Este estudo tem como objetivo avaliar o acesso à assistência farmacêutica, prestada aos portadores do HIV/AIDS, em serviços da rede pública de saúde no Município do Rio de Janeiro, Brasil, focalizando aspectos relacionados às dimensões: disponibilidade, oportunidade e adequação dos recursos. A estratégia utilizada foi a análise de implantação, que permite avaliar os processos envolvidos na produção dos efeitos esperados para uma intervenção, e sua relação com o contexto organizacional. Foi realizado um estudo de caso em onze serviços públicos de saúde, selecionados segundo: representação das diferentes áreas programáticas, nível de complexidade e atenção a mais de cem portadores de HIV/AIDS. O grau de implantação do programa (89%) foi considerado aceitável. Contudo, foram identificadas deficiências, que podem ser contornadas com treinamento do pessoal envolvido no processo, e com a adoção de um programa da qualidade. São também discutidas algumas limitações dos indicadores utilizados. Concluindo, ressalta-se a importância desse tipo de avaliação, como metodologia que permite o monitoramento para a melhoria contínua da qualidade da assistência farmacêutica.

This paper presents the structuring dimensions of the CEP-Conep System in order to understand the actions promoted by the National Research Ethics Commission in response to demands for the processing and ethical analysis of research protocols related to COVID-19 in 2020. Based on CEP-Conep System public documents, an assessment of legislation, from 1988 to 2020, and its extension in terms of the number of Committees, users, and protocols, from 2012 to 2020 was presented. The minutes of Conep's Ordinary Meetings (RO), for 2020, of a confidential nature, were analyzed, to verify adaptations to the pandemic. At the end of 2020, the System had 844 Committees, 854,741 users, and 701,791 analyzed protocols. The Commission centralized the analysis of COVID-19 protocols, in January 2020, and promoted three decentralizations, as more knowledge was generated, with vaccine protocols for COVID-19 remaining centralized. The history of the CEP-Conep System provided ballast for the adoption of management, educational and communication measures that accelerated the approval of protocols and made the process transparent. The absence of indicators made it impossible to evaluate the performance in 2020, which was apparently satisfactory.

A criterion is a typical tool in the evaluation field that can be defined as a standard-dimension under which the object of an evaluation receives qualitative or quantitative judgments. During an evaluation, several rigorous methodological procedures are involved in development and application of suitable criteria to determine the value of the object being evaluated. This article presents a set of criteria to evaluate user satisfaction with HIV/Aids-related pharmaceutical delivery services. The criteria construction process involved consensus amongst different experts, from academia, NGOs, management, by means of the Delphi technique. This technique prescribes a series of formal steps towards a consensus of experts, based on pre-structured methodology and processes. The findings were systematically organized in a structure under which the resulting satisfaction criteria are hierarchically organized. Results suggest the importance of developing a methodological strategy in evaluation that involves participation of different actors and of enhancing knowledge on user satisfaction and pharmaceutical delivery services for HIV/Aids.

Malaria control in Brazil is based on early diagnosis and adequate and timely treatment as strategies for a rapid and long-lasting cure. Clinical consequences and resistance to antimalarials may arise from problems in prescribing, dispensing and in acceptance of therapeutic regimens by healthcare workers. We studied knowledge and practices, perceptions and attitudes of health workers participating in pharmaceutical services for malaria, regarding the official protocol and the possible flaws in therapy. Health workers from six municipalities in the Brazilian Amazon were interviewed. Speech analysis was employed as a technique to determine analytical categories and to organize data. There was only 1 physician among the 63 interviewees, the others were health technicians carrying out diagnosis, therapy indication and dispensing of antimalarial treatment. Training time and period since course completion varied. Flaws in the adherence to the national protocol included therapy indication, dispensing and counseling. Health workers need knowledge to face disease and treatment specificities. Holding accountable health workers that are unprepared and unfit for the job may indicate the need for adequacy in policies regarding adequate training and hiring of human resources.
