Post-war housing stocks have been in focus for modernisation and transformation since the 1980s. Technical deficiencies and social problems related to exclusion and segregation have been arguments for investments. The architecture has been seen as part of the problem and alterations to its character have been important in finding solutions. Lately, policy for energy efficient renovation and decarbonisation of the housing sector has put the modern housing stock in focus again. With reference to the lack of common appreciation and understanding of the historical and cultural value of the post-war housing, this paper discusses current policy and its implementation. The paper begins by looking at Gothenburg, the second largest city in Sweden. The development of a Modern Historical Environment program is presented with its application in three examples of housing. These cases exemplify the opportunities and consequences of modernisation and energy renovation on modern heritage. The designation of modern built heritage differs from the designation of older constructions due to its scale and volume. Designating an object refers, on the one hand, to recognising an example of a specific building type and construction methods and, on the other, to its socio-historical context. Thus, both tangible and intangible values are acknowledged. Modern heritage is characterised by its resilience to alterations and allows layers of change to be included, informing about historical events., Le parc de logements d’après-guerre a fait l’objet de modernisation et de transformations depuis les années 1980. This paper investigates the dynamic between protection of the historic environment and the application of solar energy technology on 1- or 2-family houses in Sweden. More specifically, the building code relating to the installation of photovoltaic (PV) panels on house roofs and how existing policies are implemented in Stockholm City is investigated in order to better understand the challenges in reconciling renewables and the conservation of built heritage. Especially when applied in urban areas PV panels may have a large impact on socio-cultural values, making them difficult to insta where the historic environment is to be protected from large changes. By using a mix of methods (policy analysis, case studies, and interviews) we come to the conclusion that municipalities should develop routines and guidelines that offer homeowners precise information on the potential of solar energy and requirements motivated by concern for the historic environment. Guidelines that are well-known, clear and also require homeowners to dismount exhausted panels could work both to protect built heritage and to promote more use of solar energy in some small house areas., Mattias Legnér Mattias Legnér is Full Professor in Conservation at Uppsala Universitet – Campus Gotland. Since 2010 he has written extensively on the historical development of energy use in buildings, especially how improvement in energy effiency relates to cultural values in the built environment. This paper investigates how societal goals of heritage conservation and energy efficiency are handled in the management of Swedish multi-residential buildings. Interviews were made with larger owners of multi-residential stocks, and their perspectives are compared to officials at the City Planning Offices in two Swedish municipalities: Göteborg and Gotland. The questions posed are: How is heritage prioritised in relation to increased energy efficiency, climate impact and other objectives such as cost-efficiency? How important are their internal policies in comparison with external policies imposed by society? The companies express that they are proud of the heritage of their building stock, but they have not integrated heritage values in their management plans and strategies. Social issues such as safety and well-being are included, but not heritage. A consequence of this lack of systematic consideration of heritage is that measures for increased energy efficiency may conflict with conservation needs. In order for heritage values to be taken more seriously in relation to energy efficiency they would need to be integrated into such plans. The benefit from integrating heritage values in sustainable housing management is a question that should be further studied. The paper refers to SDGs 3, 11 and 13.

This research presents a decision support method for housing managers to identify the most appropriate renovation strategy, which combines a multi-criteria assessment of ten renovation factors together with an economic feasibility analysis. In contrast to the majority of decision support systems, this method not only assesses the impact of the renovation proposals, but also includes and evaluates the management of the renovation process through a procedure of quantifying and weighting multiple social, technical, and economic variables related to the renovation work. The method, based on two representative cases of housing renovation projects in Sweden, has been designed and tested and is also applicable to other locations, multi-family buildings, and ownership models. Via a graphical display, the results show the impact generated during the work, the benefits obtained after the interventions, and the economic feasibility in different timeframes of each design strategy, which supports housing owners’ decision-making and promotes feasible and suitable actions from a multidisciplinary approach. The conclusions highlight the possibility of implementing renovation strategies at various levels and provide policy implications of this method for a cleaner operation in the building sector with responsible management of urban regeneration by generating sustainable renovation rates and satisfactory proposals.

Introduction: The overall objective is to understand how policies may be used to increase the potential for saving energy while simultaneously preserving cultural values in the housing stock. The project contributes to SDGs 11, 17, 5, 8 and 10. Methods: The paper summarises and discusses findings in previous research and projects led by the authors. Finally the design of a new project launched in 2020 is presented. The purpose of Energy efficiency and cultural values. How well do the policies function on the local level? is to give valuable knowledge on how the building process, advice on energy use and renovation strategies work together in Swedish municipalities. Results: Since the 1970s there has been a conflict between the preservation of architectural heritage and decreasing energy use in the Swedish housing stock. The first policy programme focussing energy saving was launched after the first global energy crisis in 1973. Since then there have been different policies addressing the issue of energy use in housing. The knowledge of how to carefully renovate existing buildings has increased, but the incentives for cutting energy use further has diminished among property managers. As a consequence, there is very little renovation aiming at energy efficiency, which challenges the national goals of lessening the impact on climate change. One problem may be an incoherent and inefficient implementation of policies dealing with the preservation and the energy use of the built environment. Conclusions: The antagonism between energy efficiency and cultural heritage that emerged in the 1970s has changed in character. Above all, increased energy efficiency seems not to be a very strong force when designing renovation projects in homes. If Agenda 2030 goals of accomplishing a well-built environment that does not require unsustainable practices to be sustained are to be reached, new policies will be required. This article describes a first step towards a strategy for using living labs as a means to foster innovation and develop new concepts of sustainable living from an architectural point of view. The overall aim is to enable truly sustainable living through radically reduced energy and resource use thus addressing both environmental and social aspects of sustainability. Earlier research has shown that contemporary housing developments, including those with a sustainable profile, do not profoundly question modern lifestyles and consumption, which is a necessity to overcome limitations of a technological focus on environmental efficiency in construction. Thus, we see an opportunity for the discipline of architecture to engage in current investments in living lab facilities in order to push innovation in the field of sustainable housing. We introduce the concept of a "Habitation Lab", which will provide an arena for radical and high-risk design experimentation between users, building-sector actors, and academia, and we describe a case study of a planned Habitation Lab within a living lab facility where traditional solutions for daily living and habitation are questioned and new architectural innovations are explored and evaluated. The idea of using experimental activities in the field of housing is not new, and we argue that new investments should build on earlier experiences to avoid perpetuating misconceptions and repeating past failures. Furthermore, to ensure the dissemination and uptake of results, the design of the Habitation Lab should consider the innovation and learning trajectories of the building sector. As global and local visions for sustainable living environments are increasingly supported by policies and concrete practices in construction, the building and housing sector is seeking to mitigate its environmental impact as well as assume a greater social responsibility. The overarching policy objectives set to concretize what a sustainable housing development entails, however, tend to rely on equivocal terminology, allowing a varied interpretation by key industry practitioners. Though in line with an ecological modernization paradigm in policy, the promotion of a market-driven environmentalism in housing faces multiple challenges as varying interests and perspectives collide. Supported by empirical findings of a semi-structured interview study conducted with housing developers in a new ‘green’ urban district in Göteborg, Sweden, theoretical frameworks surrounding the paradoxical path towards a sustainable housing development are presented. Inconsistencies between outspoken ambitions; social dimensions; and the framing of efficiency in new housing are discussed. Possibilities for the housing sector are given in the recognition of new forms of development, where a systemic perspective is required in the alignment between how industry, policy and the market perceives housing development and what is actually sustainable., QC 20171108
