6. The role of vocational training in ICT firms: the revelation.

Abstract

The fourth industrial revolution has led to a tremendous increase in the demand for IT specialists. Until recently, this sector had traditionally recruited university graduates, but given the shortage of candidates, it has turned to individuals with vocational training, finding that they are capable of performing the same work with a similar level of efficiency. This article examines the role of IT technicians linked to VET, the objective being to obtain evidence that can help adapt the training system to the new economic model. This analysis is carried out as part of an action research process in Bilbao involving digital firms, VET institutions, policymakers, and the authors of the paper as researchers. Twenty-eight semi-structured interviews were conducted with managers of digital firms to determine the role and related skills (technical, transversal, and work-related organisation) of IT technicians. The findings demonstrate that IT technicians play a critical role in digital firms' business model and that their profile is currently on a par with those of university students. Also apparent is the necessity of establishing a shared language between firms, educational centres, and other agents in order to facilitate the adjustment of the training system in the fourth industrial revolution. Abstract

Artikulu honek Ezagutza Intentsiboko Enpresa Zerbitzuen (gaztelaniazko siglengatik SEIC izenez ezagutzen direnak) lokalizazio-patroiak aztertzen ditu manufaktura-lurraldeetan. Aztertutako kasua Euskal Autonomia Erkidegokoa da, eta, batez ere, Jarduera Ekonomikoen Gidazerrendako (JEGID) datuak ustiatzen dira. Artikuluak ondorioztatzen duenez, manufaktura-izaera nabarmena duten lurraldeetan ere, badira aglomerazio-ekonomiei lotutako abantaila batzuk, SEICek hiri-inguruneetan duten kokapena azaltzen dutenak. Horrela, «hiri-abantailaren» tesia indartzen da. Nolanahi ere, SEICek izaera hiritarra izan arren, SEIC motak (profesionalak, teknologikoak edo sormenekoak) bere lokalizazio-patroiak baldintzatuko ditu, This article analyses the location patterns of Knowledge-Intensive Business Services (KIBS) in manufacturing territories. The case study considered is that of the Autonomous Community of the Basque Country, and the data used come mainly from the DIRAE (Directory of Economic Activities). The conclusion reached is that although manufacturing may be predominant, there are numerous advantages associated with agglomeration economies that lead KIBS to be located in urban settings. This reinforces the theory of «urban advantage». However, although KIBS are essentially urban in nature, their location patterns are conditioned by the type of services offered in each case (professional, technological or creative)., Este artículo analiza los patrones de localización de los Servicios Empresariales Intensivos en Conocimiento (SEIC) en territorios manufactureros. El caso analizado es el de la Comunidad Autónoma del País Vasco y se explotan, principalmente, datos del Directorio de Actividades Económicas (DIRAE). El artículo concluye que, aun contando con un marcado carácter manufacturero, existen una serie de ventajas vinculadas a las economías de aglomeración que determinan la localización de los SEIC en los entornos urbanos. Se refuerza así la tesis de la «ventaja urbana». De todos modos, aunque los SEIC tengan, a priori, un carácter urbano, el tipo de SEIC (profesionales, tecnológicos o creativos) va a condicionar sus patrones de localización.

16. Multilevel governance for smart specialisation: basic pillars for its construction

Abstract

The aim of this Report is to help policy makers working in different government levels involved in Smart Specialisation (S3) processes to understand how multilevel governance operates in their context and also how they can develop and facilitate its construction in their S3 strategies. The motivation behind this study is the belief that multilevel governance (MLG) can be improved and that S3 can be made more efficient with a win-win approach for different governments involved in the process. In order to begin this reflection, we first define the concept of multilevel governance, connect it to other relevant concepts regarding S3 and explain the place-based and experimental nature of multilevel governance, highlighting its complexity as one of its main characteristics. After describing the government levels that are actually in charge of S3 strategies under the umbrella of the European Commission, the brief focuses on its main contribution: the definition of four pillars for the construction of multilevel governance of place-based S3 strategies. We defined these pillars to help understand how multilevel governance can be built. For each of the pillars, one example linked to the Basque cases is described, together with another example from a different context, i.e. the Six City strategy in Finland, the regions of Flanders in Belgium, Extremadura in Spain, and Baden-Württemberg in Germany., JRC.B.3-Territorial Development
