Abstract

The second pillar of the European Union's (EU) Common Agricultural Policy (CAP) aims at supporting rural areas by meeting the economic, environmental and social challenges. To deal with these challenges, countries are faced with the question of selecting the best tools among a large set of policy instruments. The problem of choosing the best policy instruments is aggravated by the very heterogeneous character of the societal demands that differ among member countries with very different economic and institutional structures. This study aims to introduce the agent-based modelling platforms that have been widely used in the impact analysis of recent rural development policies in the EU in a comparative manner. It also aims to explain how the above-mentioned sources of heterogeneity are handled in these models. To achieve the stated objectives, the study first examines the historical development of rural development policies within the EU. Subsequently, it proceeds to analyse several agent-based platforms that have been employed for the purpose of assessing the impact of agricultural policies with respect to certain features such as integration of land market, modelling unit, decision rule, rules of exit, labour market and price formation. To conclude, it is observed that as the rural development policies are formulated on farmbasis and as farms have a heterogeneous structure within themselves, in addition, the expansion of databases and the development of empirical analysis tools and technologies have led to a shift in empirical analyses towards agent-based models. However, these modelling platforms still embody various problems, especially in terms of database adjustments and parameterization and calibration of the model. [ABSTRACT FROM AUTHOR]

Abstract

De nouveaux modèles agricoles et alimentaires se déploient dans les territoires en réponse aux critiques des formes anciennes et pour faire face à de nouveaux enjeux. Ils incarnent des archétypes de la diversité observée, des projets d’acteurs ou bien de nouvelles normes. Les auteurs analysent ici des situations de coexistence et de confrontation de modèles agricoles et alimentaires selon quatre dimensions majeures du développement territorial : la tension entre spécialisation et diversification, l’innovation, l’adaptation et la transition alimentaire. Une série de travaux conceptuels et d’études de cas en France et de par le monde permet de comprendre les interactions entre ces modèles (confrontation, complémentarité, coévolution, hybridation, etc.), au-delà de la caractérisation de leur diversité et de l’évaluation de leurs performances relatives. La coexistence et la confrontation de ces modèles renforcent leur capacité de changement radical. L’ouvrage souligne les questions originales du cadre d’analyse, ses défis méthodologiques et les conséquences attendues pour l’accompagnement du développement agricole et alimentaire dans les territoires ruraux et urbains. Il est destiné aux chercheurs, enseignants, étudiants et professionnels intéressés par le développement territorial.

Abstract

For the economic sectors, the need to address the challenges posed by natural disasters due to climate change is an outstanding issue. To date, according to the European Commission (2019), there is still a gap in the estimation of the costs of flood in all European countries and the direct impact that these floods have on agricultural activities. More specifically, the damage to livestock has been minimally studied. The aim of this study is is therefore to identify the flood damage that affects dairy cattle farms, focusing on the damage to herds caused by a flood event, in fact, poor welfare conditions of dairy cattle directly affect production and thus farm revenue. To accomplish the aim of this study, a framework was first developed to identify possible damage types. Then, scientific literature focusing on the identification of flood damage to dairy herds was reviewed, and to quantify this damage to herds, literature sources providing information on the magnitude of variation in the identified damage types were used. Thus, our results provide relevant information on the variables that should be taken into account when assessing of the direct damage affecting the overall welfare of a dairy herd after a flood event. This evidence could then contribute to the development of tools aimed at assessing damage to dairy cattle on flood-affected farms.

17. Contribution of periurban farming systems to local food systems: a systemic innovation perspective

Abstract

The debate on food security has highlighted the connection between periur-ban farming systems (PFS) and local food systems (LFS) for academic research. Several researchers have called for in-depth analysis of the participation and impact of farmers in LFS, and the systemic innovation perspective can provide relevant analysis of the sustainability of this agro-food system. The objective of the current study is to investi-gate the integration of PFS into LFS from the systemic innovation perspective, by ana-lysing systemic failures and merits that hinder or promote the contribution of PFS to LFS for farmers and commercial actors. The case study is the LFS of the urban Pisa region in central Italy. Results show that farmers there are adapting to urban pressure, which improves the sustainability of their farming practices. At the same time, com-mercial actors have a commercial opportunity to include local farmers in their eco-nomic strategy. Nevertheless, individual initiatives must be coordinated to support the sustainability of both LFS and PFS. This study thus developed an innovative method to identify systemic failures and merits for farmers and commercial actors to address sustainability strategies at the territorial level.

Abstract

International audience; Livestock farming systems have an important role in the territorial systems of the Mediterranean, but in the last twenty years the sector has undergone serious changes with an important decrease in the number of farms. The purpose of this study is to show the contribution of a local food certification to the resilience of peri-urban livestock farming system and of its food supply chain at territorial level. The focus is on the "Carne Bovina di Pisa" project, a private label promoted by the local livestock producers' association, with the purpose of preserving biodiversity and provide farmers with an opportunity to strengthen their local marketing power. The case study is the peri-urban area of Pisa (Tuscany, Italy), representative of the urbanized Mediterranean coastal plains with high urban pressure on agricultural land and increasing agricultural abandonment in the peri-urban area. The analysis is based on the qualitative analysis of interviews to stakeholders and the quantitative figures about the changes in livestock system. Results show that the label has positively sustained both the resilience of farming systems and the local food supply chains.

Abstract

The debate on climate change arose several concerns on the impacts of floods on agriculture and, consequently, on food security. At the same time, the European Floods Directive asks Members States to implement suitable measures to mitigate flood damage on economic activities, including farms. Still, while several analyses were developed to estimate potential flood damages on crops, a gap exists for livestock productions. The purpose of this study is to develop a conceptual model for the assessment of flood economic damages on dairy farms. Results propose a static and a dynamic model of farms recovery actions to re-establish the farming activity, which takes into account all farm components, as well as their interaction. Facing the destruction caused by floods, a first reaction of farmers could be closing the activity, with repercussion on this well-being as well as on farm workers’, and on the economy of rural areas. Abstract

[Departement_IRSTEA]Territoires [TR1_IRSTEA]DTAM; International audience; Food concerns are reshaping the links between urban and agricultural dynamics. They are emerging as significant issues at the interface between public policies and local initiatives that are in turn establishing new approaches in urban planning and land use. Food occupies a concomitant position as an agricultural product of periurban areas, the principal commodity of a supply system, and a focus of community projects. But does this mean that it acts as an integrating element in an agricultural system? Drawing on data from the research project, ANR-DAUME, which focuses on the sustainability of urban agriculture in Mediterranean cities, we analyse the urban agricultural system of Pisa, Italy, in terms of a geo-agronomical model based on a triad of actors, activities, and spaces. This model highlights the diversity of agricultural food production, the hybridization of sales, distribution networks, and the multifunctionality of organizations involved in various related food projects. These aspects combine in a web of relationships that infuse Pisa's urban agricultural system with new abilities to transform and adapt to evolving dynamics, showing that food can play the role of a common denominator, integrating actors from these diverse worlds and transforming the dynamics that influence land use and development in the territory.

Abstract

International audience; Farmers manage large areas of landscapes that are altogether designed by heterogeneous actors. Conflicts may eventually arise in complex regions like the Mediterranean where the urban and agricultural actors’ spaces for action easily overlap and concur for the use and management of soil and water. A territorial or landscape perspective is therefore required to inform the design of land management systems capable to meet the place-based development goals. Greater involvement of agronomy in the landscape arena would help to design landscape management policies that are better informed of farming systems. Our aim is to present a territorial approach that supported a prospective analysis for the design of shared land management actions using the territory game.

International audience; This paper presents a study based on the territory game, a participatory prospective method based on the use of spatial representations in three main steps: the diagnosis statement, the development of scenarios and the implementation of action steps. The method involved local stakeholders in an integrated approach to territorial development in the urban region of Pisa (Italy). In total, 35 actors (farmers, policy-makers and extension agents) participated in the workshops organized by the researchers. The use and the sharing of spatial representations guided the participants to overcome their usual boundaries for action and to draw prospective scenarios by shifting their focus from the individual to a collective viewpoint. The knowledge hybridization process underpinning the territory game allowed both researchers and local stakeholders to identify the most relevant spatial targets to draw shared management goals for the development of rural and urban areas.; Se presenta un procedimiento de prospectiva participativa, el juego de territorio que utiliza las representaciones espaciales según las diferentes etapas del diagnóstico, el escenario de evolución y las pistas de acción. Se lo ha desarrollado en la región urbana de Pisa (Italia) para la cuestión de la gestión del agua y de la alimentación. Han concurrido a los talleres participativos organizados por los investigadores, un total de 35 protagonistas (agricultores, consejeros técnicos o decidores). La utilización y el reparto de las representaciones espaciales han estimulado a los participantes, la superación de espacios de acción habituales para explorar escenarios prospectivos, desplazando así sus intereses individuales hacia lo colectivo. El proceso de amalgamar los conocimientos subyacentes del juego de territorio ha permitido el establecimiento de objetos espaciales integradores para un desarrollo sostenible de territorios rurales y periféricos.; Nous présentons une démarche de prospective participative – le jeu de territoire – basée sur l’usage des représentations spatiales aux différentes étapes de diagnostic, scénario d’évolution et pistes d’action. Cette démarche a été déployée dans la région urbaine de Pise (Italie) sur les enjeux de gestion de l’eau et de l’alimentation. Au total, 35 acteurs (agriculteurs, conseillers techniques ou décideurs) ont participé aux ateliers participatifs organisés par les chercheurs. L’utilisation et le partage des représentations spatiales ont incité les participants à franchir leurs espaces d’action habituels et à explorer des scénarios prospectifs en déplaçant leur centre d’intérêt individuel vers un point de vue collectif. Abstract

Periurban agriculture (PA) is becoming a central topic in research, involving debates from different disciplines. Agriculture performed in periurban areas is conceived as a tool to have territorial development and to give farmers a chance to maintain their activity. In Italy, analysis on PA have been especially done for metropolitan areas, while few studies have assessed PA under the influence of medium-sized cities, which are the most affected by the recent urbanization. While the debate has started in valorizing the PA’s multifunctionality, the recent claims on food security have arisen reflections on its potential contribution in feeding urban consumers, even in developed countries. The connection between PA and local food system (LFS) has been mobilized by several organizations and researchers, highlighting the environmental, economical and social benefits of such “proximal” production. Nevertheless several authors have claimed for in-depth analysis about the effective participation of farmers in LFS. Moreover, few studies have been focused on the practices put in place at territorial level by periurban farmers, in order to assess how productive strategies are integrated with farmers’ local commercial strategies. For this reason an agronomic analysis at territorial level is required. The overall purpose of this research is to develop a methodology for the assessment of the food production provided by PA and how it is integrated to LFS. To do so, the research answers to three questions: What current food production is performed by PA? How do farmers produce for the LFS? Under which conditions PA can produce for the LFS? The analysis is based on the interaction of two approaches: the farming system and the food system approaches. The case study is the PA around the city of Pisa, a medium-sized city located in Tuscany (Italy). The periurban area’s border consists of six municipalities, characterized by a recent urban sprawl and representative of Mediterranean coastal farming systems evolution. The analysis is based on interviews to farmers and the local buyers of their productions. The analysis shows that PA is composed by an heterogeneous composition of farms in terms of intensity, quantity, and quality of food production. There’s a high degree of heterogeneity of intensity’s production which is linked to heterogeneity of commercial choices between local and global food chains. This choice seems to be characterized mainly by indicators on farm management and land use, more than indicators on social characters of farmer, as age or formation. Considering the quantity of food production, the difference among potential, effective and real food capacity outlines the difference in estimates based on statistical and territorial analysis; it also quantifies the lack between what is effectively produced and what is really available for the LFS. This lack reflects different farmers’ strategies in participating in alternative and local food chains; especially most of the farmers coordinate hybrid strategies between alternative/local and conventional/global food chains. The network analysis highlights that even in LFS, farmers hybrid different typologies of local food networks. The parallel analysis of other LFS’ actors (processors and final sellers) demonstrates the difficulty in approaching a PA involved in such hybrid commercial strategies. If local buyers principally asserts that not all the production produced in periurban area is available for LFS, farmers reply that the capacity of producing for LFS is affected by several constraints mainly linked to regulation and commercial networks. Periurban farmers are thus adapting to the new opportunities of the geographical proximity to urban area, but an effort in coordinate such individual initiatives is needed. This coordination should integrate the territorial dimension that affects periurban food production, in order to better address issues on territorial development of such areas.; L'agriculture périurbaine (AP) est devenue un thème central dans la recherche, impliquant un débat scientifique multidisciplinaire. L'agriculture effectuée dans les zones périurbaines est mobilisée afin d'avoir un développement territorial et donner aux agriculteurs une chance de maintenir leur activité. En Italie, l'analyse sur la AP ont été axés sur les villes métropolitaines, alors que peu d'études ont évalué AP sous l'influence des villes moyennes, qui sont le plus touchés par l'urbanisation. Le récent débat sur la sécurité alimentaire a surgi réflexions sur la contribution potentielle de la AP dans l'alimentation des consommateurs urbains, même dans les pays développés. La connexion entre l'AP et le système alimentaire local (SAL) a été mobilisé par plusieurs organisations et chercheurs, en soulignant les avantages environnementaux, économiques et sociaux de la production "proximale". Néanmoins plusieurs auteurs ont demandé des analyse plus spécifiques sur la participation effective des agriculteurs dans SAL. Peu d'études ont porté sur les pratiques mises en place au niveau territorial par les agriculteurs périurbains, afin d'évaluer comment les stratégies productives des agriculteurs sont intégrés avec le SAL. Pour cette raison, une analyse agronomique au niveau territorial est exigée. Le but de cette recherche est de développer une méthodologie pour l'évaluation de la production potentielle fournie par AP au SAL. Pour faire ça la recherche réponds à trois questions: Quelle production alimentaire est mis en place actuellement dans les espaces périurbains? Comment les agriculteurs produisent pour le SAL? Dans quelles conditions l'AP peut produire pour le SAL? L'analyse est basée sur l'interaction de deux approches: le système de production et les approches du système alimentaire. Le cas d'étude est l’AP de Pise, une ville moyenne en Toscane (Italie). La zone périurbaine se compose de six municipalités, caractérisée par un étalement urbain récent et représentatif du système agricole en Méditerranée. L'analyse est basée sur des entretiens aux agriculteurs et aux acheteurs locaux de leurs productions. L'analyse montre que la AP a une composition hétérogène d’exploitations en termes d'intensité, quantité et qualité des aliments produits. Il ya un haut degré d'hétérogénéité de la production de l'intensité qui est lié à l'hétérogénéité des choix commerciaux entre les chaînes alimentaires locales et globales. Le choix de circuit alimentaire semble être caractérisé par des indicateurs sur la gestion de l'exploitation et l'utilisation des terres, plutôt que indicateurs sociaux. En considérant la quantité de production alimentaire, la différence entre les indicateurs de capacité productives décrit la différence dans les estimations basées sur l'analyse statistique et territoriale, et il quantifie le manque entre ce qui est produite et ce qui est réellement disponible pour SAL. Ce manque reflète les stratégies des différents agriculteurs à participer dans les SAL: la plupart des agriculteurs coordonne stratégies hybrides de commercialisation entre le marché local et le marché global. L'analyse de réseau révèle que même dans le SAL, les agriculteurs hybrident différentes typologies de SAL; l'analyse parallèle des autres acteurs du SAL (transformateurs et commerçants) démontre la difficulté de s'approcher à l’AP impliquées dans ces stratégies commerciales hybridées. Les agriculteurs répondent que la capacité de production pour SAL est affectée par plusieurs contraintes liées principalement à la réglementation et aux réseaux commerciaux. Les agriculteurs périurbains sont adaptant aux nouvelles possibilités de la proximité géographique aux zones urbaines, mais un effort de coordonner ces initiatives individuelles est nécessaire. Cette coordination doit intégrer la dimension territoriale qui affecte la production alimentaire périurbaine, afin de mieux répondre aux besoins de développement territorial.

International audience; L’objectif de la communication est de présenter comment nous avons utilisé une démarche de prospective participative basée sur l’usage des représentations spatiales, pour d’une part valider les résultats de recherche du programme ANR-DAUME sur Pise (Italie) et d’autre part mobiliser les acteurs de la région urbaine de Pise dans la perspective d’un développement territorial intégré. La prospective territoriale menée à Pise s’inscrit dans le projet de recherche DAUME sur la durabilité des agricultures urbaines en Méditerranée (http://www1.montpellier.inra.fr/daume/). Elle s’intéresse à la participation des acteurs et des chercheurs à l’invention de scénarios d’évolution pour de nouveaux modèles de développement des territoires ruraux et périurbains. Elle s’appuie sur les connaissances des chercheurs et des acteurs, médiatisées par un dispositif participatif à base de représentations spatiales et vise à produire des connaissances pour l’action.

Abstract

Farmland values are driven by a complex set of factors. Starting from the idea that land rent values may reflect several characteristics both internal and external to agricultural sector, the paper has implemented a hedonic model based on land rent values in the metropolitan area of Milan, Northern Italy, assessing the influence of climate, soil, territorial and farm variables on a sample of farms. The model is based on data at rent contract level, matched with data at farm and municipal scale retrieved from different sources. Results confirm that land rent prices are affected by some climate variables, along with territorial and farm characteristics. [ABSTRACT FROM AUTHOR]
