The desorption of excited rubidium (Rb) atoms off the surface of helium (He) nanodroplets is studied in detail using femtosecond time-resolved photoion and photoelectron imaging spectroscopy in combination with quantum wave packet simulations. The good agreement of the measured time-dependent velocity distributions with the simulation when exciting the Rb dopant atoms into the 6p-state supports the pseudo-diatomic model (PDM) for the Rb-He droplet interaction, even on the level of quantum wave packet dynamics. Time-resolved photoelectron spectra reveal the partitioning of excitation energy into the dopant and the droplet degrees of freedom.

Over the last several decades, engineers at the Jet Propulsion Laboratory have developed a collection of analytical tools to design missions to Earth orbit, the moon, sun, planets and various other bodies in our solar system, and beyond.

This brief report describes the initiation and development of the Astrotech 21 Program. The scope of the included workshop discusses sensor technology and how this may be utilized in the overall scheme of the Astrotech 21 Program.

Advancements in space power and energy technologies are critical to serve space development needs and help solve problems on Earth. The availability of low cost power and energy in space will be the hallmark of this advance. Space power will undergo a dramatic change for future space missions. The power systems which have served the U.S. space program so well in the past will not suffice for the missions of the future. This is especially true if the space commercialization is to become a reality. New technologies, and new and different space power architectures and topologies will replace the lower power, low-voltage systems of the past. Efficiencies will be markedly improved, specific powers will be greatly increased, and system lifetimes will be markedly extended. Space power technology is discussed - its past, its current status, and predictions about where it will go in the future. A key problem for power and energy is its cost of affordability. Power must be affordable or it will not serve future needs adequately. This aspect is also specifically addressed.

An account is given of the thrust of the NASA-Lewis Research Center's developmental activities in advanced materials for aerospace propulsion and space power systems; these materials must have exceptional strength/weight values, possess high operating temperature capabilities, exhibit long-term property stability, and be affordable within program budgetary constraints. Metal-matrix composites are prominent among emerging materials for space propulsion systems; representative of current interest in this field are the tungsten fiber-reinforced superalloys, which are applicable to liquid rocket propulsion systems' turbomachinery.

The April 1989 Magellan (MGN) Mission to Venus will initiate a new phase in the exploration of the solar system. In addition to being the first U.S. planetary mission in 10.5 years, it will also be the first such mission to use the Space Shuttle and IUS 2-Stage as launch vehicles. Upon arrival at Venus the spacecraft will begin a systematic mapping of the surface of that planet using side-looking SAR. This paper discusses some of the interesting trade-offs in mission design for this mission in the areas of launch and injection, interplanetary cruise, Venus Orbit insertion, and mapping. The Magellan mapping strategy is discussed briefly along with a few special experiments being considered for the MGN extended mission.

A panel discussion was held to develop a viewpoint of space power technology needs and state of readiness for future mission scenarios. Among the points made in the discussion, it was agreed that missions, particularly the far term ones, do serve to drive technology; however, as the missions become nearer term, issues of schedule and cost severely limit the willingness to accept risk. There are, in fact, no rewards to a mission manager for introducing new technology. Mission downscaling is the usual response to technology limitations. All panelists agreed that there exists a serious gap between when technologists feel their job is done and what mission managers need for decision. Typically a two to three year engineering development gap exists. It is essential to take technologies to the engineering model level and conduct a flight demonstration to close this gap. All agreed that increased effort should be made to achieve stronger interactions between planners and technologists and that workshops like the present one are a step in the right direction. Technologists need mission credibility and vice versa.

The focus is on those capabilities which are anticipated to evolve from today's state-of-the-art and the technology development programs presently in place or planned for the remainder of the century. The power system technologies considered include solar thermal, nuclear, radioisotope, photovoltaic, thermionic, thermoelectric, and dynamic conversion systems such as the Brayton and Stirling cycles. Energy storage technologies considered include nickel hydrogen biopolar batteries, advanced high energy rechargeable batteries, regenerative fuel cells, and advanced primary batteries. The present state-of-the-art of these space power and energy technologies is discussed along with their projections, trends and goals. A speculative future mission model is postulated which includes manned orbiting space stations, manned lunar bases, unmanned earth orbital and interplanetary spacecraft, manned interplanetary missions, military applications, and earth to space and space to space transportation systems. The various space power/energy system technologies anticipated to be operational by the early 21st century are matched to these missions.

Larger, more complex spacecraft of the future such as a manned Space Station will require electric power systems of 100 kW and more, orders of magnitude greater than the present state of the art. Power systems at this level will have a significant impact on the spacecraft design. Historically, long-lived spacecraft have relied on silicon solar cell arrays, a nickel-cadmium storage battery and operation at 28 V dc. These technologies lead to large array areas and heavy batteries for a Space Station application. This, in turn, presents orbit altitude maintenance, attitude control, energy management and launch weight and volume constraints. Size (area) and weight of such a power system can be reduced if new higher efficiency conversion and lighter weight storage technologies are used. Several promising technology options including concentrator solar photovoltaic arrays, solar thermal dynamic and ultimately nuclear dynamic systems to reduce area are discussed. Also, higher energy storage systems such as nickel-hydrogen and the regenerative fuel cell (RFC) and higher voltage power distribution which add system flexibility, simplicity and reduce weight are examined. Emphasis is placed on the attributes and development status of emerging technologies that are sufficiently developed so that they could be available for flight use in the early to mid 1990's.

Concentrations of 75 chemical constituents in the airborne particulate matter were measured in Cleveland, Ohio, during 1971 and 1972. Values covering a 1-year period (45 to 50 sampling days) at each of 16 sites are presented for 60 elements. A lesser number of values is given for sulfate, nitrate, fluoride, acidity, 10 polynuclear aromatic hydrocarbon compounds, and the aliphatic hydrocarbon compounds as a group. Methods used included instrumental neutron activation, emission spectroscopy, gas chromatography, combustion techniques, and colorimetry. Uncertainties in the concentrations associated with the sampling procedures, the analysis methods, the use of several analytical facilities, and samples with concentrations below the detection limits are evaluated in detail. The data is discussed in relation to other studies and source origins. The trace constituent concentrations as a function of wind direction are used to suggest a practical method for air pollution source identification.

Air quality conditions ranged from normal to air pollution alert levels. A parallel network of high-volume cascade impactors (5-stage) were used for simultaneous sampling on glass fiber surfaces for mass determinations and on Whatman-41 surfaces for elemental analysis by neutron activation for 25 elements. The elemental data are assessed in terms of distribution functions and interrelationships and are compared between locations as a function of resultant wind direction in an attempt to relate the findings to sources.

Samples of ASTM type A jet fuel were analyzed for trace element content by instrumental neutron activation techniques. Forty-nine elements were sought. Only ten, aluminum, gold, indium, lanthanum, titanium, vanadium, barium, dysprosium, tellurium, and uranium, were observed at levels above the detection limits encountered; of these only aluminum, titanium, and barium were present at concentrations greater than 0.1 ppm. Estimates of exhaust gas concentrations are made, and the ambient contribution at or near airports is calculated by using the Los Angeles International Airport dispersion model. It is shown that the ambient contribution is about an order of magnitude below typical urban levels for virtually all elements sought.

Five new conductors of positive Na and K ions, for use as separators in high energy secondary batteries, have been discovered. They include: (1) the pyrochlores NaTaWO6 and NaTa2O5F; (2) the bcc form of NaSbO3; and (3) the niobates 2Na2O-3Nb2O5 and 2K2O-3Nb2O5, with the alkali ions probably in open layers of the completely determined structure. On the basis of approximately 40 structure types, generalizations have been made regarding the relation between structure and ionic transport.

Techniques for air pollution source identification are reviewed, and some results obtained with them are evaluated. Described techniques include remote sensing from satellites and aircraft, on-site monitoring, and the use of injected tracers and pollutants themselves as tracers. The use of a large number of trace elements in ambient airborne particulate matter as a practical means of identifying sources is discussed in detail. Sampling and analysis techniques are described, and it is shown that elemental constituents can be related to specific source types such as those found in the earth's crust and those associated with specific industries. Source identification sytems are noted which utilize charged particle X-ray fluorescence analysis of original field data.

The feasibility of using W41 filter media on a routine TSP high-volume monitoring network was determined by comparison with glass fiber (GF) filtering. Results indicate that suspended particulate samples from GF filters averaged slightly, but not significantly, higher than those from Whatman-41 filters. Some extra handling procedures were required to avoid errors due to the hygroscopic nature of W41 filters; these added procedures are not overly burdensome, however, and they allow the performance of analytical work, thus extending the capabilities of high-volume sampling. It was demonstrated that W41 filters are practical for air quality monitoring and elemental analysis in environments similar to Cleveland's.

Air-quality data for metropolitan Cleveland, Ohio, from 1967 through 1972 were collated and statistically analyzed. Total suspended particulates (TSP) departed from lognormal distribution in 1972. Nitrogen dioxide and sulfur dioxide, departed significantly from lognormal distributions in 1972. In Cleveland the Ohio standards were not met. However, the data indicate a general improvement in air quality. Unusually high precipitation (43% above the average in 1972) may be responsible in lowering these values from the 1971 levels. The mean values of TSP, NO2, and SO2 are 104, 191, and 83 microgram/cu m respectively.

The City of Cleveland Division of Air Pollution Control and NASA jointly investigated the chemical and physical characteristics of the suspended particulate matter in Cleveland, and as part of the program, measurements of the particle size distribution of ambient air samples at five urban locations during August and September 1972 were made using high-volume cascade impactions. The distributions were evaluated for lognormality, and the mass median diameters were compared between locations and as a function of resultant wind direction. Junge-type distributions were consistent with dirty continental aerosols. About two-thirds of the suspended particulate matter observed in Cleveland is less than 7 microns in diameter.

Preliminary review of a study of trace elements and compound concentrations in the ambient suspended particulate matter in Cleveland, Ohio, measured from August 1971 through June 1973, as a function of source, monitoring location, and meteorological conditions. The study is aimed at the development of techniques for identifying specific pollution sources which could be integrated into a practical system readily usable by an enforcement agency.

The operation of a 16-site parallel high volume air sampling network with glass fiber filters on one unit and Whatman-41 filters on the other is reported. The network data and data from several other experiments indicate that (1) Sampler-to-sampler and filter-to-filter variabilities are small; (2) hygroscopic affinity of Whatman-41 filters need not introduce errors; and (3) suspended particulate samples from glass fiber filters averaged slightly, but not statistically significantly, higher than from Whatman-41-filters. The results obtained demonstrate the practicability of Whatman-41 filters for air quality monitoring and elemental analysis.
