Using panel data for the years 2013, 2015, and 2017 collected through field surveys in eight counties in the North China Plain, we examine the relationship between smallholders' land rental behavior and their (agricultural) incomes, with a particular focus on heterogeneous specialization among smallholders. We find that farming-specialized households experience a significant higher increase in agricultural income and a larger decrease in poverty incidence by renting in land than nonspecialized households. Off-farm specialized households had a decreased likelihood of being poor by renting out land, whereas nonspecialized households experienced no decrease in poverty incidence after renting out land. Multifunctionality in agriculture has received a lot of attention the last decade from researchers and policy-makers alike, perhaps most notably evidenced by the important changes made to the EU's Common Agricultural Policy. While the concept has been embraced by environmentalists envisioning positive impulses for decoupling and a range of local stakeholders recognizing implicit marketing opportunities involved, it has also been criticized as a mere argument in favour of disguised protectionism. Problematic in this discussion is the lack of an operationalising framework for the assessment of multiple functions. In this paper, we discuss such a framework and the role it can play in the decision-making process. Focusing on a case study about olive farming on sloping and mountainous land in northeastern Portugal, the contribution discusses methods for studying multiple functions of agro-ecosystems. While function assessment is presented from a research perspective, its relevance for stakeholders is also stressed here. By using the metaphor of a house, the method could appeal to a wide range of actors. In the case study, we conclude that olive groves on sloping and mountainous land particularly fall short in supplying ecological functions. They do however contribute significantly to the local economy, generate employment and perform an important role in maintaining the cultural landscape and identity, and are thus vital to regional development and to stop outmigration of the population. Policy-makers could use the function assessment tool to design effective cross-compliance rules and relevant agro-environmental measures to reinforce ecological and social functions, and to communicate ideas to other stakeholders. As such, it provides an extension of public debate and can reinforce decision-making by visualizing trends, development alternatives or scenarios. To combat land degradation and deterioration issues, the Grain to Green project (GGP) was implemented on the Chinese Loess Plateau in 1999 and substantially altered the land cover by converting slope farmland into forest and grassland. To effectively achieve sustainable land restoration management and avoid stakeholder conflicts, this study aimed to understand how local stakeholders perceived the current land restoration process and expectations for future land restoration policy, as well as how stakeholders assessed the GGP impacts on local ecosystem service changes. We investigated the perspectives of 150 stakeholders representing five stakeholder groups including farmers, governmental officers, citizens, tourism operators and forestry practitioners using questionnaires administered in 2021 in the Yan’an area of the Chinese Loess Plateau. The survey results indicated a 72% support rate of stakeholders for the current GGP, with government officers reporting the highest value and tourism practitioners reporting the lowest. The support rate for future land restoration decreased to 51%. While majority of the stakeholders considered that the GGP had stimulated regulation and cultural ecosystem services, they also perceived negative impacts on grain production, livestock production, water yield and water quantity. Factors influencing farmers’ decision-making on recultivating the restored forest in the future were found to be economically driven. We recommend policy makers to improve the compensation standards and duration for farmers and increase the diversity of restoration tree species, and the involvement of participatory processes is suggested for future land restoration policy-making.
