The fundamental processes of innovation of the global economic system and the dynamic development of industry 4.0 put forward among the strategic priorities of economic development of Ukraine the development of domestic innovative entrepreneurship as one of the main tools for the inclusion of Ukrainian companies in the global value chains. Systemic development of innovative entrepreneurship implies both maximum mobilization of the national scientific and technical resource and its deep integration into European innovation networks. Study of the system of factors related to the development of innovative entrepreneurship on the GDP of Ukraine, and justification of the key directions of its development based on the implementation of tools and mechanisms provided by the Association Agreement between Ukraine and the European Union. An integrated methodological approach based on the use of general scientific and special methods of scientific research, primarily economic and mathematical modelling and extrapolation, as well as statistical and graphical methods in the processing and synthesis of statistical data and their reflection. The conducted econometric analysis showed that the most significant impact on GDP is exerted by such factors of development of innovative entrepreneurship as total expenditures in the areas of innovation, research and development, purchase of machines and equipment and software, introduction of innovative products, investment in fixed capital. Full-scale implementation of the tools for the development of innovative entrepreneurship, laid down in the Association Agreement between Ukraine and the European Union, will ensure the dynamic spread in the Ukrainian economy of new forms of research and development (R & d), large-scale implementation of their results in economic practice, as well as the intensification of international technological transfer of domestic economic entities. Topic of the study - the most effective government support priorities of socio-economic development through public finance tools and ways to enhance equitable cooperation between state and business in the implementation of high-tech and innovative projects in the sectors of the national economy. The aim of the study is to offer the most effective and appropriate directions, tools to support technological growth in Ukraine through the instruments of public finance by enhancing cooperation between business and the state. Develop guidelines and instruments of financial support, regulatory and institutional influence of the state in order to better involve market instruments to enhance investment in projects of high technology and for innovation diffusion in all sectors of the national economy. Methods of systems analysis, synthesis, analogies was used in this study. The financial policy of the country should provide a set of positive factors to improve market activities, technological growth, innovation activity, commodity diversification in international markets. The financial system of the state as part of sustainable state development, in addition to the functions of distribution, redistribution, control and regulation, also performs a stimulating function to facilitate structural change by supporting development priorities within the framework of technology policy through policy instruments of financial and credit, tax (provision of various benefits and preferences) education etc. Conclusions. Ukraine need to review the EU system of benefits and incentives by redistribution of GDP. It should clearly identify development priorities and encourage them, as is customary in mixed-developed market economies, which provides significant state participation in all economic processes. State stimulation is effective, also is the result of projected earlier (in structure of supported priorities) structure of domestic production and exports. So, if a country strongly stimulates the raw industry, the result will be the raw oriented social production. If the resources is limited and the government will ignore technological development priorities, the result will be patriarchal, low competitive national economy at this stage of development. Funds from GDP redistribution the state could use for technological development priorities and effective mechanisms to support them. In particular, stimulate innovation, form a government order for large volumes of software products for the purpose of new competitive technologies implementation in all spheres of public life, including the economy, which will increase its competitiveness, efficiency of public administration, labor productivity in all sectors of the economy, provide the transition of the economy to the scientific and technical model and innovation development, increase the share of high technology products, promote quality and affordability of education, science, culture and health care through the introduction of ICT; empower people to access national and international information electronic (e-) resources; create jobs, improve working conditions and life; deepen the implementation of the regulatory and legal framework of the information society. This first impulse may pull the attention of a different scale domestic investors (individual, collective and institutional) to implement similar projects in Ukraine. Macroeconomic consequences of these settings in the future will result in citizens financial awareness increase of capital market instruments and will allow to intensify it to attract to the national economy a significant investment resources as an alternative to the private sector and the banking sector, which will save the citizen savings from depreciation, reduce demand for foreign currency as a storage tool.

This paper investigates the European Technology Platforms (ETPs) in wind power and in CO2 capture and storage supported by the European Commission (EC). It examines the role of these Platforms in shaping the trajectory of European energy technology policy, and shows that the EC's support for the ETPs marks a change from a solely evidence-based policy approach to the use of bottom-up policies designed to mobilize human capital based on social actors' expectations, uncertainties and visions. These two ETPs include hitherto missing 'key players' who can enhance commercial legitimacy on both the input and output sides of the system. This constitutes an important, though narrow, type of legitimacy in regard to specific technology developments, and questions remain about the performance of the ETPs in relation to small and medium-sized enterprises and social representation. Discourses matter. They help to shape institutions and policies. A new discourse has emerged in recent EU innovation policy centred on the idea of a knowledge-based bio-economy (KBBE). It is officially defined as 'the sustainable, eco-efficient transformation of renewable biological resources into health, food, energy and other industrial products.' The KBBE agenda links current problem diagnoses, research priorities, technological innovation, and societal benefits. In analysing the KBBE discourse, this paper draws on the sociology of technological expectations, which emphasises the performative, mobilising and self-fulfilling roles of such future-oriented visions. For example, the KBBE agenda shapes European research and innovation priorities in the bio-pharmaceutical sector. It frames socially relevant bio-knowledge in terms of pre-competitive research which can eventually facilitate new commercial products and patentable knowledge. Moreover, the agenda defines new institutional and policy frameworks necessary to realise societal benefits from these products and knowledge. [ABSTRACT FROM AUTHOR]

As an EU policy agenda, the ?knowledge-based bio-economy? (KBBE) emphasizes bio-technoscience as the means to reconcile environmental and economic sustainability. This frames the sustainability problem as an inefficiency to be overcome through a techno-knowledge fix. Here ecological sustainability means a benign eco-efficient productivity using resources which are renewable, reproducible and therefore sustainable. The KBBE narrative has been elaborated by European Technology Platforms in the agri-food-forestry-biofuels sectors, whose proposals shape research priorities. These inform policy agendas for the neoliberalization of both nature and knowledge, especially through intellectual property. In these ways, the KBBE can be understood as a new political-economic strategy for sustainable capital. This strategy invests great expectations for unlocking the productive potential of natural resources through a techno-knowledge fix. Although eco-efficiency is sometimes equated with biological productivity, commercial success will be dependent upon new combinations of ?living? and ?dead? labour. [ABSTRACT FROM AUTHOR]
