Betriebliche Weiterbildung stellt für Unternehmen eine wichtige Ressource dar, um in einer sich rasch verändernden Arbeitswelt ihren Beschäftigten die notwendigen Fertigkeiten und Fähigkeiten zu vermitteln. Kann ein Betrieb dauerhaft Stellen nicht besetzen, stehen dem Unternehmen verschiedene unternehmerische Handlungsoptionen zur Verfügung, wobei die Weiterbildung hier gleichfalls eine mögliche Strategie zur Deckung des benötigten Kompetenzbedarfs darstellt. Vor diesem Hintergrund ging die vorliegende Studie der Forschungsfrage nach, ob sich ein positiver Zusammenhang zwischen Weiterbildungsausgaben für Kurse und Schulungen und einem antizipierten Personalmangel feststellen lässt. Auf Basis der Transaktionskostentheorie wurde darüber hinaus ein Anstieg der Ausgaben in Abhängigkeit der Qualifikationsstufen des gesuchten Personals postuliert. Die Hypothese gründet auf der Annahme, dass das ökonomische Risiko in Form von Weiterbildungsausgaben sinkt, wenn ein Kompetenzmangel auf einer höheren Qualifikationsebene auftritt und die Weiterbildung vergleichsweise Höherqualifizierte nach sich zieht. Die empirische Analyse erfolgte auf Basis der österreichischen Daten der EU-weiten Unternehmenserhebung CVTS5 (Continuing Vocational Training Survey 5). Im Rahmen der deskriptiven Analyse konnte zunächst kein positiver Zusammenhang zwischen Weiterbildungsausgaben und Personalmangel festgestellt werden - im Gegenteil, die Aufwendungen für betriebliche Weiterbildungskurse lagen bei Unternehmen ohne Stellenbesetzungsproblemen sogar geringfügig über jenen von Betrieben mit Personalmangel. Der Unterschied war allerdings statistisch nicht signifikant. Die anschließende multivariate Analyse lieferte stark divergierende Ergebnisse. In the contemporary digital landscape, access to timely and relevant information during crisis events is crucial for effective decision-making and response coordination. This project addresses the need for a specialized web application equipped with a sophisticated crawler system to streamline the process of collecting pertinent information related to a user-specified crisis event. The inherent challenge lies in the vast and dynamic nature of online content, where identifying and extracting valuable data from a multitude of sources can be overwhelming. This project aims to empower users by allowing them to input a list of newline-delimited URLs associated with the crisis at hand. The embedded crawler software then systematically traverses these URLs, extracting additional outgoing links for further exploration. Afterwards, the contents of each outgoing URL is then run through a predict function, which evaluates the relevance of each URL based on a scoring system ranging from 0 to 1. This scoring mechanism serves as a critical filter, ensuring that the collected web pages are not only related to the specified crisis event but also possess a significant degree of pertinence. We allow the user to set these thresholds, which enhances the efficiency of information retrieval by prioritizing content most likely to be valuable to the user's needs. Throughout the crawling process, our system tracks a range of statistics, including individual website domains, the origin of each child URL, and the average score assigned to each domain. To provide users with a comprehensive and visually intuitive experience, our user interface leverages React and D3 to display these statistics effectively. Moreover, to enhance user engagement and customization, our platform allows users to create individual accounts. The thesis delves into two research questions, drawing from the 2022 Final Report of the Colombian Truth Commission. It critically examines historical power differentials originating from the colonial period, probing their role in legitimizing and perpetuating violence against ethnic groups, women, and individuals diverging from cisgender or heteronormative norms within Colombian society. Additionally, the research explores the pervasive influence exerted by the colonial legacy on the foundational structures of Colombian societal organization. Employing discourse analysis as its methodological approach, the thesis undertakes the task of deconstructing and reconstructing the Report, thereby elucidating emergent and contingent discursive meanings that situate coloniality within the realms of cognition, language, and affect. Emphasizing the presence of counter-hegemonic knowledge within the Report, the thesis integrates its findings into a robust theoretical and conceptual framework, facilitating a nuanced and systematic comprehension of the underlying causes of violence perpetrated against marginalized groups and the environment. These causes are intricately linked to the intertwined and hybridized power structures that have endured since the colonial era. Power structures of Eurocentric origin, alongside mental constructs imposed by European invaders over centuries — such as anthropocentrism, racism, internal colonialism, heteropatriarchy, cisnormativity, and classism — were gradually naturalized and institutionalized within Colombian society. This process has been perpetuated through the state's reproduction of these patterns since the inception of Colombia as a nation-state. Consequently, hierarchical discursive constructions, posited as universal and self-evident, have marginalized certain groups and justified environmental degradation.
