This book constitutes the proceedings of the 8th International Joint Conference on Rules and Reasoning, RuleML+RR 2024, held in Bucharest, Romania, during September 16-18, 2024. The 12 full papers and 4 short papers included in this book were carefully reviewed and selected from 35 submissions. The RuleML+RR symposia were devoted to disseminating research, applications, languages, and standards for rule technologies, with attention to both theoretical and practical developments, to challenging new ideas and to industrial applications.

Natural Language Processing is the branch of Artificial Intelligence involving language, be it in spoken or written modality. Teaching Natural Language Processing (NLP) is difficult because of its inherent connections with other disciplines, such as Linguistics, Cognitive Science, Knowledge Representation, Machine Learning, Data Science, and its latest avatar: Deep Learning. This book covers a comprehensive approach to the development and application of a suite of novel algorithms for practical approximate knowledge-based inference. It includes an introduction to the fundamental concepts of fuzzy sets, fuzzy logic, and fuzzy inference. Collectively, this book provides a systematic tutorial and self-contained reference to recent advances in the field of fuzzy rule-based inference. Approximate reasoning systems facilitate inference by utilizing fuzzy if-then production rules for decision-making under circumstances where knowledge is imprecisely characterized. Compositional rule of inference (CRI) and fuzzy rule interpolation (FRI) are two typical techniques used to implement such systems. The question of when to apply these potentially powerful reasoning techniques via automated computation procedures is often addressed by checking whether certain rules can match given observations. Both techniques have been widely investigated to enhance the performance of approximate reasoning. Increasingly more attention has been paid to the development of systems where rule antecedent attributes are associated with measures of their relative significance or weights. However, they are mostly implemented in isolation within their respective areas, making it difficult to achieve accurate reasoning when both techniques are required simultaneously. This book first addresses the issue of assigning equal significance to all antecedent attributes in the rules when deriving the consequents. It presents a suite of weighted algorithms for both CRI and FRI fuzzy inference mechanisms. This includes an innovative reverse engineering process that can derive attribute weightings from given rules, increasing the automation level of the resulting systems. An integrated fuzzy reasoning approach is then developed from these two sets of weighted improvements, showcasing more effective and efficient techniques for approximate reasoning. Additionally, the book provides an overarching application to interpretable medical risk analysis, thanks to the semantics-rich fuzzy rules with attribute values represented in linguistic terms. Moreover, it illustrates successful solutions to benchmark problems in the relevant literature, demonstrating the practicality of the systematic approach to weighted approximate reasoning.

Human creative activity is in the realm of soft technology, with no physical entity to operate. Focusing on the ability of knowledge as judgment power, this definition results: “Knowledge technology is soft technology that underpins the human creative activities of converting data and information into knowledge, creating new ideas based on that knowledge and validating those ideas.” That definition includes a wide range of soft technologies developed in informatics, management studies, and systems science. The knowledge system creates ideas from data and knowledge through knowledge technologies. Based on the proposition that knowledge emerges by the interaction between explicit and tacit knowledge, another definition is possible: “The knowledge system is a system that promotes interaction between codified and personalized knowledge and creates ideas for solving a specific problem.” Codified knowledge includes data and information, while personalized knowledge is empirical knowledge or wisdom that is difficult to put into words. Building a knowledge system requires mathematical or intelligent knowledge technology and participatory knowledge technology to create or manage codified knowledge and personalized knowledge. For example, a company builds cross-sectional knowledge systems by gathering human resources from various departments, according to the purpose, as in new product development or sales promotion. Chapter 1 defines knowledge technology and the knowledge system and organizes the challenges in their development, while Chapters 2 through 9 introduce mathematical or intelligent knowledge technologies by researchers at the forefront of knowledge technology development.

The book gives a comprehensive discussion of Database Semantics (DBS) as an agent-based data-driven theory of how natural language communication essentially works. In language communication, agents switch between speak mode, driven by cognition-internal content (input) resulting in cognition-external raw data (e.g. sound waves or pixels, which have no meaning or grammatical properties but can be measured by natural science), and hear mode, driven by the raw data produced by the speaker resulting in cognition-internal content.The motivation is to compare two approaches for an ontology of communication: agent-based data-driven vs. sign-based substitution-driven. Agent-based means: design of a cognitive agent with (i) an interface component for converting raw data into cognitive content (recognition) and converting cognitive content into raw data (action), (ii) an on-board, content-addressable memory (database) for the storage and content retrieval, (iii) separate treatments of the speak and the hear mode. Data-driven means: (a) mapping a cognitive content as input to the speak-mode into a language-dependent surface as output, (b) mapping a surface as input to the hear-mode into a cognitive content as output. Oppositely, sign-based means: no distinction between speak and hear mode, whereas substitution-driven means: using a single start symbol as input for generating infinitely many outputs, based on substitutions by rewrite rules.Collecting recent research of the author, this beautiful, novel and original exposition begins with an introduction to DBS, makes a linguistic detour on subject/predicate gapping and slot-filler repetition, and moves on to discuss computational pragmatics, inference and cognition, grammatical disambiguation and other related topics. This open access book provides an in-depth description of the EU project European Language Grid (ELG). Its motivation lies in the fact that Europe is a multilingual society with 24 official European Union Member State languages and dozens of additional languages including regional and minority languages. The only meaningful way to enable multilingualism and to benefit from this rich linguistic heritage is through Language Technologies (LT) including Natural Language Processing (NLP), Natural Language Understanding (NLU), Speech Technologies and language-centric Artificial Intelligence (AI) applications. The European Language Grid provides a single umbrella platform for the European LT community, including research and industry, effectively functioning as a virtual home, marketplace, showroom, and deployment centre for all services, tools, resources, products and organisations active in the field. Today the ELG cloud platform already offers access to more than 13,000 language processing tools and language resources. It enables all stakeholders to deposit, upload and deploy their technologies and datasets. The platform also supports the long-term objective of establishing digital language equality in Europe by 2030 – to create a situation in which all European languages enjoy equal technological support. This is the very first book dedicated to Language Technology and NLP platforms. Cloud technology has only recently matured enough to make the development of a platform like ELG feasible on a larger scale. The book comprehensively describes the results of the ELG project. Following an introduction, the content is divided into four main parts: (I) ELG Cloud Platform; (II) ELG Inventory of Technologies and Resources; (III) ELG Community and Initiative; and (IV) ELG Open Calls and Pilot Projects.

This book constitutes the refereed proceedings of the 7th International Joint Conference on Rules and Reasoning, RuleML+RR 2023, held in Oslo, Norway, during September 18–20, 2023. Since the invention of computers and other similar machines, scientists and researchers have been trying very hard to enhance their capabilities to perform various tasks. As a result, the capabilities of computers are growing exponentially day by day in terms of diverse working domains, versatile jobs, processing speed, and reduced size. Now, we are in the race to make these machines as intelligent as human beings. Artificial intelligence (AI) came up as a way of making a computer or computer software think in a similar manner to the way that humans think. The purpose of the Reasoning Web Summer School is to disseminate recent advances on reasoning techniques and related issues that are of particular interest to Semantic Web and Linked Data applications. This book provides a coherent and complete overview of various Question Answering (QA) systems. It covers three main categories based on the source of the data that can be unstructured text (TextQA), structured knowledge graphs (KBQA), and the combination of both. Developing a QA system usually requires using a combination of various important techniques, including natural language processing, information retrieval and extraction, knowledge graph processing, and machine learning. After a general introduction and an overview of the book in Chapter 1, the history of QA systems and the architecture of different QA approaches are explained in Chapter 2. It starts with early close domain QA systems and reviews different generations of QA up to state-of-the-art hybrid models. Next, Chapter 3 is devoted to explaining the datasets and the metrics used for evaluating TextQA and KBQA. Chapter 4 introduces the neural and deep learning models used in QA systems. This chapter includes the required knowledge of deep learning and neural text representation models for comprehending the QA models over text and QA models over knowledge base explained in Chapters 5 and 6, respectively. In some of the KBQA models the textual data is also used as another source besides the knowledge base; these hybrid models are studied in Chapter 7. In Chapter 8, a detailed explanation of some well-known real applications of the QA systems is provided. Eventually, open issues and future work on QA are discussed in Chapter 9. This book focuses on one of the major challenges of the newly created scientific domain known as data science: turning data into actionable knowledge in order to exploit increasing data volumes and deal with their inherent complexity. Actionable knowledge has been qualitatively and intensively studied in management, business, and the social sciences but in computer science and engineering, its connection has only recently been established to data mining and its evolution, ‘Knowledge Discovery and Data Mining'(KDD). Data mining seeks to extract interesting patterns from data, but, until now, the patterns discovered from data have not always been ‘actionable'for decision-makers in Socio-Technical Organizations (STO). With the evolution of the Internet and connectivity, STOs have evolved into Cyber-Physical and Social Systems (CPSS) that are known to describe our world today. In such complex and dynamic environments, the conventional KDD process is insufficient, and additional processes are required to transform complex data into actionable knowledge. This monograph introduces a novel multiset-based conceptual, mathematical and knowledge engineering paradigm, called multigrammatical framework (MGF), used for planning and scheduling in resource-consuming, resource-producing (industrial) and resource-distributing (economical) sociotechnological systems (STS). This framework is meant to enable smart operation not only in a “business-as-usual” mode, but also in extraordinary, highly volatile or hazardous environments. It is the result of convergence and deep integration into a unified, flexible and effectively implemented formalism operating on multisets of several well-known paradigms from classical operations research and modern knowledge engineering, such as: mathematical programming, game theory, optimal scheduling, logic programming and constraint programming. The mathematical background needed for MGF, its algorithmics, applications, implementation issues, as well as its nexus with known models from operations research and theoretical computer science areas are considered. The resilience and recovery issues of an STS are studied by applying the MGF toolkit and on paying special attention to the multigrammatical assessment of resilience of energy infrastructures. MGF-represented resource-based games are introduced, and directions for further development are discussed.
