The study aims to scientifically substantiate the application of the scenario approach in predicting the development of the agri-food sector in rural areas. The conceptual novelty of the study is that it develops a scenario forecasting algorithm for the development of the agri-food sector of rural areas in the digital economy. It also clarifies methodological approaches and recommendations for forecasting production volumes of certain agri-food products at the zonal level. The paper shows that digitalization is one of the critical factors that directly ensure an increase in agribusiness efficiency in the current conditions in agriculture. An assessment of the impact of digital transformation processes on the activities of agricultural producers is given, and the advantages of using modern digital technologies in the agricultural sector are highlighted. Furthermore, the results of scenario forecasting of production volumes of agri-food products by farms of all categories are presented in the example of the non-black soil zone of the Republic of Bashkortostan. The study’s preliminary results are as follows: the world experience in scientific research on the use of digital technologies in the activities of agricultural producers was generalized.

The article highlights the need of applying cluster approach and foresight technologies in the formation of rural areas sustainable development strategy. An algorithm, including main stages of the rural areas sustainable development strategy design based on the cluster approach and foresight technologies, is presented. Cluster scenario for the rural sustainable economic and social development in the Non-chernozem zone of the Republic of Bashkortostan has been designed, which comprehensively takes into account the results of clustering, strategic planning and foresight forecasting of rural areas development. This scenario allows us to determine the extreme and most probable target indicators values of rural areas development for the long and medium term in the cluster display.

The article reveals the necessity to use a foresight when designing strategic plans and programs for the socio-economic development of rural municipalities in the present conditions of spatial and harmonious development of rural territories. A phased algorithm for forecasting the social development in rural areas. The article presents the results of foreseeing the social development of rural territories of the Non-chernozem zone of the Republic of Bashkortostan. The proposed unified foresight research methodology that makes it possible to provide a realistic target setting and precise «targeting» of strategic planning for the social development in rural areas. Summing up that the foresight technologies should be used as a system tool for developing a strategy for sustainable development of rural territorial systems.

The purpose of the study is to justify the use of the universal scenario method of strategic planning and forecasting the development of the agroindustrial complex of the regional rural economy. The scientific novelty of the study lies in the application of a set of theoretical and methodological provisions for scenario planning and forecasting the development of agriculture in the regions, taking into account the assessment of their existing potential and constructing a territorial planning scheme for the priority of participation in the implementation of strategic directions of rural development in agricultural production. The paper presents a territorial model of the priority of participation of the municipal regions of the Republic of Bashkortostan in the implementation of strategic areas in the areas of development of production of grain crops, sugar beet, and oilseeds. The developed scenario method, reflecting the qualitatively heterogeneous directions of the development of enterprises, is formed taking into account the achievement of the strategic goal and potential opportunities of rural areas. This allows determining strategic decisions for the further development of rural areas and integrating them into a uniform industry development strategy. The developed approach is recommended to be used as a guideline in the development of long-term programs for the development of the crop production industry, as well as for adjusting the activities of ongoing programs.

The article actualizes the need of foresight technologies in the development of strategic plans of socio-economic development in rural municipalities at the level of the Russian Federation. It is pointed out that in modern conditions of development in rural territories it is necessary to work out strategic programs and anti-crisis measures that should focus on the use of foresight technologies. On the basis of using a systematic approach foresight projects and foresight programs used in the management and forecasting of rural development were analised which were worked out by specialists in economically developed countries. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural territories from the perspective of longterm improvement of their economic and social component. The foreign experience of foresight studies in rural development is generalized. Theoretical approaches are specified and the basic foresight technologies applied by foreign researchers in strategic planning of rural development are defined. Priorities and promising directions of international foresight programmers are pointed out. It is shown that the modern methodology of foresight studies is quite flexible and multifaceted, has a wide targeted application at different hierarchical levels of management in economically developed countries. The algorithm stages of foresight research of strategic planning development in rural territories and the mechanism of its implementation at the municipal level are presented. It is concluded that the foreign experience and scientific research on the use of foresight technologies in the practice of strategic planning and forecasting in rural development requires adaptation and adjustment in relation to Russian conditions. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural territories of the Republic of Bashkortostan.

The research goal is to offer specific practical recommendations to design a foresight strategy for sustainable rural development. The paper shows that foresight is one of the key innovative tools for devising and implementing sustainable rural development strategy. The work presents the foresight exercise results on the Bashkortostan Republic's per capita food requirement for up to 2030. The cluster and foresight technologies formed the basis of a cluster scenario for the sustainable development of rural territories in the region's non-black soil zone. Target indicators that reflect the long-term economic development of rural territories were worked out. The main results include planning and implementing the foresight methodology of rural development, the foresight of long-term economic development of rural territories.

The article substantiates the need for the use of foresight technologies in the Russian practice of planning and forecasting sustainable development of rural municipalities. It shows the foresight methodology, which is used as a system tool for the formation and implementation of the development strategy of rural territories. The algorithm of strategic planning of social and economic development of rural territory of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered. It is shown that the nature of the municipal foresight is determined, on the one hand, by the need of taking into account the interests of key entities of regional development and, on the other hand, due to the obligatory interconnection of strategic priorities for the development of rural territories in long term. According to the results of the foresight study, the main directions of the introduction of digital technologies in rural areas and in the rural region are identified. The necessity of using foresight technologies for the development of a roadmap and the strategy for the development of rural territories of the Republic of Bashkortostan.

Целью статьи является изучение роли и значения инноваций при формировании стратегии устойчивого развития сельских территорий Российской Федерации. Рассматриваются проблемы, препятствующие инновационному развитию сельской местности. Определяется значение социальных факторов в обеспечении экономической эффективности аграрного производства. Показано, что повышение экономической эффективности сельскохозяйственного производства агроорганизаций является ключевым фактором, выражающим позитивное развитие социальной сферы и инфраструктуры сельских территорий. Обосновывается взаимосвязь между экономическим и социальным эффектами при реализации стратегии устойчивого развития сельских территорий. Рассматривается динамика объемов производства инновационных товаров, услуг и затрат на технологические инновации на примере Республики Башкортостан. Показана роль активного государственного управления инновационными процессами при формировании стратегии устойчивого развития сельских территорий.
