We combine phone-survey data from 2,200 students collected in July–August of 2020 with student-level administrative data from 54 schools in four northwestern provinces of Cambodia to investigate the implications of the COVID-19 pandemic for grade 9 students. These students were particularly vulnerable to dropping out of school prematurely due to the crisis. We find that most students kept studying during the crisis, returned to school to participate in the lower-secondary graduation exam after schools reopened, and transitioned to high school thereafter. However, we also find that students' exposure to the economic downturn had substantial implications: The likelihood that the father experienced income losses due to the crisis is negatively associated with a student's propensity to study during school closure, participation and performance in the final exam, and with the likelihood to transition to high school. In contrast, the likelihood that the mother experienced income losses is positively associated with student studying during the crisis, with participation in the final exam, and with transition to high school—potentially because mothers used the time at home to encourage their children to study.

We analyze whether an interest exploration tool, combined with information about potential careers, paths to higher education and ?financing options can provide guidance to students in rural Cambodia, help them develop long-term career goals and thereby motivate them to continue with school. We target the intervention to adolescents in grade 9, who are about to decide whether to enroll in high school. The intervention was conducted just before schools were closedfor a period of six months due to COVID-19. We use survey data, as well as individual-level administrative data obtained from treatment and control schools to track educational decisions during and after school closure. Our fi?ndings suggest that the intervention if at all reduced educational investments. We fi?nd these effects are driven by low-performing students. Students that ranked in the lower half of their class prior to the intervention are less likely to study during school closure, perform worse in the ?final exam and are less likely to transition to high school. Studying potential underlying mechanisms, our analyses suggest that our intervention made low-performing students aware of alternative career paths and more realistic in their expectations.

We examine how shocks to migration affect schooling in origin communities. We focus on the migration between Mexico and the United States, and explore how the expansion of the Secure Communities program in the US -- a federal data sharing program that substantially increased the risk of detainment and deportation for illegal migrants -- affected attendance, enrollment,and grades in Mexico. Our results suggest that the Secure Communities program increased attendance and enrollment in municipalities that had stronger migration ties with counties in the US that adopted the program early-on, which is consistent with the interpretation that the Secure Communities program implicitly raised returns to education. We find no effect on grades (within the ?first year of Secure Communities exposure).

We analyze the link between agricultural productivity growth and fertility, using the oil palm boom in Indonesia as empirical setting. During the time period 1996 to 2016, we find consistently negative effects of the oil palm expansion on fertility. We explain this finding with rising farm profits, that led to consumption growth, the expansion of the non-agricultural sector, increasing returns to education and to higher school nrollment. Together these findings suggest that agricultural productivity growth can play an important role in accelerating the fertility transition, as long as the economic benefits are large enough to translate into local economic development.

Uninsured risk constrains households in their production decisions in many developing countries. Similarly to crop insurance, employment guarantees can support farmers in managing agricultural production risks. Evidence from representative panel data of Andhra Pradesh, India, suggests that the National Rural Employment Guarantee Scheme (NREGS) reduces households’ uncertainty about future income streams because it provides employment opportunities in rural areas independently of weather shocks and crop failure. Therewith the NREGS makes an ex-post labor supply response to agricultural shocks more efficient. Households with access to the NREGS are found to shift their production toward riskier but also more profitable crops. The observed shifts in agricultural production do considerably raise the profitability of agricultural production and hence the incomes of smallholder farmers. The findings are not driven by changes in the labor or cost intensity of those crops, which supports the idea that the causal mechanism underlying the observed changes is indeed an insurance effect.

Between 2019 and 2021, we collected detailed administrative data of grade 9 students from 54 lower-secondary schools in rural Cambodia. We also collected phone-survey data from these students in July and August 2020, to understand the implications of the nation-wide lockdown, that was implemented to curb the spread of COVID-19 in March 2020. The administrative data contain information on students’ grades, school characteristics and teacher characteristics from the school year 2019–2020, as well as information about the students’ enrollment in high school after the end of the school year (January 2021). This information is available for 3258 students. The phone-survey data contains information on students’ socio-economic background, parental education and occupation, as well as students’ study behavior, time use, educational aspirations and expectations, and perceptions of the COVID-19 crisis. This information is available for 2197 students.

Improving child nutrition and empowering women are two important and closely connected development goals. Fostering female employment is often seen as an avenue to serve both these goals, especially if it helps to empower the mothers of undernourished children. However, maternal employment can influence child nutrition through different mechanisms, and the net effect may not necessarily be positive. We develop a theoretical model to show that maternal employment can affect child nutrition through changes in income, intrahousehold bargaining power, and time available for childcare. The links are analyzed empirically using panel data from farm households in rural Tanzania. We find that the links between maternal employment and child height-for-age Z-scores (HAZ) are non-linear. Off-farm employment is negatively associated with child HAZ at low levels of labor supply. The association turns positive at higher levels of labor supply and negative again at very high levels. The associations between maternal on-farm work and child nutrition are weaker and not statistically significant. These findings can help to better design development interventions that foster synergies and avoid potential tradeoffs between female empowerment and child nutrition goals.

Public Works (PW) programs are popular development interventions due to their potential ‘double dividend’ of transferring income to the poor while at the same time creating public infrastructure. However, PW programs are costly and demanding from an administrative perspective and it is not clear whether they are the most cost-effective intervention to reduce poverty. Therefore, an assessment of PW programs needs to understand which benefits and costs these programs entail relative to other interventions, and whether or not the extra cost can be outweighed by generating benefits over and above those of alternative interventions, such as Cash Transfer programs. This paper seeks to identify these benefits, and develops a conceptual framework that highlights four mechanisms through which PW programs could strengthen the productive capacity of poor households beyond the effects of Cash Transfers: productive investments, labor market effects, skills development, and increases in trade and production. It then reviews available empirical evidence from PW programs in developing countries. The results suggest that PW programs can induce productive investments via income and insurance effects when the program is sufficiently reliable and long-term. PW programs can also have positive welfare effects by raising wages, but potential adverse effects on labor markets have to be taken into account. Implicit or explicit training components of PW programs do not seem to increase the employability or business earnings of participants. Finally, there is only scant empirical evidence on the productive effects of the public infrastructure generated by PW programs, and further research is crucial to understand and quantify those effects. This paper concludes that PW programs are only preferable over alternative interventions if they generate substantial investments among the target group, if there is clear evidence that private-sector wages are below equilibrium wages, or if the public infrastructure generated in PW programs has substantial growth effects.

This paper addresses the apparent paradox between widespread support of cattle farming by agricultural policy interventions and negative returns to cattle as stressed in recent works. Using a representative panel dataset for Andhra Pradesh, a state in the south of India, we examine average and marginal returns to cattle. One variant of our identification strategy builds on instrumental variable estimation, where the exposure to the National Rural Employment Guarantee Act (NREGA) is used as an instrument for investment in cattle. We find average returns in the order of -2% at the mean, but they vary across the cattle value distribution between negative 35% (in the lowest quintile) and positive 5% (in the highest). In contrast, marginal returns are positive over the entire distribution and, on average, as high as 13% annually. Both, average and marginal returns vary considerably not only across scale, but also across cattle breed and individual animal value. Our results suggest that cattle farming is associated with sizable non-convexities in the production technology and that substantial economies of scale as well a high upfront expenses of acquiring high productivity animals might trap poorer households in low-productivity asset levels.

We study the relationship between risk and schooling investment in a low income setting, with a particular focus on possible ex ante effects. We first present a model that shows that such effects can arise if the human capital production function exhibits dynamic complementarity and parental preferences for human capital are not too concave. We then estimate the key parameters of the model using multiple rounds of panel data from rural India that contain, in each round, three seasons of time allocation for each sampled child. These estimates suggest an elasticity of schooling investments with respect to risk of -0.09 in this context. We then use cross-round differences in village-level irrigation interacted with rainfall variability to estimate the relationship between income risk and school time. Using this variation, we find an estimated elasticity of study time with respect to risk between -0.05 and -0.04. Finally, we simulate the effects of an implicit social insurance program, modeled after the National Rural Employment Guarantee Scheme (NREGS). Our results suggest that the risk-reducing effect of the NREGS may offset adverse effects on child education that were evident during the NREGS phase-in due to rising wages.

Agricultural microinsurance has gained increasing attention over the last years. In light of climate change, changing weather trends and more repeatedly occurring natural disasters, a wave of innovative approaches to insuring agricultural production risks, particularly index-based insurance products, have been proposed and implemented. However, the results of many of these projects were disappointing, raising the question whether microinsurance could provide viable coverage for agricultural production risks at all. This paper reviews existing theoretical and empirical research on the feasibility of agricultural microinsurance and discusses different approaches to cover agricultural productions risks. It finds that, contrary to common beliefs, many agricultural production risks, including drought, hail, floods and livestock diseases, could be effectively covered by microinsurance, although not all by index-based approaches. It makes the case for a flexible combination of different approaches to microinsurance, such as community-based and group insurance, with technological advancements such as remote-sensing techniques and index insurance.

The aim of the current study was to investigate a putative relationship between (i) growth characteristics (proliferation and tumorigenicity) of nine glioblastoma multiforme (GBM) cell lines under different growth-stimulating conditions in vitro and (ii) their basal expression of a panel of growth factor receptors/autocrine cytokines.Basal expressions of the epidermal growth factor receptor (EGFR), platelet-derived growth factor receptor-beta (PDGFR-beta), platelet-derived growth factor-AA (PDGF-AA) and PDGF-BB, tumor growth factor-alpha (TGF-alpha) and TGF-beta as well as tumor necrosis factor-alpha (TNF-alpha) were determined by immunocytochemistry at standard cell culture conditions (10% fetal calf serum [FCS]). Proliferation and tumorigenicity at 10% FCS and relative serum starvation (0.5% FCS) were assessed by using Coulter counting and soft agar cloning, respectively.The ratio between cell multiplications at 10% and 0.5% FCS over a 10-day period was defined as a measure of growth factor dependence of cellular proliferation. Expression of EGFR (but not of PDGFR-beta) strongly correlated to this ratio (Spearman rank correlation coefficient R = 0.87). No considerable correlations were present among other appropriate pairs of variables with biologically founded putative relationships.Greater expression of EGFR is associated with increased growth factor dependence of cellular proliferation. Our results strengthen the role of EGFR as a rational molecular target of therapeutic intervention in GBM.
