Late school entry is driven by several factors, one of the key ones being the cost barrier to schooling. Policies such as free primary education (FPE) that advocate for universal coverage are therefore partly aimed at removing the cost barrier. The Kenyan Government, like many in sub-Saharan Africa (SSA), introduced FPE in 2003 with the aim of universalising access to schooling, which is one of the eight United Nations Millennium Development Goals (MDGs) it signed up to achieve. Based on a case study of four sites in Nairobi, the aim of this paper is to assess whether the FPE policy has affected late enrolment. The data used were collected by the African Population and Health Research Center (APHRC) and comprise a sub-sample of 4,325 first-graders during 2000-2005. The paper applies a probit model to assess the impact of the policy on the basis of marginal effects on the predicted probability of late enrolment. The results show that the FPE policy reduces the probability of late enrolment by 14 per cent. The reduction in probability of late enrolment was greater among children residing in slums (16 per cent) than those in non-slums (9 per cent). The main implication of the findings for policy makers is that cost barriers are a likely cause of over-age enrolment.

This paper describes the design and methodology used to assess the impact of free primary education (FPE) policy in Nairobi, Kenya. The key outcome of the study was to assess the impact of FPE on schooling outcomes among the urban poor. The study assesses the impact of FPE by examining how two non-comparable groups responded to the introduction of the policy. Retrospective data were collected for 2000-2004, while prospective data has been collected annually since 2005. This household survey has created both cross-sectional and longitudinal data sets. This provided an opportunity to assess factors, other than lack of fees, which associate with school enrolment and retention. The strength of this paper is in demonstrating how survey design can be utilized to assess the impact of a public policy between different population groups. Based on the design and methodology used in this Nairobi case study, the paper provides lessons on how to utilize household surveys to assess policy impacts. This article contributes new evidence on factors associated with low achievement among pupils in urban informal neighborhoods in Nairobi, Kenya. The authors use three different data sets to examine the effect of residence in particular neighborhoods, pupil gender, primary school type, and household socioeconomic status on pupil achievement in the Kenya Certificate of Primary Education (KCPE) examination results for 2005 and 2006. Results suggest that residence in Nairobi's informal neighborhoods of Korogocho and Viwandani, enrollment in a public school, and one's gender, if female, are the strongest explanatory variables for low achievement. Policy implications from the study results are discussed. (contains 6 tables.)

This article examines the quality of primary school inputs in urban settlements with a view to understand how it sheds light on benchmarks of education quality indicators in Kenya. Data from a school survey that involved 83 primary schools collected in 2005 were used. The data set contains information on school quality characteristics of various types of schools in Nairobi. On the basis of the national benchmarks, the quality of education provided in government schools was shown to be "better" with regard to infrastructure, teacher qualifications, and textbook provision than that provided in all the nongovernment-owned schools. However, nongovernment schools have smaller class sizes and lower pupil-teacher ratio (PTR). The bad news is that government schools have large class sizes and higher PTR and hence low levels of teacher-pupil interaction. Nongovernment schools had poor classroom structures and a higher pupil-textbook ratio, particularly private individually owned schools and community-owned schools. It also emerges that although in the government schools, student learning space is constrained by the class size, the student learning space in nongovernment schools is constrained by the classroom size. Meeting quality benchmarks in primary schooling, therefore, remains a challenge among urban populations. (Contains 7 charts and 3 tables.)

While early sexual experiences are a key marker of the transition from childhood to adulthood, it is widely acknowledged that precocious initiation of sexual activity predisposes adolescents to negative health and psychological outcomes. Extant studies investigating adolescent sexuality in sub-Saharan Africa often rely on cross-sectional data lacking information on the social-psychological under-pinnings of adolescent behaviour. Through the theoretical lens of the protection-risk conceptual framework, this paper draws on two waves of longitudinal data collected from 2,134 adolescents to examine sociodemographic, psychosocial and behavioural predictors of transition to first sex among adolescents living in slum and non-slum settlements in urban Kenya. We employ logistic regression models to examine the effect of antecedent sociodemographic and risk and protective factors measured during the first wave of data collection on transition to first sex by the second wave. We observe that transition to first sex is influenced by age, slum residence, perceived parental monitoring, and peer behaviour. We also find evidence for coupling of risk behaviours. Study findings underscore the need to focus on very young adolescents and those growing up in resource-poor settings, as these young people may be highly vulnerable to negative health outcomes stemming from precocious sexual activity. One of the conundrums of free primary education (FPE) policy in several countries in Sub-Saharan Africa is the "mushrooming" of fee-paying private schools. Several researchers have become interested in studying this phenomenon and have raised the question--does free primary education meet the needs of the poor? Emerging voices among this group of researchers suggest that the impact of FPE, particularly in meeting the educational needs of the poor may be over-stated in situations where the poor still utilize what is referred to as "private schools for the poor". The concerns expressed by those voicing this point of view point to the question of why the poor choose fee-paying [low quality] private schools when there is, presumably a free state school? To respond to this question and to contribute to this debate, this paper adopts the excess demand and differentiated demand frameworks to analyse how slum (poor) and non-slum (non-poor) parents utilize education in Nairobi, Kenya following the implementation of free primary education policy in 2003. We conclude that the answer to the "mushrooming" of private schools for the poor is "excess demand". As to whether free primary education meets the needs of the poor, we argue that where supply does not match demand excess demand is likely to arise in the initial stages. We recommend that what is required is greater and possibly differentiated and better targeted investment in education whereby unequals are treated unequally in order for the Kenyan government not to under-invest in the education of the poor. This paper examines pupil school mobility in urban Kenya using African Population and Health Research Centre (APHRC) household survey data which contain information on pupil transfers between schools. The aim is to identify which school characteristics attract the greatest demand for incoming transfers. The analysis reveals that there are frequent transfers in the slums than in the non-slum settlements; that transfer are in favour of private schools; and that quality is the main motivation for the transfers. Quality schools are perceived to have good discipline and better teacher performance. Given these results, should the Kenya government recognise the "low cost" schools found in the slums which serve nearly half of the pupils and devise mechanisms of funding them? (Contains 6 tables.)

There is limited research addressing the beliefs of adolescents related to Voluntary Counseling and HIV-Testing (VCT). This paper analyzes qualitative data on such beliefs elicited from male youth in Uganda and Malawi. Although study participants understood the mainstream public health rhetoric on VCT, much of their narratives framed going for HIV testing in terms of danger, as a sign of lack of self-confidence, and as an acknowledgment of vulnerability. This tendency, we contend, is strongly rooted in the inclination of male youth to perform and validate their identities in gestures of self-certitude, imperviousness, invulnerability, and invincibility. Further, the idea of "not wanting to die alone" from AIDS also featured prominently in the narratives, with many respondents declaring that they would deliberately infect others with HIV should they test positive. Key to freeing young people from the shackles of consternation and misconceptions about VCT and HIV is comprehensive HIV education.
