NASA;s Ice, Cloud, and Land Elevation Satellite-2 (ICESat-2) mission, scheduled to launch no later than April 2018 (and currently slated for October 2017), is being developed to continue the multiyear observations of the earths surface elevation, ice, and clouds started by ICESat. To increase the use of the satellite data after launch, the ICESat-2 mission invested in an applications program aimed at innovatively applying the data in a variety of fields. The program provides a framework for building a broad and well-defined user community during the prelaunch period to maximize the use of data products after launch and to provide early insight into the range of potential uses of the mission data. Ideas and research on how altimetry data will be used for decision making arise from the end users; there-fore, the ICESat-2 mission is extending itself through its applications program.

Since the advent of NASA's Earth Observing System, knowledge of the practical benefits of Earth science data has grown considerably. The community using NASA Earth science observations in applications has grown significantly, with increasing sophistication to serve national interests. Data latency, or how quickly communities receive science observations after acquisition, can have a direct impact on the applications and usability of the information. This study was conducted to determine how users are incorporating NASA data into applications and operational processes to benefit society beyond scientific research, as well as to determine the need for data latency of less than 12 h. The results of the analysis clearly show the significant benefit to society of serving the needs of the agricultural, emergency response, environmental monitoring and weather communities who use rapidly delivered, accurate Earth science data. The study also showed the potential of expanding the communities who use low latency NASA science data products to provide new ways of transforming data into information. These benefits can be achieved with a clear and consistent NASA policy on product latency.

Misson Objective: To collect altimetry data of the Earth's surface optimized to measure ice sheet elevation change and sea ice thickness, while also generating an estimate of global vegetation biomass.

NASA's Soil Moisture Active and Passive (SMAP) mission is planned for launch in October 2014 and will provide global measurements of soil moisture and freeze thaw state. The project is driven by both basic research and applied science goals. Understanding how application driven end-users will apply SMAP data, prior to the satellite's launch, is an important goal of NASA's applied science program and SMAP mission success. Because SMAP data are unique, there are no direct proxy data sets that can be used in research and operational studies to determine how the data will interact with existing processes. The objective of this study is to solicit data requirements, accuracy needs, and current understanding of the SMAP mission from the potential user community. This study showed that the data to be provided by the SMAP mission did substantially meet the user community needs. Although there was a broad distribution of requirements stated, the SMAP mission fit within these requirements.

This chapter will describe the challenges that earth scientists face in developing science data products relevant to decision maker and policy needs, and will describe strategies that can improve the two-way communication between the scientist and the policy maker. Climate change policy and decision making happens at a variety of scales - from local government implementing solar homes policies to international negotiations through the United Nations Framework Convention on Climate Change. Scientists can work to provide data at these different scales, but if they are not aware of the needs of decision makers or understand what challenges the policy maker is facing, they are likely to be less successful in influencing policy makers as they wished. This is because the science questions they are addressing may be compelling, but not relevant to the challenges that are at the forefront of policy concerns. In this chapter we examine case studies of science-policy partnerships, and the strategies each partnership uses to engage the scientist at a variety of scales. We examine three case studies: the global Carbon Monitoring System pilot project developed by NASA, a forest biomass mapping effort for Silvacarbon project, and a forest canopy cover project being conducted for forest management in Maryland. In each of these case studies, relationships between scientists and policy makers were critical for ensuring the focus of the science as well as the success of the decision-making.

Over the past six decades, satellite remote sensing technology has contributed to the transformation of using earth science not only to advance science, but to improve quality of life. With satellite missions launched almost every year, new types of earth science data are being incorporated into science, models and decision-making systems in a broad array of organizations. A challenge for space agencies has been ensuring that satellite missions serve both the scientific community and the applied community of decision makers without the missions becoming unfocused and overly expensive. By understanding and considering the needs of the environmental data and applied research user community early on in the mission-design process, agencies can ensure that satellites meet the needs of multiple constituencies. This paper describes the mission development process in the European Space Agency and the National Aeronautics and Space Administration and compares and contrasts the successes of and challenges faced by these agencies in balancing science and applications within their missions.
