Abstract: Conservation translocations are becoming common conservation practice, so there is an increasing need to understand the drivers of plant translocation performance through reviews of cases at global and regional levels. The establishment of the Italian Database of Plant Translocation (IDPlanT) provides the opportunity to review the techniques used in 186 plant translocation cases performed in the last 50 years in the heart of the Mediterranean Biodiversity Hotspot. We described techniques and information available in IDPlanT and used these data to identify drivers of translocation outcomes. We tested the effect of 15 variables on survival of translocated propagules as of the last monitoring date with binomial logistic mixed-effect models. Eleven variables significantly affected survival of transplants: life form, site protection, material source, number of source populations, propagation methods, propagule life stage, planting methods, habitat suitability assessment, site preparation, aftercare, and costs. The integration of vegetation studies in the selection of suitable planting sites significantly increased the success of translocation efforts. Although posttranslocation watering had a generally positive effect on translocation outcome, other aftercare techniques did not always increase transplant survival. Finally, we found that how funds were spent appeared to be more important than the actual amount spent. Plant translocations in Italy and in the Mediterranean area should account for the complexity of speciation, gene flow, and plant migrations that has led to local adaptations and has important implications for the choice and constitution of source material.

Abstract: Invasive alien species are among the main global drivers of biodiversity loss posing major challenges to nature conservation and to managers of protected areas. The present study applied a methodological framework that combined invasive Species Distribution Models, based on propagule pressure, abiotic and biotic factors for 14 invasive alien plants of Union concern in Italy, with the local interpretable model-agnostic explanation analysis aiming to map, evaluate and analyse the risk of plant invasions across the country, inside and outside the network of protected areas. Using a hierarchical invasive Species Distribution Model, we explored the combined effect of propagule pressure, abiotic and biotic factors on shaping invasive alien plant occurrence across three biogeographic regions (Alpine, Continental, and Mediterranean) and realms (terrestrial and aquatic) in Italy. We disentangled the role of propagule pressure, abiotic and biotic factors on invasive alien plant distribution and projected invasion risk maps. We compared the risk posed by invasive alien plants inside and outside protected areas. Invasive alien plant distribution varied across biogeographic regions and realms and unevenly threatens protected areas. As an alien's occurrence and risk on a national scale are linked with abiotic factors followed by propagule pressure, their local distribution in protected areas is shaped by propagule pressure and biotic filters. The proposed modelling framework for the assessment of the risk posed by invasive alien plants across spatial scales and under different protection regimes represents an attempt to fill the gap between theory and practice in conservation planning helping to identify scale, site, and species-specific priorities of management, monitoring and control actions. Abstract: IDPlanT is the Italian Database of Plant Translocation, an initiative of the Nature Conservation Working Group of the Italian Botanical Society. IDPlanT currently includes 185 plant translocations. The establishment of a national database on plant translocation is a key step forward in data sharing and techniques improvement in this field of plant conservation. Abstract: Invasive alien plants are a major threat to biodiversity and they contribute to the unfavourable conservation status of habitats of interest to the European Community. In order to favour implementation of European Union Regulation no. 1143/2014 on invasive alien species, the Italian Society of Vegetation Science carried out a large survey led by a task force of 49 contributors with expertise in vegetation across all the Italian administrative regions. The survey summed up the knowledge on impact mechanisms of invasive alien plants in Italy and their outcomes on plant communities and the EU habitats of Community Interest, in accordance with Directive no. 92/43/EEC. The survey covered 241 alien plant species reported as having deleterious ecological impacts. The data collected illustrate the current state of the art, highlight the main gaps in knowledge, and suggest topics to be further investigated. In particular, the survey underlined competition as being the main mechanism of ecological impact on plant communities and Natura 2000 habitats. Of the 241 species, only Ailanthus altissima was found to exert an ecological impact on plant communities and Natura 2000 habitats in all Italian regions; while a further 20 species impact up to ten out of the 20 Italian administrative regions. Our data indicate that 84 out of 132 Natura 2000 Habitats (64%) are subjected to some degree of impact by invasive alien plants. Freshwater habitats and natural and semi-natural grassland formations were impacted by the highest number of alien species, followed by coastal sand dunes and inland dunes, and forests. Although not exhaustive, this research is the first example of nationwide evaluation of the ecological impacts of invasive alien plants on plant communities and Natura 2000 Habitats.

Abstract: L’Italia è localizzata al centro del bacino Mediterraneo, uno tra i centri di biodiversità a livello globale più minacciati. La sua eterogeneità ambientale e climatica ha permesso la differenziazione di un ampio numero di specie vegetali (oltre 8,200 taxa), che tuttavia sono sottoposte ad un crescente numero di minacce principalmente legate ai cambiamenti di dinamiche socio-economiche. Pertanto, urgenti misure di conservazione sono necessarie per fermare la perdita di diversità vegetale e conservare il patrimonio naturale del nostro paese. Questo volume è il prodotto finale di un progetto iniziato nel 2012, finanziato dal Ministero dell’Ambiente e della Tutela del Territorio e del Mare, portato avanti dalla Società Botanica Italiana. Complessivamente, i criteri per la redazione delle liste rosse elaborati dalla IUCN sono stati applicati a 2.488 taxa della flora vascolare autoctona del nostro paese, al fine di valutare il loro attuale stato di conservazione e mettere in evidenza le principali minacce che incombono su di esse. Dopo la pubblicazione del primo volume (2013), che include la valutazione di tutte le specie italiane incluse nelle normative ratificate a livello nazionale (policy species), quali le specie elencate negli allegati della Direttiva 92/43/UE “Habitat” e negli allegati della Convenzione di Berna, in questo contributo è stato valutato un ulteriore gruppo di 2.191 taxa, incluse tutte le specie endemiche italiane non ancora sottoposte ad assessment. I risultati pubblicati nel presente volume hanno rilevato che 37 taxa sono estinti, estinti in natura o verosimilmente estinti a livello regionale (inclusi 11 taxa endemici), mentre 420 taxa (inclusi 228 taxa endemici) sono stati assegnati ad una categoria di rischio. Inoltre, 338 taxa (inclusi 248 taxa endemici) sono stati inseriti nella categoria DD, ovvero specie per cui i dati a disposizione sono insufficienti per una valutazione. La flora vascolare italiana è minacciata soprattutto dalla modificazione degli habitat naturali e semi-naturali, dovuta al disturbo antropico e, specialmente, ad agricoltura, turismo e sviluppo residenziale. Il numero più alto di taxa estinti o in declino è infatti localizzato nelle zone costiere e di pianura, dove gli impatti antropici e la distruzione degli ecosistemi sono più evidenti. La valutazione di circa un terzo dei taxa vegetali spontanei del nostro paese costituisce un importante passo verso la conservazione della flora italiana. Tuttavia, per mettere in atto una strategia di conservazione efficace del paesaggio naturale italiano e in particolare della flora vascolare, ulteriori ricerche ed approfondimenti sono necessari. Sarebbe infatti urgente risolvere alcune criticità tassonomiche, effettuare monitoraggi sulle specie minacciate e sviluppare strategie specifiche di conservazione in situ ed ex situ e piani di azione specie specifici.

Abstract: Italy has a rich natural heritage, which is dangerously under pressure. In recent years, there is an increased awareness of the crucial role of plants in ecosystem functioning and in providing ecosystem services. Consequently, an updated Red List of the Italian vascular flora was compiled in this work, at the request of the Ministry for Environment, Land and Sea Protection, with the scientific support of the Italian Botanical Society. The IUCN Red List criteria were applied to 2,430 Italian native vascular plant taxa to assess their current extinction risk and to highlight the major threats affecting the Italian flora. Our results revealed that 54 taxa (2.2% of the assessed taxa) are extinct or possibly extinct at regional level, while 590 taxa (24.3%) were assigned to a risk category. Moreover, 404 taxa (16.6%) were categorized as Data Deficient. The Italian vascular flora is primarily threatened by habitat modifications due to anthropic disturbance and, especially, to agriculture, tourism and residential development. Coastal areas and lowlands, where anthropogenic impacts and ecosystem destruction are more pronounced, host the greatest number of extinct or declining taxa. Our results represent an important baseline to establish conservation priorities, legislative choices and intervention strategies on a national scale.

Abstract: This study provides a first step toward the knowledge of the alien-dominated and co-dominated plant communities present in Italy. The first ever checklist of the alien phytocoenoses described or reported in literature for the Italian territory has been compiled, produced by data-mining in national and local thematic literature. The resulting vegetation-type draft-list has been checked in the light of the most recent syntaxonomic documentation and updated with regards to syntaxonomy and nomenclature, with special reference to the frame proposed in the Italian Vegetation Prodrome. The list includes 27 vascular and one bryophyte vegetation classes, hosting 194 low rank alien-dominated syntaxa . The different vegetation types detected for each syntaxonomic class and macro-vegetation group, defined by physiognomical and ecological attributes, are discussed.

Abstract: The results of a project for the identification of species-specific monitoring protocols for the Italian plant species protected under the Habitats Directive (Annexes II/IV/V) are presented. The project led to the development of 118 monitoring factsheets, providing an operational guidance for 107 vascular taxa, 10 bryophytes and 1 lichen taxon. Each factsheet includes information on the species (distribution, biology, ecology, conservation status, threats, etc.) and the description of field methodologies for the detection of the two main reporting parameters, i.e. population size and habitat quality. Practical information to plan field activities are also given. Protocols were designed to address the requirements of the European reporting system with the aim to standardize future monitoring activities, optimize efforts at national scale and overcome some current problems related to data heterogeneity and discrepancies from the EC standards. More than 60 botanists collaborated to identify the best practices and to design an operational field survey format through several stages of discussion and sharing. The protocols, developed by ISPRA and Scientific Societies and shared with the Italian institutions responsible for the Directive application, were published in a dedicated National handbook. The work provides a first uniform technical basis for future national monitoring plans.

Abstract: The results of a project for the identification of species-specific monitoring protocols for the Italian plant species protected under the Habitats Directive (Annexes II/IV/V) are presented. The project led to the development of 118 monitoring factsheets, providing an operational guidance for 107 vascular taxa, 10 bryophytes and 1 lichen taxon. Each factsheet includes information on the species (distribution, biology, ecology, conservation status, threats, etc.) and the description of field methodologies for the detection of the two main reporting parameters, i.e. population size and habitat quality. Practical information to plan field activities are also given. Protocols were designed to address the requirements of the European reporting system with the aim to standardize future monitoring activities, optimize efforts at national scale and overcome some current problems related to data heterogeneity and discrepancies from the EC standards. More than 60 botanists collaborated to identify the best practices and to design an operational field survey format through several stages of discussion and sharing. The protocols, developed by ISPRA and Scientific Societies and shared with the Italian institutions responsible for the Directive application, were published in a dedicated National handbook. The work provides a first uniform technical basis for future national monitoring plans.

Abstract: In 2019 the 4th Report ex-Art. 17 on the conservation status (CS) of Annex I Habitats of the 92/43/EEC Directive was expected by every EU/28 country, with reference to the period 2013-18. In Italy, the process was in charge to the Italian Institute for Environmental Protection and Research (ISPRA), on behalf of the Ministry for Environment, Land and Sea Protection (MATTM), with the scientific support of the Italian Botanical Society (SBI). A large group of thematic and territorial experts elaborated the available data concerning the 124 types of terrestrial and inland water Habitats present in Italy, 39 of which are represented by Forest Habitats (Group 9),. The main aim of the work was the evaluation of the overall CS of each Habitat by Biogeographic Region (Mediterranean, Continental and Alpine), for a total amount of 294 assessments. A high proportion of these (92, corresponding to 31% of the total) referred to Forest Habitats, including 20 marginal types for which the CS was not requested. The analysis was carried out at different scales: a) administrative territory, through the data contained in the ISPRA database, whose compilation was in charge to the Regions and Autonomous Provinces; b) Natura 2000 site, with the latest updates available (Standard Data Forms updated to 2018); c) national scale, implementing the distribution maps for each Habitat based on the European grid ETRS89-LAEA5210 (10x10 km2 mesh); d) Biogeographic Region, scale of the final assessment. Cartographic outcomes, associated databases and additional data used for the assessments will be available online on the ISPRA Portal as soon as the validation process by the European Commission will be completed. A dedicated archive named "HAB_IT" has been created in the national database "VegItaly" (1), managed by the Italian Society of Vegetation Science, where the phytosociological relevés representative of the various Annex I Habitats in Italy will be archived and freely accessible. An overview of the results regarding the Forest habitats is here provided, including a comparison with the outcomes of the former reporting cycle, the 3rd Report ex-Art. 17 (2). In several cases (e.g. 9120, 91L0), the distribution maps have been remarkably improved due to better knowledge and more fitful interpretation. The conservation status resulted as Favourable (FV) for 6,7%, Inadequate (U1) for 58,7% and Bad (U1) for 32,0% of the 72 assessed forest Habitat types. In no case there was an improvement of the conservation status, while in 6 cases a worsening of the conditions resulted from the data analysis, pointing out the Habitats types with a higher need of action. Similarly to other projects carried out as a team by the network of Annex I Habitat experts of the Italian Botanical Society and the Italian Society for Vegetation Science (e.g. 3, 4), this is another step in the direction of supporting the implementation of the 92/43/EEC "Habitat" Directive in Italy and Europe. On this ground, the high biodiversity of the Italian forest Habitats could be emphasized, however results pointed out that some rare or endemic types (e.g. Alnus cordata or Betula aetnensis-dominated forests) are still scarcely acknowledged by the most prominent EU conservation tools such as the Annex I to the "Habitat" Directive. 1) F. Abstract: The 4th National Report ex Art. 17 of the 92/43/EEC Directive in Italy (period 2013-2018) will try to fill a number of gaps still affecting the former versions of the Italian Reports, where territorial data were still missing for large parts of the country and the assessment was mostly based on the use of the expert opinion. Similar inconsistencies also emerged in other European countries (State of nature in the EU, EEA 2015). In order to reach this aim, a nationally shared protocol for monitoring the vegetation-based Annex I Habitats is currently under development. The most prominent issues addressed by the ongoing project are: i) fixing standardized, updated and scientifically grounded methodological tools, on the basis of the European guidelines (Evans & Arvela 2011, ETC-BD); ii) providing comparable data at national and European level; iii) harmonizing the territorially fragmented knowledge and iv) supporting nationally standardized measures for the conservation of terrestrial, brackish and freshwater Habitats. Promoted by the Italian Ministry for Environment (MATTM) and coordinated by the environmental agency ISPRA, the development of such a tool is being carried out by the Italian Society for Vegetation Science, with the support of a large team of experts. Open issues, such as the favourable reference values and the optimal thresholds for each considered parameter (range,area, structure and function), have to be dealt with, in a condition of large uncertainty. Due to its centrality in the assessment process, especially the concept of "typical species" should be developed with care, trying to combine the need for synthetic indicators with the great floristic diversity of the Italian Habitats. A clear definition of the parameters is crucial for a correct application of the monitoring protocol, to successfully contribute to the whole process of halting biodiversity loss in Europe.

Abstract: The methodological foundations of the recently published Manual for Annex I Habitats monitoring in Italy, edited by the Italian Institute for Environmental Protection and Research (ISPRA) with the scientific support of the Italian Society for Vegetation Science (SISV), are here presented, discussed and related to the most consolidated and acknowledged scientific advances in the field of Vegetation science. The proposed methodologies aim at offering simple, yet effective, protocols and procedures towards a harmonized data collection, by way of standardized and shared technical tools, resulting in comparable evaluations of the conservation status of Annex I Habitats. The methodological framework was developed by experts including a large team of members of the SISV. Big efforts were deployed to provide indicators and parameters for biodiversity monitoring able to catch its complexity, yet simple enough to be easily measured. Diagnosis and syntaxonomical correspondences of Habitat types, sampling procedure, plot size, distribution mapping, typical species are among the principal issues here examined through a widely shared scientific discussion. The final product is a comprehensive Manual, which offers practical but scientifically sound methodological tools for an efficient and effective monitoring of Annex I Habitats. The importance of bridging across the science-policy interface is emphasized, in a general will to improve the impact of Vegetation science on conservation policy development in Europe.

Abstract: A partire dall’entrata in vigore della Direttiva 92/43/EEC, la sorveglianza dello stato di conservazione degli habitat elencati nell’Allegato I ed il relativo monitoraggio periodico a intervalli di sei anni sono diventati un obbligo per tutti i paesi membri dell’UE, in base a quanto previsto negli Articoli 11 e 17. Nel 2011 è stato pubblicato un documento che fornisce le linee guida di riferimento europee per il monitoraggio di habitat e specie (Evans & Arvela 2011). Su questa base metodologica, la Società Italiana di Scienza della Vegetazione (SISV), avvalendosi di un ampio gruppo di soci esperti, ha avviato un dibattito interno su principi, criteri, parametri e strumenti per il monitoraggio degli habitat di Allegato I e dei tipi di vegetazione in essi rappresentati. Il progetto è stato promosso dal Ministero dell’Ambiente e della Tutela del Territorio e del Mare e coordinato dall’Istituto Superiore per la Protezione e la Ricerca Ambientale, e si trova al momento in una fase prossima alla conclusione. A partire dalla documentazione già prodotta a livello nazionale per gli habitat italiani (Biondi et al., 2009, 2012, 2014; Genovesi et al., 2014), diversi aspetti critici sono stati esaminati attraverso una discussione scientifica ampiamente condivisa. In particolare, sono stati affrontati: gli aspetti legati alla scelta di strumenti adeguati per valutare i parametri area, struttura e funzione, prospettive future; il concetto di "specie tipica"; i metodi di campionamento habitat-specifici appropriati. Il protocollo sviluppato si pone come uno strumento pratico ed efficace, scientificamente valido e in linea con gli standard metodologici internazionali. Il suo utilizzo permetterà una raccolta armonizzata di dati su scala nazionale, rendendo possibile una valutazione comparata dello stato di conservazione di ciascun habitat.

Big efforts were deployed to provide indicators and parameters for biodiversity monitoring able to catch its complexity, yet simple enough to be easily measured. Diagnosis and syntaxonomical correspondences of Habitat types, sampling procedure, plot size, distribution mapping, typical species are among the principal issues here examined through a widely shared scientific discussion. The final product is a comprehensive Manual, which offers practical but scientifically sound methodological tools for an efficient and effective monitoring of Annex I Habitats. The importance of bridging across the science-policy interface is emphasized, in a general will to improve the impact of Vegetation science on conservation policy development in Europe.

Abstract: The ongoing activities for the identification of monitoring methods for the Italian flora of Community interest (FCI) are presented. The reference framework is the Directive 92/43/EEC. Monitoring is an obligation arising from Art. 11 and the results have to be reported every six years, according to Art. 17. In the last Italian National Report, covering the period 2007-2012, the status of the FCI was assessed using available knowledge and expert judgment, still revealing relevant lack of data for some plant species and, in turn, population parameters (Ercole and Giacanelli, 2014). To overcome these deficiencies, in 2015 began a project aims to set future monitoring activities and to optimize efforts at national scale. A network of institutions (Ministry of the Environment, Regions), research institutes (ISPRA) and scientific societies (SBI for flora) has been organized. Main objective of this project, to be reached by the end of 2016, is the identification of shared monitoring protocols for the FCI. For plant species ISPRA and SBI are engaged in the drafting of species-specific monitoring methodologies and schemes, based on the updated scientific knowledge and responsive to the EC requests. A working group made up of 12 units (10 groups for vascular and two for non-vascular plants) distributed throughout the country have been established. The monitoring protocols for each plant species (109 vascular taxa, 10 bryophytes, one lichen) have been developed and tested in the field for 12 target plant species, identified according to representativeness criteria for: life forms, phenology, ecology and biogeography. These shared protocols should lead to overcoming some current problems related to data heterogeneity and discrepancies from the EC requests and would allow greater repeatability and comparability over time. The results will be available in a dedicated website and in a National Manual for FCI, which will be published by ISPRA together with the manuals for fauna and habitats.

Abstract: Taxa endemic to a country are key elements for setting national conservation priorities and for driving conservation strategies, since their persistence is entirely dependent on national policy. We applied the IUCN Red List categories to all Italian endemic vascular plants (1340 taxa) to assess their current risk of extinction and to highlight their major threats. Our results revealed that six taxa are already extinct and that 22.4% (300 taxa) are threatened with extinction, while 18.4% (247; especially belonging to apomictic groups) have been categorized as Data Deficient. Italian endemic vascular plants are primarily threatened by natural habitat modification due to agriculture, residential and tourism development. Taxa occurring in coastal areas and lowlands, where anthropogenic impacts and habitat destruction are concentrated, display the greatest population decline and extinction. The national network of protected areas could be considered effective in protecting endemic-rich areas (ERAs) and endemic taxa, but ineffective in protecting narrow endemic-rich areas (NERAs), accordingly changes to the existing network may increase the effectiveness of protection. For the first time in the Mediterranean Basin biodiversity hotspot, we present a comprehensive extinction assessment for endemic plants under the full responsibility of a single country. This would provide an important step towards the prioritization and conservation of threatened endemic flora at Italian, European, and Mediterranean level. A successful conservation strategy of the Italian endemic vascular flora should implement the protected area system, solve some taxonomical criticism in poorly known genera, and should rely on monitoring threatened species, and on developing species-specific action plans.
