Abstract

This article reads Maurice Merleau‐Ponty's ontology of the "flesh of the world" alongside the ontology that seems to undergird Frantz Fanon's sociodiagnostics as well as his theory of sociogeny. It argues that reading Fanonian sociogeny in terms of the ambiguity and intercorporeality of the flesh of the world renders the ethical and political imperatives of Fanon's decolonial project all the more pressing, since the "new human" is prefigured—if not totally determined—in the national consciousness obtained by "les damnés" through the decolonization process. It then examines how Sylvia Wynter's Fanonian call to (re)fashion the future of humanness through (re)conceptualizing "being human as praxis," also seems to rely on this ontology of the flesh of the world. Bringing these arguments together, the article suggests that the conceptual content of the new human can be found in the liberation struggles of les damnés across what Wynter calls the "poverty archipelagos" wrought by colonial humanism. Hence, the "new skin" for which Fanon calls is fashioned through forming international solidarity with les damnés, with the conceptual content of the new humanism emerging sociogenically—and autopoetically—from those struggles themselves. Abstract

This article argues that, despite their distance across the colonial divide, a creolizing reading of Frantz Fanon and Paul Ricœur can yield valuable insights into decoloniality. Tracing their shared philosophical concerns with embodied phenomenology, social ontology and recognition, I argue that their respective accounts of sociogeny and hermeneutics can be productively read together as describing a shared end of mutual recognition untainted by racism or coloniality – a 'new skin' for humanity, as Fanon describes it. More specifically, Fanon contributes to Ricœur an understanding of how divergences in social location can be overcome through liberatory action that posits a new logic of sociality; likewise, Ricœur provides Fanon with an account of how liberatory horizons are produced through this praxis, based on the imaginative connection between ideology and utopia. This article concludes by arguing that these congruent methodological and normative concerns can be read together to concretize – and potentially actualize – the utopic end of liberatory struggle in mutual recognition through fashioning this new skin. Abstract

Hintergrund: Seit der Ausbreitung des Severe Acute Respiratory Syndrom Corona Virus 2 (SARS-CoV‑2) in Deutschland werden Intensivbetten für Patienten, die an Corona Virus Disease 2019 (COVID-19) erkrankt sind, frei gehalten. Auch nach Rückgang der Infektionszahlen wurden Intensivbetten prophylaktisch frei gehalten; dies geschah in den einzelnen Bundesländern jedoch in sehr unterschiedlicher Weise. Anhand der Literatur soll für das Infektionsgeschehen in Deutschland und insbesondere in Baden-Württemberg bei Stand Ende November 2020 eine notwendige Freihaltequote für COVID-19-Patienten definiert und für ansteigende und fallende Infektionszahlen ein Eskalations- /Deeskalationsschema erstellt werden. Methoden: Für die Kalkulation wurden für die Monate April bis November 2020 Daten aus dem COVID-19-Resource-Board des Landes Baden-Württemberg, dem täglichen Lagebericht des Robert-Koch-Instituts (RKI) zur Coronaviruskrankheit 2019 (COVID-19), dem Aktuellem Lage‑/Situationsbericht des RKI zu COVID-19, dem DIVI-Intensiv-Register zur Erfassung der an COVID-19 erkrankten intensivpflichtigen Patienten sowie dem Tagesbericht COVID-19 Baden-Württemberg verwendet. Ergebnisse: Ende November 2020 sind ca. 13,5 % der Intensivbetten deutschlandweit mit COVID-19-Patenten belegt. 1,5 % der positiv auf SARS-CoV‑2 Getesteten wurden auf eine Intensivstation aufgenommen; die Hospitalisierungsrate belief sich auf 6 % bei einem mittleren Erkrankungsalter von 43 Jahren. Kliniken wird bei einer 7‑Tage-Inzidenz von weniger als 35/100.000 Neuinfektionen empfohlen, eine Freihaltequote von 10 % an Intensivbetten für COVID-19-Patienten zu kalkulieren, bei einer Vorwarnstufe von 35/100.000 Neuinfektionen im Einzugsgebiet 20 % und bei einer kritischen Grenze von 50/100.000 30 % der Intensivbetten. Weitere klinikinterne Trigger, wie die Auslastung der Intensivstationen, sollen berücksichtigt werden. Schlussfolgerung: Bei niedrigen Infektionszahlen war eine generelle landesweite Freihaltequote an Intensivbetten für COVID-19-Patienten im September 2020 nicht gerechtfertigt. Lokal ansteigende und wieder abfallende Infektionszahlen erfordern ein lokales dynamisches Vorgehen. Ein Stufenkonzept in enger Abstimmung mit den örtlichen Gesundheitsbehörden sowie weitere klinikinterne Trigger definieren die Freihaltekapazität. Um bei lokalen Ausbrüchen die Krankenhauskapazitäten nicht zu überfordern, soll frühzeitig ein entsprechendes Verlegungskonzept ins Auge gefasst werden.

Abstract

Background: Predicted increases in suicide were not generally observed in the early months of the COVID-19 pandemic. However, the picture may be changing and patterns might vary across demographic groups. We aimed to provide a timely, granular picture of the pandemic's impact on suicides globally. Methods: We identified suicide data from official public-sector sources for countries/areas-within-countries, searching websites and academic literature and contacting data custodians and authors as necessary. We sent our first data request on 22nd June 2021 and stopped collecting data on 31st October 2021. We used interrupted time series (ITS) analyses to model the association between the pandemic's emergence and total suicides and suicides by sex-, age- and sex-by-age in each country/area-within-country. We compared the observed and expected numbers of suicides in the pandemic's first nine and first 10-15 months and used meta-regression to explore sources of variation. Findings: We sourced data from 33 countries (24 high-income, six upper-middle-income, three lower-middle-income; 25 with whole-country data, 12 with data for area(s)-within-the-country, four with both). There was no evidence of greater-than-expected numbers of suicides in the majority of countries/areas-within-countries in any analysis; more commonly, there was evidence of lower-than-expected numbers. Certain sex, age and sex-by-age groups stood out as potentially concerning, but these were not consistent across countries/areas-within-countries. In the meta-regression, different patterns were not explained by countries’ COVID-19 mortality rate, stringency of public health response, economic support level, or presence of a national suicide prevention strategy. Nor were they explained by countries’ income level, although the meta-regression only included data from high-income and upper-middle-income countries, and there were suggestions from the ITS analyses that lower-middle-income countries fared less well

Abstract

Small-scalefixed-pitch propellers especially on multicopter configurations experience higher angles of attack than on usual aircraft configurations. In order to improve their aerodynamic efficiency, a better understanding of the occurringflow-fields under such non-axial inflow conditions is required. Therefore, an isolated small-scale propeller is operated at a range of inflow angles from zero to 180 degrees. Experimental data obtained by measurements of forces as well as a particle image velocimetry (PIV) are compared to numerical results generated by methods of different fidelity.
