Kağıt hamuru ve kağıt sektörü son yıllarda internet ve bilgi işlemin gelişmesi neticesiyle yeni bir dinamizm edinen pazarlardan biridir. Sektör, şu andaki küresel dalgalanmalar nedeniyle önemli değişikliklerle karşı karşıya kalmaktadır. Nitekim özellikle baskı ve yazı kağıdı ile gazete kağıdı kullanımında meydana gelen büyük oranlı bir azalma, bu durumun göstergesidir. Bilgi çağı sayesinde gelişen hızlı alışverişin neticesiyle ambalaj ürünlerine yönelme bulunmaktadır. Bununla birlikte gelişmekte olan ülkelerdeki eğitim potansiyelinin artmasıyla kitap ve defter ihtiyacının da arttığı görülmekte ve buna bağlı olarak bu ülkelerin gelişmiş ülkelere nazaran kağıt talebi de fazla olmaktadır. Türkiye de gelişmekte olan ülkelerden biri olduğundan kağıt kullanımı açısından eğilimi pozitif yönde değişim gösteren pazarlardan biridir. Sahip olduğu kaynaklar bakımından kağıt hamurunu ithal etmekte olup ürünü katma değer yaratacak nihai ürünlere dönüştürme çabasındadır. Kağıt hamuru üretimi ciddi bir kaynak gerektirdiğinden ülkemizde ihtiyaçları karşılayamayacak seviyede elde edilmektedir. Çalışmanın birinci bölümünde kağıt hamuru üretim aşamasında kullanılan girdilere yer verilerek kağıt ve karton elde ederken geçen işlemlerin üretilen kağıt hamuru çeşidine bağlı olarak değiştiğine yer verilmiştir. Kağıt üretmek adına kullanılan hammaddeler kağıt hamuru ve atık kağıt olarak yer almıştır. Ardından kağıt sektörünün uluslararası tanımlaması yapılarak dünyada üretim, tüketim, dış ticaret verilerine yer verilmiştir. İkinci bölümde, sektörün ülkemizde tarihi gelişimine bakılarak hammadde temini bakımından yapısının dışa bağımlılığının süregeldiği görülmektedir. Türkiye kağıt sektöründe hammadde ve mamul üretiminde katlanılan maliyetler de hammadde, lojistik ve tarife ile vergiler bakımından değerlendirilmiştir. Ülkemizin sahip olduğu üretim kapasitesi, kapasite kullanım oranı, ithalat ve ihracat verileri de 2017 ve 2018 kıyaslamalarıyla incelenmiştir. Akabinde üçüncü bölümde ülkemizin kağıt sektöründeki dünyadaki konumu incelenmiştir. Sektörün önemli firmalarından beşi seçilerek sahip oldukları tecrübe ve pazar bilgisi dahilinde mülakat gerçekleştirilmiştir. Yapılan görüşmelerde sektörün mevcut durumu, yapısal sorunları ve dışa bağımlılıkta hammadde tedarikine yönelik bilgiler değerlendirilerek sonuç kısmında yorumlanmıştır.Anahtar Kelimeler: Kağıt Sektörü, Kağıt Hamuru, Atık Kağıt, Hammadde, Dışa Bağımlılık. The pulp and paper industry is one of the markets that has gained a new dinamism as a result of the development of internet and information processing in recent years. The industry faces significant changes due to current global volatility. As a matter of fact, a significant decrease in use of printing and writing paper and newsprint indicate this current situation. Thanks to the information age and as a result of the rapid shopping, there is a tendency towards packaging products. However, it is seen that the need for books and notebooks increases with the increasing educational potential in developing countries therefore the demand for paper from these countries is higher compared to developed countries. As Turkey is also one of the developing countries she is one of the markets that change its trend in terms of paper usage. She imports pulp in terms of her resources and tries to convert the raw material into final product that will create value added items. Pulp production requires a serious resource and is achieved at a level that cannot meet the needs in country. In the first part of the study, it is stated that the process of obtaining paper and board varies depending on the type of pulp produced by mentioning the inputs used in the production of pulp. The raw materials to produce paper are figured as pulp and waste paper. Then production, consumption and foreign trade data in the world were included by making the international definition of the paper industry. In the second part, it is seen that the external dependence of the sector in terms of raw material procurement is continuing, considering the historical development of the sector in our country. The costs incurred in paper industry in producing raw material and final product in Turkey is evaluated in terms of raw material, logistic and tax rates. The production capacity, capacity utilization rate, import and export data of our country were also analysed comparing the years 2017 and 2018. Then, in third chapter, the position of our country in the worldwide paper industry is examined. Five of the most important companies of the sector were selected and interwies were conducted within the scope of their experience and market knowledge. Balıkesir Üniversitesi, Sosyal Bilimler Enstitüsü, İktisat Ana Bilim Dalı, Enerjide bağımlılık enerji tüketiminin yerli kaynaklarla karşılanamadığı durumda ortaya çıkmaktadır. Bir ülkede enerji bağımlılığının artması enerji arz güvenliğini olumsuz etkileyebilmektedir. Bunun yanında enerji ithalatının cari işlemler dengesi üzerinde olumsuz etkileri söz konusu olabilmektedir. Enerjide dışa bağımlılık ekonominin hem arz cephesi hem de talep cephesinden etkilenmektedir. Bağımlılık artışı üretim yetersizliğinin yanı sıra tüketimde enerjinin verimli kullanılıp kullanılmadığıyla da yakından ilişkilidir. Enerji üretiminde kaynaklar fosil yakıtlar ve yenilebilir enerji kaynakları kullanılmaktadır. Fosil yakıtların ülkeler arasındaki dağılımı farklılık göstermektedir. Yenilenebilir enerji kaynaklarının kullanımı ise teknolojik ilerlemelere bağlı olarak artmaktadır. Türkiye ekonomisinde enerji bağımlılığı yüksek düzeyde seyretmektedir. Bu bağlamda bu çalışmada Türkiye’de enerji bağımlılığını etkileyen faktörler değerlendirilerek enerji bağımlılığının nasıl azaltılabileceği tartışılmıştır. Çalışmada enerji bağımlılığı ile fosil yakıt kullanımı ve toplam ithalat arasında uzun dönemli bir ilişki olduğu belirlenmiştir. Üretimde fosil yakıt kullanımının artması ve ithalatın artması enerji bağımlılığını arttırmaktadır. Elde edilen bu sonuçlardan hareketle Türkiye’de enerji bağımlılığının azaltılmasında üretimde kaynak çeşitliliğinin artırılması ve ithalatın azaltılmasına yönelik uygulamaların etkili olacağı söylenebilir., Energy dependency emerges in situations when energy consumption is not met with internal resources. Increase in energy dependency of a country may affect energy supply security negatively. In addition to this, energy imports yields a negative impact on current account balance of a country. Economy is pressured both supply and demand sides with external energy dependency. Increasing dependency is highly related with internal supply insufficiency as well as inefficient consumption. Considering fossil resources' geographical distribution across countries, renewable energy use as an alternative is subject to technological advancement. Energy dependency in Turkish economy remains at high levels. Considering related effects on energy security and current account balance, this study aims to analyse factors that increase energy dependency in Turkey and to propose solutions to the issue. The results show that energy dependency has a long run relationship with fossil fuel use and total imports. Increase in fossil fuel use and total imports cause increase in energy dependency. Based on these findings, energy dependency in Turkey can be decreased by resource diversification in energy production and policies that target reduction of total imports.

Ülkeler arasındaki ticari ilişkilerin yeni bir boyut kazandığı ve giderek geliştiği günümüz dünyasında gelir dağılımın bozulması ve ülkelerin dışa bağımlı hale gelmeleri özellikle gelişmekte olan ekonomiler açısından büyük bir sorun teşkil etmektedir. Dış girdi bağımlısı ülkeler büyüme ve kalkınmalarını gerçekleştirirken dışarıya kaynak aktarmakta ve bu nedenle de ülke fertlerinin hayat standartlarında bir kötüye gidiş gözlenmektedir. Ayrıca dış girdi bağımlılığı dolayısıyla ülkelerin başta büyüme olmak üzere enflasyon, işsizlik ve faiz oranları gibi iç makroekonomik göstergelerinde istikrarsızlıklar da meydana gelmektedir. Bu bağlamda bu çalışmada Türkiye ekonomisinin uluslararası rekabette önemli bir yer edinebilme ile sürdürülebilir ihracat artışları hedefleri doğrultusunda dış girdi bağımlılığı analiz edilmiştir.Çalışmanın birinci bölümünde dış ticarete ilişkin kuramsal ve teorik çerçeveye yer verilmiş olup dış girdi bağımlılığının tanımı ve bağımlılık teorileri incelenmiştir. Çalışmanın ikinci bölümünde, Türkiye ekonomisinin dış ticaret yapısının tarihsel seyrine değinilip ithalatın mal gruplarına ve ihracatın temel sektörlere göre dağılımı araştırılmıştır. Çalışmanın üçüncü bölümünde ise üretimin ve ihracatın kilit sektörü olan imalat sanayi sektörünün dış girdi bağımlılığı analiz edilmiştir. Öte yandan döviz kurlarında meydana gelen değişmelerin imalat sanayi sektörü üzerine etkileri ve Türkiye ekonomisinde dış girdi bağımlılığının sürdürülebilirliği ortaya koyulmuştur.Çalışmanın sonucu olarak, Türkiye ekonomisinde döviz kurları ile imalat sanayi girdi fiyatları-maliyetleri arasında kuvvetli bir ilişkinin var olduğu ve Türkiye ekonomisinin mevcut döviz yükümlülüğü dolayısıyla ithal girdi bağımlılığının sürdürülebilirliğinin gittikçe zorlaşmaya başladığı gözlenmiştir. In today's world, where trade relations between countries have gained a new dimension and develops gradually, disruption of income distribution and the dependence of countries on foreign countries constitute a big problem especially with regard to developing economies. External input dependent countries transfer their resources while performing their growth and development and therefore a deterioration in the living standards of the members of the country is observed. In addition, internal macroeconomic indicators such as economic growth, inflation, unemployment and interest rates are also instability due to external input dependency. In this context, Turkey's goal of like obtainable an important place in international competition and sustainable export growth were investigated. In the first part of the study, the theoretical framework of foreign trade is included and the definition of dependency of foreign input and dependency theories are examined. In the second part of the study, the historical course of the foreign trade structure of Turkey's economy, import by groups of goods and distribution of exports by basic sector were searched in Turkey's economy. In the third part of the study, the external input dependence of the manufacturing industry sector, which is the key sector of production and exports, was analyzed. On the other hand, the effects of changes in exchange rates on the manufacturing industry sector and sustainability of external input Dependency in Turkey's economy have been demonstrated.As a result of the study, it was seen that there is a strong relationship between exchange rates and manufacturing industry input prices-costs in Turkey's economy and due to current foreign exchange obligation of Turkey's economy, sustainability of import input dependency is becoming increasingly difficult. 135

Enerji, ekonomik büyüme ve kalkınmayla birlikte toplumlar için daha yaşamsal bir kaynak haline gelmiştir. Ancak enerji kaynak rezervi açısından ülkeler arasındaki fırsat eşitsizliği, bazı ülkelerde enerji bağımlılığına neden olmaktadır. Bu ülkelerden biri olan Türkiye, yerli enerji üretimini yaygınlaştırmak ve enerji kullanımında verimlilik sağlamak amacıyla farklı politikalar geliştirse de, yüksek orandaki enerji bağımlılığından kurtulamamıştır. Bu bağımlılığın cari açık ve büyüme gibi ekonomik etkilerinin yanı sıra ülkeler arası çekişme ve işsizlik gibi siyasi ve sosyal etkileri de bulunmaktadır. Bu etkilerin tartışıldığı çalışmada ilk bölümde enerji ve enerji kaynaklarına ilişkin kavramsal çerçeve sunulmuş, ikinci bölümde Türkiye’de enerji üretimi ve tüketiminde kullanılan kaynakların neler olduğu, enerji arz ve talebinin nelerden etkilendiği ve Türkiye’de enerji verimliliğinin artırılmasında hangi sektörlerin önemli olduğu tartışılmıştır. Üçüncü bölümde Türkiye’nin enerji politikaları ve dışa bağımlılığı incelenmiş, enerji kaynakları bakımından bağımlı olduğu ülkeler ile enerji ilişkileri anlatılmıştır. Son bölüm ise ülkedeki enerji bağımlılığını azaltmak için uygulanabilecek politikalara ayrılmıştır., Energy, together with economic growth and development, has become a more vital source for societies. However, inequality of opportunity between countries in terms of energy resource reserves causes energy dependence in some countries. Turkey, one of the countries with energy dependence, despite promoting domestic energy production and developing different policies in order to ensure efficiency in energy use, could not get rid of the high rate of energy dependence. This energy dependence has economic effects such as current account deficit and economic growth, as well as social and political effects as international conflict and unemployment. The economic, social and political effects are discussed in this study; in the first section the conceptual framework related to energy and energy resources are presented, in the second section we are examining resources used in energy production and consumption in Turkey, as well as what affects energy supply and demand in Turkey and sectors that are critical in the improvement of energy efficiency in Turkey. In the third section, we are examining Turkey's energy policies and dependence on foreign countries for energy resources, and then explaining Turkey’s energy relations with these countries. The last section is devoted to the policies that can be applied to reduce energy dependency in Turkey.

Enerji açığı, bir ülkenin sahip olduğu kaynaklar ile enerji tüketimini karşılayamaması olarak ifade edilmektedir ve ekonomik, siyasal ve sosyal problemlerin ortaya çıkmasında rol oynamaktadır. Türkiye'nin ekonomik büyüme ile birlikte enerji ihtiyacı da giderek artmaktadır. Türkiye'de fosil kaynaklara olan enerji talebi yüksek seviyelerdedir. Öz kaynaklarımızın fosil kaynaklara olan ihtiyacı karşılayacak boyutlarda olmaması nedeniyle söz konusu olan tüketim fazlası ithalat yoluyla karşılanmaktadır. Ülkemizin doğal gaz, petrol ve kömür gibi temel enerji kaynaklarında bağımlılığı ortalama % 90'lar seviyesindedir. Enerji ihtiyacının yerli kaynaklardan sağlanabilmesi ve ithalatın azaltılması hem ülke güvenliği hem de ulusal çıkarlar açısından stratejik bir önem taşımaktadır. Türkiye'nin enerjide dışa bağımlılığı konusunda ön plana çıkan ülke Rusya'dır. Söz konusu bu bağımlılık, Türkiye'nin siyasi hareket alanını daraltmakta ve ekonomik açıdan belirsizliklerin yaşanmasına, Türkiye'nin en önemli ekonomik sorunlarından biri olan cari açığın daha da derinleşmesine neden olmaktadır. Bu noktada, nükleer enerji santrallerinin kurulması enerji ithalatının azaltılmasında önemli bir rol oynayacaktır. Nükleer enerji santrallerinin kurulumunda Rusya'dan destek alınmasının enerjide dışa bağımlılığın çözümünde yeteri kadar başarı sağlayamayacağı ve bağımlılığın devam edeceği yönünde eleştiriler de mevcuttur. Ancak, nükleer enerji santralleri, başlangıç maliyeti ve kurulum aşamasında teknolojik bağımlılık yüksek olsa da uzun vadede ülkemize katkı sağlayacaktır. Energy gap is defined as that a country's resources fall short of its energy consumption and brings about economic, politic and social problems. Turkey's need for energy is increasing with the economic growth and demand for energy obtained from fossil resources is quite high. But due to the insufficiency of Turkey's own resources, most part of the consumption is met by import. External dependency level of our country in basic energy resources such as natural gas, petroleum, and coal is around 90 per cent. To meet demand for energy from local resources and to reduce import is strategically import from the point of view of both national security and national interests.In external dependency of Turkey in energy sector , Russia is the prominent country. This dependency tightens room for political manoeuvre of Turkey, gives rise to economic uncertainty, and deepens currency deficit, one of the most important economic problems of Turkey. In this framework, it can be said that building nucleer power plants will be play an important role in reducing energy import. There are some critics pointing out that to get support from Russia to build nucleer power plants will not bring enough success in resolving the problem of external dependency in energy and the dependency will continue. However, in spite of the higher initial cost and technological dependency in the stage of installation, nucleer power plants will contribute to our country. 149

Avrupa Birliği'nin (AB) bekası ve büyümesi için ihtiyaç duyulan enerjinin güvenilir kaynaklardan, kesintisiz bir şekilde ve makul fiyatlardan tedarik edilmesi, başka bir ifadeyle enerji güvenliği, Birliğin geleceği için vazgeçilmez bir unsur olarak görülmektedir. Bu nedenle AB enerji güvenliğinin sağlanması amacıyla yeni politikalar geliştirmektedir. AB özellikle enerji tedariği konusunda Rusya'ya önemli derecede bağımlıdır. Rusya ise enerjiyi bir siyasi ve ekonomik baskı aracı olarak kullanmakta; zaman zaman kesintilere giderek ve farklı fiyat politikaları uygulayarak Birliğin enerji güvenliğini tehlikeye atmaktadır. Bundan dolayı AB, Rusya'ya enerjide olan bağımlılığını azaltmaya çalışmakla birlikte, enerji kaynak çeşitliliğini artırmanın yollarını aramaktadır. Türkiye tarihsel süreçte, Avrupa, Kafkaslar, Orta Asya Orta Doğu ve Doğu Akdeniz bölgeleri ile siyasi, ekonomik, sosyal ve kültürel ilişkilerini sürdürmektedir. Bu bakımdan Türkiye, AB'nin enerjide Rusya'ya olan bağımlılığını azaltma ve enerji güvenliği konusunda, enerji kaynaklarının çıkarıldığı bölgeler ile enerji nakil güzergâhlarına olan yakınlığı sayesinde jeopolitik ve jeostratejik açıdan önemli bir ülke konumundadır. Bununla birlikte, tarih boyunca stratejik önemi koruyan Doğu Akdeniz'de son yıllarda keşfedilen doğal gaz kaynakları, AB'nin enerji çeşitliliği politikaları ve alternatif enerji güzergâhları bakımından, Birliğin enerji güvenliğini destekleyebilecek önemli bir potansiyele sahiptir. Bu tez çalışmasında önemi giderek artan enerji kaynakları konusu, AB-Rusya enerji bağımlılığı açısından ele alınmışır. Bununla birlikte, AB'nin enerji kaynak çeşitliliği ve enerji güvenliğini sağlama açısından, alternatif bir enerji güzergâhı olarak Doğu Akdeniz'deki doğal gaz kaynaklarının gelecekte enerji dağıtım merkezi olması beklenen Türkiye üzerinden Avrupa'ya taşınması konusu tartışılmıştır. The importance of energy as a subject in the world is getting more crucial. Growing economies demand more energy to be able to develop; while it is being discussed that we need renewable and sustainable energy resources due to the fact that fossil fuels run out and harm the environment. For this reason, energy has always been an important factor, especially for the global and regional actors to have and maintain power. Countries rich in energy resources such as oil and natural gas use this power factor as a political and economic pressure tool. For the European Union (EU) to be able exist and develop, supplying energy from reliable sources, uninterruptedly and with reasonable prices, that is called energy security, is seen as an essential element. Therefore EU develops new policies to guarantee its energy security. The EU is dependent to Russia in energy significantly. Russia has been using energy as a political and economic pressure tool by cutting the energy to Europe and price discrimination, which risks EU's energy security. Therefore EU is seeking ways to reduce the energy dependence to Russia and increase energy resources diversity. Throughout the history, Turkey has been maintaining political, economic, social and cultural relationships with Europe, Caucasus, Central Asia, Middle East and Eastern Mediterranean. In this regard Turkey is a geopolitically and geostrategically important country with its proximity to the energy rich regions and energy routes for the EU to reduce the energy dependence to Russia and to ensure the energy security. Besides the newly discovered natural gas resources in the Eastern Mediterranean, which has been keeping its importance historically, has a potential for supporting the EU's energy security related to energy diversity policies and alternative energy routes. In the thesis study, the growing importance of energy resources in the context of EU-Russia energy dependence and transporting the Eastern Mediterranean natural gas resources to Europe through Turkey, a potential energy hub in the future, as an alternative to ensure the EU's energy resources diversity and energy security are the main discussion points. Enerji bağımlılığı geçmişte olduğu günümüzde de en önemli sorunlar arasında yer almaktadır. Enerji bağımlılığı sanayi devriminden sonra sanayileşmesinin artması sonucu üretimin ve uluslararası ticaretin artmasıyla ve günümüzde teknoloji ve bilgi birikiminin artması sonucunda en önemli güncel konular arasında yer almaktadır. Enerji ithalatının ve dolayısıyla enerji bağımlılığının yüksek olması özellikle az gelişmiş ve gelişmekte olan ülkeleri ekonomik açıdan etkilemektedir. Türkiye de enerji bağımlılığı çok yüksek bir ülke olduğu için ekonomisi buna göre şekillenmektedir. Bu yüzden Türkiye'nin enerji bağımlılığının incelenmesi ve elde edilen sonuçlara göre politika önerilerinde bulunulması önemlidir.Bu çalışmada enerji bağımlılığının makroekonomik değişkenler üzerindeki etkilerini Türkiye için 1981-2015 dönemi için zaman serisi analizi kullanılarak incelenmiştir. Enerji bağımlılığı için net enerji ithalatı, makroekonomik değişkenler için cari açık, kişi başı reel milli gelir, ithalat değer endeksinin ihracat değer endeksine oranlanması ile bulunan göreli fiyatlar ve gayri safi sabit sermaye oluşumu kullanılmıştır. Sonuçlar şu şekildedir: 1. modelde enerji bağımlılığının cari açık üzerinde anlamlı bir etkisine rastlanmamıştır. 2. modelde hem uzun dönemde hem de kısa dönemde enerji bağımlılığının kişi başı reel gelir üzerinde anlamlı bir etkisine rastlanmamıştır. Energy dependency as a result of the increasing international trade and as a result of increased technology and knowledge are among the most important current topics. The high level of energy imports and therefore energy dependence has an economic impact especially on underdeveloped and developing countries. Turkey is also a country with a very high energy dependence, so the economy is shaped accordingly. Therefore it is important to examine Turkey's energy dependece and make policy recommendation according to the results obtained.In this study, the effects of energy dependence on macroeconomic variables were examined for Turkey using the time series analysis for the period 1981-2015.Net energy imports for energy dependence, for macroeconomic variables current deficit, the relative prices obtained from the ratio of the import value index to the export value index, Per capita GDP and Gross capital formation (constant) are used. Yabancı uzmanlar, Türk askeri yönetiminin dönüşüm sürecinde tarihsel bir olgu olarak her zaman yer almıştır. Tarihsel süreç içinde bazı dönemlerde Türk sivil ve askeri bürokrasisi tarafından yapılan birçok değişim varsa da kapsamlı değişimlerin genellikle Batılı güçlerce görevlendirilen yabancı uzmanlarca gerçekleştirildiği görülmektedir. Türkiye üzerinde siyasi ve askeri nüfuz alanı oluşturma niyetinin hep ön planda olduğu bu süreçte, değişim, dönüşüm ve politika transferi gibi kavramlar ile uzman raporları ve yardımlar gibi araçların da bir yönlendirme vasıtası olarak etkili bir şekilde kullanıldığı gözlenmektedir. Önce Osmanlı ordusunun düzenlenmesi maksadıyla 1700'lerde ortaya çıkan yabancı uzman olgusu, farklı biçimlerde 1980'lere kadar devam etmiştir. Bu süreçte, Türk askeri yönetiminin dönüştürülmesinde ve nüfuz alanı oluşturulmasında önemli roller üstlenen yabancı uzmanların askeri örgütlenmeyi ve işleyişi derinden etkiledikleri de ortaya çıkmaktadır. Even though, in some periods of the historical process, there are many changes made by the Turkish civil and military bureaucracy itself, it has been witnessed that the comprehensive changes have generally been realized by foreign experts. Furthermore, in this process, in which the intention for establishing a sphere of political and military influence on Turkey has always been at the forefront, it has been seen that some terms such as, change, transformation and policy transfer and some tools such as, expert reports and aids have been effectively used as a leading agent.The fact of foreign expert, which has firstly revealed in 1700's for the purpose of the reorganization of the Ottoman army, has continued in various forms until 1980. In this process, it appears that the foreign experts, who undertake important roles in the military transformation and in establishing a sphere of political and military influence, have affected profoundly the Turkish military organization and its mechanism. On the other hand, in this transformations process, there are some important problems related to the military equipment obtained from the outside by the guidance of foreign experts. Ekonomik büyüme için vazgeçilmez bir girdi ve politik kararları doğrudan etkileyen bir faktör olarak enerji, bir çok ülke için en stratejik gündem maddelerinden birini oluşturur. Yeterli enerji kaynaklarına sahip olmayan ülkeler, artan enerji talebi karşısında büyük enerji ithalatı faturalarını ödemek zorunda kalırlarken, enerji ithal ettikleri ülkelere de bağımlı hale gelirler. Türkiye de bu ülkelerden biridir. Sürekli artan enerji talebine parallel olarak Türkiyenin enerji ithalatı büyürken ekonomi ve enerji güvenliği için bir tehdit oluşturmaktadır. Bu tezin amacı, Türkiye'nin enerji ithalatı bağımlılığını inceleyerek yıllar içinde meydana gelen değişikliklere açıklama getirmektir. Bunu sağlamak içinindeks ayrıştırma yöntemi kullanılmıştır. İndeks ayrıştırma analiz yöntemienerji, ekonomi, çevre konularında başarı ile kullanılan bir yöntemdir. Bu yöntemin enerji ithalatının analizinde kullanılması bu tez ile bir ilktir. Burada geliştirilen formülasyonda toplam enerji ithalatındaki artış, büyüyen toplam enerji talebi, arzın kompozisyonu, ve değişik kaynakların ithalatla karşılanma oranları(ithalat yoğunluğu) ile bağlantılandırılmıştır.Sonuçlar, enerji talebindeki artişın, diğer iki faktöre, yani arzın kompozisyonu ile kaynakların ithalat yoğunluğuna nazaran enerji ithalatının artışındaki en baskın faktör olduğunu göstermiştir. Diğer iki faktöründe enerji ithalatının artışında açıklayıcı rolleri vardır. Bu faktörlerden ortaya çıkan etkiler yıllar bazında ve artırıcı veya eksiltici etkiler olarak farklılıklar göstermektedir.Verier ve analiz sonuçları ışığında Türkiye'nin enerji politikaları yapılırken, ekonomik büyümeyi etkilemeyecek şekilde enerji talebini düşürecek çözümlere yönelinmesi gereğiortadadır. Bunu sağlamanın bir yolu enerji verimliliği ve tasarruf uygulamalarıdır. Diğer bir yol ise, Türkiye'nin görece büyük yenilenebilir enerji kaynak potansiyeli dikkate alındığında, bu kaynakların geliştirilmesinin ve kullanılmasının desteklenmesi ve yaygınlaştırılmasıdır. In the face of rapidly increasing energy demands,many countries that do not have sufficient indigenous resources inevitably increase their energy imports while paying high importbills and becoming dependent on the energy sourcing countries. Turkey is not an exception. In parallel to its growing energy demands, Turkey's energy imports are growing and threatening its economy and energy security.The aim of this thesis is to examine Turkey's energy import dependence and bring explanation to the changes that took place over the years. In this respect Turkey's total energy imports has been examined by index decomposition analysis. Index decomposition analysis methodology has been successfully used for energy, economy and environmental analysis. However its use for the analysis of increased energy imports as in this thesis is new. In the present formulation, the increase in total energy imports has been related to the growing total energy demand, the composition of the energy supply and the intensity of imports for alternative resources. The effect of energy demand growth on the total energy supply, hence the imports, is seen to be the most dominant effect compared to the other two factors' effects namely the composition of supply and import intensity of individual energy resources. However, the changes in the supply sources' composition and intensity of the imports also explaines the changes in energy imports.Their contributions in magnitude and sign changes from one period to the other while increasing or decreasing the imports.In view of the data and the results, It is fairly obvious that Turkey's energy policiesshould seek for solutions to reduce energy demands without affecting economic growth, hence decreasing the energy imports. This can be achieved by energy efficiency improvements and conservation. Considering the relatively great potential of renewable energy in Turkey, the other option is to increase the share of renewable energy in total energy supply by supporting its development and encouraging it use.To sum up, reducing energy demands together with diversification in the sourcing countries will produce positive effects on Turkey's energy dependence issue.Key words: Index Decomposition Analysis, Energy Import, Energy Dependence 79

The paper contributes to the ongoing debate on the natural resource curse, which postulates a negative link between natural resource abundance and economic growth. It shows empirically that resource-rich countries appear to have a less developed financial system and investigates a potential mechanism behind this connection by applying insights from the finance and trade literature. It tests whether the resource sectors’ lower demand for short-term external credit negatively affects financial development. This is done with cross-sectional and panel analysis, using an instrument for credit demand based on exogenous geographic determinants. The results, however, suggest that poor economic diversity rather than firms’ credit demand drives the detrimental effect of resources on finance.

Enerji; ekonominin en önemli girdisi ve ülkelerin politikalarını etkileyen öncelikli bir unsur olması dolayısıyla dünyanın ekonomik, sosyal ve siyasi düzenini belirlemedeki en önemli faktörlerin başında gelmektedir. Enerji, tüm sektörlerin vazgeçilmez girdisi olduğu için gelişen teknoloji, artan nüfus ve yükselen hayat standartlarının da etkisiyle enerji talebi her geçen gün artış göstermekte ve yurt içi kaynakları hızla artan bu talebi karşılamakta yetersiz kalmaktadır. Günümüzde, enerji talebinin karşılanmasında hala fosil yakıtlar hakimdir. Ancak fosil yakıtların rezervleri sınırlı olmakla birlikte coğrafi açıdan eşit dağılmadıkları için ülkeler arasında enerji kaynağına sahip olma bakımından orantısız bir dağılım söz konusudur. Bu durum ülkelerin enerji ithalatını zorunlu kılmaktadır. Enerji ithalatı her koşulda gerçekleştirilmesi gereken bir zorunluluk olduğu için ülkelerin ekonomilerini olumsuz yönde etkilemektedir. Bu sebeple ülkeler enerji bağımlılıklarının oranını düşürmek amacıyla yeni enerji kaynaklarına yönelmişlerdir. Bu aşamada çevreci ve süreklilik arz eden yenilenebilir enerji kaynakları ön plana çıkmaktadır. Bu çalışmada enerji bağımlılığını, dolayısıyla fosil yakıtların kullanımını azaltmak amacıyla, yenilenebilir enerji kaynaklarına yönelen OECD ülkelerindeki gelişmeler incelenerek; seçilmiş OECD ülkeleri için yenilenebilir enerjinin, enerji bağımlılığını ne yönde etkilediği ampirik olarak test edilmiştir. Elde edilen sonuçlar; yenilenebilir enerjinin enerji bağımlılığı üzerinde herhangi bir etkiye sebep olmazken, fosil enerji kaynaklarının kullanımının ise enerji bağımlılığı üzerinde etkiye sahip olduğunu ortaya koymaktadır. Bu bulgular; OECD ülkelerinde yenilenebilir enerji kaynakları kullanımının arttırılmasına yönelik olarak uygulanan politikaların enerji bağımlılığını azaltmada yetersiz kaldığını, fosil enerji kaynaklarının ise halen mevcut durumda hakimiyetini koruduğunu göstermektedir.Anahtar Kelimeler: Enerji bağımlılığı, yenilenebilir enerji Energy is one of the leading factors that determine economic, social and political order in the world since it is the most fundamental input in the economy the primary element that affects a country's policies. Because energy is an irrevocable input, the demand for it increases in parallel with technological development, increasing population and higher standards of living. And consequently, domestic resources often become insufficient to meet high demand. Nowadays, fossil fuels are still the dominant resource that is used to meet energy demand. However, reserves of fossil fuels are limited and they are not distributed equally throughout the world. This unequal distrubition causes countries to have different supply levels of fossil fuels and obliges them to import energy. Since importing energy is a necessity and it negatively affects economies, countries seek new energy resources in order to reduce their dependence on other countries' resources. In this context, the use of environmentalist and sustainable renewable energy resources rise to prominence. This study aims to analyze the experience of OECD countries that have tried to develop renewable energy resources with the intent of reducing their energy dependence and their use of fossil fuels. The study also aims to investigate empirically the effect of renewable energy resources on energy dependence for the selected OECD countries. The findings indicate that renewable energy resources have no impact on energy dependence of the selected OECD countries during the period under study. However, fossil fuels, as an energy resource do affect energy dependence in these countries. The results show that policies that aim at increasing the use of renewable resources in OECD countries have not been effective in reducing energy imports and thus energy dependence, and that the use of fossil fuels are still dominant.Keywords: Energy dependence, renewable energy 158

Bu çalışma, Türkiye'nin enerji politikalarını incelemek amacıyla yapılmıştır. Konuyla ilgili literatür ve arşiv taramasının yanı sıra, ilgili aktörlerle derinlikli mülakatlar gerçekleştirilmiştir. Sahip olduğu kaynaklar, enerji ihtiyacını karşılayamadığı için Türkiye, enerjide dışa bağımlı bir ülkedir. Üretici ve tüketici ülkelerin arasında bir konuma sahip olduğundan, enerji koridoru ve enerji üssü olmak istemektedir. Bunun yanı sıra, enerji kaynaklarında çeşitlendirmeye giderek dışa bağımlılığı azaltmayı hedeflemektedir. Türkiye'nin alternatif ve yenilenebilir enerji kaynaklarına yönelik yatırımları olumlu olmakla birlikte, dışa bağımlılığı azaltabilmek için atması gereken başka adımlar da bulunmaktadır. Alternatif ve yenilenebilir enerji için yapılan yatırımlara ilişkin ar-ge çalışmalarını sürdürmek zorunda olan Türkiye, enerji ithalatı yaptığı ülkeleri çeşitlendirse dahi, söz konusu yatırımlarda yerli kaynakların payını yüksek tutmaması halinde, dışa bağımlılıktan kurtulamayacaktır. This study aims to analyze the energy politics of Turkey. In addition to an extensive literature review and archival research, in-depth interview with relevant actors, has formed the basis of this thesis project. Considering that Turkey's energy consumption exceeds its domestic supplies, the country remains dependent on foreign sources of energy. The country's geographical location between major producers and consumers of energy translates into an aspiration to serve as an energy corridor and hub in the region. Turkey tries to diversify its energy sources to reduce its dependence on foreign sources. The investments of Turkey for alternative and renewable energy sources are positive developments. However, it has to take new steps to be able to reduce its dependence on foreign sources. Turkey has to sustain its investments on research & development in renewable and alternative energy sources. Also, it has keep up the ration of national investments for those energy sources. Otherwise, it cannot end its dependence on foreign sources even if it diversifies the countries that the energy sources are exported to. 114

Enerji kullanımı ile iktisadi büyüme arasındaki ilişkinin iktisadi analizin önemli bir konusu haline gelmesinin en önemli nedenlerinden biri sanayileşme ve kentleşme ile birlikte tüm ekonomik aktivitelerde enerji kullanımının artması ve bunun sonucu olaraktan enerjinin ekonomik büyüme, sanayileşme ve kentleşme için kilit bir girdi haline gelmesidir. Ekonomik büyüme ve artan enerji tüketimi ile birlikte enerji kaynaklarına duyulan ihtiyacı arttırmış ve ülkelerin enerji kaynağı rezervlerinin miktarı, enerji kaynaklarının ekonomik olarak kullanılabilir olması, dünyadaki enerji yollarına yakınlık vb. etkenlerden dolayı enerjinin ekonomideki önemi artmıştır. Bu çalışmada, Türkiye ekonomisinde reel GSYH ve enerji kaynakları değişkenleri arasındaki uzun dönemli ilişki ve nedensel ilişkiler 1960-2012 dönemi için araştırılmıştır. Modellemede yer alan değişkenler, kişi başı işgücü başına reel GSYH (y), kişi başı enerji tüketimi (eu), kişi başı elektrik tüketimi (elc) ve dışa açıklık oranı (ft)'dır. Ek olarak Türkiye ekonomisinde yaşanan yapısal değişimlerin çıktı üzerindeki etkisi için modelde 2 adet kukla değişken kullanılmıştır. Lee ve Strazicich çift kırılmalı birim kök testi durağanlık analizi için, Gecikmesi Dağıtılmış Otoregresif Model (ARDL) sınır testi eşbütünleşme analizi için ve hata düzeltme terimiyle genişletilmiş Granger nedensellik testi ise nedensellik analizi için kullanılmıştır.Elde edilen sonuçlara göre, enerji değişkeni olarak eu alındığı modelde eş bütünleşme ilişkisi yokken, modelde değişken olarak elc alınmasıyla eşbütünleşme ilişkisinin varlığı tespit edilmiştir. Granger nedensellik testleri, elc ve ft değişkenlerinden, y değişkenine doğru uzun dönemli bir nedensellik olduğunu göstermektedir. Enerji tüketiminden ekonomik büyümeye doğru tek yönlü bir nedensellik ilişkisi vardır. Sonuç olarak çalışmada, enerjinin ekonomik büyümede sınırlayıcı bir faktör olduğunun ve dolayısıyla enerji sağlamadaki şokların ekonomik büyüme üzerinde olumsuz bir etki yaratacağı kanısına vardık.ANAHTAR KELİMELEREnerji Kullanımı, Ekonomik Büyüme, Dışa Bağımlılık Oranı, ARDL, Nedensellik Testi One of the most important reasons of the relationship between energy use and economic growth to become an important issue of economic analysis is increase in the energy use in all economic activity together with industrialization and urbanization, and as a result of that becoming the energy a key input into the economic growth, industrialization and urbanization. Economic growth and rising energy consumption increased the need for energy supplies and importance of energy in the economy has increased due to factors; the amount of the reserves of energy resources of the countries, the availability of affordable energy sources, its proximity to the world's energy pathways and so on. In this study, the long-run relationship and causal relationships between real GDP and energy sources variables have been investigated for 1960-2012 period. Variables in models were chosen as real GDP per capita (y), energy consumption per capita (eu), electricity consumption per capita (elc) and the openness ratio of economy (ft). In addition, 2 dummy variables were used in the model for the effect of structural change in the economy of Turkey on the output. `Lee-Strazicich unit root tests with two structural breaks, Autoregressive Distributed Lag (ARDL) model bound test and error-correction based Granger causality models are employed for the stationarity analysis, cointegration analysis and causality analysis, respectively.According to results, there is no a co-integration relationship in the case of eu taken as an energy variable in the model, however presence of cointegration was identified in the model as the elc chosen as variable. Granger causality tests indicate that there is a long-run causal relationship from the electricity consumption per capita elc and ft to y. From energy consumption to economic growth, there is a unidirectional causality. In conclusion, we concluded in this study that energy is a limiting factor for economic growth and hence shocks in providing energy will have a negative impact on economic growth.KEY WORDSEnergy Consumption, Economic Growth, Openness Ratio, ARDL, Causality Test 104

Bu çalışmanın amacı;enerjide dışa bağımlı ülkelerde enerji ve makroekonomik değişkenleri arasında uzun ve kısa dönemli ilişkileri araştırmaktır.Enerjide dışa bağımlı 27 adet ülkenin 1976-2011 dönemi makroekonomik verilerinden yararlanarak bir panel veri seti oluşturulmuştur.Nedensellik testi sonuçlarına göre, ekonomik büyüme oranı, cari işlemler dengesi,kişi başı ithal edilen enerji tüketim artış hızı ve kişi başı enerji tüketimi artış hızı üzerinde nedensel bir etkiye sahip olduğu sonucuna varılmıştır.Cari işlemler dengesi ve enflasyon oranları, kişi başı enerji tüketiminden etkilenmektedir.Enerjide dışa bağımlı ülkelerde cari işlemler dengesi, ekonomik büyümeyi,enerji tüketimini,enflasyonu ve dışa bağımlılık oranları üzerinde nedensel etkilere sahiptir. According to causality test results economic growth has a causal effect on current account balance, imported percapita energy consumption growth rate and percapita energy consumption growth rate. Current account balance and inflation has been affected by the increase in percapita energy consumption. Current account balance in countries dependent on foreign energy has causal effects on their economic growth, energy consumption, inflation and foreign dependency rate. Overview 1 - Do Natural Resource Sectors Rely Less on External Finance than Manufacturing Sectors? 2 - Natural Resources, Demand for External Finance and Financial Development 3 - Natural Resources, Export Concentration and Financial Development, In the last several decades, economists have observed that on average resource-rich countries tend to grow at slower rates than countries with few natural resources. This finding gives rise to the idea that resources, in particular oil, natural gas and mining products, might be a curse rather than a blessing. Researchers have presented a number of explanations for the phenomenon of the “resource curse.” One that has been popular in the literature is the “Dutch disease.” It states that a resource boom may increase the real exchange rate of a country, thereby rendering the manufacturing sector less competitive. Other theories link resource abundance to a higher probability of armed conflicts. A further mechanism discussed is the “institutional channel”: resource exploitation is believed to foster rent- seeking and corruption, which are harmful to economic growth. Recent research has highlighted some of the problems resulting from economic concentration and volatility. Furthermore, it is sometimes argued that the resource curse operates through the financial channel. Empirical work shows that resource abundance, in particular resource dominance, is associated with less developed financial systems. A negative impact of resources on financial development is likely to also affect the overall economy since the financial system is considered a major determinant of growth. The literature has proposed several possible explanations for the negative impact of resource abundance on the financial sector. Some studies show that a dominant role of the government in investment and a weak private sector lead to a less developed financial system. Other studies find that resource abundance weakens a country's willingness and ability to implement financial sector reforms. In this thesis, I propose and empirically investigate two further explanations for the negative link between resources and finance. The first is based on the assumption that firms' dependence on and thus demand for external financing determines the size of the financial sector. If natural resource firms relied less on external finance – as has been suggested widely in the literature – there would be less credit demand in the economy and, therefore, a smaller and less developed financial system. This approach is addressed in the first and the second essay. The third essay argues that export concentration, which is typical of resource-rich countries, causes a reduction in the size of the financial system due to volatility and the associated high real interest rates. The thesis thus contributes to the literature on the resource curse as well as to that on the determinants of financial development., Rohstoffreiche Länder wiesen in den letzten Jahrzehnten häufig ein geringeres durchschnittliches Wirtschaftswachstum auf als Staaten, die kaum über eigene natürliche Ressourcen verfügen. Diese Beobachtung gibt Anlass zu vermuten, dass sich Rohstoffe, insbesondere Öl und Gas, nicht nur als Segen, sondern auch als Fluch für ein Land erweisen können. Für dieses Phänomen des „Ressourcenfluchs“ gibt es eine Reihe verschiedener Erklärungen. Ein Ansatz beschreibt die so genannte „Holländische Krankheit“: Ein Rohstoffboom führt zu einem steigenden realen Wechselkurs und damit zu einer Schwächung der Wettbewerbsfähigkeit der verarbeitenden Industrie. Andere Theorien vermuten eine höhere Wahrscheinlichkeit bewaffneter Konflikte. Ein weiterer Erklärungsansatz ist der so genannte institutionelle Wirkungsmechanismus. Rohstoffausbeutung steigert möglicherweise Korruption und das Bestreben der politischen Führung, Einfluss auf die Verteilung von Rohstoffgewinnen zu nehmen. Jüngere Forschungen verweisen zunehmend auf Probleme, die mit der hohen ökonomischen Konzentration und der damit einhergehenden Volatilität verbunden sind. Darüber hinaus kann argumentiert werden, dass es einen finanzwirtschaftlichen Wirkungsmechanismus des Ressourcenfluchs gibt. Empirische Ergebnisse zeigen, dass Rohstoffreichtum, vor allem Rohstoffdominanz, in einer Volkswirtschaft häufig mit einem schwach entwickelten Finanzsystem einhergeht. Ein gutes Finanzsystem ist jedoch ein bestimmender Faktor für Wirtschaftswachstum. Der negative Einfluss von Rohstoffen auf die Entwicklung des Finanzsystems belastet daher mittelbar auch die Gesamtwirtschaft. Einige Studien identifizieren eine vorherrschende Rolle des Staates bei Investitionen und einen schwachen privaten Sektor als Grundproblem des verhältnismäßig schwachen Finanzsystems. Andere Theorien gehen davon aus, dass großer Rohstoffreichtum die Fähigkeit und den Willen eines Landes zu tiefgreifenden Finanzreformen mindert. Die vorliegende Dissertation schlägt zwei weitere Erklärungsansätze vor und untersucht diese empirisch. Der erste Ansatz gründet auf der Annahme, dass das Finanzsystem von der Nachfrage der Unternehmen nach externer Finanzierung beeinflusst wird. Wenn man – wie in der Literatur üblich – annimmt, dass Rohstofffirmen in geringem Maße externe Finanzierung benötigen, wäre in einer rohstoffdominierten Volkswirtschaft eine geringe Kreditnachfrage und folglich ein kleineres und weniger gut entwickeltes Finanzsystem zu beobachten. Diese Theorie wird im ersten und zweiten Aufsatz der Arbeit behandelt. Der dritte Aufsatz schließlich zieht die geringe Exportdiversifizierung vieler rohstoffreicher Länder als Erklärung heran. Exportkonzentration könnte in Verbindung mit wirtschaftlicher Volatilität und den dadurch bedingten hohen Realzinsen eine Schwächung des Finanzsystems bewirken. Die Dissertation leistet damit einen Beitrag zur Fachliteratur über den Ressourcenfluch sowie zur Literatur über die Einflussfaktoren des Finanzsystems.

Son yıllarda Türkiye ekonomisinin karşı karşıya geldiği en önemli sorun dış ticaret açığıdır. Özellikle ekonomik büyüme hızı artıkça dış ticaret açığı da artmaktadır. Bu durumun en önemli nedeni ithalat bağımlılığıdır. Diğer bir ifade ile Türkiye?nin üretim ve ihracatı yüksek oranda ithalata bağımlıdır. Herşeyi ile yurtiçinde üretilebilen bir sektör olan tekstil ve hazır giyim sektöründe bile ithalat bağımlılığı giderek artmaktadır. Bu bağlamda, bu çalışma Türkiye?de tekstil ve hazır giyim sektöründe ithalatın bağımlılığının nedenleri üzerine odaklanmıştır. Sonuç olarak, Türkiye?de tekstil ve hazır giyim sektöründe ithalat bağımlılığının nedenleri şöyle sıralanabilir; Döviz kurunun düşüklüğü, SGK primlerinin yüksekliği, Yurt içi hammadde ve yarı mamul girdi üretiminin yetersizliği, Vergi oranlarının yüksekliği ve Asya ülkelerinin etkisi.Sonuçta, Türkiye tekstil ve hazır giyim sektörü giderek ithalata bağımlı hale gelmektedir. Bu nedenle ithalat bağımlılığının nedenleri ortadan kaldırılmalıdır. Özellikle, yurt içi hammadde ve yarı mamul girdi üretiminin desteklenmelidir ve döviz kuru makul seviyelerde tutulmalıdır.Anahtar Kelimeler :Dış ticaret, İthalat bağımlılığı, Uluslararasılaşma In recent years the most important problem that Turkish economy have come face to face with foreign trade deficit. Especially when the economic growth rate increases, the foreign trade deficit is also increasing. The most important reason of this situation is the dependency of imports. In other words Turkey's exports and productions have a high dependency ratio on imports. With all the textile and clothing sector is a sector which can be produced domestically, even increasing dependency on imports. In this connection, this study focused on the causes of dependency to imports in the textile and clothing sector in Turkey. The finding that industrial sectors differ in their dependence on external finance for sector-specific technological reasons and, thus, rely to a different degree on financial development has become a major concept in studies conducted on both growth and trade. Although natural resources might play an important role in each of these fields, research on industries' financial dependence has been limited so far to manufacturing. By focusing on the natural resource sectors, the present paper aims to close this gap in its analysis. It rejects the common view that the natural resource industry in particular is less dependent on the financial system, and finds that the results of the analysis depend on the specific measure being applied. Measures relating investment and cash flow indicate high external dependence, while measures accounting for more short-term liquidity needs demonstrate rather low external dependence of natural resource firms. These results do not change considerably over time or across countries.

Mevcut enerji talebinin önemli bir kısmını karşılayan fosil yakıtlar (petrol, kömür, doğalgaz) ise sonsuz ihtiyaçları karşılayabilme konusundasınırlı enerji kaynaklarıdır. Fosil yakıtların mevcudiyeti noktasında sıkıntı yaşayan ülkeler bu kaynağa ulaşılabilirlik konusunda yüksek maliyetlere katlanmak zorunda kalmaktadır. Bu durumda ülkelerin ekonomik büyümeleri açısından fosil yakıtlarınyerini alacak yenilenebilir enerji kaynaklarının gerekli olduğu ortaya çıkmaktadır. Türkiye artan enerji talebini karşılayabilecek yeterli miktarda fosil yakıt kaynaklarına sahip olmadığından dolayı yüksek maliyetlere katlanarak enerjide dışa bağımlı hale gelmiştir. Türkiye geniş bir kaynak potansiyeline sahip olduğu yenilenebilir enerji kaynaklarının kullanımına yönelik AR-GE çalışmaları ve sürdürülebilir enerji politikaları ile enerjide dışa bağımlılığını azaltabilir. Bu çalışmanın amacı, fosil yakıtlar yerine kullanılabilecek çevre dostu, sınırsız ömre sahip ve düşük maliyetli yenilenebilir enerji kaynaklarının Türkiye açısından önemini ortaya koymaktır. Birinci bölümde enerji kaynaklarının tanımlarına, özelliklerine, avantaj ve dezavantajlarına yer verilmiştir. İkinci bölümde yenilenebilir enerji kaynaklarının Dünya ve Türkiye açısından potansiyeli, kurulu gücü ve yatırım maliyetleri incelenmiştir. Son bölümde ise fosil yakıtlar ile yenilenebilir enerji kaynaklarının üretimi, tüketimi, ithalattaki payları ve yatırım maliyetleri karşılaştırılarak analiz edilmiştir.

Enerji sanayileşmenin, ekonomik gelişmenin en önemli temel girdisi olarak kabul edilmektedir. Bu nedenden dolayı gelişmekte olan ülkelerde enerji gereksinimleri de sürekli bir şekilde artış göstermektedir. Enerji, her zaman plan ve programlara stratejik bir girdi olarak dahil edilir ve enerji arz-talep dengesi dikkate alınır. Dahası, enerji güvenilir, etkin ve maliyet bakımından kabul edilebilir bir düzeyde olması gerekmektedir. Türkiye'nin enerji politikası; ülke enerji gereksiniminde hedeflenen ekonomik büyümeyi sağlayacak sosyal kalkınma hamlelerini destekleyecek ve yönlendirecek şekilde zamanında, yeterli, güvenilir, ekonomik koşullarda ve çevresel etki de göz önüne bulundurularak karşılanmasını sağlayacak biçimde dahil edilmesi gereklidir.Ekonomideki büyümeyi etkileyen en önemli kalemlerden birisi olan enerji aynı zamanda ödemeler dengesini de etkilemektedir. Bu çalışmanın amacı, ülkemizde enerji ile ödemeler dengesi arasındaki ilişkiyi ve ilişkideki nedenselliğin yönünü araştırmaktır. Energy is accepted as the most important input of industrialization and economic development. Due to this reason, energy requirements have increased continuingly in the developing countries. Energy is always included in plans and programs as a strategic input and energy supply-demand balance is considered. In addition, energy should be in a level of reliable, efficient and agreeable in terms of cost. Turkey?s energy policy should be included in due time, sufficient and reliable economic conditions by taking environmental effect into account in a way that supports, directs and meets social development thrusts providing the economic growth targeted in energy requirements of the country. Energy as being one of the most important components that affects growth in economy also affects the balance of payments. The aim of this study is searching the relationship between energy and balance of payments in our country and the causality in this relationship. 164

This paper synthesizes previous studies analyzing the effects of capital account liberalization on industry growth while controlling for financial crises, domestic financial development and the strength of institutions. We find reasonably strong evidence that financial openness has positive effects on the growth of financially-dependent industries, although these growth-enhancing effects evaporate during financial crises. Further analysis indicates that the positive effects of capital account liberalization are limited to countries with relatively well-developed financial systems, good accounting standards, strong creditor rights and rule of law. It suggests that countries must reach a certain threshold in terms of institutional and economic development before they can expect to benefit from capital account liberalization.

Türkiye'de 24 Ocak 1980 yılında ?İhracata Dayalı Sanayileşme Stratejisi?ne geçilmesi ile birlikte dışa açık piyasa ekonomisi benimsenmiş ve bu durum yıllar itibariyle toplam dış ticaret hacminde genel olarak artışların yaşanmasına neden olmuştur.1999 yılında meydana gelen deprem felaketi ve Şubat 2001 finansal krizi ise, dış ticaretin gelişimini olumsuz yönde etkileyen faktörler olarak karşımıza çıkmaktadır. Sektörel ve bölgesel bağımlılık olgularının önem arzettiği dış ticaret de, bu bağımlılık oranlarının minimum seviyeye indirilmesi, ülke ve Konya ili dış ticaretinin belirli sektörlerde ya da ülke gruplarında yaşanabilecek olası bir krizi en az zararla atlatabilmesini sağlama konusunda yardımcı olacaktır.Buna göre, özellikle sektörel anlamda, dışa bağımlı olduğumuz sektörlerde hammadde temininin iç kaynaklardan sağlanması yönünde çalışmaların yapılması ve politikaların bu yönde şekillenmesinin gerekliliği bir kez daha ortaya çıkmaktadır. Ülke dış ticaretinde genel olarak artan ihracat değerleri ile birlikte özellikle 2000'li yıllarda yüksek oranlı ithalat artışlarının yaşanması, bu dönemde dış ticaret açığında sürekli artışlara neden olmuştur.Konya ilinde ise, 2001 yılı dışında, 30 milyon dolar değerinin altına düşmeyen dış açık değerinin, 2005 yılında 4.79 milyon dolar ile en küçük seviyesine ulaşması, olumlu bir gelişme olarak dikkat çekmektedir.Ayrıca, ihracat da ?ürün? üretenler sınıfından ?değer? üretenler sınıfına geçilebilmesi, ihracatçı firmaların desteklenmesi, ucuz girdi temini ve sektörel rekabet gücünün artırılması sonucu ihracat değerlerinde yaşanması muhtemel yüksek oranlı artışların, cari işlemler açığı içinde önemli payı olan dış ticaret açığını kabul edilebilir seviyelere getirebileceği gerçeğini göz ardı etmememiz gerekmektedir, Through the accession of Turkey to ?Industrial Strategy on Exporting Policy? in 24 January 1980, embraced the policy of open foreign market economy and this policy has caused generally increases in total foreign trade capacity. The earthquake calamity happened in 1999 and financial crises in February 2001 come into agenda effecting the development of foreign trade as negative factors. Foreign trade which plays an important role in sectoral and regional dependence facts, decreasing dependence facts into a minimum limit will help to overcome on a potential crisis with minimum loss in the foreign trade of the country and the city of Konya in certain sectors or in groups of the country. According to this, especially in sectoral meaning, in sectors which we are dependent on foreign, working towards obtaining the supplying row materials from internal sources and necessity of forming policies through this way once again comes into reality. Generally in the foreign trade of the country, with export values especially 2000s occurring high rate import increases, in this period it has caused always increase in foreign trade gap. In the city of Konya, apart from the year of 2001, foreign trade rate which never went back under 30 million dollars, reaching in 2005 at the most low level as 4.79 million dollars which appears that there is a positive development. In addition to that, to be able to pass from a class that is a producer of ?product? to a class that is a producer of ?value? in exportation, sponsoring export firms, supplying cheap input and with the result of increasing sectoral competition strength, we should not put aside the likely happen high rate increase in export rates, the reality that might bring into an acceptable level the foreign trade gap which has a considerable portion in current transaction gap.

Bolivia is one of the largest developing countries in South America that has been received the aid from the international cooperation since the seventies. Many programmes and projects were implemented across the territories of the country in the aim to reduce the poverty. However, the experiences claim that despite of some important results obtained, the international cooperation is one of the main actors responsible for the external dependence on the territories and their commitment to build up a sustainable model of rural development that can overcome the problem of poverty fails. At the same time, it is demonstrated that the most successful experiences of local producers’ organizations are heavily depended on the external aid showing the economical fragility on local organizations to face the market competence without the external aid. This research, based on Samaritan’s dilemma behaviour in the powerful organization, tries to answer how the rural producer organization performance is influenced by international cooperation? This investigation focuses on the analysis of the patterns of interactions of both organizations. The case study considers a dairy farming association in the country that was funded for almost 15 years and their economical sustainability remains vulnerable despite the efforts bring to make the organization competitive. The main results remark that the unequal distribution of power in both organizations is one of the factors that cause the strong influence of the international cooperation on rural producers’ organizations, and consequently the international cooperation is co-responsible in the external dependence on the local organization, as well as, to be responsible of the influence on the cultural factors in the community.

Tourism, by its characteristics, is an economic activity particularly tied to externaleconomies. Although attract foreign and, when well planned, generates jobsand income, this dependent relationship entails caution. This danger increaseseven more when the regions stations of tourists to the region are few, as in thecase of Santa Catarina. This article shows that Santa Catarina tourism is highlydependent on its neighbor, Argentina, which could hurt its economy. It is knownthat tourism in the region is seasonal, with higher input tourists in January andFebruary period called the high season, where the input from Argentina touristsrepresents the majority of foreign tourists in the state. Although it is inherent externaldependency when it comes to tourism, which is intended to show, throughliterature review, it is that in the specific case of Santa Catarina is this dependencecan cause harmful effects. The conclusion is that Santa Catarina need todiversify the regions stations of tourists, aiming to reduce such dependence andstrengthen economic development., O turismo, pelas suas características, é uma atividade econômica particularmenteatrelada à s economias externas. Embora atraia divisas e, quando bem planejado,gera emprego e renda, esta relação de dependência enseja cautela. Esteperigo aumenta ainda mais quando as regiões emissoras de turistas para a regiãosão poucas, como é o caso de Santa Catarina. Este artigo mostra que o turismocatarinense é altamente dependente de seu país vizinho, a Argentina, fato quepode prejudicar sua economia. Sabe-se que o turismo na região é sazonal, commaior entrada de turistas nos meses de janeiro e fevereiro, período chamadode alta temporada, em que a entrada de turistas proveniente da Argentina representaa maioria dos turistas estrangeiros no estado. Ainda que seja inerentea dependência externa em se tratando de turismo, o que se pretende mostrar,através de revisão bibliográfica, é que no caso específico de Santa Catarina estadependência é pode causar efeitos danosos. Conclui-se que Santa Catarina necessitadiversificar as regiões emissoras de turistas, com objetivo de diminuir taldependência e fortalecer seu desenvolvimento econômico.

The Organization of Space in Mauritius. The organization of space in Mauritius, a small island of 1 865 km² (1 164 square miles), is somewhat dichotomic. The central urban region, organized around Port-Louis, the harbour capital, benefits from externalities, upon which comparative advantages of regions are founded nowadays : it concentrates more than half of the population and more than 80 % of industries and services. The outlying rural region is essentially agricultural indeed — sugar cane and, secondarily, tea on the " high lands " — but its coastline has quite often been developed into sea resorts. Such a structure of space is polygenic. It is composed of elements among which some have been inherited from the past and others are the result of a policy of independence. From colonial past there remains the quasi-monoculture of sugar cane and a pluri-ethnical society originated from Europeans (French Mauritians), Afro-Malagasy, and Asians among whom the Indian population, partitioned into communities, prevails. lndependence has had the social effect of a swift demographic increase in a fair way to being jugulated, and the economical effect of a development of new activites, international tourism and export industries in the free zone. Such an orientation integrates the island into Europe rather than its own geographical environment. Though the gross national product grows faster than population, the increase of consumption is larger than the increase of that product, and external dependence grows in proportion., L'organisation de l'espace mauricien, insulaire et exigu (1 865 km²), est quelque peu dichotomique. La région urbaine centrale qui prend appui sur Port-Louis, la capitale portuaire, bénéficie des externalités qui fondent de nos jours les avantages comparatifs des régions : elle concentre plus de la moitié de la population et plus de 80 % des industries et des services. La région rurale périphérique est sans doute éminemment agricole (canne à sucre et secondairement thé sur les « hautes terres ») mais son littoral a été bien souvent aménagé pour le tourisme balnéaire. Cette structure spatiale est polygénique. Elle se compose d'éléments dont les uns sont hérités du passé et les autres sont le fruit de la politique d'indépendance. Du passé colonial subsiste la quasi-monoculture de la canne à sucre et une société pluri-ethnique composée d'apports européens (Franco-Mauriciens), afro-malgaches et asiatiques où domine la population indienne et cloisonnée en communautés. L'indépendance a eu pour effet social un accroissement démographique rapide en passe d'être jugulé et pour effet économique le développement d'activités nouvelles, tourisme international et industries d'exportation de la zone franche. Une telle orientation intègre davantage l'île à l'Europe qu'à son propre environnement géographique.
