Abstract

INTRODUCTION. The article is devoted to practical and legal aspects of floating nuclear power plants (FNPPs). The first ever FNPP “Academic Lomonosov” was built in 2019 in Russia. It is a unique transportable nuclear low-power unit intended for energy and heat supply of remote port cities, industrial enterprises, gas and oil platforms. “Lomonosov” and its successor generations will have a major impact on the global nuclear energy market. The question arises how FNPPs fit into the rules of International Law.MATERIALS AND METHODS. The research was based on the analyses of international conventions on nuclear safety, security and civil liability, Treaty on the Non-Proliferation of Nuclear Weapons, IAEA documents on safeguards and standards, scholarly publications. General and special methods of legal research were used.RESEARCH RESULTS. The authors determined that in the specific case of “Academic Lomonosov” which will operate on the Russian territory no collisions with the rules of International Law are expected. However, if future serial FNPPs go for export, it will be important to analyze their compatibility with international treaties.DISCUSSION AND CONCLUSIONS. This paper concludes that FNPPs are largely compatible with the existing rules of International Law. However, there are some gaps and grey areas, especially in an export scenario. To mitigate those problems, bilateral intergovernmental agreements between the supplying and the importing states shall be concluded on their obligations in all legal and institutional issues prior to FNPP’s international shipment. Safeguards arrangement with the IAEA should be envisaged as well.

Abstract

We describe a method to measure the concentration of 224Ra and 226Ra in the heavy water target used to detect solar neutrinos at the Sudbury Neutrino Observatory and in the surrounding light water shielding. A water volume of (50-400) m^3 from the detector is passed through columns which contain beads coated with a compound of manganese oxide onto which the Ra dissolved in the water is adsorbed. The columns are removed, dried, and mounted below an electrostatic chamber into which the Rn from the decay of trapped Ra is continuously flowed by a stream of nitrogen gas. The subsequent decay of Rn gives charged Po ions which are swept by the electric field onto a solid-state alpha counter. The content of Ra in the water is inferred from the measured decay rates of 212Po, 214Po, 216Po, and 218Po. The Ra extraction efficiency is >95%, the counting efficiency is 24% for 214Po and 6% for 216Po, and the method can detect a few atoms of 224Ra per m^3 and a few tens of thousands of atoms of 226Ra per m^3. Converted to equivalent equilibrium values of the topmost elements of the natural radioactive chains, the detection limit in a single assay is a few times 10^(-16) g Th or U/cm^3. Abstract

The Sudbury Neutrino Observatory is a 1000 T D 2 O Cerenkov detector that is sensitive to 8 B solar neutrinos. The energy, radius, and direction with respect to the sun is measured for each neutrino event; these distributions are used to separately determine the rates of the charged current, neutral current and electron scattering reactions of neutrinos on deuterium. Assuming an undistorted 8 B spectrum, the ν e component of the 8 B solar flux is φ e = 1.76 +0.05 −0.05 (stat.) +0.09 −0.09 (syst.) × 10 6 cm −2 s −1 based on events with a measured kinetic enegy above 5 MeV. The non- ν e component is φ μτ = 3.41 +0.45 −0.45 (stat.) +0.48 −0.45 (syst.) × 10 6 cm −2 s −1 , 5.3 σ greater than zero, providing strong evidence for solar ν e flavor transformation. The total flux measured with the NC reaction is φ NC = 5.09 +0.044 −0.43 (stat.) +0.46 −0.43 (syst.) × 10 6 cm −2 s −1 , consistent with solar models. The night minus day rate is 14.0% ± 6.3% +1.5 −1.4 % of the average rate. If the total flux of active neutrinos is additionally constrained to have no asymmetry, the ν e asymmetry is found to be 7.0% ± 4.9% +1.3 −1.2 %. A global solar neutrino analysis is terms of matter-enhanced oscillations of two active flavors strongly favors the Large Mixing Angle (LMA) solution.

Abstract

Data from the Sudbury Neutrino Observatory have been used to constrain the lifetime for nucleon decay to ``invisible'' modes, such as n -> 3 nu. The analysis was based on a search for gamma-rays from the de-excitation of the residual nucleus that would result from the disappearance of either a proton or neutron from O16. A limit of tau_inv > 2 x 10^{29} years is obtained at 90% confidence for either neutron or proton decay modes. This is about an order of magnitude more stringent than previous constraints on invisible proton decay modes and 400 times more stringent than similar neutron modes., Update includes missing efficiency factor (limits change by factor of 2) Submitted to Physical Review Letters

Abstract

The system for controlled filling of the nested flexible scintillator containment vessels in the Borexino solar neutrino detector is described. The design and operation principles of pressure and shape monitoring systems are presented for gas filling, gas displacement by water, and water displacement by scintillator. System specifications for safety against overstressing the flexible nylon vessels are defined as well as leak-tightness and cleanliness requirements. The fluid-filling system was a major engineering challenge for the Borexino detector.

Purification of the 278 tons of liquid scintillator and 889 tons of buffer shielding for the Borexino solar neutrino detector was performed with a system that combined distillation, water extraction, gas stripping and filtration. The purification of the scintillator achieved unprecedented low backgrounds for the large scale liquid scintillation detector. We report on the first measurement of 39Ar in argon from underground natural gas reservoirs. The gas stored in the US National Helium Reserve was found to contain a low level of 39Ar. The ratio of 39Ar to stable argon was found to be, 6 pages, 2 figures, 2 tables

Abstract

This paper reports a direct measurement of the Be7 solar neutrino signal rate performed with the Borexino low background liquid scintillator detector. This is the first real-time spectral measurement of sub-MeV solar neutrinos. Abstract

The technique used at the Sudbury Neutrino Observatory (SNO) to measure the concentration of 222 Rn in water is described. Water from the SNO detector is passed through a vacuum degasser (in the light water system) or a membrane contact degasser (in the heavy water system) where dissolved gases, including radon, are liberated. The degasser is connected to a vacuum system which collects the radon on a cold trap and removes most other gases, such as water vapor and N2. After roughly 0.5 tonnes of H2O or 6 tonnes of D2O have been sampled, the accumulated radon is transferred to a Lucas cell. The cell is mounted on a photomultiplier tube which detects the α-particles from the decay of 222 Rn and its progeny. The overall degassing and concentration efficiency is about 38% and the single-α counting efficiency is approximately 75%. The sensitivity of the radon assay system for D2O is equivalent to ∼3×10 −15 g U/g water. The radon concentration in both the H2O and D2O is sufficiently low that the rate of background events from U-chain elements is a small fraction of the interaction rate of solar neutrinos by the neutral current reaction.

Abstract

Every team responsible for managing an emergency might wish for the ability to predict the future, which would be based on situational awareness, past experience, and training under assumptions related to an emergency's complex situation and environment. Yet, situational awareness during an emergency is usually limited by a lack of resources for responding to an emergency and by the diversity of the stakeholders involved. As Danielsson and Ohlsson state: “An emergency is by definition a unique and unpredictable event, and it is seldom possible, even in retrospect, to assess what the outcome of an emergency response would have been if alternative measures had been followed. The only kind of normative models available to emergency response teams are tactical doctrines codified in manuals and guidelines.”1 Even these guidelines may lack adequate guidance for making good decisions, including a lack of resources and tools on how to make them. The U.S. Department of Homeland Security Target Capabilities List includes only “seven references to decision making, most of which involve planning for and coordinating the decision-making processes, and none of which involve elements for evaluating the ability to actually make decisions.”2,3 Also, the National Incident Management System focuses on planning for and coordinating decision making, but gives no explicit guidance on how to make a decision, especially by a team comprising people with varied priorities.4 Clearly, tools to help public health professionals undertake collaborative efforts to make effective decisions while responding to a complex emergency would be welcome. In fact, decision-making techniques do exist.5 The simplest technique and most broadly applied in government and industry is the Analytical Hierarchy Process (AHP), developed by Tomas Saaty at the University of Pittsburgh in the 1970s.6 The AHP is a multi-element decision analysis technique that involves structuring complex problems into a hierarchy of elements that influence the problem. Saaty compares the elements in pairs and employs an algorithm to sort them in order of importance in influencing the problem, then prioritizes the data to determine the best decision to solve the problem. The AHP technique is clear, methodical, nonpartisan, and transparent—characteristics that are suitable for high-stress, high-accountability fields such as emergency preparedness and response in public health. We developed an Internet-based, collaborative tool that we call All-Hazards Preparedness Squared (AHP2), which is especially designed for use in public health.7,8 It facilitates AHP-type analyses for a variety of stakeholders and provides a basis for analyzing their responses in ways that help prioritize key elements for preparedness and response to a public health emergency. It can also help a team evaluate specific potential actions and collaboratively determine the best decisions to meet the challenges of an emergency. Furthermore, it can be customized for each team member and distributed to all team members. For emergency preparedness and response, AHP2 can be used by a team to respond appropriately to a slow-moving emergency by prioritizing elements and resources in preparation for responding effectively to particular emergency scenarios. An example of an application of AHP2 for response might be the decision of when to close schools during an H1N1 epidemic, which involves the consideration of many elements and approaches to avoid unintended consequences (Personal communication, Harvey Kayman, University of California, Berkeley, June 2012).9 Our study, which was conducted in 2013, had two aims: (1) to test the AHP2 tool for its use in public health and (2) to present the results from an application of the tool to identify potential gaps in emergency preparedness by local health departments (LHDs) in California and Hawaii during a radiological emergency scenario resembling the Fukushima catastrophe. The participants revealed the challenges they might experience during a radiological emergency systematically through the use of the AHP2 tool. The specific radiological scenario we developed was the movement of a radioactive plume that was carried by wind across counties in California and Hawaii and that was tracked by local citizens' network of radiation monitors, whose members posted data on Facebook. Through this process, survey participants had the opportunity to reflect on the consequences of radiological contamination affecting their home counties and cities.

Abstract

Cosmogenic C-11 is produced in-situ by atmospheric mons and forms the main background for the measurement of solar pep- and CNO-neutrinos. However, FLUKA simulations show that the majority of C-11 is accompanied by a free neutron in the final state, thus allowing for an efficient tagging method, the so-called Three-Fold Coincidence technique. The technique and its first applications on Borexino data are presented.

Abstract

The Borexino experiment has been running since May 2007 at the Gran Sasso underground laboratory, in Italy. Solar neutrinos are detected with a large unsegmented liquid scintillator detector with unprecedented radioactive purity. The main results obtained include the measurement of the 7Be solar neutrino flux, the measurement of the 8B neutrino flux with electron recoil energy threshold of 3.0 MeV and the first clear detection of geo-neutrinos (see Aldo Ianniʼs talk in these proceedings for further details). Borexino has recently completed a large calibration campaign, and better results on 7Be solar neutrino measurement are expected soon. Short and medium term perspectives are summarized in the conclusions.

Abstract

We report the measurement of {nu}-e elastic scattering from {sup 8}B solar neutrinos with 3 MeV energy threshold by the Borexino detector in Gran Sasso (Italy). The rate of solar neutrino-induced electron scattering events above this energy in Borexino is 0.22{+-}0.04(stat){+-}0.01(syst) cpd/100 t, which corresponds to {Phi}{sub {sup 8}B}{sup ES}=2.4{+-}0.4{+-}0.1x10{sup 6} cm{sup -2} s{sup -1}, in good agreement with measurements from SNO and SuperKamiokaNDE. Assuming the {sup 8}B neutrino flux predicted by the high metallicity standard solar model, the average {sup 8}B {nu}{sub e} survival probability above 3 MeV is measured to be 0.29{+-}0.10. The survival probabilities for {sup 7}Be and {sup 8}B neutrinos as measured by Borexino differ by 1.9{sigma}. These results are consistent with the prediction of the MSW-LMA solution of a transition in the solar {nu}{sub e} survival probability P{sub ee} between the low-energy vacuum-driven and the high-energy matter-enhanced solar neutrino oscillation regimes.

Abstract

The Pauli exclusion principle (PEP) has been tested for nucleons ($n,p$) in $^{12}C$ with the Borexino detector.The approach consists of a search for $\gamma$, $n$, $p$ and $\beta^\pm$ emitted in a non-Paulian transition of 1$P_{3/2}$- shell nucleons to the filled 1$S_{1/2}$ shell in nuclei. Due to the extremely low background and the large mass (278 t) of the Borexino detector, the following most stringent up-to-date experimental bounds on PEP violating transitions of nucleons have been established: $\tau({^{12}\rm{C}}\to{^{12}\widetilde{\rm{C}}}+\gamma) \geq 5.0\cdot10^{31}$ y, $\tau({^{12}\rm{C}}\to{^{11}\widetilde{\rm{B}}}+ p) \geq 8.9\cdot10^{29}$ y, $\tau({^{12}\rm{C}}\to{^{11}\widetilde{\rm{C}}}+ n) \geq 3.4 \cdot 10^{30}$ y, $\tau({^{12}\rm{C}}\to{^{12}\widetilde{\rm{N}}}+ e^- + \widetilde{\nu_e}) \geq 3.1\cdot 10^{30}$ y and $\tau({^{12}\rm{C}}\to{^{12}\widetilde{\rm{B}}}+ e^+ + \nu_e) \geq 2.1 \cdot 10^{30}$ y, all at 90% C.L. The corresponding upper limits on the relative strengths for the searched non-Paulian electromagnetic, strong and weak transitions have been estimated: $\delta^2_{\gamma} \leq 2.2\cdot10^{-57}$, $\delta^2_{N} \leq 4.1\cdot10^{-60}$ and $\delta^2_{\beta} \leq 2.1\cdot10^{-35}$.

Abstract

Geo-neutrinos, electron anti-neutrinos produced in beta decays of naturally occurring radioactive isotopes in the Earth, are a unique direct probe of our planet's interior. We report the first observation at more than 3$\sigma$ C.L. of geo-neutrinos, performed with the Borexino detector at Laboratori Nazionali del Gran Sasso. Anti-neutrinos are detected through the neutron inverse beta decay reaction. With a 252.6 ton-yr fiducial exposure after all selection cuts, we detected 9.9^{+4.1}_{-3.4}(^{+14.6}_{-8.2}) geo-neutrino events, with errors corresponding to a 68.3%(99.73%) C.L. From the $\ln{\cal{L}}$ profile, the statistical significance of the Borexino geo-neutrino observation corresponds to a 99.997% C.L. Our measurement of the geo-neutrinos rate is 3.9^{+1.6}_{-1.3}(^{+5.8}_{-3.2}) events/(100ton-yr). This measurement rejects the hypothesis of an active geo-reactor in the Earth's core with a power above 3 TW at 95% C.L. The observed prompt positron spectrum above 2.6 MeV is compatible with that expected from european nuclear reactors (mean base line of approximately 1000 km). Our measurement of reactor anti-neutrinos excludes the non-oscillation hypothesis at 99.60% C.L., Comment: 8 pages, 4 figures, 3 tables

Abstract

The successful deployment of the Borexino solar neutrino detector required assorted physical and chemical operations to produce exceptional pure fluids and fill multiple detector zones. The composition and flow rates of high purity gases and liquids had to be precisely controlled to maintain liquid levels and pressures. The system was required to meet exceptional requirements for cleanliness and leak-tightness. A large scale modular system connecting fluid receiving, purification and fluid delivery processes was developed for Borexino. At the core is a flow control system that delivers scintillator components to plants for purification, and then fills the Borexino detector volumes with ultrahigh purity buffer or ultrahigh purity scintillator. The liquid handling system maintains precise control over the liquid levels and differential pressures between the different volumes of the detectors that are separated by flexible nylon vessels. The preparation, commissioning and operation of the system for filling the Borexino detector with scintillator is described.

Abstract

We report the measurement of the 8B solar neutrinos interaction rate with the Borexino detector. The extremly high radio-purity reached in the Borexino scintillator, combined with the efficient software rejection of cosmogenic background, allows to investigate the recoiled electron spectrum, induced by 8B solar neutrinos, down to the unprecedented energy threshold of 2.8 MeV. The rate of 8B solar neutrino interaction as measured through their scattering on the target electrons is 0.26 ± 0.04 stat ± 0.02 syst c/d/100 tons. This corresponds to an equivalent electron neutrino flux of ( 2.65 ± 0.44 stat ± 0.18 syst ) × 10 6 cm − 2 s − 1 , as derived from the elastic scattering only, in good agreement with existing measurements and predictions.

Abstract

Results are reported on the measurement of the atmospheric neutrino-induced muon flux at a depth of 2 kilometers below the Earth's surface from 1229 days of operation of the Sudbury Neutrino Observatory (SNO). By measuring the flux of through-going muons as a function of zenith angle, the SNO experiment can distinguish between the oscillated and un-oscillated portion of the neutrino flux. A total of 514 muon-like events are measured between $-1 \le \cos{\theta}_{\rm zenith} \le 0.4$ in a total exposure of 2.30\times 10^{14}$ cm$^{2}$ s. The measured flux normalization is $1.22 \pm 0.09$ times the Bartol three-dimensional flux prediction. This is the first measurement of the neutrino-induced flux where neutrino oscillations are minimized. The zenith distribution is consistent with previously measured atmospheric neutrino oscillation parameters. The cosmic ray muon flux at SNO with zenith angle $\cos{\theta}_{\rm zenith} > 0.4$ is measured to be $(3.31 \pm 0.01 {\rm (stat.)} \pm 0.09 {\rm (sys.)}) \times 10^{-10}~\mu$/s/cm$^{2}$., Comment: 17 pages, 11 figures

Abstract

Borexino, a large volume detector for low energy neutrino spectroscopy, is currently running underground at the Laboratori Nazionali del Gran Sasso, Italy. The main goal of the experiment is the real-time measurement of sub MeV solar neutrinos, and particularly of the mono energetic (862 keV) Be7 electron capture neutrinos, via neutrino-electron scattering in an ultra-pure liquid scintillator. This paper is mostly devoted to the description of the detector structure, the photomultipliers, the electronics, and the trigger and calibration systems. The real performance of the detector, which always meets, and sometimes exceeds, design expectations, is also shown. Some important aspects of the Borexino project, i.e. the fluid handling plants, the purification techniques and the filling procedures, are not covered in this paper and are, or will be, published elsewhere (see Introduction and Bibliography)., Comment: 37 pages, 43 figures, to be submitted to NIM

Abstract

International audience; The Borexino experiment has begun data taking in May 2007 after a long R&D work and preparation. The liquid scintillator purity exceeds even optimistic expectations, and the first detection of 7Be solar neutrinos has been possible after less than two months of data taking. This note shows briefly which are the main issues that were addressed in order to obtain such an extreme radiopurity, the detector performance and a few details concerning this first result.

Abstract

International audience; The Borexino experiment started the data taking may 15th 2007. It is until now the only experiment able to detect in real time neutrino interactions below 2 MeV. This is due to the very high radio-purity reached by the detector, more than one order of magnitude better than the goal of the design. The detector allows the single fluxes of low energy solar neutrinos to be determined from all sources not previously studied: 7Be, pep, CNO and hopefully pp. Here the first measurement of the 7Be, obtained from the first 47.6 live days of data taking, is presented.

Abstract

We report the direct measurement of the 7Be solar neutrino signal rate performed with the Borexino detector at the Laboratori Nazionali del Gran Sasso. The interaction rate of the 0.862 MeV 7Be neutrinos is 49+/-3stat+/-4syst counts/(day.100 ton). The hypothesis of no oscillation for 7Be solar neutrinos is inconsistent with our measurement at the 4sigma C.L. Our result is the first direct measurement of the survival probability for solar nu(e) in the transition region between matter-enhanced and vacuum-driven oscillations. The measurement improves the experimental determination of the flux of 7Be, pp, and CNO solar nu(e), and the limit on the effective neutrino magnetic moment using solar neutrinos.

Abstract

Results of background measurements with a prototype of the Borexino detector were used to search for 478 keV solar axions emitted in the M1-transitions of 7Li*. The Compton conversion of axion to a photon A+e→e+γ, axioelectric effect A+e+Z→e+Z, decay of axion in two photons A→2γ and Primakoff conversion on nuclei A+Z→γ+Z are considered. The upper limit on constants of interaction of axion with electrons, photons and nucleons – gAegAN≤(1.0–2.4)×10-10 at mA≤450 keV and gAγgAN≤5×10-9 GeV-1 at mA≤10 keV are obtained (90%c.l.). Abstract

We report the direct measurement of the 7Be solar neutrino signal rate performed with the Borexino detector at the Laboratori Nazionali del Gran Sasso. The interaction rate of the 0.862 MeV 7Be neutrinos is 49+/-3stat+/-4syst counts/(day.100 ton). The hypothesis of no oscillation for 7Be solar neutrinos is inconsistent with our measurement at the 4sigma C.L. Our result is the first direct measurement of the survival probability for solar nu(e) in the transition region between matter-enhanced and vacuum-driven oscillations. The measurement improves the experimental determination of the flux of 7Be, pp, and CNO solar nu(e), and the limit on the effective neutrino magnetic moment using solar neutrinos.

Abstract

Pulse shape discrimination (PSD) is one of the most distinctive features of liquid scintillators. Since the introduction of the scintillation techniques in the field of particle detection, many studies have been carried out to characterize intrinsic properties of the most common liquid scintillator mixtures in this respect. Several application methods and algorithms able to achieve optimum discrimination performances have been developed. However, the vast majority of these studies have been performed on samples of small dimensions. The Counting Test Facility, prototype of the solar neutrino experiment Borexino, as a 4 ton spherical scintillation detector immersed in 1000 tons of shielding water, represents a unique opportunity to extend the small-sample PSD studies to a large-volume setup. Specifically, in this work we consider two different liquid scintillation mixtures employed in CTF, illustrating for both the PSD characterization results obtained either with the processing of the scintillation waveform through the optimum Gatti's method, or via a more conventional approach based on the charge content of the scintillation tail. The outcomes of this study, while interesting per se, are also of paramount importance in view of the expected Borexino detector performances, where PSD will be an essential tool in the framework of the background rejection strategy needed to achieve the required sensitivity to the solar neutrino signals., 39 pages, 17 figures, submitted to Nucl. Abstract

This article provides the complete description of resultsfrom the Phase I data set of the Sudbury Neutrino Observatory (SNO). ThePhase I data set is based on a 0.65 kt-year exposure of heavy water tothe solar 8B neutrino flux. Included here are details of the SNO physicsand detector model, evaluations of systematic uncertainties, andestimates of backgrounds. Also discussed are SNO's approach tostatistical extraction of the signals from the three neutrino reactions(charged current, neutral current, and elastic scattering) and theresults of a search for a day-night asymmetry in the ?e flux. Under theassumption that the 8B spectrum is undistorted, the measurements fromthis phase yield a solar ?e flux of ?(?e) =1.76+0.05?0.05(stat.)+0.09?0.09 (syst.) x 106 cm?2 s?1, and a non-?ecomponent ?(? mu) = 3.41+0.45?0.45(stat.)+0.48?0.45 (syst.) x 106 cm?2s?1. The sum of these components provides a total flux in excellentagreement with the predictions of Standard Solar Models. The day-nightasymmetry in the ?e flux is found to be Ae = 7.0 +- 4.9 (stat.)+1.3?1.2percent (sys.), when the asymmetry in the total flux is constrained to bezero.

Abstract

A search has been made for neutrinos from the hep reaction in the Sun and from the diffuse supernova neutrino background (DSNB) using data collected during the first operational phase of the Sudbury Neutrino Observatory, with an exposure of 0.65 kilotonne-years. For the hep neutrino search, two events are observed in the effective electron energy range of 14.3 MeV, Comment: 12 pages, 5 figures, accepted for publication by ApJ. Abstract

Results are reported from the complete salt phase of the Sudbury Neutrino Observatory experiment in which NaCl was dissolved in the {sup 2}H{sub 2}O (''D{sub 2}O'') target. The addition of salt enhanced the signal from neutron capture as compared to the pure D{sub 2}O detector. By making a statistical separation of charged-current events from other types based on event-isotropy criteria, the effective electron recoil energy spectrum has been extracted. In units of 10{sup 6}cm{sup -2}s{sup -1}, the total flux of active-flavor neutrinos from {sup 8}B decay in the Sun is found to be 4.94{sub -0.21}{sup +0.21}(stat){sub -0.34}{sup +0.38}(syst) and the integral flux of electron neutrinos for an undistorted {sup 8}B spectrum is 1.68{sub -0.06}{sup +0.06}(stat){sub -0.09}{sup +0.08}(syst); the signal from ({nu}{sub x},e) elastic scattering is equivalent to an electron-neutrino flux of 2.35{sub -0.22}{sup +0.22}(stat){sub -0.15}{sup +0.15}(syst). These results are consistent with those expected for neutrino oscillations with the so-called large mixing angle parameters and also with an undistorted spectrum. A search for matter-enhancement effects in the Earth through a possible day-night asymmetry in the charged-current integral rate is consistent with no asymmetry. Including results from other experiments, the best-fit values for two-neutrino mixing parameters are {delta}m{sup 2}=(8.0{sub -0.4}{sup +0.6})x10{sup -5}more » eV{sup 2} and {theta}=33.9{sub -2.2}{sup +2.4} degrees.« less

Abstract

Upper limits on the \nuebar flux at the Sudbury Neutrino Observatory have been set based on the \nuebar charged-current reaction on deuterium. The reaction produces a positron and two neutrons in coincidence. This distinctive signature allows a search with very low background for \nuebar's from the Sun and other potential sources. Both differential and integral limits on the \nuebar flux have been placed in the energy range from 4 -- 14.8 MeV. For an energy-independent ��_e --> \nuebar conversion mechanism, the integral limit on the flux of solar \nuebar's in the energy range from 4 -- 14.8 MeV is found to be ��_\nuebar, submitted to Phys. Abstract

The Sudbury Neutrino Observatory has precisely determined the total active (nu(x)) B-8 solar neutrino flux without assumptions about the energy dependence of the nu(e) survival probability. The measurements were made with dissolved NaCl in heavy water to enhance the sensitivity and signature for neutral-current interactions. The flux is found to be 5.21+/-0.27(stat)+/-0.38(syst)x10(6) cm(-2) s(-1), in agreement with previous measurements and standard solar models. A global analysis of these and other solar and reactor neutrino results yields Deltam(2)=7.1(-0.6)(+1.2)x10(-5) eV(2) and theta= 32.5(-2.3)(+2.4) degrees. Maximal mixing is rejected at the equivalent of 5.4 standard deviations.

Abstract

There has been superb progress in understanding the neutrino sector of elementary particle physics in the past few years. It is now widely recognized that the possibility exists for a rich program of measuring CP violation and matter effects in future accelerator {nu} experiments, which has led to intense efforts to consider new programs at neutrino superbeams, off-axis detectors, neutrino factories and beta beams. However, the possibility of measuring CP violation can be fulfilled only if the value of the neutrino mixing parameter {theta}{sub 13} is such that sin{sup 2} (2{theta}{sub 13}) greater than or equal to on the order of 0.01. The authors of this white paper are an International Working Group of physicists who believe that a timely new experiment at a nuclear reactor sensitive to the neutrino mixing parameter {theta}{sub 13} in this range has a great opportunity for an exciting discovery, a non-zero value to {theta}{sub 13}. This would be a compelling next step of this program. We are studying possible new reactor experiments at a variety of sites around the world, and we have collaborated to prepare this document to advocate this idea and describe some of the issues that are involved.

Abstract

The Sudbury Neutrino Observatory (SNO) has measured day and night solar neutrino energy spectra and rates. For charged current events, assuming an undistorted $^8$B spectrum, the night minus day rate is $14.0% \pm 6.3% ^{+1.5}_{-1.4}%$ of the average rate. If the total flux of active neutrinos is additionally constrained to have no asymmetry, the $\nu_e$ asymmetry is found to be $7.0% \pm 4.9% ^{+1.3}_{-1.2}%$. A global solar neutrino analysis in terms of matter-enhanced oscillations of two active flavors strongly favors the Large Mixing Angle (LMA) solution., Comment: 5 pages, 4 figures; very minor revisions, accepted by Physical Review Letters

Abstract

As photodisintegration of deuterons mimics the disintegration of deuterons by neutrinos, the accurate measurement of the radioactivity from thorium and uranium decay chains in the heavy water in the Sudbury Neutrino Observatory (SNO) is essential for the determination of the total solar neutrino flux. A radium assay technique of the required sensitivity is described that uses hydrous titanium oxide adsorbent on a filtration membrane together with a beta-alpha delayed coincidence counting system. For a 200 tonne assay the detection limit for 232Th is a concentration of 3 x 10^(-16) g Th/g water and for 238U of 3 x 10^(-16) g U/g water. Results of assays of both the heavy and light water carried out during the first two years of data collection of SNO are presented., Comment: 12 pages, 4 figures

Abstract

Observations of neutral current neutrino interactions on deuterium in the Sudbury Neutrino Observatory are reported. Using the neutral current, elastic scattering, and charged current reactions and assuming the standard 8B shape, the electron-neutrino component of the 8B solar flux is 1.76 +/-0.05(stat.)+/-0.09(syst.) x10^6/(cm^2 s), for a kinetic energy threshold of 5 MeV. The non-electron neutrino component is 3.41+/-0.45(stat.)+0.48,-0.45(syst.) x10^6/(cm^2 s), 5.3 standard deviations greater than zero, providing strong evidence for solar electron neutrino flavor transformation. The total flux measured with the NC reaction is 5.09 +0.44,-0.43(stat.)+0.46,-0.43(syst.)x10^6/(cm^2 s), consistent with solar models., Comment: 6 pages, 3 figures, correction to author list and minor typographical corrections to references

Abstract

The Sudbury Neutrino Observatory (SNO) is a 1,000 tonne heavy water Cerenkov‐based neutrino detector situated 2,000 meters underground in INCO’s Creighton Mine near Sudbury, Ontario, Canada. For the neutrinos from 8B decay in the Sun SNO observes the Charged Current neutrino reaction sensitive only to electron neutrinos and others (Neutral Current and Elastic Scattering) sensitive to all active neutrino types and thereby can search for direct evidence of neutrino flavor change. Using these reactions and assuming the standard 8B shape, the ve component of the 8B solar flux is φe = 1.76−0.05+0.05(stat.)−0.09+0.09 (syst.) × 106 cm−2s−1 for a kinetic energy threshold of 5 MeV. The non‐ve component is φμτ = 3.41−0.45+0.45(stat.)−0.45+0.48 (syst.) × 106 cm−2s−1, 5.3σ greater than zero, providing strong evidence for solar ve flavor transformation. Abstract

Solar neutrinos from the decay of 8B have been detected at the Sudbury Neutrino Observatory (SNO) via the charged current (CC) reaction on deuterium and by the elastic scattering (ES) of electrons. The CC reaction is sensitive exclusively to νe, while the ES reaction also has a small sensitivity to νμ and ντ. The flux of νe from 8B decay measured by the CC reaction rate is φCC(ν e )=[1.75±0.07(stat.) −0.11 +0.12 (syst.)×0.05(theor.)]×106cm−2s−1. Assuming no flavor transformation, the flux inferred from the ES reaction rate is φES(ν x )=[2.39±0.34(stat.) −0.14 +0.16 (syst.)]×106cm−2s−1. Comparison of φCC(νe) to the Super-Kamiokande collaboration’s precision value of φES(νx) yields a 3.3σ difference, assuming the systematic uncertainties are normally distributed, providing evidence that there is a nonelectron flavor active neutrino component in the solar flux. The total flux of active 8B neutrinos is thus determined to be (5.44±0.99)×106 cm−2 s−1, in close agreement with the predictions of solar models.

Abstract

Borexino is a large volume, real-time, liquid scintillator detector located at the Gran Sasso National Laboratory in Italy. The principal objective of the detector is to measure mono energetic (862 keV) 7Be neutrinos from the sun present with a count rate of several tens of events per day. Measurement at this level requires an extremely low internal background due to natural radioactivity present in the detector components. In this paper the techniques used by Borexino to purify the scintillator and to build the nylon containment vessels are described. The unprecedented high radiopurity reached by Borexino permitted for the first time the realtime detection of 7Be neutrinos from the sun[1].

Abstract

Objective: We tested the Analytical Hierarchy Process tool for its use in public health to identify potential gaps in emergency preparedness by local health departments (LHDs) in California and Hawaii during a radiological emergency., Methods: We developed a dedicated tool called All-Hazards Preparedness Squared (AHP2) that can be used by those who are responsible for all-hazards preparedness planning and response to guide them while making strategic decisions both in preparing for and responding to a slow-moving incident while it is unfolding. The tool is an Internet-based survey that can be distributed among teams responsible for emergency preparedness and response. Twenty-eight participants from 16 LHDs in California and Hawaii responsible for coordinating preparedness and response in a radiological emergency participated in using the tool in 2013. We used the data to compare the perceived importance of different elements of preparedness among participants and identify gaps in preparedness of their organizations for meeting the challenges presented by a radiological incident., Results: Clarity of information and transfer of information (to and from agency to public, state, and federal partners) were public health officials' dominant concerns while responding to an emergency. Participants also found that there were gaps in the adequacy of training and awareness of the chain of command during a radiological emergency., Conclusion: This preliminary study indicates that the AHP2 tool could be used for decision making in all-hazards preparedness planning and response.

Abstract

We report the direct measurement of the 7Be solar neutrino signal rate performed with the Borexino detector at the Laboratori Nazionali del Gran Sasso. The interaction rate of the 0.862 MeV 7Be neutrinos is 49+/-3stat+/-4syst counts/(day.100 ton). The hypothesis of no oscillation for 7Be solar neutrinos is inconsistent with our measurement at the 4sigma C.L. Our result is the first direct measurement of the survival probability for solar nu(e) in the transition region between matter-enhanced and vacuum-driven oscillations. The measurement improves the experimental determination of the flux of 7Be, pp, and CNO solar nu(e), and the limit on the effective neutrino magnetic moment using solar neutrinos.

Abstract

The Sudbury Neutrino Observatory has precisely determined the total active (nu(x)) 8B solar neutrino flux without assumptions about the energy dependence of the nu(e) survival probability. The measurements were made with dissolved NaCl in heavy water to enhance the sensitivity and signature for neutral-current interactions. The flux is found to be 5.21 +/- 0.27(stat)+/-0.38(syst) x 10(6) cm(-2) s(-1), in agreement with previous measurements and standard solar models. A global analysis of these and other solar and reactor neutrino results yields Deltam(2)=7.1(+1.2)(-0.6) x 10(-5) eV(2) and theta=32.5(+2.4)(-2.3) degrees. Maximal mixing is rejected at the equivalent of 5.4 standard deviations.

Abstract

Data from the Sudbury Neutrino Observatory have been used to constrain the lifetime for nucleon decay to "invisible" modes, such as n-->3nu. The analysis was based on a search for gamma rays from the deexcitation of the residual nucleus that would result from the disappearance of either a proton or neutron from 16O. A limit of tau(inv)>2 x 10(29) yr is obtained at 90% confidence for either neutron- or proton-decay modes. This is about an order of magnitude more stringent than previous constraints on invisible proton-decay modes and 400 times more stringent than similar neutron modes.

Abstract

The Sudbury Neutrino Observatory (SNO) has measured day and night solar neutrino energy spectra and rates. For charged current events, assuming an undistorted 8B spectrum, the night minus day rate is 14.0%+/-6.3%(+1.5%)(-1.4%) of the average rate. If the total flux of active neutrinos is additionally constrained to have no asymmetry, the nu(e) asymmetry is found to be 7.0%+/-4.9%(+1.3%)(-1.2%). A global solar neutrino analysis in terms of matter-enhanced oscillations of two active flavors strongly favors the large mixing angle solution.

Abstract

Observations of neutral-current nu interactions on deuterium in the Sudbury Neutrino Observatory are reported. Using the neutral current (NC), elastic scattering, and charged current reactions and assuming the standard 8B shape, the nu(e) component of the 8B solar flux is phis(e) = 1.76(+0.05)(-0.05)(stat)(+0.09)(-0.09)(syst) x 10(6) cm(-2) s(-1) for a kinetic energy threshold of 5 MeV. The non-nu(e) component is phi(mu)(tau) = 3.41(+0.45)(-0.45)(stat)(+0.48)(-0.45)(syst) x 10(6) cm(-2) s(-1), 5.3sigma greater than zero, providing strong evidence for solar nu(e) flavor transformation. The total flux measured with the NC reaction is phi(NC) = 5.09(+0.44)(-0.43)(stat)(+0.46)(-0.43)(syst) x 10(6) cm(-2) s(-1), consistent with solar models.
