Abstract

The Marine Strategy Framework Directive (MSFD) Technical Group on Marine Litter developed the on monitoring of marine litter in European s in 2013 to enable EU Member States to launch monitoring programmes for MSFD Descriptor 10: no harm caused by marine litter . The maturity of methodological protocols for marine litter monitoring has increased over the last 10 years, based on research advances and M efforts.This document updates the previous guidance to facilitate the harmonisation of the monitoring framework for the MSFD, including protocols, recommendations, and information required to increase the comparability of data and assessments among Member States. The document comprises chapters dedicated to the protocols for monitoring marine litter across different marine environmental compartments (i.e. the coastline/beach, the surface layer of the water column, the seafloor/seabed) and types of litter (i.e. macro litter, mesolitter, microlitter, ingested litter and microlitter by biota, and entanglement with litter).

Abstract

The Marine Strategy Framework Directive (MSFD, 2008/56/EC) requires that European threshold values (TVs) for marine litter (descriptor 10) be defined. The MSFD Technical Group on Marine Litter (TG ML) decided to focus on coastline litter (Criterion 1), often referred to as beach litter, in a first step, since for this criterion a monitoring framework is in place and a substantial amount of fit-for-purpose beach litter monitoring data is available at the European scale (see Hanke et al., 2019). This report describes the rationale and method to obtain a European TV for beach litter, as developed by Member States and other experts within the TG ML. It was concluded by TG ML that a TV cannot be based on quantitative ecological and socio-economic harm due to a lack of scientific data on harm caused by marine litter on beaches. Of the remaining options, the use of the 10th percentile value of the total litter abundance dataset from all European beaches in the baseline period 2015-2016 was selected and applied, as it was considered to be sufficiently precautionary while being based on already available beach litter abundances in the EU. The underlying baseline dataset was developed within the TG ML. Calculation of the 10th percentile of the EU baseline dataset resulted in a value of 13 litter items per 100 m of coastline length. Further consideration of the 95% confidence intervals of the TV and assessment value, respectively, led to a final TV of 20 litter items/100 m beach length, which corresponds to the 15th percentile value of the EU baseline dataset. This TV is estimated by experts from TG ML to reduce harm from beach litter to a sufficiently precautionary level. The methodology acknowledges uncertainties in the underlying data which is considered in the proposal. The median assessment value is compared with this TV for compliance checking. It is acknowledged that achieving this TV will require substantial and sustained measures over a longer period. Intermediate targets over time towards the proposed TV are proposed to support the achievement of the TV. Abstract

This paper proposes motion prediction in single still images by learning it from a set of videos. The building assumption is that similar motion is characterized by similar appearance. The proposed method learns local motion patterns given a specific appearance and adds the predicted motion in a number of applications. This work (i) introduces a novel method to predict motion from appearance in a single static image, (ii) to that end, extends of the Structured Random Forest with regression derived from first principles, and (iii) shows the value of adding motion predictions in different tasks such as: weak frame-proposals containing unexpected events, action recognition, motion saliency. Illustrative results indicate that motion prediction is not only feasible, but also provides valuable information for a number of applications.

Abstract

In this paper we aim for object classification and segmentation by attributes. Where existing work considers attributes either for the global image or for the parts of the object, we propose, as our first novelty, to learn and extract attributes on segments containing the entire object. Object-level attributes suffer less from accidental content around the object and accidental image conditions such as partial occlusions, scale changes and viewpoint changes. As our second novelty, we propose joint learning for simultaneous object classification and segment proposal ranking, solely on the basis of attributes. This naturally brings us to our third novelty: object-level attributes for zero-shot, where we use attribute descriptions of unseen classes for localizing their instances in new images and classifying them accordingly. Results on the Caltech UCSD Birds, Leeds Butterflies, and an a-Pascal subset demonstrate that i) extracting attributes on oracle object-level brings substantial benefits ii) our joint learning model leads to accurate attribute-based classification and segmentation, approaching the oracle results and iii) object-level attributes also allow for zero-shot classification and segmentation.We conclude that attributes make sense on segmented objects.

The present document provides the recommendations and information needed to commence the monitoring required for marine litter, including methodological protocols and categories of items to be used for the assessment of litter on the Beach, Water Column, Seafloor and Biota, including a special section on Microparticles.

Abstract

Background The neurotrophic drug Cerebrolysin accelerated recovery and prevented acute neuronal damage in preclinical models of ischaemia. Previous clinical trials support therapeutic effects in stroke patients. The study investigated whether the combination with alteplase and Cerebrolysin is safe and can further reduce disability after acute ischaemic stroke. Methods This placebo-controlled, double-blind trial involved 119 patients with acute ischaemic hemispheric stroke, randomly assigned to a combined treatment with alteplase plus Cerebrolysin or placebo (administered 1 h after thrombolytic treatment) starting within three-hours after onset of symptoms. A daily i.v. infusion of 30 ml Cerebrolysin or placebo was given for 10 consecutive days. Primary outcome was the modified Rankin Scale at day 90. A sequential design with interim analyses was applied. Results The third interim analysis did not show a benefit in the modified Rankin Scale for Cerebrolysin on day 90 compared to placebo and the study was stopped. The National Institutes of Health Stroke Scale responder analysis (secondary outcome measure) showed significantly more patients with an improvement of 6 or more points (or a total score of 0 or 1) after two-, five-, 10, and 30 days in the Cerebrolysin group. Similar trends were observed for the modified Rankin Scale responder analysis without achieving statistical significance. There was no difference between treatment groups regarding adverse events. Conclusions The combination of Cerebrolysin with recombinant tissue-Plasminogen Activator is safe for treatment of acute ischaemic stroke but did not improve outcome at day 90. During the treatment period with Cerebrolysin (10 days), significantly more patients had a favourable response in neurological outcome measures (National Institutes of Health Stroke Scale) as compared to the placebo group.

Abstract

The Marine Strategy Framework Directive (2008/56/EC) (MSFD) requires that the European Commis-sion (by 15 July 2010) should lay down criteria and methodological standards to allow consistency in approach in evaluating the extent to which Good Environmental Status (GES) is being achieved. ICES and JRC were contracted to provide scientific support for the Commission in meeting this obligation. A total of 10 reports have been prepared relating to the descriptors of GES listed in Annex I of the Directive. Eight reports have been prepared by groups of independent experts coordinated by JRC and ICES in response to this contract. In addition, reports for two descriptors (Contaminants in fish and other seafood and Marine Litter) were written by expert groups coordinated by DG SANCO and IFREMER respectively. A Task Group was established for each of the qualitative Descriptors. Each Task Group consisted of selected experts providing experience related to the four marine regions (the Baltic Sea, the North-east Atlantic, the Mediterranean Sea and the Black Sea) and an appropriate scope of relevant scien-tific expertise. Observers from the Regional Seas Conventions were also invited to each Task Group to help ensure the inclusion of relevant work by those Conventions. Abstract

International audience; A novel model-based approach to 3D hand tracking from monocular video is presented. The 3D hand pose, the hand texture and the illuminant are dynamically estimated through minimization of an objective function. Derived from an inverse problem formulation, the objective function enables explicit use of texture temporal continuity and shading information, while handling important self-occlusions and time-varying illumination. The minimization is done efficiently using a quasi-Newton method, for which we propose a rigorous derivation of the objective function gradient. Particular attention is given to terms related to the change of visibility near self-occlusion boundaries that are neglected in existing formulations. In doing so we introduce new occlusion forces and show that using all gradient terms greatly improves the performance of the method. Experimental results demonstrate the potential of the formulation.

34. Separable spatiotemporal priors for convex reconstruction of time-varying 3D point clouds

Abstract

Reconstructing 3D motion data is highly under-constrained due to several common sources of data loss during measurement, such as projection, occlusion, or miscorrespondence. We present a statistical model of 3D motion data, based on the Kronecker structure of the spatiotemporal covariance of natural motion, as a prior on 3D motion. This prior is expressed as a matrix normal distribution, composed of separable and compact row and column covariances. We relate the marginals of the distribution to the shape, trajectory, and shape-trajectory models of prior art. When the marginal shape distribution is not available from training data, we show how placing a hierarchical prior over shapes results in a convex MAP solution in terms of the trace-norm. The matrix normal distribution, fit to a single sequence, outperforms state-of-the-art methods at reconstructing 3D motion data in the presence of significant data loss, while providing covariance estimates of the imputed points.

Abstract

We describe a system that tracks pairs of fruit flies and automatically detects and classifies their actions. We compare experimentally the value of a frame-level feature representation with the more elaborate notion of 'bout features' that capture the structure within actions. Similarly, we compare a simple sliding window classifier architecture with a more sophisticated structured output architecture, and find that window based detectors outperform the much slower structured counterparts, and approach human performance. In addition we test our top performing detector on the CRIM13 mouse dataset, finding that it matches the performance of the best published method. Our Fly-vs-Fly dataset contains 22 hours of video showing pairs of fruit flies engaging in 10 social interactions in three different contexts; it is fully annotated by experts, and published with articulated pose trajectory features.

Abstract

A method for online, real-time tracking of objects is presented. Tracking is treated as a repeated detection problem where potential target objects are identified with a pre-trained category detector and object identity across frames is established by individual-specific detectors. The individual detectors are (re-) trained online from a single positive example whenever there is a coincident category detection. This ensures that the tracker is robust to drift. Real-time operation is possible since an individual-object detector is obtained through elementary manipulations of the thresholds of the category detector and therefore only minimal additional computations are required. Our tracking algorithm is benchmarked against nine state-of-the-art trackers on two large, publicly available and challenging video datasets. We find that our algorithm is 10% more accurate and nearly as fast as the fastest of the competing algorithms, and it is as accurate but 20 times faster than the most accurate of the competing algorithms.

Abstract

Existing techniques for 3D action recognition are sensitive to viewpoint variations because they extract features from depth images which change significantly with viewpoint. In contrast, we directly process the pointclouds and propose a new technique for action recognition which is more robust to noise, action speed and viewpoint variations. Our technique consists of a novel descriptor and keypoint detection algorithm. The proposed descriptor is extracted at a point by encoding the Histogram of Oriented Principal Components (HOPC) within an adaptive spatio-temporal support volume around that point. Based on this descriptor, we present a novel method to detect Spatio-Temporal Key-Points (STKPs) in 3D pointcloud sequences. Experimental results show that the proposed descriptor and STKP detector outperform state-of-the-art algorithms on three benchmark human activity datasets. We also introduce a new multiview public dataset and show the robustness of our proposed method to viewpoint variations.

Abstract

The explicit recognition of the relationships between interacting objects can improve the understanding of their dynamics. In this work, we investigate the use of Relational Dynamic Bayesian Networks to represent the interactions between moving objects in a surveillance system. We use a transition model that incorporates First-Order Logic relations and a two-phases Particle Filter algorithm in order to directly track relations between targets. We present some results about activity recognition in monitoring coastal borders.
