In the absence of in-situ data, satellite radar altimetry, critical for studies requiring water elevation data, faces challenges in outlier removal over reservoirs, influenced by surrounding land. We present JASTER (Jason Altimetry Stand-Alone Tool for Enhanced Research), an open-source, fully automated tool processing Jason-2/3 altimetry data for water elevation time series generation over a user-defined inland water body. JASTER uses two outlier removal approaches. The first method employs interquartile range (IQR)-based filtering and K-means clustering. The second method incorporates water occurrence (WO) and Digital Elevation Model (DEM)-derived elevation thresholds. The Hampel filter embedded in JASTER further removes non-physical peaks in the time series caused by signal noise. We validated JASTER’s capabilities using 44 Jason altimeter crossings over 37 water bodies in the US and Canada. We assessed the significance of applying water occurrence and elevation thresholds, and investigated how the Hampel filter parameters and satellite crossing lengths affect accuracy. In all case studies, the Hampel filter significantly increased the consistency between JASTER-derived water elevations and in-situ data. Moreover, the DEM + WO-based method outperformed the IQR-based outlier removal approach in some cases where the greater number of altimeter footprints belonged to land instead of water.

Abstract The use of satellite‐based thermal infrared remote sensing has facilitated the assessment of surface water temperature on a large scale. However, the inherent limitations of this remote sensing technique make it difficult to assess rivers unless ambient conditions are cloud‐free, devoid of steep terrain and the rivers are at least 60 m wide. To address these challenges that limit the spatiotemporal continuity of satellite‐based hydro‐thermal data, we harnessed the extensive coverage from the Landsat missions' thermal infrared sensors and data‐driven techniques to estimate surface water temperature of rivers. Out of the tested data‐driven techniques, we selected the Random Forest Regressor as our prime non‐linear approach for estimation of surface water temperature in rivers. Using the selected technique, proposed as THORR (Thermal History of Regulated Rivers), we successfully reconstructed a multi‐decadal, continuous spatiotemporal surface water temperature record for regulated rivers in the Columbia River Basin. Using 42 years of data, the surface water temperature could be predicted on average with 0.71° C of absolute error regardless of the dam's potential thermal influence in the downstream reaches. The reconstructed hydro‐thermal behavior generated from THORR revealed a long‐term downstream warming trend along the Columbia River. The open‐source THORR tool can be extended to any river system around the world that is not gauged with in‐situ temperature measurements for the reconstruction of hydro‐thermal behavior.

Introduction: Natural plant-based medicines have gained popularity recently as a major source of inventive, risk-free, and more potent secondary bioactive compounds with medicinal potential. Catharanthus ovalis is a perennial shrub containing various indole alkaloids cultivated extensively for local medical purposes.Methods: This research is conducted to identify the phytocompounds present in the leaves of C. ovalis and its central and peripheral analgesic, thrombolytic, and membrane-stabilizing activities through tail immersion, acetic acid-induced writhing, human blood clot lysis, and erythrocyte lysis by heat and hypotonic solution methods, respectively.Results and discussion: A total of 39 compounds were identified using GC–MS/MS techniques, including hexadecanoic acid, methyl ester (56.749%), methyl stearate (29.782%), carvacrol and its TBDMS derivative (12.586%), and 9-octadecenoic acid, methyl ester, (E)-] (9.297%) presented in high quantity. The highest tail immersion latency was observed for the 600 mg/kg extract of C. ovalis crude extract. Both 400 and 600 mg/kg doses of C. ovalis crude extract exhibited prominent peripheral analgesic activity. The maximum thrombolytic effect was observed by DCM soluble fraction extract by inhibiting 54.87% of the clot. However, the aqueous-soluble fraction of this extract manifested an excellent membrane-stabilizing effect by showing 73.98% and 87.51% hemolysis against heat- and hypotonic-induced hemolysis, respectively. Some of the compounds were identified as active agents against different receptors related to these diseases, which supported the findings of in vitro and in vivo tests.Conclusion: Further investigation needs to be conducted to specify and identify the exact mechanism of action of these compounds.

We studied variations in the volume of water stored in small lakes and wetlands using satellite remote sensing and lake water height data contributed by citizen scientists. A total of 94 water bodies across the globe were studied using satellite data in the optical and microwave wavelengths from Landsat 8, Sentinel-1, and Sentinel-2. The uncertainty in volume estimation as a function of geography and geophysical factors, such as cloud cover, precipitation, and water surface temperature, was studied. The key finding that emerged from this global study is that uncertainty is highest in regions with a distinct precipitation season, such as in the monsoon dominated South Asia or the Pacific Northwestern region of the USA. This uncertainty is further compounded when small lakes and wetlands are seasonal with alternating land use as a water body and agricultural land, such as the wetlands of Northeastern Bangladesh. On an average, 45% of studied lakes could be estimated of their volume change with a statistical significant uncertainty that is less than the expected volume in South Asia. In North America, this statistically significant uncertainty in volume estimation was found to be around 50% in lakes eastward of the 108th meridian with lowest uncertainty found in lakes along the East coast of the USA. The article provides a baseline for understanding the current state of the art in estimating volumetric change of lakes and wetlands using citizen science in anticipation of the recently launched Surface Water and Ocean Topography Mission.

Abstract The goal in this commentary is to share the development of the NASA Applied Science pre‐launch protocol called the Early Adopter Program (EAP) that is designed to build user‐readiness of planned satellite Earth observing missions proactively and before the launch. Here we focus in particular on the Surface Water and Ocean Topography satellite mission EAP as an illustration of benefits of such a program of proactive and sustained user community engagement. Such a commentary will be of value to other satellite Earth observation missions that are currently in service, scheduled for launch or prioritized for development in the near future.

Risks from human intervention in the climate system are raising concerns with respect to individual species and ecosystem health and resiliency. A dominant approach uses global climate models to predict changes in climate in the coming decades and then to downscale this information to assess impacts to plant communities, animal habitats, agricultural and urban ecosystems, and other parts of the Earth’s life system. To achieve robust assessments of the threats to these systems in this top-down, outcome vulnerability approach, however, requires skillful prediction, and representation of changes in regional and local climate processes, which has not yet been satisfactorily achieved. Moreover, threats to biodiversity and ecosystem function, such as from invasive species, are in general, not adequately included in the assessments. We discuss a complementary assessment framework that builds on a bottom-up vulnerability concept that requires the determination of the major human and natural forcings on the environment including extreme events, and the interactions between these forcings. After these forcings and interactions are identified, then the relative risks of each issue can be compared with other risks or forcings in order to adopt optimal mitigation/adaptation strategies. This framework is a more inclusive way of assessing risks, including climate variability and longer-term natural and anthropogenic-driven change, than the outcome vulnerability approach which is mainly based on multi-decadal global and regional climate model predictions. We therefore conclude that the top-down approach alone is outmoded as it is inadequate for robustly assessing risks to biodiversity and ecosystem function. In contrast the bottom-up, integrative approach is feasible and much more in line with the needs of the assessment and conservation community. A key message of our paper is to emphasize the need to consider coupled feedbacks since the Earth is a dynamically interactive system. This should be done not just in the model structure, but also in its application and subsequent analyses. We recognize that the community is moving toward that goal and we urge an accelerated pace.

On the Korean Peninsula, the Imjin River is a transboundary river that flows from North Korea into South Korea. Therefore, human intervention activities in the upstream region can have a substantial impact on the downstream region of South Korea. In addition to climate impacts, there are increasing concerns regarding upstream man-made activities, particularly the operation of the Hwanggang dam located in the territory of North Korea. This study explored the feasibility of using the publicly available global hydrological model and satellite remote sensing imagery for monitoring reservoir dynamics and assessing their impacts on downstream hydrology. “Naturalized” streamflow simulation was obtained from the Group on Earth Observation (GEO) Global Water Sustainability (GEOGloWS) European Centre for Medium-Range Weather Forecasts (ECMWF) Streamflow Services (GESS) model. To correct the biases of the GESS-based streamflow simulations, we employed quantile mapping using the observed streamflow from a nearby location. This method significantly reduced volume and variability biases by up to 5 times on both daily and monthly scales. Nevertheless, its effectiveness in improving temporal correlation on a daily scale in small catchments remained constrained. For the reservoir storage changes in the Hwanggang dam, we combined multiple remote sensing imagery, particularly cloud-free optical images of Landsat-8, Sentinel-2, and snow-free Sentinel-1, with the area–elevation–volume (AEV) curves derived from the Shuttle Radar Topography Mission (SRTM) Digital Elevation Model (DEM). In assessing its hydrological impacts, the study found that overall impacts within the downstream catchment in Pilseung bridge of South Korea were generally less significant compared to the upstream Hwanggang catchment. However, there was a higher probability of experiencing water shortages during wet months due to the upstream dam’s operations. The study highlights the potential benefits of utilizing the publicly available hydrological model and satellite remote sensing imagery to supplement decision makers with important information for the effective management of the transboundary river basin in ungauged regions.

Abstract For clean hydropower generation while sustaining ecosystems, minimizing harmful impacts and balancing multiple water needs is an integral component. One particularly harmful effect not managed explicitly by hydropower operations is thermal destabilization of downstream waters. To demonstrate that the thermal destabilization by hydropower dams can be managed while maximizing energy production, we modelled thermal change in downstream waters as a function of decision variables for hydropower operation (reservoir level, powered/spillway release, storage), forecast reservoir inflow and air temperature for a dam site with in situ thermal measurements. For data-limited regions, remote sensing-based temperature estimation algorithm was established using thermal infrared band of Landsat ETM+ over multiple dams. The model for water temperature change was used to impose additional constraints of tolerable downstream cooling or warming (1–6 °C of change) on multi-objective optimization to maximize hydropower. A reservoir release policy adaptive to thermally optimum levels for aquatic species was derived. The novel concept was implemented for Detroit dam in Oregon (USA). Resulting benefits to hydropower generation strongly correlated with allowable flexibility in temperature constraints. Wet years were able to satisfy stringent temperature constraints and produce substantial hydropower benefits, while dry years, in contrast, were challenging to adhere to the upstream thermal regime.

Abstract Selective water release from the deeper pools of reservoirs alters the temperature of downstream rivers. Thermal destabilization of downstream rivers can be detrimental to the riverine ecosystem by disturbing the growth stages of various aquatic species. To predict this impact of planned hydropower dams worldwide, we present a framework called “FUture Temperatures Using River hISTory (FUTURIST).” The framework used historical records of in‐situ river temperatures for existing dams in the U.S. and remote sensing observations for those in other regions to train an artificial neural network (ANN) model that predicts temperature change between upstream and downstream rivers. Validation of FUTURIST‐modeled impacts for dams worldwide showed promising results with a root mean squared error of 2.5°C (0.9°C) and categorical accuracy of 63% (88%) during the summer (winter) season. The trained ANN model afforded prediction of the likely thermal impacts of 216 planned dams. Results suggest that during the summer season, 73% of future dams will potentially cool downstream rivers by up to 6.6°C. Winter season operations were predicted to consistently warm downstream rivers by temperatures of up to 2°C. Reservoirs that experience strong stratification have the most potential to impact downstream pre‐dam thermal regimes. For copious existing or planned dams worldwide that are yet to be mapped of their thermal impacts, FUTURIST provides an efficient path forward to carry out a global thermal assessment and design sustainable hydropower expansion plans so that the upcoming dams can be operated in a more eco‐sensitive manner than the existing ones.

This paper presents methods of monitoring river basin development and water variability for the transboundary river in North and South Korea. River basin development, such as dams and water infrastructure in transboundary rivers, can be a potential factor of tensions between upstream and downstream countries since dams constructed upstream can adversely affect downstream riparians. However, because most of the information related to North Korea has been limited to the public, the information about dams constructed and their locations were inaccurate in many previous studies. In addition, water resources in transboundary rivers can be exploited as a political tool. Specifically, due to the unexpected water release from the Hwanggang Dam, upstream of the transboundary Imjin River in North and South Korea, six South Koreans died on 6 September 2009. The Imjin River can be used as a political tool by North Korea, and seven events were reported as water conflicts in the Imjin River from 2001 to 2016. In this paper, firstly, we have updated the information about the dams constructed over the Imjin River in North Korea using multi-temporal images with a high spatial resolution (15−30 cm) obtained from Google Earth. Secondly, we analyzed inter- and intra-water variability over the Hwanggang Reservoir using open-source images obtained from the Global Surface Water Explorer. We found a considerable change in water surface variability before and after 2008, which might result from the construction of the Hwanggang Dam. Thirdly, in order to further investigate intra-annual water variability, we present a method monitoring water storage changes of the Hwanggang Reservoir using the area-elevation curve (AEC), which was derived from multi-sensor Synthetic Aperture Radar (SAR) images (Sentinel-1A and -1B) and the Shuttle Radar Topography Mission (SRTM) Digital Elevation Model (DEM). Since many previous studies for estimating water storage change have depended on satellite altimetry dataset and optical images for deriving AEC, the method adopted in this study is the only application for such inaccessible areas since no altimetry ground track exists for the Hwanggang Reservoir and because clouds can block the study area for wet seasons. Moreover, this study has newly proven that unexpected water release can occur in dry seasons because the water storage in the Hwanggang Reservoir can be high enough to conduct a release that can be used as a geopolitical tool. Using our method, potential risks can be mitigated, not in response to a water release, but based on pre-event water storage changes in the Hwanggang Reservoir.

Despite efforts to understand the hydrologic impact of hydropower dams, their influence on downstream river temperatures has gone unnoticed in data limited regions. Using 30 years of Landsat thermal infrared observations (1988–2018), we identified a relationship between dry season water temperature cooling trends and dam development in the 3S Basin, a major tributary of the Mekong River. Within a year of the beginning of operations of major dams in the 3S River Basin, rapid decreases in annual average dry season river temperature were observed ranging between 0.7 ° C and 2 ° C. Furthermore, in situ water temperature observations confirmed decreasing river temperature for two major dam development events. Evidence was found that the 3S outflow has been cooling the Mekong River downstream of the confluence, by as much as 0.8 ° C in recent years. Our findings are critically important for understanding how fish and aquatic ecosystems will behave in the future as more hydropower dams are built in the Mekong River Basin.

Increasingly available and a virtually uninterrupted supply of satellite-estimatedrainfall data is gradually becoming a cost-effective source of input for flood predictionunder a variety of circumstances. However, most real-time and quasi-global satelliterainfall products are currently available at spatial scales ranging from 0.25o to 0.50o andhence, are considered somewhat coarse for dynamic hydrologic modeling of basin-scaleflood events. This study assesses the question: what are the hydrologic implications ofuncertainty of satellite rainfall data at the coarse scale? We investigated this question onthe 970 km2 Upper Cumberland river basin of Kentucky. The satellite rainfall productassessed was NASA’s Tropical Rainfall Measuring Mission (TRMM) Multi-satellitePrecipitation Analysis (TMPA) product called 3B41RT that is available in pseudo real timewith a latency of 6-10 hours. We observed that bias adjustment of satellite rainfall data canimprove application in flood prediction to some extent with the trade-off of more falsealarms in peak flow. However, a more rational and regime-based adjustment procedureneeds to be identified before the use of satellite data can be institutionalized among floodmodelers.

This article represents the second report by an ASCE Task Committee "Infrastructure Impacts of Landscape-driven Weather Change" under the ASCE Watershed Management Technical Committee and the ASCE Hydroclimate Technical Committee. Herein, the 'infrastructure impacts" are referred to as infrastructure-sensitive changes in weather and climate patterns (extremes and non-extremes) that are modulated, among other factors, by changes in landscape, land use and land cover change. In this first report, the article argued for explicitly considering the well-established feedbacks triggered by infrastructure systems to the land-atmosphere system via landscape change. In this report by the ASCE Task Committee (TC), we present the results of this ASCE TC's survey of a cross section of experienced water managers using a set of carefully crafted questions. These questions covered water resources management, infrastructure resiliency and recommendations for inclusion in education and curriculum. We describe here the specifics of the survey and the results obtained in the form of statistical averages on the 'perception' of these managers. Finally, we discuss what these 'perception' averages may indicate to the ASCE TC and community as a whole for stewardship of the civil engineering profession. The survey and the responses gathered are not exhaustive nor do they represent the ASCE-endorsed viewpoint. However, the survey provides a critical first step to developing the framework of a research and education plan for ASCE. Given the Water Resources Reform and Development Act passed in 2014, we must now take into account the perceived concerns of the water management community.

This study assessed the uncertainty in flood impact assessment (FIA) that may be introduced by errors in moderate resolution regional and moderate resolution global Digital Elevation Models (DEM). One arc-second National Elevation Dataset (NED) and one arc-second Shuttle Radar Topography Mission (SRTM) DEMs were selected to represent moderate resolution regional and global DEMs. The relative performance for scenarios based on each of the DEMs was compared to a “control” terrain (combination of surveyed river bathymetry and a 1/3 arc-second LiDAR for floodplains)-based scenario. Furthermore, a conveyance-based DEM correction technique was applied to the DEMs for investigating the suitability of the technique on selected DEMs, and determining subsequent improvement in the FIA. The May 2010 flood on the Cumberland River near Nashville, TN, was selected as the case study. It was found that the hydraulic properties necessary to implement the selected DEM correction technique could be more readily estimated from NED compared to SRTM. However, this study also prescribed alternate methods to extract necessary hydraulic properties if the DEM quality was compromised. NED-based hydrodynamic modeling resulted in a high overestimation of the simulated flood stage, but the SRTM-based model was unable to produce any reasonable result prior to DEM correction. Nevertheless, after DEM correction, both models became stable and produced less error. Error in simulated flood consequence (i.e., total structures affected and total loss in dollars) also dropped accordingly, following the DEM correction. Therefore, application of this conveyance-based correction technique is reasonably effective on both moderate-resolution regional and global DEMs. The effectiveness of the technique on moderate resolution global DEM underscores the potential for users of remote and data-poor areas.
