O texto analisa as transferências de recursos da União para entidades sem fins lucrativos (ESFLs) nos últimos doze anos. Avaliam-se: i) as variações no volume de recursos transferidos pela União; ii) a proporção das transferências para ESFLs vis-à-vis as demais transferências da União e as transferências para ESFLs realizadas por estados e municípios; iii) as principais áreas de políticas públicas recipientes de recursos; e iv) o nível de concentração dos recursos transferidos, por organizações. Encontrou-se padrão pouco claro no volume de recursos anualmente repassados às ESFLs na última década, apesar da tendência de crescimento ao longo do período analisado. A forte variação no período, contudo, contrasta com a ampliação continuada das transferências realizadas para governos subnacionais. This paper analyzes federal transfers to not-for-profit organizations (NPOs) in the past twelve years in Brazil. We analyze four points: i) the variations in terms of absolute amount of resources transferred to NPOs from the federal government; ii) the proportion of NPOs transfers relatively to other types of federal transfers, and the growth of transfers to NPOs from state and local governments; iii)in which policy areas are federal transfers to NPOs focused; and iv) the degree of concentration of transferred resources to NPOs. We did not find a clear pattern in terms of the amount of resources transferred to NPOs in the last decade, despite a tendency of growth during this period. There is sharp variation, which contrasts with the steady growth of federal transfers to subnational governments. Este trabalho descreve e analisa os resultados de pesquisa piloto sobre o exercício da representação política no nível local, do ponto de vista do vereador. As principais questões que nortearam esta pesquisa foram: o que o vereador entende ser a sua função? Como ele exerce a sua função? Como ele interage com os eleitores e o Poder Executivo local? Evidência com base em entrevistas semiestruturadas com 37 vereadores de quatro municípios do estado de Minas Gerais sugere a existência de duas percepções bem distintas do que seja a função do vereador: legislar e fiscalizar a prefeitura; e prestar serviços à população. Os prestadores de serviços são maioria na amostra, e a evidência sugere que a demanda dos eleitores por essa atividade é função do grau de pobreza e do tamanho do município. A evidência sugere também que os prestadores de serviços dividem-se em assistencialistas e mediadores. Por fim, constatou-se que a interação dos vereadores com o Poder Executivo local segue o padrão observado em outros níveis de governo, de preponderância e domínio do Poder Executivo. This paper describes and analyses the results from a pilot study about the exercise of political representation at the local government level, from the viewpoint of city councilors. The key questions that guided this study were: What do councilors perceive as their functions? How do they exercise their functions? How do they interact with voters and the local executive branch? Evidence from semi-structured interviews with 37 councilors from four cities of the state of Minas Gerais points to the existence of two well distinguished perceptions of what is the councilor`s function: to legislate and to oversee the mayoral office; and to provide services to the population. Service providers comprise most of the sample cases, and the evidence suggests that voters` demand for this activity is a function of the level of poverty and the size of the city. The evidence also suggests that service providers are divided into assistencialistas and mediadores.
