3. No Place Like Home: Cross-National Data Analysis of the Efficacy of Social Distancing During the COVID-19 Pandemic

Abstract

BackgroundIn the absence of a cure in the time of a pandemic, social distancing measures seem to be the most effective intervention to slow the spread of disease. Various simulation-based studies have been conducted to investigate the effectiveness of these measures. While those studies unanimously confirm the mitigating effect of social distancing on disease spread, the reported effectiveness varies from 10% to more than 90% reduction in the number of infections. This level of uncertainty is mostly due to the complex dynamics of epidemics and their time-variant parameters. However, real transactional data can reduce uncertainty and provide a less noisy picture of the effectiveness of social distancing. ObjectiveThe aim of this paper was to integrate multiple transactional data sets (GPS mobility data from Google and Apple as well as disease statistics from the European Centre for Disease Prevention and Control) to study the role of social distancing policies in 26 countries and analyze the transmission rate of the coronavirus disease (COVID-19) pandemic over the course of 5 weeks. MethodsRelying on the susceptible-infected-recovered (SIR) model and official COVID-19 reports, we first calculated the weekly transmission rate (β) of COVID-19 in 26 countries for 5 consecutive weeks. Then, we integrated these data with the Google and Apple mobility data sets for the same time frame and used a machine learning approach to investigate the relationship between the mobility factors and β values. ResultsGradient boosted trees regression analysis showed that changes in mobility patterns resulting from social distancing policies explain approximately 47% of the variation in the disease transmission rates. ConclusionsConsistent with simulation-based studies, real cross-national transactional data confirms the effectiveness of social distancing interventions in slowing the spread of COVID-19. In addition to providing less noisy and more generalizable support for the idea of social distancing, we provide specific insights for public health policy makers regarding locations that should be given higher priority for enforcing social distancing measures.

Abstract

In this paper, we examine cross-country differences, in terms of the age distribution of symptomatic cases, hospitalizations, intensive care unit (ICU) cases, and fatalities due to the novel COVID-19. By calculating conditional probabilities, we bridge country-level incidence data gathered from different countries and attribute the variability in data to country demographics. We then provide case, hospitalization, ICU, and fatality estimates for a comprehensive list of countries using the existing data from a variety of countries.

15. Unveiling the Drivers of Global Logistics Efficiency: Insights from Cross-Country Analysis.

Abstract

This study presents a novel approach to assess countries' relative logistics performance differentials and identifies the underlying drivers using a data envelopment analysis (DEA) approach. The findings offer strategic insights and provide nations with valuable guidance in navigating the dynamic landscape of global logistics competitiveness. Recognizing the pivotal role of logistics in fostering economic activity and contributing to sustainability, we utilize the Logistics Performance Index (LPI) within the DEA model to gauge efficiencies at the country level and scrutinize influencing factors. Our findings indicate that international shipment practices in the last decade, as well as tracking and tracing recently, no longer contribute to the competitiveness of the countries, despite their potential for improvement. The overall change in logistics efficiency during the last decade remained relatively marginal, primarily driven by the frontier-shift effect. However, notable disparities among the country performance groups, particularly in adopting technological advancements, are manifested in the frontier-shift effect. Countries with lower logistics performance should prioritize addressing structural challenges related to customs, infrastructure, quality of logistics services, and timeliness. Medium-performance countries, while benefiting from a focus on customs, tracking and tracing, and timeliness in the early 2010s, are advised to align their efforts with high-performance countries by emphasizing managerial aspects in recent times. 18. Learning Effects of an International Group Competition Project

Abstract

This study investigates the effects of collaboration and competition on students' learning performance in a course of business statistics. The collaboration involved a simultaneously organised group competition project with analysis of real-life business problems among students. Students from the following schools participated: JAMK University of Applied Sciences in Finland, Universidad Complutense de Madrid in Spain, and Sabanci University in Turkey. The results support earlier literature on positive impacts of group collaboration on learning performance but deny any negative impacts of competition. It is also found out that learning performance may be influenced to a certain degree by cultural differences in perceptions towards collaboration and competition. Overall the international competition and the touch to real-life business problems stimulate students' engagement and result in enhanced learning towards becoming "intelligent consumers of business statistics".

Abstract

Throughout the current COVID‐19 pandemic, governments have implemented a variety of containment measures, ranging from hoping for herd immunity (which is essentially no containment) to mandating complete lockdown. On the one hand, containment measures reduce lives lost by limiting the disease spread and controlling the load on the healthcare system. On the other hand, such measures slow down economic activity, leading to lost jobs, economic stall, and societal disturbances, such as protests, civil disobedience, and increases in domestic violence. Hence, determining the right set of containment measures is a key social, economic, and political decision for policymakers. In this paper, we provide a model for dynamically managing the level of disease containment measures over the course of a pandemic. We determine the timing and level of containment measures to minimize the impact of a pandemic on economic activity and lives lost, subject to healthcare capacity and stochastic disease evolution dynamics. On the basis of practical evidence, we examine two common classes of containment policies—dynamic and static—and we find that dynamic policies are particularly valuable when the rate of disease spread is low, recovery takes longer, and the healthcare capacity is limited. Our work reveals a fundamental relationship between the structure of Pareto‐efficient containment measures (in terms of lives lost and economic activity) and key disease and economic parameters such as disease infection rate, recovery rate, and healthcare capacity. The approach employs a one-pass heuristic to give a good starting solution in the search space and uses a weight parameter to perturb the data of the original problem to obtain improved solutions. The weights are then adjusted employing a learning strategy which involves reinforcement and backtracking. The learning is similar to that in neural networks. The random perturbation allows a non-deterministic local search. We apply the improvement-heuristic approach in conjunction with three well-known heuristics in the literature, namely, Palmer's Slope Index, CDS and NEH. We test our approach on several benchmark problem sets including Taillard's, Carlier's, Heller's and Reeves'. We compare our results to the best-known upper-bound solutions and find that for many problems we match the best-known upper bound. For one problem we discover a new upper bound. Abstract

Epilepsy is one of the most common brain disorders that greatly affects patients' quality of life and poses serious risks to their health. While the majority of the patients positively respond to the existing anti-epilepsy drugs, others who developed the refractory type of epilepsy show resistance against drug therapy and need to undergo advance treatments such as surgery. Given that identifying such patients is not a straightforward process and requires long courses of trial and error with anti-epilepsy drugs, this study aims at predicting those at-risk patients using clinical and demographic data obtained from electronic medical records. Specifically, the study employs several predictive analytics machine-learning methods, equipped with a novel approach for data balancing, to identify drug-resistant patients using their comorbidities and demographic information along with the initial epilepsy-related diagnosis made by their physician. The promising results we obtained highlight the potential use of machine-learning techniques in facilitating medical decisions and suggest the possibility of extending the proposed approach for developing a clinical decision support system for medical professionals. Vatandaşların bilgisayar okur-yazarlık seviyelerinin henüz istenen seviyelere gelmemiş olması e-devlet kullanımının yaygınlaşmasını sınırlamaktadır. Öte yandan, ülkemizdeki cep telefonu cihaz parkına ve kapsama alanlarına bakıldığında, cihaz parkının yeni nesil telefonlardan oluştuğu, erişkin nüfusun önemli kısmının en az bir cep telefonu sahibi olduğu, ülkemizin hızlı ve uygun ücretli 3G Internet hizmetleri ile kapsandığı görülmektedir. Tüm bu bilgiler ışığında, m-devlet yaklaşımının Türkiye için benimsenmesinin önemli avantajları beraberinde getirebileceği düşünülebilir. Abstract

A search engine ranks a set of documents according to their relevance for a specific query. Sev-eral ranking functions have been proposed. Although some are superior to others, there is no one known function known to dominate across all domains. Support Vector Machines is a mathemat-ically elegant technique that has been successfully implemented in many domains. In this paper we offer an intuitive intelligent data fusion approach that improves search results using Support Vector Machines. One important characteristic of this approach is that it considers underlying ranking functions as black-box algorithms and simply operates on the set of their results.

This paper proposes the ANT for approaching to the Turkish e-Government Gateway initiative as a case study. In doing so, it provides valuable insight in terms of both local and global actor-networks which surround the initiative.

41. Mobile phone and e-government in Turkey: practices and technological choices at the cross-road

Abstract

Enhanced data services through mobile phones are expected to be soon fully transactional and embedded within future mobile consumption practices. While private services will surely continue to take the lead, others such as government and NGOs will become more prominent m-players. It is not yet sure which form of technological standards will take the lead including enhance SMS based operations or Internet based specifically developed mobile phone applications. With the introduction of interactive transactions via mobile phones, currently untapped segment of the populations (without computers) have the potential to be accessed. Our research, as a reflection of the current market situation in an emerging country context, in the case of mobile phones analyzes the current needs or emergence of dependencies regarding the use of m/e-government services from the perspective of municipality officers. We contend that more research is needed to understand current preparatory bottlenecks and front loading activities to be able to encourage future intention to use e-government services through mobile phone technologies. This study highlights and interprets the current emerging practices and praxis for consuming m-government services within government.

E-government has often been heralded as the new way forwards for emerging countries. While many such countries are already offering e-government services and are gearing up for further growth, little is actually known of the forming stages that are necessary to ensure a greater rate of success and avoid the traditional failure traps linked to new technology and information system adoption and diffusion. We situate our research in the case of mobile phone as a reflection of the current market situation in emerging countries. We contend, in this paper, that more research is needed to understand future intention to use e-government services through mobile phone technology. Front loading activities both from a government and technology perspectives are required to facilitate the decision making process by users. In addition, we contend that a difference should be made between services for individuals and those concerning household as a whole. Türkiye’de E-Dönüşüm 2006 Nisan ayı itibarı ile hız kazanmıştır. 2005 Eylem Planı’nda e-devlet bölümü 19 eylemle, en çok sayıda eylemi barındıran bölüm olmuştur. Güncel projeler arasında e-devlet kapısı, VEDOP, MERNİS Kimlik Paylaşım Sistemi, e-imza, SEÇSİS Bilgisayar Destekli Merkezi Seçmen Kütüğü Sistemi, Türkiye Yatırım Portalı, DMO e-satın Alma, Türkiye Ulusal Coğrafi Bilgi Sistemi yer almaktadır. Türkiye İstatistik Kurumunun (TUİK) 2005 yılı verilerine göre, Türkiye’de İnternet erişimi olan haneler %9, firmalar %80 seviyesindedir. Verilere göre İnternet erişimi firmalar açısından Avrupa’daki gelişmiş benzer örnekler ile paralellik gösterirken, bireylerin İnternet kullanım oranları oldukça düşüktür. Örneğin geniş bant erişimine sahip firmalar %52 seviyesinde iken, bu oran hanelerde %2 seviyesindedir. Diğer yandan TUİK 2006 verilerine göre Türkiye nüfusunun %72,62’sının cep telefonuna erişimi bulunmaktadır. E-devlet hizmetleri için mobil teknolojilerinin barındırdığı potansiyel büyüktür. Araştırmamız Türkiye’deki e-devlet uygulamalarının mobil teknolojileri kullanımında güncel durumu ve olası fırsatları analiz edebilmek için hizmet odaklı genel iş modelleri, Teknoloji Kabul Modeli, Nedenli Eylem Kuramı, Planlı Davranış Kuramı, Uyarıcı-Organizasyon-Tepki vb. kuramlarını incelemiştir. Bu çalışmamız, e-bilgi Toplumu’na giden süreçte mobil teknolojilerin adaptasyonuna ışık tutmaktadır.

45. Using Domain-Specific Knowledge in SVMs Generalization Error Bounds

Abstract

In this study we describe a methodology to exploit a specific type of domain knowledge in order to find tighter error bounds on the performance of classification via Support Vector Machines. The domain knowledge we consider is that the input space lies inside of a specified convex polytope. First, we con-sider prior knowledge about the domain by incorporating upper and lower bounds of attributes. We then consider a more general framework that allows us to encode prior knowledge in the form of linear con-straints formed by attributes. By using the ellipsoid method from optimization literature, we show that, this can be exploited to upper bound the radius of the hyper-sphere that contains the input space, and en-ables to tighten generalization error bounds. We provide a comparative numerical analysis and compare the effectiveness of our approach.

Abstract

In this study we develop a methodology that incorporates domain-specific knowledge in Support Vector Machines (SVMs) to enhance generalization error bounds. We begin with a detailed literature review on encoding prior knowledge with SVMs. First, we consider prior knowledge about the domain by incorporating upper and lower bounds of attributes. We then consider a more general framework that allows us to encode prior knowledge in the form of linear constraints formed by attributes, and propose a slightly improved version of ellipsoid method to obtain tighter error bounds. Finally, by comprehensive comparative numerical analysis we compare the effectiveness of incorporating domain knowledge versus using SVMs error bounds obtained without incorporating domain knowledge.

Penetration of e-government usage is hindered by the citizens’ computer literacy, which has not yet reached the desired levels. On the other hand, a closer look at the Turkey’s cellular phone device park and mobile service coverage reveals that the device park mainly consists of new generation phones, a significant portion of the adult population owns at least one mobile phone, the majority of the landscape is covered by fast and affordable 3G Internet services. Hence, adoption of m-government approach in Turkey may bring several important advantages. Abstract

There are various models proposed in the literature to analyze trajectories of eGovernment projects in terms of success and failure. Yet, only the Actor-Network Theory (ANT) perspective (Heeks and Stanforth, 2007) considers the interaction factors among network actors and actants. This paper proposes the ANT for approaching to the Turkish e-Government Gateway initiative as a case study. In doing so, it provides valuable insight in terms of both local and global actornetworks which surround the initiative.
