was ca. 5 km/year towards the north (5% Northeast, 45% North, and 40% Northwest), compared to a slower observed average shift of ca. 3.9 km/year. Predicted changes in range centroids were generally larger than observed changes, which suggests that bird distribution changes may lag behind environmental changes leading to "climate debt. We suggest that predictions of SDMs should be viewed as qualitative rather than quantitative outcomes, indicating that care should be taken concerning single species. In 2021 is in opdracht van Natuurmonumenten een verzameling terreinen in Zuid-Limburg (1039,4 ha) gekarteerd op broedvogels. Het onderzoeksgebied is daarbij opgedeeld in vijf deelgebieden: het Centraal Plateau (66,5 ha), het Geleenbeekdal (314,6 ha), Imstenrade (98,8 ha), Terworm (97,6 ha) en Natuurpark Rode Beek (461,9 ha)(figuur 1). De kartering levert inzicht in de lokale avifauna door informatie te verzamelen over de aanwezigheid, verspreiding en aantallen van broedvogels. Het doel van de inventarisatie is tweeledig en dient 1) ter verantwoording voor het Subsidiestelsel Natuur en Landschap (SNL), waarin o.a. het monitoren van broedvogels in een zesjarige cyclus wordt vereist en waarvan de resultaten worden gerapporteerd aan de betreffende provincie, en 2) ten behoeve van de interne kwaliteitsbeoordelingen en beheerevaluaties van Natuurmonumenten. In dit rapport worden de resultaten van de vlakdekkende kartering beschreven.

De stand van de boerenlandvogels is de laatste decennia in razend tempo afgenomen. De belangrijkste reden hiervoor is de toenemende intensivering van het agrarisch gebruik. Die intensivering gaat gepaard met onder meer het veelvuldig gebruik van bestrijdingsmiddelen (pesticiden). Een artikel dat we publiceerden in het wetenschappelijk tijdschrift Nature plaatst de zogenaamde neonicotinoïden in het verdachtenbankje (Hallmann et al. 2014). In dit verhaal wordt deze studie in het perspectief geplaatst van de kennis over de manier waarop deze middelen tot achteruitgang kunnen leiden en welke kennis nog ontbreekt om de bewijsvoering rond te krijgen.

The European Union's Natura 2000 (N2000) is among the largest international networks of protected areas. One of its aims is to secure the status of a predetermined set of (targeted) bird and butterfly species. However, nontarget species may also benefit from N2000. We evaluated how the terrestrial component of this network affects the abundance of nontargeted, more common bird and butterfly species based on data from long‐term volunteer‐based monitoring programs in 9602 sites for birds and 2001 sites for butterflies. In almost half of the 155 bird species assessed, and particularly among woodland specialists, abundance increased (slope estimates ranged from 0.101 [SD 0.042] to 3.51 [SD 1.30]) as the proportion of landscape covered by N2000 sites increased. This positive relationship existed for 27 of the 104 butterfly species (estimates ranged from 0.382 [SD 0.163] to 4.28 [SD 0.768]), although most butterflies were generalists. For most species, when land‐cover covariates were accounted for these positive relationships were not evident, meaning land cover may be a determinant of positive effects of the N2000 network. The increase in abundance as N2000 coverage increased correlated with the specialization index for birds, but not for butterflies. Although the N2000 network supports high abundance of a large spectrum of species, the low number of specialist butterflies with a positive association with the N2000 network shows the need to improve the habitat quality of N2000 sites that could harbor open‐land butterfly specialists. For a better understanding of the processes involved, we advocate for standardized collection of data at N2000 sites.

Met veel boerenlandvogels gaat het al decennialang slecht in Nederland en daarom betaalt de Nederlandse overheid sinds de jaren zeventig boeren voor de uitvoering van agrarisch natuurbeheer. Sindsdien is er voortdurend discussie over de effectiviteit van het beleid. Uit eerder onderzoek kwam naar voren dat de aantallen weidevogels in reservaten stabiel waren, maar afnamen in gebieden met agrarisch natuurbeheer en in regulier boerenland. Het gebrek aan resultaat in de beheergebieden heeft gaandeweg tot aanpassingen in de uitvoering van het beheer geleid. Dit artikel beschrijft de recente aantalstrends in relatie tot beheervorm. Er bleek behoefte aan een actueel beeld van de aantalsontwikkelingen van weidevogels in relatie tot het beheer dat wordt uitgevoerd om deze soortgroep te beschermen, ofwel een update van de gegevens gepresenteerd in van Egmond & de Koeijer (2006). Dit rapport beschrijft deze ontwikkelingen in de vorm van een Multi Species Indicator (MSI). In een MSI worden de trends van meerdere soorten in één graadmeter gecombineerd. Dezelfde methodiek wordt gevolgd voor de Living Planet Indicatoren, zoals die zijn ontwikkeld door het Centraal Bureau voor de Statistiek (van Strien et al. 2016, Soldaat et al. 2017) en worden gepubliceerd in het Living Planet Report en op het Compendium voor de Leefomgeving.

In het uiterste zuiden van Limburg leeft een van de mooiste zoogdieren van Nederland, de hazelmuis. Deze oranje gekleurde muizen met grote zwarte kraaloogjes en een klein pluimstaartje maken nesten langs bosranden in dichte (braam)struwelen. Uit nesttellingen blijkt dat de soort de laatste tien jaar van beschermings- en beheermaatregelen profiteert. De soort blijft echter nog steeds bedreigd en de verspreiding zeer beperkt. Daarom zullen de beschermings- en beheermaatregelen de komende jaren moeten worden voortgezet en uitgebreid, met name in het agrarisch gebied. In de praktijk blijkt dat een hele uitdaging.

Herrie kan over twintig jaar het grootste milieuprobleem zijn. Niet alleen vanwege de hinder, maar ook doordat geluidsoverlast kan leiden tot gezondheidsproblemen, vervroegd overlijden en een vertraagde ontwikkeling van kinderen. Bij ongewijzigd beleid raakt Nederland meer en meer overdekt met een deken van geluid. Wat zijn de aanknopingspunten om de overlast de kop in te drukken?

We report a widespread Usutu virus outbreak in birds in the Netherlands. Viral presence had been detected through targeted surveillance as early as April 2016 and increased mortality in common blackbirds and captive great grey owls was noticed from August 2016 onwards. Usutu virus infection was confirmed by postmortem examination and RT-PCR. Extensive Usutu virus activity in the Netherlands in 2016 underlines the need to monitor mosquito activity and mosquitoborne infections in 2017 and beyond.

In order to assess the significance of the presumed “umbrella effect” of Natura 2000 areas the European Commission initiated a study, in 2013, to address the following questions: 1) Which are, amongst the species regularly occurring within the European territory of the EU-28 Member States, those that significantly benefit from the site conservation under the EU Birds and Habitats Directive? 2) What is the percentage of all species occurring in the wild in the EU that benefit significantly from Natura 2000? 3) How significant is the contribution of Natura 2000 in relation to the objective of halting and reversing biodiversity loss? The approach used existing data, and covered the terrestrial mammals, birds, reptiles, amphibian, butterfly and plant species. The analysis is mostly based on statistical distribution models and GIS processing of species distribution data in relation to their presence within protected areas of the Natura 2000 network. The main findings for all species groups were: Animal species for which Natura 2000 areas were not specifically designated occur more frequently inside Natura 2000 than outside (in particular breeding birds and butterflies). These species do, therefore, gain benefit from the protected areas network. The species for which Natura 2000 areas were designated generally occur more frequently within the Natura 2000 site boundaries than the nonannex species; this is in particular the case for birds and butterflies, for amphibians and reptiles the difference is negligible. More specific conclusions and findings, as well as discussion of these results and implications for further studies are included in the report.

Although it is generally recognized that global biodiversity is declining, few studies have examined long-term changes in multiple biodiversity dimensions simultaneously. In this study, we quantified and compared temporal changes in the abundance, taxonomic diversity, functional diversity, and phylogenetic diversity of bird assemblages, using roadside monitoring data of the North American Breeding Bird Survey from 1971 to 2010. We calculated 12 abundance and diversity metrics based on 5-year average abundances of 519 species for each of 768 monitoring routes. We did this for all bird species together as well as for four subgroups based on breeding habitat affinity (grassland, woodland, wetland, and shrubland breeders). The majority of the biodiversity metrics increased or remained constant over the study period, whereas the overall abundance of birds showed a pronounced decrease, primarily driven by declines of the most abundant species. These results highlight how stable or even increasing metrics of taxonomic, functional, or phylogenetic diversity may occur in parallel with substantial losses of individuals. We further found that patterns of change differed among the species subgroups, with both abundance and diversity increasing for woodland birds and decreasing for grassland breeders. The contrasting changes between abundance and diversity and among the breeding habitat groups underscore the relevance of a multifaceted approach to measuring biodiversity change. Our findings further stress the importance of monitoring the overall abundance of individuals in addition to metrics of taxonomic, functional, or phylogenetic diversity, thus confirming the importance of population abundance as an essential biodiversity variable.

Voor de Blauwe Kiekendief als broedvogel in het Waddengebied is het vijf voor twaalf geweest. Toch zijn er nog steeds maatregelen denkbaar, en die moeten snel worden uitgevoerd. De maatregelen zijn op alle eilanden denkbaar, maar het meest urgent is het laatste bolwerkje op Texel.
