The entry into force of the new Italian national forest law was followed by the recent approval of the new European regulation 2018/841 on the inclusion of greenhouse gas emissions (GHG) from land use, land use change and forest (the so called LULUCF sector) into the 2030 climate and energy reduction targets. While the national forest law has been extensively debated, the EU regulation has not received, at least in Italy, a due attention by the forest sector. Since the Kyoto Protocol in 1997, the accounting and reporting of GHG for the forestry sector has been strongly debated and constrained by a series of technical issues, such as the quantification of the actual contribution of anthropogenic activities to GHG removals. The new LULUCF regulation seeks to overcome these limits by proposing a novel approach for accounting GHG emissions and removals in the forestry sector for the period 2020-2030. Moreover, emissions in the forest sector become more comparable to those in other sectors. The most innovative aspects refer to the so-called Forest Reference Level (FRL), and to the inclusion of accounting procedures also for Harvested Wood Products. The FRL is an estimate of the expected GHG emissions and removals in managed forest lands, against which the future GHG emissions and removals will be calculated. Despite originally based on policy assumptions (e.g., expected harvest), the new FRL is based on estimating the theoretical development of forests resulting from the continuation of the management practices as observed in the reference period 2000-2009. Thus, the FRL incorporates the age-structure dynamics of forest stands, and allows for increasing removals in aging forests. In this way, any impact of changes in forest management on GHG emissions will be considered, as in other sectors. Considering that Member States have the responsibility to account for GHG emissions and removals for the LULUCF sector, the implementation of the new LULUCF regulation, and the inherent calculation of the FRL represent both a challenge (for defining past and future management practices and harvest) and an opportunity (for enhancing the forestry-wood and energy chain) for the forestry sector in Italy.

A comprehensive assessment of European forest-based biomass harvest potentials, their future utilization and implications on international wood product markets and forest carbon dynamics requires the capability to model forest resource development as well as global markets for wood-based commodities with sufficient geographical and product detail and, most importantly, their interactions. To this aim, we apply a model framework fully integrating a European forest resource model and a global economic forest sector model. In a business-as-usual (BaU) scenario, European Union harvests increase seven percent by 2030 compared to past levels (485 million m3 on 2000-2012 average and 517 million m3 in 2030). The subsequent annual carbon stock change is a ten percent reduction by 2030 compared to 2000-2012 average (equal to 119.3 Tg C yr-1), corresponding to decreasing carbon-dioxide removal by the European forests. A second, high mobilization scenario (HM), characterized by the full utilization of the potential wood supply and a doubling of EU wood pellets consumption, was designed to explore potential impacts on forest carbon dynamics and international wood product markets under intensive exploitation of biomass resources. In the HM scenario, harvest increases by 55% (754 million m3 in 2030) compared to the BaU scenario. Fuelwood accounts for this increase in harvest levels as overall competition effects from increased wood pellets consumption outweighs synergies for material uses of wood, resulting in slightly reduced harvests of industrial roundwood. As expected, this increasing harvest level would significantly impair carbon-dioxide forest sequestration from the atmosphere in the medium term (-83% in 2030, compared to 2000-2012 average).

Background: The European Union (EU) has committed to achieve climate neutrality by 2050. This requires a rapid reduction of greenhouse gas (GHG) emissions and ensuring that any remaining emissions are balanced through CO 2 removals. Forests play a crucial role in this plan: they are currently the main option for removing CO 2 from the atmosphere and additionally, wood use can store carbon durably and help reduce fossil emissions. To stop and reverse the decline of the forest carbon sink, the EU has recently revised the regulation on land use, land-use change and forestry (LULUCF), and set a target of - 310 Mt CO 2 e net removals for the LULUCF sector in 2030., Results: In this study, we clarify the role of common concepts in forest management - net annual increment, harvest and mortality - in determining the forest sink. We then evaluate to what extent the forest sink is on track to meet the climate goals of the EU. For this assessment we use data from the latest national GHG inventories and a forest model (Carbon Budget Model). Our findings indicate that on the EU level, the recent decrease in increment and the increase in harvest and mortality are causing a rapid drop in the forest sink. Furthermore, continuing the past forest management practices is projected to further decrease the sink. Finally, we discuss options for enhancing the sinks through forest management while taking into account adaptation and resilience., Conclusions: Our findings show that the EU forest sink is quickly developing away from the EU climate targets. Stopping and reversing this trend requires rapid implementation of climate-smart forest management, with improved and more timely monitoring of GHG fluxes. Background: The contribution of EU forests to climate change mitigation in 2021-2025 is assessed through the Forest Reference Levels (FRLs). The FRL is a projected country-level benchmark of net greenhouse gas emissions against which the future net emissions will be compared. The FRL models the hypothetical development of EU forest carbon sink if the historical management practices were continued, taking into account age dynamics. The Member States' FRLs have been recently adopted by the European Commission with the delegated Regulation (EU) 2021/268 amending the Regulation (EU) 2018/841. Considering the complexity of interactions between forest growth, management and carbon fluxes, there is a need to understand uncertainties linked to the FRL determination., Results: We assessed the methodologies behind the modelled FRLs and evaluated the foreseen impact of continuation of management practices and age dynamics on the near-future EU27 + UK forest carbon sink. Most of the countries implemented robust modelling approaches for simulating management practices and age dynamics within the FRL framework, but faced several challenges in ensuring consistency with historical estimates. We discuss that the projected 16% increase in harvest in 2021-2025 compared to 2000-2009, mostly attributed to age dynamics, is associated to a decline of 18% of forest sink (26% for living biomass only)., Conclusions: We conclude that the FRL exercise was challenging but improved the modelling capacity and data availability at country scale. Background: The new rules for the Land Use, Land Use Change and Forestry sector under the Kyoto Protocol recognized the importance of Harvested Wood Products (HWP) in climate change mitigation. We used the Tier 2 method proposed in the 2013 IPCC KP Supplement to estimate emissions and removals from HWP from 1990 to 2030 in EU-28 countries with three future harvest scenarios (constant historical average, and +/-20% in 2030)., Results: For the historical period (2000-2012) our results are consistent with other studies, indicating a HWP sink equal on average to -44.0 Mt CO 2 yr -1 (about 10% of the sink by forest pools). Assuming a constant historical harvest scenario and future distribution of the total harvest among each commodity, the HWP sink decreases to -22.9 Mt CO 2 yr -1 in 2030. The increasing and decreasing harvest scenarios produced a HWP sink of -43.2 and -9.0 Mt CO 2 yr -1 in 2030, respectively. Other factors may play an important role on HWP sink, including: (i) the relative share of different wood products, and (ii) the combined effect of production, import and export on the domestic production of each commodity., Conclusions: Maintaining a constant historical harvest, the HWP sink will slowly tend to saturate, i.e. to approach zero in the long term. The current HWP sink will be maintained only by further increasing the current harvest; however, this will tend to reduce the current sink in forest biomass, at least in the short term. Overall, our results suggest that: (i) there is limited potential for additional HWP sink in the EU; (ii) the HWP mitigation potential should be analyzed in conjunction with other mitigation components (e.g. sink in forest biomass, energy and material substitution by wood).
