Under Putin's tenure, the geopolitical representation of Russia as an 'energy superpower' has become a powerful mainstay for the restoration of a global status and a revanchist foreign policy. This article seeks to assess the extent to which such a nationalist narrative is prevalent among Russian academics in the oil and gas sector. Using a survey administered to research and teaching staff in selected industrial universities in 2021, we found partial confirmation of the relevance of centre‐periphery relations and that nationalist attitudes are aligned with a state‐centric approach. However, this perspective does not necessarily entail opposition to industry privatisation or foreign partnerships. These findings highlight the inadequacy of a simplistic privatisation/nationalisation dichotomy in capturing the hybrid nature of resource governance in petro‐states. Additionally, our study suggests that resource nationalism plays a role in shaping experts' support for the government's energy policy. These findings contribute to the literature on resource nationalism and suggest potential avenues for future research exploring the role of higher education institutions in shaping resource governance. This paper explores how China's assistance to countries in the Western Balkans during the pandemic boosted their reputation in the region, through the case studies of Serbia, Macedonia, and Albania. The COVID-19 crisis has tested EU's reputation of solidarity and partnership to the Western Balkans, with Balkan political leaders accusing the bloc of selfishness due to its decision in 2020 to restrict exports of medical equipment to candidate states and the perceived neglect of the region during the vaccine distribution in early 2021. Simultaniously, China sent planes containing tonnes of medical supplies, respirators, medical personnel, and later vaccines, that would be received with great pomp and live media coverage, in a powerful public diplomacy and vaccine diplomacy offensive. This paper argues that this helped improve public opinion and reshape narratives on China in the Western Balkans. Still, attitudes vary between states, with Serbians having the most favourable views on China as a foreign partner. On the other hand, while public perceptions on China have seen a positive shift in Macedonia and Albania, this has not translated in a change in their pro-EU stance. [ABSTRACT FROM AUTHOR]

The global higher education landscape has witnessed an increasing trend towards internationalisation in recent years; hence the demand for funding such endeavours has grown significantly. However, funding internationalisation efforts can be a challenging task for institutions. This review discusses various funding models for higher education internationalisation and the challenges posed by insufficient funding. This will be followed by a discussion on the following models: government funding, private philanthropy, corporate sponsorship and partnerships with foreign universities, the role of tuition fees in funding internationalisation, and the challenges posed. Ultimately, this paper will propose a framework for funding that is based on an analysis of successful internationalisation strategies from around the world and intends to guide various funding bodies on how to best allocate resources for this purpose. By implementing this framework, countries shall overcome financial constraints that limit the extent to which internationalisation can be pursued, while also ensuring that the benefits of such efforts are shared equitably across their populations. Also noteworthy here is that this framework may be tough to accomplish in specific contexts, given the limited investments in broad higher education for example in the African continent. This paper argues that while there is no one-size-fitsall approach to funding internationalisation efforts, a diversified funding approach that leverages various funding models can help institutions overcome funding challenges and achieve their internationalisation goals. Thanks to its innovative supranational features, the European Coal and Steel Community is widely recognized as the cornerstone of the European integration process. This article offers an alternative history of the European Coal and Steel Community's origins by highlighting the role of transnational expertise and public diplomacy. More precisely, this study seeks to demonstrate that the policies carried out by Jean Monnet, the mastermind of European Coal and Steel Community's blueprint, originated from the plans elaborated by the New York-based think tank Council on Foreign Relations. While advising the Roosevelt and Truman administrations, the Council on Foreign Relations formed a policy network with European policymakers sharing similar political values and goals. Although the interactions between these figures have never been studied, new findings reveal that the Council on Foreign Relations–Monnet partnership proved instrumental in improving inter-Allied coordination, managing postwar recovery and framing the idea of European unity. Eventually, the Council on Foreign Relations helped Monnet to define, adjust and promote the European Coal and Steel Community Treaty draft. In this perspective, the foundation of the first European institution derived from a long-term strategic design rooted in wartime planning and transatlantic diplomatic exchanges. The ability of Non-Governmental Organisations (NGOs) to modify the status quo generates heated discussions in academia. The literature on this partnership identifies many potential loopholes which the former are enabled to fill in, a situation known as retreat of state. NGOs are influential actors in pursuing public diplomacy through non-ordinary and semi-formal ways assisting to forge genuine partnership with foreign public opinions, specifically in underdeveloped countries, to achieve the goals of their parent state. Turkish civil society actors, in this regard, promote Turkey's image and mould its identity in an exemplary fashion in order to broaden the scope of Turkish soft power in tandem with state institutions. The NGO's competences in reaching to isolated areas, engaging with local communities through aid and voluntary-based membership free from financial burden, work hand-in-hand with the state which forms an important part of the capacity to foster and facilitate a better image of Turkey. This research undertakes an analysis of NGO-led foreign aid activities, within the framework of the public diplomacy context, that lead in a spectrum of situations by using participatory methods. In particular, it scrutinises how Turkish NGOs' aid activities portray Turkey's public diplomacy, putting the country in good light. Over the past few decades, the Arab Gulf has witnessed tremendous socioeconomic and structural transformation coupled with major reforms to modernize the higher education sector. These reforms have focused on establishing partnerships with foreign universities and/or hosting international branch campuses to promote diverse, liberal, and high-quality educational programs. While these far-reaching reforms have undeniably led to a dramatic increase in the number of academic institutions (Baghdady 2017), these institutions have mostly reproduced traditional educational structures and paradigms, with little contribution to the advancement of more liberal and progressive ideas and/or areas of study, namely, gender and women's studies (GWS). The process of reforming local self-government in Ukraine began recently and faces a large number of threats that require detailed study and determination of development prospects. The study aims at identifying the threats and prospects for attracting foreign investment in the Ukrainian territorial communities’ (UTC) activities. It provides an overview of the current state of foreign investment in Ukraine and analyzes the legal and regulatory framework for attracting foreign investment. The research is based on a comprehensive analysis of existing literature and UTCs’ reports, as well as primary data collected by the official website of the decentralization of Ukraine. The study finds that Ukraine has significant potential for attracting foreign investment, but there are several threats that hinder this process. These threats include a lack of transparency, corruption, an unstable political and economic environment, acts of war, and a weak legal and regulatory framework. These factors make it difficult for foreign investors to operate in Ukraine and negatively affect the country’s investment climate. Despite these threats, there are several prospects for attracting foreign investment in Ukrainian territorial communities’ activity. These prospects include the decentralization of power, which has created a favorable environment for local economic development and investment. Additionally, Ukraine has a highly educated workforce, abundant natural resources, and a strategic location at the crossroads of Europe and Asia, making it an attractive investment destination. To realize these prospects, the study recommends that the Ukrainian government take steps to improve the investment climate, including strengthening the legal and regulatory framework, combating corruption, and providing greater transparency. It also recommends that territorial communities develop investment strategies, promote their investment potential, and establish partnerships with foreign investors. By means of SWOT and TOWS analyses, taking into account trends, information provided about the strengths and weaknesses of the community, its capabilities, and threats, in order to attract foreign investment in Ukrainian territorial communities’ activities, the "strengths-opportunities" strategy was chosen. The research emphasizes the common features of UTCs, but developing an investment strategy for each region takes into account its peculiarities. Thus, the choice of a strategic goal is based on the community’s position regarding its advantages and capabilities, existing strengths, and a parallel focus on solving the most pressing problems. This combination will give a powerful impetus to the UTCs’ development and, if implemented, the opportunity to eliminate weaknesses and threats. Overall, the study concludes that Ukraine has the potential to attract significant foreign investment, but this requires a concerted effort from the government and territorial communities to address the threats and capitalize on the prospects. Recently, an inadvertent Internal Revenue Service disclosure revealed a tax controversy involving Bristol-Myers Squibb's contribution of zero-basis, high-value intangibles to a related foreign partnership that would potentially save $1.4 billion of tax. The Bristol transaction arguably contravenes a specific anti-abuse rule under section 704(c) issued nearly three decades ago to address similar corporate tax shelters consummated before the effective date of the anti-abuse rule. This Article considers the government's ongoing efforts, including recent Regulations under section 721(c), to prevent taxpayers from exploiting the ceiling rule under section 704(c) to shift built-in gain to tax-indifferent partners. The Article argues that the Bristol transaction violated the specific anti-abuse rule and that the government's proposed remedy--reallocating operating income from the related foreign partner to Bristol--is necessary to avoid frustrating the purpose of the anti-abuse rule. Indeed, Congress' failure to understand the special problem of low-basis, high-value wasting assets used in a partnership's business suggests an alternative solution: mandatory reallocation of operating income from wasting assets would effectively force the contributor to recognize built-in gain as such property is depreciated or amortized. If the government is powerless to address the Bristol transaction, Congress may finally be forced to require the remedial allocation method for all partnerships. [ABSTRACT FROM AUTHOR]

This article focuses on small- and medium-sized enterprises (SMEs) in Kenya's leather sector. It explores how public governance impacts SMEs' technological capabilities and access to global value chains (GVCs). By public governance, we mean all government regulations and interventions set in place to shape the organization of value chains. Drawing on interview data, the article compares Kenya's leather handbag and footwear manufacturers. On the one hand, handbag SMEs have succeeded in upgrading and entering GVCs through a combination of foreign knowledge and partnership with local universities. Despite meeting with public governance barriers, this process has enabled the transfer of technological capabilities from foreign-owned firms to a number of emerging SMEs owned by Kenyan nationals. On the other hand, leather footwear production was developed during the 1970s by large firms under state support. As protectionist measures were lifted in the 1990s, firms shut down and producers moved into the informal economy, replicating outdated capabilities in a context of price-driven competition, thereby limiting upgrading and participation in GVCs. The article concludes by comparing these findings with the experience of Kenya's apparel manufacturers and highlighting the critical need for GVC research to account for the role of public governance in shaping firms' technological capabilities and access to global markets. The strategic partnership between Saudi Arabia and the US withstood the test of time despite occasional challenges. Even as the US dependence on Gulf oil weaned, the partnership continued due to foreign policy convergences and the security nexus. The Arab Spring uprisings challenged the partnership leading to foreign policy divergences. While the US looked for reducing its regional commitments, the Kingdom diversified relations with emerging powers. Notwithstanding the divergent foreign policy choices, which are likely to continue given global and regional geopolitics, the strategic partnership flourished, and is likely to continue for the foreseeable future. The article is devoted to neuropsychological approach in teaching children through the prism of partnership pedagogy as a key component of NUS. The essence of the concepts of "partnership pedagogy", "neuropsychology" is considered. The focus is made on the recently coined term "cooperation pedagogy". Manuals, articles of domestic and foreign teachers on the partnership between school and family are covered. It is proved that according to the NUS Concept, the common goal for parents, teachers and administration of an educational institution is to educate and raise successful children with developed intellect who understand their own emotions, know how to control them, listen to others, and etc. It was found that the founder of neuropsychology is considered to be Luria, A., who developed a theory of localization of higher mental functions of the brain. It is proved that the concept of "higher mental functions" appeared due to Vygotsky, L., who formulated the main statements in this direction. It was found that Ukrainian teachers together with parents are aimed at teaching and raising a healthy, successful child. It has been observed that difficulties in student teaching are caused by dysfunction of one of the hemispheres of the brain. Neuropsychologists proved that the reason of this is neuromotor immaturity. It is noted that there are many resources for Ukrainian teachers which they can use to improve their knowledge of neuropsychology. Emphasis is placed on the benefits of kinesiological exercises. Various tools are highlighted that can be used by educators and parents for neuropsychological correction of the child. The focus is made on organization of partnership pedagogy in foreign schools. The article reports that question of whether a society looks right through to its members or whether the association is viewed independently of its members as an independent legal entity is a common problem in association law. Topics include examines it is not only a purely tax law issue, but also appears in various civil law contexts, for example in the allocation of asset spheres, the continuity of the association in the event of changes in members and the foreign or self-organization.

This paper analyzes partnerships between foreign and domestic firms as a source of signaling advantages, considering the case of virtual codesharing in aviation. Virtual codesharing is an important type of cooperative agreement between airlines that does not change any real product attributes and hence provides the opportunity to identify this signaling effect. Roughly 75% of the flights in trans-Atlantic and Pacific markets involves codesharing. Typically, the consumer buys the ticket with the domestic airline, while a foreign airline operates the flight. Analyzing individual-level choice data from a representative sample of Australian air travelers, we find that the average consumer is willing to pay a premium between 4 and 5.5% of the ticket price when a flight by a foreign carrier is codeshared with the national carrier Qantas. When flying to a less familiar destination, risk averse consumers are willing to pay a premium about two times higher than non-risk averse consumers, suggesting that partnerships have a strong impact on consumer valuation through reducing perceived risks and uncertainties associated with alien carriers. Which is more reassuring to foreign investors—domestic laws or international agreements? A substantial literature argues that foreign investment may be underprovided, because governments cannot offer credible guarantees that judicial institutions are impartial and that investors will be able to fairly resolve disputes with business partners and enforce contracts. This time inconsistency problem deters profitable business partnerships between foreign investors and domestic firms in the host country. Consequently, for emerging market leaders seeking to deepen their countries' integration into global value chains (GVCs), enhancing the confidence of investors in contracting institutions is critical. In this paper, we study the emerging market of Vietnam to examine which type of reassurance mechanism is most successful. Using a survey of 1,583 foreign firms, we inform investors about either a domestic law or international treaty designed to strengthen commercial arbitration procedures. We find that priming foreign firms about the international investment agreement has a larger positive impact on their views about the future profitability of their projects and the likelihood of contracting with other firms in GVCs than simply learning about the commitments in domestic law. This study analyzes how political factors, cultural and geographical distance, and agglomeration affect the distribution of Chinese outward foreign direct investment (OFDI) through a study of information and communication technologies (ICT) firms using nested logit models. The results show that ownership, Chinese ethnic networks, and sectoral agglomeration are the most important factors. Political risk does not have a consistent effect on OFDI, state-owned enterprises are inclined to invest in countries with a higher level of political risk. We also find that various functions display different locational preferences and that there is a clear trend toward vertical agglomeration among various functions. By integrating place-based political institutions and space-based cultural and geographical distance into the research, our study unfolds the complexity of location decisions regarding Chinese OFDI. The last years have evinced a remarkable growth in neuroimaging studies around the world. All these studies have contributed to a better understanding of the cerebral outcomes of dementia, even in the earliest phases. In low- and middle-income countries, studies involving structural and functional neuroimaging are challenging due to low investments and heterogeneous populations. Outstanding the importance of diagnosing mild cognitive impairment and dementia, the purpose of this paper is to offer an overview of neuroimaging dementia research in Brazil. The review includes a brief scientometric analysis of quantitative information about the development of this field over the past 10 years. Besides, discusses some peculiarities and challenges that have limited neuroimaging dementia research in this big and heterogeneous country of Latin America. We systematically reviewed existing neuroimaging literature with Brazilian authors that presented outcomes related to a dementia syndrome, published from 2010 to 2020. Briefly, the main neuroimaging methods used were morphometrics, followed by fMRI, and DTI. The major diseases analyzed were Alzheimer's disease, mild cognitive impairment, and vascular dementia, respectively. Moreover, research activity in Brazil has been restricted almost entirely to a few centers in the Southeast region, and funding could be the main driver for publications. There was relative stability concerning the number of publications per year, the citation impact has historically been below the world average, and the author's gender inequalities are not relevant in this specific field. Neuroimaging research in Brazil is far from being developed and widespread across the country. Fortunately, increasingly collaborations with foreign partnerships contribute to the impact of Brazil's domestic research. Recently, vast tracts of land have been acquired by foreign and domestic–foreign partnerships to satisfy an increasing demand for agricultural products, often resulting in the conversion of forested landscapes into agricultural fields. Those conversions often occur in areas characterized by high slope angles with the potential to cause mass wasting and shallow landslides. An interesting case‐study is the Licungo basin in Mozambique, where from 2000 nearly 160,000 ha of forest were converted, 17% of which occurred in areas acquired through large‐scale land acquisitions (LSLAs). This study analyses the relationship between deforestation occurring within LSLA areas and the likelihood of landslide occurrence. To this end, we use a spatially distributed physically based model that couples the assessment of slope stability with hillslope‐scale hydrological processes and evaluates the change in slope stability associated with remotely sensed forest loss. Relative to conditions where no human modification of land cover has occurred, we find that LSLAs have the potential to increase the extent of areas susceptible to slope failure by as much as 15,000 ha. We also quantified potential direct and indirect implications of such events for the food supply of local populations, estimating that 4,000 people could lose approximately 700 kcal cap−1 d−1 if all LSLAs are put under production. This study demonstrates the linkages between LSLAs, slope instability, and knock‐on environmental and societal impacts. Governments should therefore take such impacts into account (in addition to those related to habitat destruction and carbon emissions) when issuing permits and concessions within forested lands. Do states' partnerships with foreign elites influence international public opinion? During Russia's annexation of Crimea, the Kremlin strengthened its ties with far-left and far-right European parties—leading some European elites to express more explicit pro-Russian positions. This paper analyzes how these elite-level ties influence ordinary individuals' foreign policy attitudes, offering insight into the conditions under which soft power "trickles down." By leveraging public opinion data before and after the conflict in Crimea (2012–2017), and employing an estimation strategy that follows the same logic as a standard differences-in-differences strategy, I demonstrate that Russia's linkages with anti-establishment parties led to greater confidence in Vladimir Putin over time, but had limited impact on favorability toward Russia, the United States, and NATO. The aim of the article is to study the best foreign practices and models of public-private partnership in the field of vocational and higher education, identify opportunities for their adaptation to Ukrainian realities and develop recommendations for productive use of foreign experience in this area. The theoretical significance of the article is that it is analyzed the semantic content of the basic concepts related to public-private partnership in the foreign scientific space; it is identified the prerequisites for the development of public-private partnership in vocational education abroad (at the national, institutional (vocational education institution), production (enterprise) levels; it is analyzed the challenges to vocational education and training in foreign countries which the public-private partnership is aimed to solve; criteria for typification of partnerships (number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment») are identified; the author’s typology of partnerships in the field of education in foreign countries is substantiated.The practical significance of the article is that the authors developed recommendations for deepening public-private partnership in vocational and higher education institutions of Ukraine based on the study of foreign experience, suggested directions for its further development in Ukraine. It is determined that in the foreign conceptual and terminological field, in addition to the concept of «public-private partnership» uses a number of concepts (Private Finance Initiative, PFI) (UK), Service Provision Project (SPP) (Mexico), Alternative Financing and Procurement (Canada), Private Sector Participation (PSP) (World Bank). The common essential features of these concepts are singled out: cooperation of different stakeholders, complexity of the purpose, focus on the result, parity of responsibility, long-term nature of interaction, formality of relations. Criteria for distinguishing types of partnerships in foreign practice are proposed: number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment». The peculiarities of the types of partnerships in vocational education, which were singled out on the basis of the criteria proposed by the authors, are characterized: bilateral and multilateral; infrastructure, private management of public institutions, outsourcing of educational services, outsourcing of non-educational services, innovation and research partnerships, vouchers and subsidies; private initiatives, sponsorship, mixed projects, government programs; broad partnership, in-depth partnership; liberal, solidarity, paternalistic, consortium types of partnerships. Based on the analysis of the best practices of public-private partnership, the probable effective directions of public-private partnership in the field of vocational and higher education in Ukraine were singled out: strengthening the participation of companies in the processes of professional training; outlining a clear and concise division of responsibilities in the partnership; development of national standards of vocational education; gradual introduction of elements of dual education; promoting the prestige of vocational education as an attractive alternative to academic education; facilitating the learning trajectory between vocational and higher education; forecasting skills. It was developed recommendations for the development of public-private partnership in the field of vocational and higher education in Ukraine in the context of: formalization of interaction (conclusion of agreements and memorandums of partnership), management of interaction (establishment of qualitative and quantitative indicators for monitoring the activities of private providers and vocational education institutions; periodic reviews of vocational education institutions to bring them in line with the standards set in the contract), development of partnership effectiveness (clear criteria for quality and effectiveness), technologicalization of interaction (in particular, use of algorithm of of interaction between vocational education institutions and partners for public-private interaction initiatives). The need to study such models of partnerships in the field of education as the Chambers of Commerce and Industry in Germany, the Sectoral Council for Industrial Training (Canada), centers of excellence in vocational education (Netherlands), industrial centers or clusters (Tuscany in Italy and Baden-Württemberg in Germany), the National Skill Development Corporation (India) was actualized. The refugee's narrative in Malaysia is unforeseen because most of them live in vulnerability without essential necessities such as shelters, foods, financial issues, difficulties in getting medical treatment and children living sans formal education. The instability of the refugee life has attracted the attention of many actors notably NGOs, to provide humanitarian assistance. Therefore, this paper sheds light on identifying the role of NGOs in alleviating refugee suffering and concurrently to explore how their participation contributes to community integration. This study is a case study that adopted a qualitative approach through a semi-structured interview with four MyCARE's officers and participant observation. The selection of organization has been made based on the active participation of refugees in Malaysia since its establishment. The findings show that forms of humanitarian assistance are subsistence assistance, food packs, health care, education, counselling, self-reliance and qurban have greatly reduced the burden of refugees. The NGOs involvement, activities, foreign partnerships, recipient, distribution across the globe, charitable, government support through this humanitarian activities have found elements of religious, ethnic, ethnic, gender, age and power to share in unity and integration. Research Aims: This study investigates the link between firm's involvement in export activities and firm performance, with reference to small and medium-sized enterprises (SMEs) in Indonesia. Design/Methodology/Approach: The study employed primary data collected from questionnaires administered to 271 exporting SMEs in seven provinces in Jawa-Bali Region. The OLS and GLM regression techniques were employed to estimate the export impact model. Research Findings - The results show that SMEs' involvement in export activities lead to highest performance improvement in product quality; slight improvement in networking and marketing techniques, sales, profit, production technology or technique and employee productivity, and least improvement in domestic sales. SMEs' exports-induced performance improvement is positively affected by firm size, owners' education, the presence of foreign investors, and assistance from central government agencies, negatively affected by years of exporting, and shows an inverted U-shaped relationship with export intensity. Theoretical Contribution/Originality - The discourse of firm internationalization theories should not only focus on pre-export activities, but also post-export activities. The discourse on the relationship between firm performance and firm internationalization should consider non-linear relationship. Managerial Implications in the Southeast Asian Context - SMEs should keep actively participating in the government's export assistance programs in their post-export stage. Especially, exporting SMEs should maintain and strengthen their relationships with related central government agencies. In order to sustain and expand their export activities, SMEs may consider partnership with foreign investors. Research Limitations and Implications - Future research may investigate certain stimuli and barriers to expand the export at the post-export stage. Future research may also expand its scope to provincial or country comparison in Southeast Asia, taking into account differences in social and economic characteristics, or specified to a particular province/region or product group/industry. Other definitions of SMEs-such as those based on asset or turnover size-might be considered. The U.S. infrastructure has been issued a grade of D+ from the American Society of Civil Engineers because of the low funding for new construction, maintenance, and repair. It is now reaching the end of its useful life and cost estimates have reached as high as $3.6-trillion. The public infrastructure investment is at 2.4% of GDP, which is half of what it was 50-years ago. The U.S. has explored new ways to finance its infrastructure because of funding uncertainty. Investments such as, pensions, foreign investments, and sovereign wealth funds, manage trillions in assets and are forecasted to grow. The purpose of this paper is to analyze the transformation of property rights in the process of formation and reproduction of coffee farms in Valença in the period following the enactment of the Land Law of 1850. To this end, we will analyze a case study involving a 'mega-owner', that farmer who owned more than 100 captives and several rural properties according to the classification of Ricardo Salles, and a community of 'posseiros' that were incorporated into the farm as 'agregados' at the time of transformation of virgin forest into coffee plantations. We will evaluate the main changes in the relationship between the farmer and the 'agregados', especially when the farmer decided to expropriate them at the same time as he steadied into partnership agreements with foreign immigrants. We believe that the case analyzed may reveal important conclusions for us to understand how large coffee farms were formed, starting from the analytical perspective that values the understanding of conflicts over property rights in 19th century Brazil. South Africa's effort to control immigration in the country has not only undermined policy on migration but continue to shape its politics, economy as well as the entire society in the global system. Despite the need for improved policy responses to human mobility, reform is hindered by lack of capacity, misinformation, and anti-migrant sentiments within and outside of government. This article outlines the trends and pressures by providing an overview of the limited demographic and socio-economic data available on migration. Doing so, highlights the spatialized aspects of human mobility, trends centered on and around the country's socio-economic benefits. It finds significant development potential in international migrants' skills and entrepreneurialism. Despite these potential benefits, there are severe impediments to migration. These include a renewed South African populism; the influence of a strong anti-trafficking lobby; promoting stricter border controls; poor implementation capacity; and endemic corruption among police and immigration officials. Data was primarily collected through secondary sources. Findings show that the frameworks governing migration, including public perceptions, migration is not an inherent drain on public budgets. Migration theory finds that immigrants actually contribute to nation's development, through financing of public organization and infrastructures. This article recommends to South Africa to create a comprehensive and strategic partnership agreement with foreign countries with the implementation of e-visa for skilled migrants to enhance growth and development. Paying attention to national production is one of the fundamental principles of global trade, which has always been the concern of the government, and has been emphasized in our country in recent years in the field of resistance economy policies (2013) and the naming of years (2012, 2016, 2017, and 2018). The domestic clothing industry, as one of the oldest and top priority industries in the country, has faced many problems in competing with foreign products in recent decades and, as a result, has been less popular among domestic consumers. This research aimed to identify factors that influence the behavior of consumers towards domestic clothing and sought to provide a set of strategies based on the social marketing approach to change the behavior of consumers towards domestic clothing. The qualitative data of this research were collected from a total of about 500 interviews, round tables, and notes related to research questions- collected in three specialized journals of this field. By the purposeful categorization, 67 samples were selected and analyzed. To analyze the qualitative data of this research, the technique of thematic analysis was used. In the analysis process, about 320 basic themes, 46 organizing themes and, finally, 6 comprehensive themes were mapped, and then a network of themes related to research questions was drawn up. According to the findings of this research, in relation to the factors affecting consumer behavior change, six factors of ‘competitiveness of the clothing industry, factors related to culture and consumer attitude, governance factors, economic factors, the scientific background and the role of universities, as well as factors related to partnerships with foreign manufacturers and top companies’ were identified.
