This information, collected with the support of the European Statistical System, provides important insights into the labour market situation of the different Member States of the European Union. For employers, wages represent an important part of the production costs and determine to some extent their cost competitiveness. For most employees, wages make the main part of their income thereby contributing to their economic welfare. The importance of ensuring fair and transparent wages was highlighted in the European pillar of social rights (Commission, 2017) that was fully endorsed by the new Commission (van der Leyen, 2019). It is therefore important to monitor the levels and developments of wages and total labour costs at a macroeconomic level, as done by Eurostat through a complete set of annual and quarterly releases. It is equally useful to analyse how the individual job profiles and characteristics of the employer determine wage patterns in the different EU countries. This provides information on how labour markets reward the different characteristics of the job tenant and how the different types of businesses compete in terms of wages offered to their employees. By crossing job characteristics with sex, such analyses also shed light on possible gaps between the financial returns on education, part-time work etc. offered to men versus women. The study presented in this document uses the detailed information collected through the latest Structure of Earnings Survey (SES 2014) that records the gross wages received and the individual characteristics of about 240 000 enterprises and 11 million employees throughout the EU. This statistical working paper should help users to better understand the determinants of wages in the different EU countries thus contributing to the public debate and policy actions in the labour market domain.

The 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), adopted by the UN General Assembly in September 2015, have given a new impetus to global efforts for achieving sustainable development. The EU is fully committed to playing an active role to maximize progress towards the Sustainable Development Goals. This publication is the fourth of Eurostat’s regular reports monitoring progress towards the SDGs in an EU context. The analysis in this publication builds on the EU SDG indicator set, developed in cooperation with a large number of stakeholders. The indicator set comprises around 100 indicators and is structured along the 17 SDGs. For each SDG, it focuses on aspects that are relevant from an EU perspective. The monitoring report provides a statistical presentation of trends relating to the SDGs in the EU over the past five years (‘short-term’) and, when sufficient data are available, over the past 15 years (‘long-term’). The indicator trends are described on the basis of a set of specific quantitative rules.

Eurostat publishes official, harmonised statistics on the European Union and the euro area which offer an objective portrayal of social and economic trends. This short guide shows information for the European Union (EU-27), the euro area (EA-19), the 27 individual EU Member States, the United Kingdom (which left the EU on the 31st January 2020) as well as the EFTA countries.

It replaces the previous Eurostat publication on NUTS 2016 issued in 2018, and includes all the changes which have taken place since then. In addition, this document presents the “statistical regions”. This is a concept very similar to the one of NUTS, and covers the regions from EFTA and candidate countries, allowing us to show data of these countries together with the one of the EU and the UK. This document presents the current NUTS nomenclature with 104 regions at NUTS level 1, 283 at NUTS level 2 and 1 345 at NUTS level 3. The NUTS is the official division of the EU and the UK for regional statistics, visualised on maps. For EFTA and candidate countries, the similar concept of ‘statistical regions’ is used. These are as well part of this document.

El ISSN y el ISBN corresponden a la versión electrónica del documento This paper analyses child deprivation in 31 European countries, using the scale officially adopted in March 2018 to measure child-specific deprivation at EU level. It combines single level and multilevel models to get a full picture of child deprivation drivers in EU countries. With regard to within-country differences, our results confirm the combined impact of variables related to the “longer-term command over resources” and variables indicating “household needs”. However, our results also show that the relationship of these variables with child deprivation differs between countries. In the richest countries, the explanatory power of the variables related to household needs is the largest, whereas in the most deprived countries, the explanatory power of resource variables is generally greater. With regard to between-country differences, the specification of the model needs careful consideration. We argue that multilevel models should include household income at the micro level, if the aim is to fully gauge the impact of households’ “longer-term command over resources” at the micro level. The multilevel model then assesses how much country-level features that are not reflected in household income and other individual characteristics at the micro level contribute to explaining differences across countries in deprivation. We find that public spending on in-kind social benefits is significant in this respect. Public spending on cash transfers plays only a limited role, when household incomes at the micro level are included; they play a significant role when household income is excluded. This does not diminish the importance of cash transfers in fighting child deprivation, but it qualifies the conclusions of papers which have analysed the relationship of social transfers on deprivation, using multilevel models but without controlling for individual household income. Finally, we find a significant relationship of GDP per capita, even when individual household incomes are included. This is not self-evident: it shows that GDP per capita is a proxy for important contextual variables which are not reflected in individual incomes and other individual characteristics.

This handbook contains definitions, explanations, recommendations and examples of good practice under the current 2010 European system of national and regional accounts (ESA 2010). All recommendations aim to ensure that the output of national accounts compilation is numerically consistent across the related accounts and their datasets.

The GFS presentation shows, in an integrated way: government revenue, government expenditure, government deficit, transactions in assets and in liabilities, other economic flows, and balance sheets. It gives a clear picture of the links between these data. The publication is intended primarily for national governments, Central Banks, economic analysts and academics with an interest in government finance, although it could also be of interest to the wider public. The value-added in comparison with other publications is to give an overview of government finances from several angles with consistent information. The publication covers data since 1995. This publication presents an overview of GFS data for each Member State, the European Union, the euro area as well as United Kingdom, Iceland, Norway and Switzerland in an integrated manner. The data include: government revenue, expenditure, deficit, transactions in assets and liabilities, other economic flows, and balance sheets. The presentation is similar to that of business accounting where the profit and loss accounts and the balance sheet are presented together, in a linked manner. One of the major advantages of this presentation is that it is possible to see the links between datasets in a "complete picture". For example, if government expenditure exceeds revenue the financial accounts will show how the deficit is being financed through borrowing or running down financial assets. The integrated presentation assures a focus on economic substance over legal form, improves data harmonisation and comparability across countries, and ensures full transparency in the respect to the different statistical concepts and practices.

El ISSN corresponde a la versión electrónica del documento Gross domestic product (GDP) is the most widely used indicator from the system of national accounts. Although often interpreted as an indicator for (economic) well-being, it first and foremost monitors economic activity, and falls short of reflecting broader measures which try to capture well-being of people and sustainability. In 2009, the Stiglitz-Sen-Fitoussi Commission, in its Report on the Measurement of Economic Performance and Social Progress, put forward a number of recommendations to address this apparent disconnect. The report has been an important driver of the statistical agenda of the Organisation for Economic Cooperation and Development (OECD). This paper provides an overview of the main initiatives at the OECD in the context of national accounts. First it discusses work within the current system of national accounts, by giving more prominence to households. Going beyond the current system of national accounts, the paper addresses issues related to the impact of unpaid household activities on traditional measures of economic activity and to sustainability, tackled by implementing the System of Environmental Economic Accounts (SEEA). The paper ultimately proposes a broader accounting framework that goes well beyond the traditional macroeconomic framework of national accounts and that tries to establish a link with well-known initiatives to monitor wellbeing at large via for example the OECD Better Life Index.

The new ESSPROS Manual and user guidelines is the updated guide for compiling and using ESSPROS data. It includes amendments and clarifications on the following topics: capital transfers, standard retirement age, re-routed social contributions.

The Eurostat regional yearbook 2019 gives a detailed picture relating to a broad range of statistical topics across the regions of the EU Member States, as well as the regions of the EFTA and candidate countries. Each chapter presents statistical information in maps, tables, figures and infographics, accompanied by a descriptive analysis highlighting the main findings. Regional indicators are presented for the following 12 subjects: EU policies for regions and cities, population, health, education and training, the labour market, the economy, structural business statistics, research and innovation, the digital economy and society, tourism, transport, and agriculture. In addition, two special chapters are included in this edition: a focus on European cities and a focus on regional socioeconomic developments after the global financial and economic crisis.

This publication supports the Europe 2020 strategy by monitoring progress towards the targets and goals defined under the three mutually reinforcing priorities of smart, sustainable and inclusive growth. The analysis in this publication is based on the Europe 2020 headline indicators chosen to monitor progress towards the strategy’s targets. Breakdowns of the headline indicators focusing on specific subgroups of society are also used to deepen the analysis and present a broader picture. The data mainly come from official European Statistical System sources and are disseminated by Eurostat. The updated 2019 edition covers the time period up to the most recent year for which data are available (2017 or 2018).

It also helps endusers understand and interpret the wide range of official statistics that are available at a subnational level for different areas and regions of the EU. The publication marks an important milestone as it reflects legislative developments — through an initiative called Tercet — which integrated the most relevant territorial typologies into a consolidated and amended NUTS Regulation at the start of 2018.

This makes them a rich source for analysis, providing key inputs for policy, administration and research. At the EU level, national results are of greater value if they can be compared between Member States, so the EU has been taking continuous steps to harmonise outputs. The 2021 round also comes at a time of fundamental transition: administrative data sources have become the backbone of the next census in most Member States. This brings efficiency gains, leading to more powerful census systems and addressing fast-evolving user expectations, where the regional detail is increasingly important. A dedicated law to publish key census topics on an EU-wide 1 km² grid is a major innovation here. It will allow for much more flexible analysis, even at cross-border level, tailored to research or policy needs. This publication explains the EU legislation for the 2021 census round, with a focus on the new grid data.

In addition, one chapter is devoted to cultural heritage. Data cover the European Union (EU) and its Member States, and (subject to data availability) the European Free Trade Area (EFTA) and enlargement countries.

The publication is jointly produced by Eurostat and the Statistics Division of the African Union Commission (AUSTAT) on the basis of data from both organisations. With data up to and including the year 2017, this “portrait” includes various domains such as demography, health, education, national accounts, trade, and more. Tables in the eight chapters help the user to gain a detailed view on different aspects, such as mobile communication subscriptions, number of teachers, life expectancy, GDP, tourism, etc. An overview chapter is also included, presenting statistical comparisons with the rest of the world.

El ISSN y el ISBN corresponden a la versión electrónica del documento The coherence of household survey data with national accounts has been studied extensively in recent years, following the “Beyond GDP” initiatives. This paper compares income aggregates in EU-SILC and national accounts, adjusts for the main conceptual differences, and discusses factors that could influence the observed discrepancies. Following a proposal by Atkinson, Guio and Marlier (2017), sensitivity of key social indicators to the micro/macro-discrepancies is then examined by adjusting the micro data totals to match the reconciled macro aggregates. Three adjustment methods are tested (simple proportional scaling, calibration to margins, Pareto imputation), and their impact on the measures of income inequality and at risk of poverty compared. In line with other studies, the micro/macro gaps are found to vary significantly across countries, and are more substantial in property and self-employment income compared to wages and salaries and transfers received. The observed gaps are likely to be mostly due to measurement errors and conceptual differences. Adjusting the micro data with the gaps results in significant increases in inequality and median income levels, but more subdued changes in at risk of poverty rates. The results are sensitive to the adjustment methods as well as proper assessment of the micro/macro gaps. Caution is warranted if distributional indicators are computed from macro-adjusted micro data.

El ISSN y el ISBN corresponden a la versión electrónica del documento With the growing prominence of forced displacement internationally, there is increasing interest at national and international levels in statistics on refugees, asylum seekers, Internally Displaced Persons (IDPs) and refugee related populations. The publication 'International Recommendations on Refugee Statistics (IRRS)', adopted by the United Nations Statistical Commission in March 2018, provides a set of specific recommendations that countries and international organizations can use to improve the collection, collation, disaggregation, reporting, and overall quality of statistics on forcibly displaced populations. The recommendations are intended to help improve national statistics on the stocks and flows of refugee and refugee related populations in their countries, and to help make such statistics comparable internationally. This report presents recommendations on refugees, asylum seekers and related populations only. A separate publication, the 'Technical Report on Statistics of Internally Displaced Persons: Current practice and recommendations for improvement' addresses the way forward for the development of comparable international standards for statistics on Internally Displaced Persons.

It presents the EU’s main indicators for energy, transport and environment that support the design and monitoring of EU policies. The publication provides data for the European Union and its Member States, while some indicators include also data for the EFTA countries, and candidate countries and potential candidates to the EU.

These statistics cover areas such as cultural employment, enterprises in cultural sectors, international trade in cultural goods and services, cultural participation, households’ cultural expenditure, etc. They are publicly available in Eurostat’s database (Eurobase) and analysed in several Statistics explained articles and Eurostat ‘culture statistics’ pocketbooks (the third edition of which was published in 2016). The methodology used in compiling the statistics is based on the ESSnet-Culture final report, which was published in 2012. Since then, slight adjustments have been made to the statistical scope of ‘culture’ and more EU harmonised surveys have been searched for culture-related data. The aim of this guide is to summarise the methodology used for culture statistics, as applied in 2018. The definitions and methods presented here refer primarily to the general methodology used for the various EU surveys, but some (e.g. lists of ‘cultural codes’ in different classifications, a matrix used for cultural employment and cultural aggregates compiled in several data collections) are specific to culture statistics.

El ISSN y el ISBN corresponden a la versión electrónica del documento Eurostat will start to publish euro area and European Union employment flash estimates based on early estimates provided by national statistical institutes on a voluntary basis. This paper describes the reasons for advancing the employment estimates and elaborates the estimation method applied. It also discusses the assessment results of the test estimates carried out after 30 and 45 days by a Eurostat Task Force in 2017 and 2018 based on agreed criteria. The conclusion of this work is that the release of employment flash estimates for the euro area and the European Union after 45 days can start mid-November 2018. Testing to advance the estimates further to 30 days will continue.

El ISSN y el ISBN corresponden a la versión electrónica del documento This paper provides an overview on the differences and similarities in the characteristics of intra-EU foreign-born populations according to the EU Census and EU Labour Force Survey for the same reference year, 2011. The objective of the analysis is to establish whether it is possible to update the more structural information in the EU Census with the more timely data available in the EU Labour Force Survey. The conclusion is that the current situation is not favourable to combining the two data sources as although data comparability is rather good at an aggregated level, this is much less the case when different breakdowns are analysed. Therefore, it is recommended that best practices on capturing, in a sample, the foreign-born population are shared among Member States so that the foreign-born population can be analysed by its multiple facets.

El ISSN y el ISBN corresponden a la versión electrónica del documento Eurostat’s Land Use/Cover Area frame Survey (LUCAS) provides harmonised statistics on land use and land cover across the European Union. Land use shows the socio-economic use of a given land: agriculture, commerce, industry, residence, etc. while Land cover refers to the bio-physical coverage of the land: crops, forest, buildings, roads, etc. LUCAS is characterised by the unique, in-situ information that it provides. Since the end of the pilot phase (2006), Eurostat has carried out this survey every 3 years (2009, 2012, 2015) with the next LUCAS survey, covering all the 28 European Union (EU) countries, taking place in 2018. Each round has been an opportunity to adapt, adjust and constantly improve the LUCAS methodology in order to obtain the most accurate and harmonised data possible. In this context, the LUCAS 2018 survey focused on (i) a different specification and use of the noneligibility concept, (ii) a review of the rules for assigning photo-interpreted and field points in the sample, (iii) a finer stratification. This paper shows the characteristics of the new sampling design for 2018, and the innovative methodology which is applied to it. After a first chapter on the features of the LUCAS survey, chapter 2 details the data preparation (statistical models for land cover variation prediction, probability to change and reachability, use of satellite information) implied by the new methodology. The latter is presented in the next chapter, outlining the 2018 sample design and sampling procedure, while chapter 4 discusses the main differences between the sample designs of the last round in 2015 and the next one for 2018. Finally, in chapter 5, the conclusions are presented.

Digitisation and the associated reduction of branches are taken into account. The previous measurement approach (branches per square kilometre or per inhabitant) will be critically examined and an extended measurement approach will be presented. This approach addresses demographic, topographical, settlement structural and infrastructural (Internet) aspects. It is been used by Conrad et al. (2018) for public savings banks and cooperative banks in Germany at a small-scale level. A comparison of the supply level within Germany was carried out. But a comparison with the results for different countries could not be made. This paper therefore discusses how the new approach can be applied to other European countries. It will be shown that the transmission is only partially successful because important data is missing. The data set problems are discussed in this paper and finally the results of the measurement and comparison of the supply situation of five European countries - based on the available data - are presented. Using the extended measurement approach, on the other hand, a more differentiated picture emerges.

The main objective of this report is to describe the implementation of the survey and to assess the quality of the dataset. The report presents some main results and recommendations on how to improve the module for future repetitions.

It discusses the opportunities and risks that the use of new sources can create: new or faster data with better geographical granularity; synergies with other areas of statistics sharing the same sources; cost efficiency; user trust; partnerships with organisations holding the data; access to personal data; continuity of access and output; quality control and independence; selectivity bias; alignment with existing concepts and definitions; the need for new skills, and so on. The global dimension of big data and the transnational nature of companies or networks holding the data call for a discussion in an international context, even though legal and ethical issues often have a strongly local component.

In addition it presents some contextual data on students in cultural fields of study, learning languages and international tertiary students’ mobility. Some information about the EU and international initiatives concerning cultural heritage, like the World Heritage List of UNESCO or the European Heritage Label, is comprised as well.

Este informe, publicado en colaboración con Eurostat, presenta 61 indicadores, así como un análisis comparativo de la Educación y Atención a la Primera Infancia (EAPI) en 32 países europeos (37 sistemas educativos). El estudio pone de relieve los desafíos a los que se enfrentan los países europeos a la hora de proporcionar servicios de EAPI de calidad a los 32 millones de niños en edad de utilizar los servicios de EAPI en Europa. En él se abordan una serie de cuestiones en el ámbito de la EAPI de gran relevancia para los responsables políticos, tales como el acceso, el gobierno, la garantía de calidad, la asequibilidad, las cualificaciones y la formación del personal, el liderazgo, la participación de las familias y las medidas de apoyo a niños desfavorecidos. La información sobre políticas en materia de EAPI y medidas a nivel central ha sido facilitada por las Unidades Nacionales de Eurydice, mientras que Eurostat se ha encargado de la elaboración y producción de los indicadores estadísticos. El año de referencia de la información sobre políticas es el 2012/13.

It provides a brief but nevertheless comprehensive insight into the farm structure in Malta. 11 020 agricultural holdings were recorded in Malta in the 2007 Farm structure survey (55 less than in 2005). Only 38% of these holdings had an economic size of at least one European Size Unit (ESU), compared to about 74% in 2005. This big difference is due to a change in agricultural prices, which has reduced the total Standard Gross Margins (SGM) over recent years., N/A

It is a joint effort of the Member States' statisticians who contributed with their expertise in assessing the systems, the Candidate Countries who were willing to share the information on their daily work and Eurostat staff who monitored the process. It documents the progress made by the Candidate Countries over the last twelve years of intensive co-operation with Eurostat. It is evident that they made a good use of the assistance provided and capable of producing good quality and comparable statistics.
