En la Unión Europea la Fiscalía es una institución común, pero de configuración dispar. La importancia de su función y su protagonismo en el espacio jurídico europeo ha suscitado la preocupación por el riesgo de que su actuación esté más atenta a intereses gubernamentales que a la promoción de la justicia en defensa de la legalidad. Estamos inmersos en un proceso de convergencia de los distintos modelos de fiscalía en refuerzo de su autonomía y objetividad y asistimos a importantes reformas nacionales. La meta es el aumento de la confianza mutua en el funcionamiento de los respectivos sistemas de justicia penal nacionales y el robustecimiento del compromiso con los valores del Estado de Derecho, pilares de los ordenamientos nacionales y de la propia Unión Europea. - Abstract
In the European Union, the Public Prosecutor’s Office is a common institution, but of disparate configuration. The importance of its role and its prominence in the European legal area has raised concerns about the risk that its action is more attentive to governmental interests than to the promotion of justice in defense of legality. We are immersed in a process of convergence of the different models of prosecutor’s office in order to strengthen their autonomy and objectivity and we are witnessing important national reforms. The goal is to increase mutual trust in the functioning of the most respected national criminal justice systems and to strengthen our commitment to the values of the rule of law, pillars of national systems and of the European Union itself. La cultura es un bien de extraordinario valor. Lo es para el enriquecimiento del alma. Lo es para construir memoria colectiva y sentimientos de pertenencia. Se plantea la utilidad pedagógica del trabajo en torno al patrimonio cultural europeo y la diversidad cultural europea, como instrumento para la enseñanza del Derecho constitucional europeo. A través de la formación en los valores en los que se asienta el proyecto europeo y las Constituciones de los Estados que lo integran, podemos construir bases comunes compartidas por la ciudadanía europea. Junto a ello, el trabajo en torno a la iniciativa ciudadana europea y otras formas de participación ciudadana propician el encuentro y deliberación europeos sobre asuntos comunes. Se plantean perspectivas y experiencias docentes que nos hacen partícipes de un proceso común del que nos sentimos parte a través de la cultura, el patrimonio y el arte europeos. Culture is an asset of extraordinary value. It is for the enrichment of the soul. It is for building collective memory and feelings of belonging. The pedagogical usefulness of work on European cultural heritage and European cultural diversity as a tool for teaching European constitutional law is considered. Through training in the values on which the European project and the constitutions of the States that make it up are based, we can build common foundations shared by European citizens. In addition, work on the European citizens' initiative and other forms of citizen participation encourage European encounters and deliberation on problems that are common to all of us. We are given perspectives and teaching experiences that make us part of a common process of which we feel a part through European culture, heritage and art.

La creciente preocupación por el respeto del principio de igualdad de género no se extiende solo a la acción de los poderes públicos, sino que incluye también su respeto en las relaciones privadas. En este ámbito, destaca el caso de la publicidad comercial que, por un lado, dada su influencia, contribuye a moldear la representación mental del mundo y la sociedad por parte de la ciudadanía, pero, por otro, y acaso por razones de mera inercia histórica, no ha dado la espalda de modo tajante a la llamada publicidad sexista. Se exponen aquí las principales cuestiones teóricas y prácticas que el principio de igualdad de género y la lucha contra la violencia de género plantean en el ámbito de la publicidad comercial con vocación de ser utilizadas en el aula. La formación en igualdad de género, en particular la lucha contra los estereotipos sexistas en la publicidad, ámbito decisivo en la pervivencia de estos, se enfoca en este trabajo desde la particular perspectiva de la interdisciplinariedad y complementariedad del derecho privado y del derecho público lo que enriquece la aproximación al tratamiento del asunto por el alumnado. Nowadays, growing concern about respect for the principle of gender equality is present in public authorities’ actions as well as in private relationships. In this ultimate field, it could be pointed out the commercial advertising. On the one hand, its influence contributes to shaping the mental representation of world and society by citizens. But on the other hand, it has not firmly turned its back on so-called sexist advertising, probably because of a strong historical rooting. The main theoretical and practical issues raised by the principle of gender equality and combating gender-based violence in the field of commercial advertising are set out on this paper in order to be taught in a classroom. Training in gender equality, in particular the struggle against sexist stereotypes in advertising, is treated here since an interdisciplinary and mixed public-private point of view with the purpose to enriches the critical spirit of college students.

Ce récit nous plonge dans une enquête qui dévoile l'histoire récente du Moyen-Orient, des éclairages simples et percutants sans pour autant être simplistes. À travers ce récit empli d'espoir pour cette région du monde, les auteurs abordent les origines des conflits actuels en se fondant sur de nombreux auteurs comme Amin Maalouf et Georges Corm.

Cumple una misión fundamental en el Estado social de Derecho promoviendo la acción de la justicia en defensa del interés social y de los derechos de los ciudadanos. Defendiendo la legalidad en los distintos órdenes jurisdiccionales contribuye desde su condición de parte procesal a la protección de intereses difusos y facilita el acceso a la tutela judicial efectiva de colectivos especialmente vulnerables. En defensa de los derechos fundamentales el Fiscal está legitimado para interponer el recurso de amparo ante el Tribunal Constitucional y es parte necesaria en el amparo judicial. En las democracias constitucionales actuales el Ministerio Público ha cobrado en las últimas décadas un protagonismo singular. Juega un papel irreemplazable en la efectividad del Estado de Derecho promoviendo ante la justicia, y destacadamente en materia penal, la defensa del interés público. Al propio tiempo se ha convertido en un actor asiduo del escenario político. Se trata de un canal privilegiado entre la sociedad y la Administración de justicia de un lado, y entre el poder y el proceso de otro, que encauza los flujos de demandas hacia la justicia y participa de manera decisiva en la defensa del ordenamiento jurídico y de la convivencia pacífica. Esta tesis pretende estudiar desde el Derecho Constitucional la respuesta de nuestro ordenamiento jurídico al problema de la organización constitucional de la acusación pública, estudiando la posición del Ministerio Publico como institución de relevancia constitucional a la que principalmente compete dicho cometido. La organización constitucional del Ministerio Público debe dar respuesta a dos necesidades o fines que constituyen la razón de ser de esta institución en el Estado constitucional y a los que da satisfacción en el cumplimiento de su misión específica de promoción de la justicia en defensa de la legalidad: el primero es la defensa del interés público en la persecución de los delitos y, el otro, la garantía de un proceso debido. Tras su cometido, por tanto, se concilian derechos de la sociedad en su conjunto que garantizan la seguridad y la paz social al tiempo que, se respetan los derechos fundamentales del individuo. Si de un lado el fiscal se nos muestra como ¿autoridad judicial¿ que debe participar de garantías que lo acercarían a los jueces; de otro, la función del fiscal es distinta de la jurisdiccional lo que impondrá distintas soluciones organizativas. Si el fiscal, como ¿actor de la política criminal¿ debe conectarse al circuito democrático por exigencias de legitimidad y responsabilidad, no podrá dejar de garantizarse la imparcialidad y sujeción a la legalidad como contrapesos necesarios exigibles para asegurar la independencia del Poder Judicial, presupuesto esencial del Estado de Derecho y condición ¿sine qua non¿ para que la justicia se administre de una manera tendencialmente justa, fin con el que el propio fiscal se halla comprometido. Al Ministerio Público corresponde una naturaleza compleja, ocupando una posición delicada en el juego de los poderes públicos. Su singular posición puede poner en cuestión el equilibrio del poder y la legitimidad democrática de las instituciones, todo ello en un sector de especial sensibilidad social como es la aplicación de la ley penal, comprometiendo los principios sobre los que se construye el Estado democrático de Derecho. La discusión sobre la posición constitucional del Ministerio Público ha girado tradicionalmente en torno a la oposición de un modelo dependiente o gubernamental versus un modelo independiente o judicial. Frente a la regulación del Ministerio Público en Francia que le vincula al Gobierno y el ordenamiento judicial italiano que prácticamente le sitúa en la misma posición que al juez, defendemos la posibilidad de superar esa dicotomía a través de un modelo de equilibrio para España. Se trataría de una tercera vía que tienda a garantizar la legitimidad y responsabilidad al tiempo que la imparcialidad y objetividad de la acusación pública garantizando su autonomía y responsabilidad. A este equilibrio contribuye también el hecho de que el ordenamiento jurídico español conoce de antaño la acusación popular que opera en la práctica un importante contrapeso al poder de acusar en manos del Ministerio Fiscal.

Para evaluar la exactitud del recuento diferencial leucocitario realizado por los autoanalizadores Coulter STKS y Coulter MAXM se emplearon un total de 184 muestras, de una población aparentemente sana de la Escuela de Bioanálisis de la UCV. El diferencial manual de referencia se realizó según los procedimientos descritos en el protocolo H20-A. Con envoltura binomial encontramos que para: neutrófilos sobresale 12% de los limites, linfocitos 47% cae por debajo del limite inferior, monocitos 74% cae por encima del limite del 95%, eosinófilos 5%, basófilos 48,5%. Los errores sistemáticos para neutrófilos, linfocitos y eosinófilos fueron menores que los errores permitidos; para monocitos y basófilos los errores sistemáticos fueron mayores que los permitidos. La correlación para todos los subtipos celulares fue buena excepto para monocitos y basófilos. La exactitud del contaje diferencial leucocitario realizado por el Coulter STKS y el Coulter MAXM resultó ser satisfactoria para la mayoría de los subtipos celulares. To Evaluate the accuracy of differential leukocyte performance by Coulter STKS and Coulter MAXM a total of 184 blood samples, from a population of the Bioanálisis School UCV who were without known hematological disease were examined. Differential of reference was determined following the H20-A protocol recommendations. Binomial envelope was found for Neutrophil a 12% fall outside of the limits, Lymphocytes 47% fall bellow lower limit, Monocytes a 74%, fall upper of 95% limit, Eosinophils a 5% and Basophiles a 48,5%. The systematic error for neutrophil, lymphocyte and eosinophils were smaller that the allowable error; for Monocytes and Basophiles the systematic error were larger than the allowable error. A good correlation was obtained for all leukocyte subtypes except for monocytes and basophiles. The accuracy of the Differential Leukocyte count performed with the Coulter STKS and Coulter MAXM appears to be satisfactory for the majority of leukocytes subtypes.

GM3 is a ganglioside that has been biochemically identified as dominating the cell surface of several human tumours, but is also found on human normal cells at much lower density. Since GM3 is widely distributed in essentially all types of animal cells, there is a conflict with the concepts of tumour-associated antigen, immunogen, and toxicity. We have designed a GM3-based cancer vaccine for the treatment of human breast and melanoma tumours. Prior to the Phase I clinical trial, we carried out a 12-month dose repeated toxicity study in five male Macaca fascicularis monkeys. Four male monkeys were treated with placebo in a similar way. During the study, no differences were observed between control and treated monkeys related to daily clinical observations (other than local damage) including rectal temperature, blood pressure, respiratory and cardiac rates, weight gain, biochemical and hematological parameters (with the exception of transitory pathological changes), and anti-DNA and anti-nuclear antibodies, although treated monkeys consistently developed both IgM- and IgG-specific anti-GM3 antibodies. Sixty per cent of treated monkeys developed moderate local reactions at the injection site, which disappeared without sequels. We concluded that this GM3 cancer vaccine overcame in monkeys the natural tolerance to GM3 ganglioside evidenced by a strong immune response, while the local reactions elicited were transitory without apparent important systemic toxicity effects. Melanoma patients treated with a vaccine based on N-glycolyl gangliosides have shown benefit in progression free survival and overall survival. We conducted a multicenter Phase I/II clinical trial in patients with metastatic cutaneous melanoma treated with the N-gycolyl GM3/very-small-size proteoliposomes vaccine by the subcutaneous route. Selecting the optimal biological dose of the vaccine was the principal objective based on immunogenicity, efficacy, and safety results. Six dose levels were studied and the treatment schedule consisted of five doses administered every 2 weeks and then monthly until 15 doses had been given. Dose levels evaluated were 150, 300, 600, 900, 1200, and 1500 µg with five patients included in each dose level except the 900 µg dose (n = 10). Immunogenicity was determined by antibody titers generated in patients after vaccination. Antitumor effect was measured by response criteria of evaluation in solid tumors and safety was evaluated by common toxicity criteria of adverse events. The vaccine was safe and immunogenic at all doses levels. The most frequent adverse events related to vaccination were mild to moderate injection site reactions and flu-like symptoms. Vaccination induced specific anti-NeuGcGM3 immunoglobulin M and immunoglobulin G antibody responses in all patients. Disease control (objective response or stable disease) was obtained in 38.46% of patients. Global median overall survival was 20.20 months. Two patients achieved overall survival duration of about 4 and 5 years, respectively. Abstract Background Although Staphylococcus aureus is considered the main etiological agent of infectious mastitis, recent studies have suggested that coagulase-negative staphylococci (CNS) may also play an important role in such infections. The aims of this work were to isolate staphylococci from milk of women with lactational mastitis, to select and characterize the CNS isolates, and to compare such properties with those displayed by CNS strains isolated from milk of healthy women. Results The milk of 30 women was collected and bacterial growth was noted in 27 of them, of which Staphylococcus epidermidis was isolated from 26 patients and S. aureus from 8. Among the 270 staphylococcal isolates recovered from milk of women with mastitis, 200 were identified as Staphylococcus epidermidis by phenotypic assays, species-specific PCR and PCR sequencing. They were typified by pulsed field gel electrophoresis (PFGE) genotyping. The PFGE profiles of the S. epidermidis strains were compared with those of 105 isolates from milk of healthy women. A representative of the 76 different PFGE profiles was selected to study the incidence of virulence factors and antibiotic resistance. The number of strains that contained the biofilm-related icaD gene and that showed resistance to oxacillin, erythromycin, clindamycin and mupirocin was significantly higher among the strains isolated from mastitic milk. Conclusion S. epidermidis may be a frequent but largely underrated cause of infectious mastitis in lactating women. The resistance to diverse antibiotics and a higher ability to form biofilms found among the strains isolated from milk of women suffering mastitis may explain the chronic and/or recurrent nature of this infectious condition.

Abstract Background Breast milk is an important source of staphylococci and other bacterial groups to the infant gut. The objective of this work was to analyse the bacterial diversity in feces of breast-fed infants and to compare it with that of formula-fed ones. A total of 23 women and their respective infants (16 breast-fed and 7 formula-fed) participated in the study. The 16 women and their infants provided a sample of breast milk and feces, respectively, at days 7, 14, and 35. The samples were plated onto different culture media. Staphylococcal and enterococcal isolates were submitted to genetic profiling and to a characterization scheme, including detection of potential virulence traits and sensitivity to antibiotics. Results The feeding practice had a significant effect on bacterial counts. A total of 1,210 isolates (489 from milk, 531 from breast-fed and 190 from formula-fed infants) were identified. Staphylococcus epidermidis was the predominant species in milk and feces of breast-fed infants while it was less prevalent in those of formula fed-infants. Enterococcus faecalis was the second predominant bacterial species among the fecal samples provided by the breast-fed infants but it was also present in all the samples from the formula-fed ones. The biofilm-related icaD gene and the mecA gene were only detected in a low number of the S. epidermidis strains. Several enterococcal isolates were also characterized and none of them contained the cylA or the vanABDEG antibiotic-resistance genes. All were sensitive to vancomycin. Conclusion The presence of S. epidermidis is a differential trait of the fecal microbiota of breast-fed infants. Globally, the staphyloccal isolates obtained from milk and feces of breast-fed infants contain a low number of virulence determinants and are sensitive to most of the antibiotics tested.

Objectives. To present consolidated results from two surveys of nosocomial infection incidence, within the framework of Argentina's National Surveillance of Hospital Infections Program.Methods. Two editions of the National Survey on the Incidence of Hospital Infections in Argentina were used, those of 2004 and 2005. Of the 68 hospitals, 53 reported data from adult intensive care units (in 2004, 26 units; in 2005, 27), for a total of 359 patients (in 2004, 158 patients; in 2005, 201). The survey was designed as a multicenter, observational, cross-sectional, and descriptive study. Data analysis was performed with several statistics programs, combining and standardizing variables and both time periods in order to include all the hospitals from the two surveys.Results. The prevalence of hospital infection among patients was 24%. Of the 127 illnesses, the most frequently occurring was pneumonia (43.3%), which in 85% of the cases was associated with use of a respirator. Primary bloodstream infections took second place, at 20.5%, with 61% of these cases being associated with a central catheter. Patients given respiratory therapy were at greatest risk (P < 0.001) of developing pneumonia; this was not observed among patients with central or urinary catheters.Conclusions. The prevalence of hospital infections, the distribution of primary infection sites, and the associations with risk factors were similar to those observed by other authors in several countries. It is important to understand the local and national issues prior to initiating a surveillance program. - Abstract
Sticholysin II (StII), a pore-forming toxin from the marine anemone Stichodactyla helianthus, enhances an antigen-specific cytotoxic T lymphocyte (CTL) response when co-encapsulated in liposomes with a model antigen. This capacity does not depend exclusively on its pore-forming activity and is partially supported by its ability to activate Toll-like receptor 4 (TLR4) in dendritic cells, presumably by interacting with this receptor or by triggering signaling cascades upon binding to lipid membrane. In order to investigate whether the lipid binding capacity of StII is required for immunomodulation, we designed a mutant in which the aromatic amino acids from the interfacial binding site Trp110, Tyr111 and Trp114 were substituted by Ala. In the present work, we demonstrated that StII3A keeps the secondary structure composition and global folding of StII, while it loses its lipid binding and permeabilization abilities. Despite this, StII3A upregulates dendritic cells maturation markers, enhances an antigen-specific effector CD8+ T cells response and confers antitumor protection in a preventive scenario in C57BL/6 mice. Artisanal and small-scale gold mining (ASGM) is the primary global source of anthropogenic mercury (Hg) emissions. It has impacted the Amazon rainforest in the Peruvian region of Madre de Dios. However, few studies have investigated Hg's distribution in terrestrial ecosystems in this region. We studied Hg's distribution and its predictors in soil and native plant species from artisanal mining sites. Total Hg concentrations were determined in soil samples collected at different depths (0-5 cm and 5-30 cm) and plant samples (roots, shoots, leaves) from 19 native plant species collected in different land cover categories: naked soil (L1), gravel piles (L2), natural regeneration (L3), reforestation (L4), and primary forest (L5) in the mining sites. Hg levels in air were also studied using passive air samplers. The highest Hg concentrations in soil (average 0.276 and 0.210 mg kg
-1 dw.) were found in the intact primary forest (L5) at 0-5 cm depth and in the plant rooting zones at 5-30 cm depth, respectively. Moreover, the highest Hg levels in plants (average 0.64 mg kg-1 dw) were found in foliage of intact primary forest (L5). The results suggest that the forest in these sites receives Hg from the atmosphere through leaf deposition and that Hg accumulates in the soil surrounding the roots. The Hg levels found in the plant leaves of the primary forest are the highest ever recorded in this region, exceeding values found in forests impacted by Hg pollution worldwide and raising concerns about the extent of the ASGM impact in this ecosystem. Correlations between Hg concentrations in soil, bioaccumulation in plant roots, and soil physical-chemical characteristics were determined. Understanding the past habitable environments of Mars increases the requirement to recognize and examine modern analogs and to evaluate the mechanisms that may preserve biosignatures in them. The phenomenon that originates and preserves possible microbial biosignatures in mineral phases is of particular interest in astrobiology. On Earth, the precipitation of carbonate matrices can be mediated by bacteria. Besides microbialites and other sedimentary structures, carbonate formations can be observed in certain karstic caves. The present work is focused on the remote laser-induced breakdown spectroscopy (LIBS) characterization of cyanobacteria, exploring the possibilities for identification and discrimination on carbonate substrates. For this purpose, the extremophile cyanobacterium Chroococcidiopsis sp. (collected from the Nerja Cave, Malaga, Spain) was analyzed under laboratory-simulated martian conditions in terms of chemical composition and gas pressure. LIBS results related to acquired molecular emission features allowed bacterial differentiation from the colonized mineral substrate. In addition, the limits of detection were estimated with a laboratory-grown culture of the cyanobacterium Microcystis aureginosa . Our results reveal LIBS's capability to detect biological traces under simulated martian conditions. Additionally, the time-resolved analysis of the biological samples demonstrates the selection of optimal temporal conditions as a critical parameter for the preferential acquisition of molecular species in organic material.

- Abstract
Background: Immune suppression is common in neoplasia and a major driver is tumor-induced myeloid dysfunction. Yet, overcoming such myeloid cell defects remains an untapped strategy to reverse suppression and improve host defense. Exposure of bone marrow progenitors to heightened levels of myeloid growth factors in cancer or following certain systemic treatments promote abnormal myelopoiesis characterized by the production of myeloid-derived suppressor cells (MDSCs) and a deficiency in antigen-presenting cell function. We previously showed that a novel immune modulator, termed 'very small size particle' (VSSP), attenuates MDSC function in tumor-bearing mice, which was accompanied by an increase in dendritic cells (DCs) suggesting that VSSP exhibits myeloid differentiating properties. Therefore, here, we addressed two unresolved aspects of the mechanism of action of this unique immunomodulatory agent: (1) does VSSP alter myelopoiesis in the bone marrow to redirect MDSC differentiation toward a monocyte/macrophage or DC fate? and (2) does VSSP mitigate the frequency and suppressive function of human tumor-induced MDSCs?, Methods: To address the first question, we first used a murine model of granulocyte-colony stimulating factor-driven emergency myelopoiesis following chemotherapy-induced myeloablation, which skews myeloid output toward MDSCs, especially the polymorphonuclear (PMN)-MDSC subset. Following VSSP treatment, progenitors and their myeloid progeny were analyzed by immunophenotyping and MDSC function was evaluated by suppression assays. To strengthen rigor, we validated our findings in tumor-bearing mouse models. To address the second question, we conducted a clinical trial in patients with metastatic renal cell carcinoma, wherein 15 patients were treated with VSSP. Endpoints in this study included safety and impact on PMN-MDSC frequency and function., Results: We demonstrated that VSSP diminished PMN-MDSCs by shunting granulocyte-monocyte progenitor differentiation toward monocytes/macrophages and DCs with heightened expression of the myeloid-dependent transcription factors interferon regulatory factor-8 and PU.1. This skewing was at the expense of expansion of granulocytic progenitors and rendered the remaining MDSCs less suppressive. Importantly, these effects were also demonstrated in a clinical setting wherein VSSP monotherapy significantly reduced circulating PMN-MDSCs, and their suppressive function., Conclusions: Altogether, these data revealed VSSP as a novel regulator of myeloid biology that mitigates MDSCs in cancer patients and reinstates a more normal myeloid phenotype that potentially favors immune activation over immune suppression., Competing Interests: Competing interests: None declared., (© Author(s) (or their employer(s)) 2022. - Abstract
Induction of CD8
+ T cell responses against tumor cells and intracellular pathogens is an important goal of modern vaccinology. One approach of translational interest is the use of liposomes encapsulating pore-forming proteins (PFPs), such as Listeriolysin O (LLO), which has shown efficacy at priming strong and sustained CD8+ T cell responses. Recently, we have demonstrated that Sticholysin II (StII), a PFP from the sea anemone Stichodactyla helianthus, co-encapsulated into liposomes with ovalbumin (OVA) was able to stimulate, antigen presenting cells, antigen-specific CD8+ T cells and anti-tumor activity in mice. In the present study, we aimed to compare StII and LLO in terms of their abilities to stimulate dendritic cells and to induce major histocompatibility complex (MHC) class I restricted T cell responses against OVA. Interestingly, StII exhibited similar abilities to LLO in vitro of inducing dendritic cells maturation, as measured by increased expression of CD40, CD80, CD86 and MHC-class II molecules, and of stimulating OVA cross-presentation to a CD8+ T cell line. Remarkably, using an ex vivo Enzyme-Linked ImmunoSpot Assay (ELISPOT) to monitor gamma interferon (INF-γ) producing effector memory CD8+ T cells, liposomal formulations containing either StII or LLO induced comparable frequencies of OVA-specific INF-γ producing CD8+ T cells in mice that were sustained in time. However, StII-containing liposomes stimulated antigen-specific memory CD8+ T cells with a higher potential to secrete IFN-γ than liposomes encapsulating LLO. This StII immunostimulatory property further supports its use for the rational design of T cell vaccines against cancers and intracellular pathogens.
