2. Navigating the transnational government of children and youth in motion. A double gaze crossed: young Moroccans and young people from West Africa between Spain and France

- Abstract
After accompanying young Africans on the move to Europe, this article offers a cross-cutting look at the transnational governance of migrant children and young people. Based on a multisite ethnography between Morocco, Spain and France, the authors reflect on the ways of navigating the contexts and regulations that affect the daily lives and interests of migrant children and adolescents. We focus on the cases of Spain and France, the first European territories crossed by the children after leaving Morocco. We propose to make the analysis more complex by including the experiences of both Moroccan youth (self-described as harraga) and young people from West and Central Africa (self-described as adventurers). In this article, we defend the idea that young people are global actors who, in a restrictive transnational field, develop specific strategies of mobility and survival within coercive and antagonistic normative universes. These ways of navigating are both resistances to the transnational governance of children and youth on the move and its direct consequence, with differentiated effects on the harraga and the adventurers, who must invent differentiated strategies with long-lasting effects on their life trajectories., Tras el acompañamiento a jóvenes africanos en movimiento hacia Europa, este artículo propone una mirada cruzada sobre el gobierno transnacional de la infancia y juventud migrante. A partir de una etnografía multisituada entre Marruecos, España y Francia, las autoras reflexionan sobre las maneras de navegar los contextos y normativas que afectan la cotidianidad e intereses de las niñas, niños y adolescentes migrantes. Nos enfocamos en los casos de España y Francia, primeros territorios europeos cruzados por los chavales habiendo salido de Marruecos. Proponemos complejizar el análisis abarcando las experiencias tanto de la juventud marroquí (autodenominada harraga) como de la de los jóvenes de África Occidental y Central (autodenominados aventureros). Defendemos en este artículo la idea que los chavales son actores globales que, en un campo transnacional restrictivo, desarrollan estrategias específicas de movilidad y supervivencia dentro de universos normativos coercitivos y antagonistas. Estas maneras de navegar son a la vez resistencias al gobierno transnacional de las infancias y juventudes en movimiento y su consecuencia directa, con efectos diferenciados en los harraga y los aventureros, que tienen que inventar estrategias diferenciadas con efectos duraderos sobre sus trayectorias de vida., Na sequência do acompanhamento de jovens africanos em deslocação para a Europa, este artigo oferece um olhar transversal sobre a governação transnacional das crianças e jovens migrantes. Com base numa etnografia multissectorial entre Marrocos, Espanha e França, os autores reflectem sobre as formas de navegação nos contextos e regulamentos que afectam a vida quotidiana e os interesses das crianças e adolescentes migrantes. Centramo-nos nos casos de Espanha e França, os primeiros territórios europeus atravessados pelas crianças após a sua saída de Marrocos. Propomos tornar a análise mais complexa, cobrindo as experiências tanto da juventude marroquina (autodescrita como harraga) como dos jovens da África Ocidental e Central (autodescrita como aventureiros). 5. Narrative dissonances, the good and the bad savage. : Moroccan and West African youth on the move to Europe

Aquest article aprofundeix en els discursos formulats al voltant de les maneres de ser, existir i viure com a jove africà en moviment cap a Europa. A partir d'una etnografia multisituada al Marroc, Espanya i França analitzo les narratives diferencials que produeixen les institucions, les entitats del Tercer Sector i els col·lectius que es configuren al voltant d'aquests joves africans. En particular, assenyalo la distinció que aquests organismes realitzen entre els nens marroquins i aquells provinents de l'Àfrica Occidental, malgrat que tots dos siguin jurídicament iguals, categoritzats sota la figura de MENA, a Espanya, MNA, a França. D'una banda, els joves marroquins, [auto]anomenats harraga, són llegits com a persones insubmises i desagraïdes. D'altra banda, els joves de països com Mali, Guinea Conakry o Costa d'Ivori són usuaris més ben rebuts dins dels diferents organismes d'ajuda humanitària. La distinció simbòlica entre els dos grups a partir dels discursos dels organismes esmentats es deu al tipus de relació que tenen aquests joves amb els professionals i les entitats d'ajuda humanitària i, en aquest sentit, a la necessitat que tenen de rebre-la. Tot i que els joves marroquins formen part d'una àmplia diàspora internacional que els dóna suport, els de països de l'Àfrica Occidental es troben dins de trajectòries més llargues i discriminatòries. En aquest sentit, hi ha un accés diferencial als recursos no institucionals, basats en xarxes de suport i paisanatge, entre un grup i un altre. Amb tot això, concloc que ambdues narratives són colonials, antimigratòries i adultocentradas, i impacten de manera negativa en les trajectòries d'aquests joves, que, en cap moment, no poden controlar la seva pròpia representació. PARAULES CLAU: Joventut en moviment, Marroc, Àfrica Occidental, discursos, colonialismo., This article delves into the discourses formulated around the ways of being, existing and living as a young African moving towards Europe. Based on a multi-sited ethnography in Morocco, Spain, and France, I analyse the differential narratives produced by institutions, Third Sector entities and groups that are configured around these young Africans. In particular, I point out the distinction that these organizations make between Moroccan children and those from West Africa, despite the fact that both are legally equal, categorized under the figure of MENA, in Spain, MNA, in France. On the one hand, young Moroccans, [self] called harraga, are read as unsubmissive and ungrateful people. On the other hand, young people from countries such as Mali, Guinea Conakry or the Ivory Coast are better received users within the different humanitarian aid agencies. The symbolic distinction between the two groups based on the speeches of these organizations is due to the type of relationship these young people have with professionals and humanitarian aid entities and, in this sense, to the need they have to receive their help. While young Moroccans are part of a large international diaspora that supports them, those from West African countries are on longer and more discriminatory trajectories. In this sense, there is differential access to non-institutional resources, based on support networks and peasants, between one group and another. With all this, I conclude that both narratives are colonial, anti-migratory and adult-centered, and have a negative impact on the trajectories of these young people, who, at no time, can control their own representation. KEY WORDS: Youth on the move, Morocco, West Africa, discourses, colonialism., Este artículo ahonda en los discursos formulados en torno a las formas de ser, existir y vivir como joven africano en movimiento hacia Europa. A partir de una etnografía multisituada en Marruecos, España y Francia analizo las narrativas diferenciales que producen las instituciones, entidades del Tercer Sector y colectivos que se configuran en torno a estos jóvenes africanos. En particular, señalo la distinción que dichos organismos realizan entre los niños marroquíes y aquellos provenientes de África Occidental, a pesar de que ambos sean jurídicamente iguales, categorizados bajo la figura de MENA, en España, MNA, en Francia. Por un lado, los jóvenes marroquíes, [auto]denominados harraga, son leídos como personas insumisas y desagradecidas. Por otro lado, los jóvenes de países como Mali, Guinea Conakry o Costa de Marfil son usuarios mejor recibidos dentro de los distintos organismos de acogida y ayuda humanitaria. La distinción simbólica entre ambos grupos a partir de los discursos de dichos organismos se debe al tipo de relación que tienen estos jóvenes con los profesionales y entidades a la necesidad que tienen de recibir su ayuda y, en este sentido, a la necesidad que tienen de recibirla. Si bien los jóvenes marroquíes forman parte de una amplia diáspora internacional que los apoya, los de países de África Occidental se encuentran dentro de trayectorias más largas y discriminatorias. En este sentido, existe un acceso diferencial a los recursos no institucionales, basados en redes de apoyo y paisanaje, entre un grupo y otro. Con todo esto, concluyo que ambas narrativas son coloniales, anti-migratorias y adultocentradas, e impactan de forma negativa en las trayectorias de estos jóvenes, que, en ningún momento, pueden controlar su propia representación.
