The public administration between borders to be redesigned and barriers to be broke down Limits and weaknesses of public administrations are visible to everyone. Those are, partially, the problems and the critical issues, which are ancient and historicized, for this reason any reform must start, first of all, not only from present days analysis, but also from the past. However, it is important to raise the reflection regarding the innovation of the public administration in a collective form, promoting a comparison between different disciplines. As a matter of fact, until today, it has not been possible to study administrations in a multidisciplinary way, or it has only been possible partially, so it is by far more important to show how different cultures, not only legal, but also scientific, social, territorial, anthropological or economic, can enhance the role of the institutions. This contribution will analyze some of the “illnesses” of the public administration and will be delineated some possible solutions, either from the scientific point of view or from the construction of models and tools to innovate the public sector, through an open and multidisciplinary approach. Il s’agit en partie de problèmes et des enjeux critiques au long de l’histoire et c’est pour cela que toute solution de réforme ne peut plus ne pas en tenir compte et commencer par une analyse de l’administration publique d’hier ainsi que d’aujourd’hui. Cependant, il est important de mener une réflexion concernant l’innovation de l’administration publique de façon collective, en sollicitant la comparaison entre des différentes disciplines. En fait, jusqu’à aujourd’hui, les administrations n’ont pas pu être étudiées de manière pluridisciplinaire ou bien cela a été possible que partiellement ; c’est donc important de montrer comment des différentes cultures, non seulement juridiques, mais aussi scientifiques, sociales, territoriales, anthropologiques ou économiques, peuvent renforcer le rôle des institutions. The Italian public administration has adopted typical private sector management models since the last decade of 20th century. The turn to outsourcing for both public utilities and administrative functions has become more and more important to rationalise and control public expenditures. In this context, the paper aims to pay attention on two relevant cases: the public administrations' goods and services purchase and the management of public real estate. Firstly, the traditional model based on just a unique place of purchasing and expenditures, called Provveditorato Generale dello Stato, has been replaced by a system consists of CONSIP and many regional supply points. This new network aims to harmonise the different local plans for the public expenditures' rationalisation and to achieve synergies in the use of tools for the procurement of goods and services. About the management of public real estate, the spread of the facility management introduced significant opportunities for organizational innovation and a valuable reduction of public expenditure, although it still shows critical aspects. Both experiences show that, in order to support a process of real modernisation of the Italian administrative action, outsourcing should be fully considered as a relevant tool of retraining and reorganising the central and local public administration. It responds efficiently and effectively to the needs generated by strategical process of managerial innovation.
