- Abstract
Pelatihan dan pendampingan pembukuan keuangan bagi guru KB/TK bertujuan untuk meningkatkan kemampuan guru dalam menyusun dan meningkatkan kualitas pembukuan. Beberapa guru di TK Lab UM selain sebagai guru juga diberikan tugas tambahan untuk mengelola administrasi sekolah, baik administrasi umum, pembelajaran, keuangan dan kesiswaan. Berdasarkan observasi yang dilakukan, ditemukan kesulitan dalam pengelolaan pembukuan keuangan. Kesulitan pembukuan keuangan yang dihadapi oleh TK Lab UM penggunaan alat bantu excel belum maksimal. Pelatihan dan pendampingan ini dilaksanakan di TK Lab UM Kota Malang. Metode yang digunakan adalah pelatihan bagi guru dan pendampingan bagi guru yang bertugas sebagai pengelola keuangan. Kegiatan ini dimulai dari bulan Juni hingga Agustus 2022. Kegiatan ini menghasilkan template pembukuan keuangan dalam format excel yang akan memudahkan guru dalam menyusun buku keuangan. Selain itu, kegiatan ini menambah wawasan dan keterampilan para guru dalam menyusun pembukuan keuangan.

3. Implications of the Dynamic Capability of Thinking Again, the General Election Commission's (KPU) Rumah Pintar Pemilu (RPP) Program in Voter Participation in 2018 Elections

- Abstract
Anticipating the low voter participation in elections, the General Elections Commission (KPU) of the Republic of Indonesia initiated a political education program for voters to increase voter participation by making a pilot project for the establishment of the Election Rumah Pintar Pemilu (RPP) with a target of 549 houses to be built including one in the central KPU, 34 RPP in provinces, and the rest in districts/cities throughout Indonesia. People, on the other hand, are more interested in learning about the election through other media rather than visiting the election smart house. How the implications of the dynamic capability of the smart home election program think again in increasing voter participation in the 2018 regional head election is interesting to examine using a case study method involving informants from the Public Relations and Technical Division of the Indonesian KPU and Regional KPU. The results showed that the implementation of the provision of RPP KPU RI throughout Indonesia starting from 2015 to 2018 had reached 514 RPP at the provincial, city, and district levels. Of the 8 RPPs that were observed directly, starting from the RPP KPU RI, RPP KPU Serang City, Lebak Regency, North Sumatra Province, Bogor City, Garut Regency and East Lombok Regency, and East Barito Regency RPP. Only the RPP of the KPU RI and the City of Bogor have sufficient complete facilities, while the 5 RPPs are still not in accordance with the standards of the Guidelines for the Provision of the KPU RI. In providing the RPP, the Indonesian KPU carried out top-down communication through official letters and meetings with the regional KPU in 2015, which was then realized in its establishment from 2016 to 2018 using the RI KPU budget taken from the voter education budget. The difficulty in providing KPU’s RPP is that the KPU building or office is borrowed from the local government, and there is no special staff for the regional KPU to handle the RPP and the activities in it. Willingness and skills of implementers who do not understand politics, democracy and voter education, and the bureaucratic structure in regional KPUs do not support the RPP as a means of voter education and as an effort to increase the number of voter participation in the 2018 direct regional head elections so that voter participation does not reach the target of the KPU RI. In the 2018 Pilkada, which had a target voter turnout of 77.5%; however, participation was only 73.24%. At 2015 regional election participation rate was 69%. The implementation of the election smart home program needs to be evaluated thoroughly because the amount of support issued does not increase voter participation and intelligence. 4. Empowering People in the Creative Economy Sector to Foster the Dynamic Capabilities of Depok City Government During the Covid-19 Pandemic

- Abstract
The aim of this research was to examine how people have been empowered in the creative economy sector and the stimulation of the dynamic capabilities of the Depok City Government in developing the creative economy sector. This study used a qualitative approach. The findings revealed that strategies of empowerment efforts shifted due to the Covid-19 pandemic. Thus, operational capacity was reduced. The empowerment of people in Depok City in relation to the development of the creative economy requires collaboration. This study used the theory of dynamic capability formation of Neo and Chen to design a collaborative model for empowering people as part of a penta helix institution. This research can be used to inform dynamic governance development planning for sustainable synergy of people in the creative economy sector. This paper aimed to describe the capability development of Village-Owned Enterprises (BUMDes) in Malang Regency. The research method used was a qualitative method. Data were collected from key informants from the Malang Regency Office of Community Empowerment and Village, and BUMDes in Malang Regency. The study revealed that there were 203 BUMDes in Malang Regency. They were trained annually for BUMDes by the Ministry of Villages, the Development of Disadvantaged Areas and Transmigration of the Republic of Indonesia as part of capabilities development Malang Regency BUMDes, in collaboration with the Malang Regency Office of Community Empowerment and Villages. The problems often arose in the capabilities development of Malang Regency BUMDes were, (a) socialization and communication program factors had not reached the optimum level yet; (b) lack of human resources who were able to manage the BUMDes (c) they tended to depend on the leadership of the Village Chief; (d) the partnership was too dependent on the sponsor's intention. The limitations of the study were caused by the limited time and location, so it could not cover all regions and other stakeholders. Hence, the study results could not be generalized to other regions. The implications of the studies were to increase the effectiveness of Malang Regency BUMDes capability development and consider providing regular clinics with consultants at the District Office. To improve the efficiency of Malang Regency BUMDes capability development, it was necessary to disseminate a package of practical tools guidance and management training per District, in addition to Malang Regency Training. The originality of these findings was related to the wider picture of beneficial roles of dynamic capabilities and collaborative governance for optimal and sustainable economic empowerment of rural communities.

6. Depok City Creative Economy Development Strategy During the Covid-19 Pandemic

- Abstract
This article examined the dynamics of the Depok City Government’s strategy to strengthen the creative economy sector in a sustainable manner during the Covid-19 pandemic. Qualitative research methods were used to explore field data, using the data analysis techniques proposed by Miles, Huberman and Saldana. The location studied was Depok City, a hinterland for the capital Jakarta, and the study took place in July 2020 – February 2021. The results revealed that the Depok City Government responded to the Covid-19 pandemic through collaborative synergies with other related agencies and established a digital network for traditional markets that accommodated the ongoing creative economy sector development program. According to the results, the strategy of sustainable creative economic development focused on crisis management leadership, especially observation, direction, coordination and accuracy of deliberative decision making. Also, the effectiveness of the development strategy was supported by synergies of cooperation between creative economy sector stakeholders. The implications of changing the creative economy development strategy were the development of collaborations and risk sharing as well as the continuity of digital platform management for marketing and developing creative economy businesses in Depok City during the pandemic. Artikel ini sebagai wacana, bertujuan membahas revolusi hijau sebagai strategi pembangunan perdesaandi era industri 4.0 sejak implementasi Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Metodepenelitian yang digunakan adalah studi pustaka, dan hasilnya dianalisis dengan teori strategipembangunan desa menurut Griffin (1999). Hasil kajian menemukan di Indonesia, khususnya KabupatenWonogiri, menghadapi kecenderungan masalah menurunnya jumlah dan preferensi anak muda produktifyang bekerja bidang pertanian, serta peningkatan jumlah lansia selama tahun 2013 – 2017. Untuk itu,perlu mempertimbangkan strategi revolusi hijau agar pembangunan perdesaan terdampak bonusdemografi, dapat berkelanjutan secara optimal. Keterbatasan wacana ini perlu ditindaklanjuti denganpenelitian lapangan. Orijinalitas wacana ini pada revolusi hijau sebagai strategi pembangunan desaterkait implikasi bonus demografi. Implikasi praktis wacana ini yakni rekomendasi strategi revolusi hijausebagai strategi radikal dalam pembangunan perdesaan sehingga tumbuh produk pertanian yangbernilai tambah dan kompetitif sesuai dengan tuntutan era industri 4.0

The development of information technology and public administration paradigms that emphasize services for the benefit of society has affected the strategic efforts of e-Gov in Indonesia. For that, there is a need to create qualified, competitive, effective and efficient of the public services. Indonesia’s E-Gov Policy has been applying principles of good governance and information technology to serve and interact with the community. Some local governments, including South Jakarta Municipality has been implementing e-Gov to optimize public service. e-Gov in South Jakarta Municipality is reflected on the implementation of a management information technology to improve services to the community by creating a web site, namely http://selatan.jakarta.go.id/. The information presented in South Jakarta Municipality website includes tourism, local regulations, and other information of Municipality of South Jakarta.
