According to Thomas Falk, an authoritarian insurgency against the institutions of liberal democracy operates along both political-economic and phenomenological axes. By corrupting language and stimulating vigilance, this insurgency endeavors to diminish the perceptual and communicative capacities that allow us to articulate a shared reality and exercise agency within it. In this article, he argues that education is a political and economic enterprise concerned with attention-formation. He considers public schools present a site battle in which to defend and promote the conditions and practices of a free and democratic society.

Over-extraction of groundwater is a prominent challenge in India, with profound implication for food security, livelihoods, and economic development. As groundwater is an ‘invisible’ and mobile common pool resource, sustainable governance of groundwater is complex, multifaceted, requiring coordination among various stakeholders at different scales. It remains an open question as to what can be done to strengthen the governance of groundwater, particularly on the scale necessary to address widespread depletion of resources. The growing competition over groundwater resources calls for systemic changes towards sustainable water management. These require understanding the behaviours of actors in the system network, as well as the institutions that shape the direction in which the system moves. In this paper, we offer a behavioural perspective to system transformation and apply it to the example of an Indian NGO working on sustainable natural resource governance. The organisation, Foundation for Ecological Security (FES), has been co-designing and using various institutional tools for groundwater governance with the collaboration of other NGOs and government partners, academic and research organisations towards strengthening governance of water. At the local level, these include groundwater monitoring and crop water budgeting, combined with experiential learning tools such as games for demand management, and supply side interventions to support water harvesting and recharge. These tools are combined with efforts to strengthen multi-actor platforms, building coalitions and capacity of government, civil society and private sector actors to support groundwater governance at scale. By combining local and systemic approaches, the aim is to influence water governance on a larger scale and contribute to the sustainable management of water resources in India. Our reflections illustrate how conceptual thinking can inform multi-methods approaches which consider that sustainably improving groundwater management at large scale requires inter-linked behavioural changes of diverse actors. Our approach constitutes critical reflection and conceptualization, based on situated knowledge which contributes to designing better adapted and more powerful intervention strategies through informed argument.

Abstract This study aims to assess whether two publicly available sources of fire threats to 346 Cultural World Heritage Sites across Europe substitute or complement each other. By doing so, a novel measure based on information from the UNESCO periodic report II is created and benchmarked against the European forest fire information system (EFFIS) index. The UNESCO periodic report shows that forest fires are perceived as an actual or foreseeable hazard by 40% of the management of Cultural World Heritage Sites in Europe. When the EFFIS index is linked to the UNESCO World Heritage database, it occurs that 48% of these sites are at high risk of fire, 31% at medium risk and 21% at low risk. Results based on Probit and Fractional Probit estimations reveal that the perceived fire risk relates to several site characteristics as well as location. The regressions using the EFFIS index as dependent variable show indifference to site characteristics even if location is of importance. Estimations give that the perceived fire risk is highest for sites in the East and the North of Europe, while the results for the EFFIS index lead to a dominant risk in the South. A 10° increase in latitude (corresponding to the distances between Vienna and Stockholm or Athens and Vienna) leads to a considerable decrease in the proportion of high fire risk by 28 percentage points (with a sample mean of 48%). Thus, the two measures of fire risks complement rather than substitute each other. Latitude is of no importance for the site managers, although the EFFIS gives this aspect a heavy weight, with low or zero risks in locations at higher latitudes (Iceland, Ireland, Latvia, and Norway) and larger risks in Southern Europe (Cyprus, Malta, Portugal, Albania, Spain, and Greece). In addition, the perception of (wild)-fire threat is significantly lower for cities.

This study investigates the potential of European universities as hosts for Marie Sklodowska-Curie Actions (MSCA) grantees. Factors explaining both the probability of a university hosting an MSCA grantee and its extent are estimated using a zero-inflated negative binomial regression model. Results reveal that the probability of hosting MSCA grantees increases significantly with excellence (research performance), size and country group of the university. In addition, a deepening of excellence (citations), international orientation and the teaching burden (student-staff ratio) are significant predictors for the extent of grantees. Based on the estimates, the relative performance of a university is identified by use of a frontier production function. This reveals that some universities in the Northwest of Europe host more MSCA grantees than would have been expected given their attributes, and certain top universities host fewer. These results could be related to marketing and support activities that partially offset the importance of research performance or alternative models for financing.

AbstractThe aim of this study is to present a novel measure of which pairs of human-made factors are most threatening to a Cultural World Heritage Site when time as well as its characteristics, including location, are controlled for. A system of Probit equations is employed on information from the UNESCO State of Conservation and World Heritage databases on the nine most frequently reported external threats (housing, tourism, transportation, destruction, illegal activities, land conversion, accommodation supply, loss of identity and war and civil unrest). This allows an analysis that covers all sites, with 22,190 observations over a time period of 45 years. Threats from war and civil unrest, destruction of heritage and illegal activities all appear in pairs and are strongly correlated with each other. There are also high positive correlations between threats from housing and land conversion, tourism and housing, accommodation and transportation as well as tourism and accommodation. Until 2009, there is an increase in the probability of threats, after that, stagnation is observed. Cultural World Heritage Sites in Africa and the Arab countries face the highest risk of a reported threat. Based on the novel measure, a second step of the analysis employing fixed-effects Logit estimations reveals that threats from tourism, housing and transportation are more seldom identified if the site in question has a management plan. Soil carbon depletion is a major concern for food security in drylands. The objective of this study is to test tillage with residue management under sequential and intercropping systems for carbon sequestration in semi-arid tropical drylands of India. We report the findings from a long-term field experiment (9 years) used to simulate the effect of residue and tillage management in Maize-chickpea sequential and Maize-Pigeonpea intercropping systems for the four possible future climate projections using APSIM model. These findings demonstrate a sustainable route with inclusive growth, as pledged at the UN climate change summit. A comparison of results under SSP 2.6 and 4.5 Wm−2 with SSP 8.5 shows that demand pressure from competitive marketplaces inhibits the establishment of soil carbon sinks and significantly reduces crop yields, likely due to indiscriminate chemical fertilizer use. We observed that a better decision in selecting cropping system might improve soil organic carbon content (SOC). SOC content ranging from 0.9 to 1.2% in Maize-pigeonpea intercropping and 0.85–1.1% in maize-chickpea sequential cropping systems, demonstrate good potential in the climate change mitigation exertions. Early SOC saturation (20 years) led to a decreased carbon stock in topsoil without residue addition practises. The addition of crop residues significantly increased SOC levels under both conventional and minimum tillage and created additional income for farmers. Simulation analysis showed impact of SOC changes on crop yield which remained nearly stable for 85 years. Therefore, hardy straw biomass of crops covering a large tract in dryland tropics, can be a scalable and sustainable solution to yield losses, while mitigating climate change through carbon sequestration.

As resource users interact and impose externalities onto each other, institutions are needed to coordinate resource use, create trust, and provide incentives for sustainable management. Coordinated collective action can play a key role in enabling communities to manage natural resource commons more sustainably. But when such collective action is not present, what can be done to foster it? We contribute to the understanding of how experiential learning through games can affect behavioral change, potentially leading to more sustainable commons management. We present a conceptual framework describing the most important processes involved in experiential learning games. The framework highlights the importance of the game context for achieving game outcomes. We list game features that have been argued to influence learning and behavioral determinants, focusing on the game narrative and experience, game rules, and attributes of players. We briefly describe how each game feature influences the processes in the framework. Next, we apply the conceptual framework to examine design features that were particularly important for influencing behavioral drivers in commons management in three intervention cases from India relating to groundwater, surface water, and forests. Our conceptual reflections underpin the need to debate about underlying assumptions in using games as intervention tools. Making assumptions transparent can help to understand why or under what conditions experiential learning works or fails. There is a critical need for more systematic choices of the right tools for the right purpose. This includes participants of the experiential learning who must be able to relate the game to their real life. A social dilemma in the game should at least, in its basic structure, represent a real-life dilemma. We close by highlighting future research needs both from the conceptual behavioral change as well as the game design perspective.

AbstractThis study examines the membership duration of travel and leisure (tourism) firms in the United Nations Global Compact Sustainability Reporting Programme between 2007 and 2020. Important factors of duration include firm characteristics (such as size and ownership) as well as contextual country-specific elements relating to environmental progress and control of corruption. Data originate from 693 member firms entering the programme at any point during the analysis period. Estimation results, based on the Cox proportional hazard model, show that tourism firms in countries that decouple emissions from economic growth are more likely to endure in the programme. A high level of corruption control in the home country is also associated with a significantly higher probability of membership duration. Larger firms, publicly listed firms and members of local Global Compact networks are also more likely to remain in the programme. Control of corruption is only important for duration outside the OECD; meanwhile, environmental performance at the country level is crucial independent of location. Critical scholarship frequently depicts literacy education as an "initiation into passivity." Disconnected from the lives of students and reduced to strategies for scoring points on tests, literacy becomes an exercise in the reproduction of a moral economy of discipline, compliance, and productivity. Yet people also recognize that the modern world compels everyone to be literate as never before. Seeking to escape literacy's hegemonic-emancipatory dualism, many turn to criticism of recent political efforts such as the No Child Left Behind Act of 2001 or the "Why Johnny Can't Write" report of 1975. In this essay, the author argues that such criticisms are limiting and that better, more philosophical answers remain to be found. The author will examine the lives of M. Carey Thomas, second president of Bryn Mawr College, and Frederick Douglass, slave boy turned public intellectual. The reading and writing habits of these two Americans demonstrate literacy not simply as a reductive formula for scoring points on tests, but as a metaphor for intelligent living.
