Surveillance has been of vital importance for humankind since it has existed. Surveillance is a very common action to check if there is any danger, usually at an elevated place. It is thought that the Romans first built a watchtower on Hadrian's Walls in Britain in 122 AD for the purpose of communication. There are also many lighthouses that have survived from the Romans. During the wars, many watchtowers were built. When the use of watchtowers for tourism purposes became very popular, designers came up with the concept of observation decks to watch historical and natural beauties. Unlike the watchtowers, the observation decks, which are a flat structure, are built on a high place and the construction material of the base is made of glass so that the view at the bottom can be seen. In this study, the observation decks in Turkey were examined and an observation decks proposal was made for the province of Antalya. İnsanoğlu var olduğundan bu yana gözetleme hayati bir önem taşımaktadır. Gözetleme genellikle yüksek bir yere çevrede ne olduğunu bir tehlike olup olmadığını kontrol etmek için çok sık başvurulan bir eylemdir. İlk olarak Romalıların MS 122’de Britanya’da Hadrianus Surları üzerinde haberleşme amacı ile gözetleme kulesi inşa ettiği düşünülmektedir. Romalılardan kalan günümüze ulaşan pek çok deniz feneri de bulunmaktadır. Savaşlar esnasında da pek çok gözetleme kulesi inşa edilmiştir. Ayrıca yangınları önlemek amacıyla da pek çok kule yapılmıştır. Gözetleme kulelerinin turizm amacı ile kullanımı çok popüler olunca tasarımcılar, tarihi ve doğal güzellikleri seyretmek amacı ile seyir terasları kavramını ortaya çıkarmışlardır. Gözetleme kulelerinden farklı olarak yüksek yapılar olmayan seyir terasları yüksek bir mekana inşa edilir ve alt taraftaki manzara görülebilsin diye tabanın yapım malzemesi camdan yapılır. Bu çalışmada Türkiye’de bulunan seyir terasları incelenmiş olup, Antalya İli için seyir terası önerisi yapılmıştır. No sponsor

This paper discusses the early modern houses on Phanar’s extramural waterfront, one of Ottoman Istanbul’s main Greek Orthodox neighborhoods, located on the northwest of the walled city on the Golden Horn. Focusing on their emergence and transformation within their own context, this study aims to achieve an in-depth reading of these residences. The transformation of the waterfront settlement around Phanar, from fisher houses in the sixteenth century to the mansions of the rising mercantile elite of the Orthodox Christian community and then of boyars and hospodars of Wallachia and Moldavia (referred to as Phanariots after the neighborhood) in the “long” eighteenth century, constitutes the backbone of the study. The centripetal role of the relocation of the Greek Orthodox patriarchate to Phanar in the seventeenth century in the larger story of the emergence and transformation of the neighborhood in general and of the waterfront in particular is key. Special emphasis is given to the formal aspects of the Phanariot houses, which have been reconstructed through a close analysis of sources. It is argued that, while the seventeenth- and eighteenth-century houses in Phanar displayed a unique bipartite construction which combined masonry and timber, when the houses were later “canonized” in the early twentieth century, they had an incomplete presentation, distinguishing the masonry parts and dismissing the timber half. This bipartite scheme in the early modern period suggests connections to not only their materiality but also their functionality, plot pattern, and relation to the immediate urban context including the Golden Horn.In addition to their formal and urban aspects, these houses were peculiar in that they were frequently conceptualized as the inconspicuous, even “invisible,” houses of the Phanariots, a phenomenon which can be traced in the eyewitness accounts. Thus, we attempt to reconstruct the material form of the houses of Phanar as a way to understand the social and political form that they forged for themselves in the Ottoman Empire. The “demise” of Phanar and its transformation into a nostalgic neighborhood of a distant Greek past, both in Istanbul and in Greece, also constitutes a significant endnote., Bu makale Osmanlı İstanbulu’nun önemli Rum mahallelerinden Fener’in sur dışı Haliç sahilinde yer alan erken modern yalı evlerini konu alır. Evleri kendi bağlamları içinde, ortaya çıkışları ve dönüşümlerine odaklanarak, derinlemesine okumayı hedefler. Çalışmanın bel kemiğini Haliç’in Fener kıyılarındaki sahil yerleşiminin, on altıncı yüzyılda balıkçı evlerinden, “uzun” on sekizinci yüzyılda Ortodoks-Hıristiyan cemaatinin önce ticaret eliti, ardından Eflak ve Boğdan’ın boyar ve hospodarları olarak yükselen ve mahalleye referansla Fenerliler olarak adlandırılan seçkinlerinin konaklarına dönüşmesi oluşturur. Rum-Ortodoks Patrikhanesi’nin Fener’e taşınmasının, mahallenin ve özellikle su kıyısının ortaya çıkması ve dönüşmesindeki merkezi rolü de vurgulanmaktadır.Fenerli Beylerin evlerinin mevcut ve gelişmekte olan ikincil literatürün yanı sıra döneme ait görgü tanıklıkları ve kaynakların yakından incelenmesiyle ortaya çıkarılan biçimsel yönlerine özel bir vurgu yapılır. Yazının temel savı on dokuzuncu yüzyılda Fener evleri mimarlık tarihi kanonuna alınırken, bunun kârgir kısımları üzerinden natamam bir temsil olduğu ve ahşap yarısını dışarıda bıraktığıdır. Yığma taş ve ahşap bölümlere sahip evlerin iki parçalı şeması, malzemeleri, işlevleri, parsel düzeni ve Haliç de dâhil olmak üzere yakın kentsel bağlamla ilişkileri değerlendirilir. Bu evler, biçimsel ve kentsel yönlerinin yanı sıra, görgü tanıklıklarından izlenebilecek bir olgu olarak, Fenerlilerin görünmeyen evleri olarak kavramsallaştırılmıştır. 4. A general method to evaluate the thermal impact of complex fenestration systems in building zones.

This paper presents a method to evaluate the thermal impact of complex fenestration systems on the energy balance of a building zone based on directional solar heat gain coefficients (DSHGC) and bi-directional scattering distribution functions (BSDF). The proposed methodology is presented as an alternative to layer-by-layer heat transfer models. An example of a layer-by-layer heat transfer model is the ISO15099 as implemented in the EnergyPlus building simulation program. The ISO15099 model relies on a number of assumptions that are not justified in the case of three-dimensional structures, air-permeable layers and deviations from ideal geometries, which are common features in commercial daylighting and solar-control systems. In this paper, the proposed methodology is implemented in the Fener simulation engine and compared with EnergyPlus for systems for which the assumptions of the ISO15099 model are valid. Then, the Fener program is used to simulate the thermal behaviour of a zone with a fenestration system that contains sawtooth-shaped retro-reflecting interior blinds, which cannot be directly modelled with the ISO15099 model. The impact of different control strategies on the thermal performance of the zone is demonstrated for this case study. [ABSTRACT FROM AUTHOR]

Facade integrated ventilation systems have the potential to improve local air quality and occupant comfort, reduce building energy consumption and provide economic retrofit opportunities. However, existing modelling and evaluation methods are not able to sufficiently address the technology's potential capabilities. In this paper, a new model is developed specifically adapted to facade-integrated air handling units interacting with ventilated fenestration systems. The new modelling approach is based on the co-simulation of two different models through a Functional Mock-Up Unit (FMU) Interface. An airflow network model of the air handling unit is developed in Modelica and exported as an FMU based on this specification. The FMU is then simulated within an updated version of the building simulation program Fener that includes a physical model that calculates the window heat fluxes and temperatures, as well as the window gap air outlet temperature in case of ventilated facades. The different sub-models are first validated versus experimental data from a test chamber in Villafranca di Verona, Italy. Then, the full co-simulation approach is applied to a case study in which different control strategies for the fenestration system are investigated. [ABSTRACT FROM AUTHOR]

Gelişmekte olan diğer ülkelerde olduğu gibi, Türkiye’de de neoliberal politikaların uygulanması bir askeri darbe ile başladı. 1980 darbesinden sonra İstanbul bu ekonomi politikalarının uygulandığı ilk sahnelerden biri oldu. Bu yazı 1980-2013 yılları arasında izlenen yerel yönetim politikalarına bağlı olarak değişimlere sahne olan Fener ve Balat semtlerini koruma disiplini açısından incelemeyi amaçlıyor. Ardışık uygulanan Haliç Kıyı Düzenleme Projesi (1984-1992), Fener ve Balat Semtleri Rehabilitasyon Programı (1998-2005), Fener, Balat ve Ayvansaray Kentsel Yenileme Projesi (2004-2013) bölgeyi doğrudan etkileyen üç önemli projedir. La fin du xxe siècle et le début du xxie siècle ont été porteurs de changements dans les relations gréco-turques pour des raisons à la fois globales et locales. La fin du monde bipolaire, le poids de plus en plus important de l’Union européenne dans le sud-est européen, mais aussi une mutation des visions dans les relations bilatérales ont fait que globalement ces relations se sont améliorées. Ces améliorations ont pris parfois des formes étonnement brutales comme au lendemain du tremblement de terre en Turquie en 1999. Mais à côté de ces ruptures aussi soudaines que rares, il y a eu, comme dans l’ensemble de l’histoire de relations bilatérales, des évolutions sensibles, surtout en ce qui concerne la situation des minorités réciproques. Et enfin, en dépit de cette amélioration, il subsiste toujours certains domaines du conflit gréco-turc qui connaissent une stagnation comme celui des différends liés à la mer Égée. The end of the 20th century and the beginning of the 21th century brought changes in the Greek Turkish relations for global and local reasons. The end of the bipolar world, the increasingly important weight of the European Union in European South-East, but also a change of vision in the bilateral relations improved these relations. These improvements took forms sometimes brutal as on the following day of the earthquake in Turkey in 1999. However, even if these ruptures are as sudden as rare, there were too, as in the whole of the history of bilateral relations, significant slow evolutions, especially with regard to the situation of the reciprocal minorities had been observed. And finally, in spite of this improvement, there are always certain fields of the Greek-Turkish conflict that show a stagnation as the disagreements relative to the Aegean Sea. XX. yüzyıl sonları ve XXI. yüzyıl başları, küresel ve yerel sebeplerden dolayı Türk-Yunan ilişkilerinde değişimlerin görüldüğü dönemlerdir. Soğuk savaşın bitmesi, Güneydoğu Avrupa’da günden güne önem kazanan Avrupa Birliği’nin varlığı ve aynı zamanda ikili ilişkilerdeki vizyon değişimi bu ilişkilerin iyileşmesinde genel anlamda etken olmuştur. Bu ilişkilerin iyiye gitmesi kimi zaman şaşırtıcı ve şiddetli bir şekilde kendini göstermiştir, 1999 Türkiye depreminde olduğu gibi. Ancak ani olduğu kadar nadir de olan bu kırılmaların yanında, tarihte tüm ikili ilişkilerde olduğu gibi, belirgin dönüşümler de olmuştur, özellikle azınlıkların karşılıklı durumuyla ilgili. What makes Istanbul special and unique, is not its beauty, but the memories, the good and the bad of people who once lived there and were forced to leave for different reasons. This is something that people could realize as soon as they visit Istanbul and talk to the remaining minority populations who have faced bigotry, prejudice and persecution. Those have kept alive the real meaning of this metropolis. It is the multicultural and cosmopolitan character and especially the religious pluralism and diversity which still manages somehow to survive and characterizes the city and life in it, making it unique and offering a perfect symbolism since Turkey and especially Istanbul has become a significant mediator between the West and the East. Even though the figures have been dramatically changed and decreased, the city has retained some of its multicultural character, and still hosts some of the most important religious institutions. This is the main theme of this thesis, the history, the problems and the panorama of the life in the multicultural Istanbul. It is an overall view on different areas where population from different religious and cultural backgrounds co-existed for years and have a great historic meaning. The mahalles that will be examined in this study are those of Fener, Balat, and Ortakoy from the European side and Kuzguncuk from the Asian one. This thesis will try to highlight the main events which led to the alienation and the shrinkage of the religious populations in Istanbul, and will present a report on the current situation and projects which promote the religious diversity and aim to restore, partly, the glory of the multicultural past. Why nationalism prevailed and how did its predominance affect the multicultural Istanbul? What is the current situation in the neighborhoods which used to or still host populations from different religious backgrounds, and how do the recent cultural initiatives aim to bridge the gap that hatred and policies created?

Fener and Balat districts are located on the historic peninsula of Istanbul, Turkey. Rehabilitation programme of those districts is the first work in Istanbul after UNESCO has declared it as a world heritage site in 1985. The aim of the programme is to improve the living conditions of the inhabitants of Balat and Fener. Buildings and environment of Balat and Fener, that a great part consists of traditional dwellings, demonstrate many problems of decay and dereliction. Occupiers of those buildings are the ones, who have low incomes. In the past years, this historic area took attention of the visitors like other historic quarters in Istanbul by the influence of the rehabilitation programme and world heritage site status. And these districts meet to tourism. But tourism can be a threat for historic areas without a proper urban planning. The aim of this paper is to demonstrate the impacts of the tourism and recent urban planning in those historic districts and find a balance between urbanism and tourism.

La mise en patrimoine de la péninsule historique d’Istanbul nourrit un processus complexe de changement urbain. Participant à la redéfinition des fonctions économiques et au renouvellement, parfois très brutal, de l’habitat de la presqu’île, elle engendre des polémiques qui rejoignent les débats politiques voire idéologiques portant sur des questions sociétales centrales. Les discours portés sur cet espace à forte charge symbolique interrogent ainsi directement ce qui fait ou devrait faire lien social, la ville et ses quartier apparaissant souvent comme une métonymie de la société turque dans son ensemble. Partant d’observations menées dans deux quartiers voisins, l’un (Fener) connu et fréquenté pour son patrimoine rum, l’autre (Çarşamba) cultivant une image islamique, j’en questionne les frontières symboliques, les relations de distances et de proximités qui s’y développent.The transformation and preservation of Istanbul’s historic peninsula into protected historical heritage underpins a complex process of urban change. Contributing to the redefinition of the economic functions and the sometimes brutal renovation of the living space of the almost-island, the process engenders polemics that catch-up with the current political – even ideological – debates about fundamental societal questions. The discourses about this strongly symbolic space scrutinise directly what is (or should be) the social link; the city and its neighbourhoods are often seen as a metonymy of the entire Turkish society. With the help of observations conducted in two neighbourhoods – one (Fener) known for and visited because of its heritage rum, the other one (Çarşamba) cultivating an Islamic image – I explore the relations of distance and proximity and the symbolic borders that are both developing in these two districts.

16. New Gateways: Requalification strategy for the waterfront of the golden Horn neighborhoods

Understanding the importance of the relationships between the neighborhoods along the Golden Horn with the actual waterfront was the reason to explore the ways to redefine this degenerated connection. The disconnection is the result of Istanbul’s XXth century industrialization, when the city walls were demolished to construct a highway between the waterside and the neighborhoods. Through researching the organization strategies applied by the Ottomans to structure the waterfront, I propose a new urban scheme, reconnecting the network of neighborhoods with its traditional habitat – the waterfront. The scheme suggests implementing new gateways of the city (Constantinople), the bodily experiences for individuals to reconnect with the tradition of bathing – water. now The neighborhood of Balat is one of the oldest and historically most important neighborhoods of Istanbul’s old peninsula. Before realizing its historical significance, my fascination was triggered by the existent atmosphere. Secluded from the rest of the city from all sides by its urban scheme (layers of the different cities clashing, (Byzantine Constantinople, Ottomans and Turkish Republic), or natural terrain, this network of small, almost gated community-like neighborhoods practically try to burst out onto the Golden Horn. The pressure of seclusion was historically released by the openness to the waterfront and neighborhoods still reach out to restore the balance, destroyed by the segregation due to the construction of the highway, and faceless waterfront. then Looking back in time, the waterfront of the Golden Horn used to be a fruitful industrial and recreational area, organized by the Ottomans in a fashion related to the waterfront. The layers of functions are organized perpendicular, going from neighborhoods, through gateways (through walls) to the waterfront and finally to the actual body of water. Here, gateways enable transition between in (neighborhood, residence, private) and out (waterfront, in, Public Buildings, Capital Region: Istanbul, Architecture, Architecture and The Built Environment

The transformation and preservation of Istanbul’s historic peninsula into protected historical heritage underpins a complex process of urban change. Contributing to the redefinition of the economic functions and the sometimes brutal renovation of the living space of the almost-island, the process engenders polemics that catch-up with the current political – even ideological – debates about fundamental societal questions. The discourses about this strongly symbolic space scrutinise directly what is (or should be) the social link; the city and its neighbourhoods are often seen as a metonymy of the entire Turkish society. With the help of observations conducted in two neighbourhoods – one (Fener) known for and visited because of its heritage rum, the other one (Çarşamba) cultivating an Islamic image – I explore the relations of distance and proximity and the symbolic borders that are both developing in these two districts.
