Some residents of Mount Amiata in Tuscany, Italy, are experiencing emotional distress and solastalgia due to changes in their beloved land. Mount Amiata is witnessing protests by citizens' associations and activists who criticize the alleged social, economic, and environmental sustainability of geothermal energy. The analysis of the environmental conflict around geothermal energy on Mount Amiata contributes to the empirical use of the concept of "solastalgia" as affective rupture of biocultural relationships and identities. In the area surrounding Mount Amiata, the production of geothermal energy is experienced as an attack on the biodiversity of the "Mother Mountain," as a loss of the sense of home, and as part of a "predatory philosophy" employed by ENEL (Ente Nazionale per l'Energia Elettrica, National Electricity Board). This study analyzes the "Illiberal Peacebuilding" approach employed by the local government of Lumajang in addressing the illegal iron sand mining conflict in Selok Awar-Awar Village, East Java. This approach prioritizes short-term stability through authoritarian and repressive methods, often neglecting the principles of democracy, human rights, and community participation. Utilizing a qualitative approach with in-depth interviews and document analysis, the study finds that while the conflict may be temporarily subdued, the root issues such as economic injustice and resource exploitation remain unresolved. The consequences include deep-seated trauma, distrust toward the government, and the potential for future conflicts. The environment, population and conflict thesis remains major to existing environment and security arguments. Throughout the 1990s, a huge increase in scholarship and policy focus was committed to unraveling the linkages amongst the three parameters. While it can very easily be asserted that both the analysis and policy communities have made substantial improvements, the academic results and policy instructions continue to be the subject matter of intense discussion. This article explores an assumptive method for the environment–conflict connection that views a collection of local parameters. The variable of resource management regimes is explored in more detail, illustrated by a case study from an Iraqi Internally Displaced Persons (IDPs) camp. The article finds theoretical and empirical evidence to support the view that participatory and inclusive resource management regimes may enable communities to construct resource-use conflicts in ways that help to prevent unproductive conflict. Such forms of governance can potentially be initiated in places where the state is failing to mitigate conflict through its own institutional resources. Thus, there may be an opportunity to respond to the 'ingenuity gap' that Homer-Dixon identifies as a key linkage between scarcity and conflict. [ABSTRACT FROM AUTHOR]

Will climate change affect how armed actors behave toward civilians? Scholars analyzed different links between environmental variability and war, but research on links between the former and violence against civilians is very limited. Focusing on the Sahara Desert transition zone, which stretches across the entire African continent, we argue that climate harshness raises the willingness of actors to engage in competitive violence over resources. An underlying condition is this violence happens in times of greater environmental security, which provides opportunity for actors to engage in violence. We test this argument using statistical analysis of a newly released climate-conflict geospatial dataset and find support for this theoretical expectation. This article has a theoretical and research character, and its main aim is to determine the legal nature of the principle of proportionality as an institutional mechanism for the coordination of interests in environmental conflicts from the standpoint of national Ukrainian legislation and law enforcement practice. The issue is analyzed by conducting a theoretical legal analysis of the principle of proportionality as a general legal principle. As the basis of environmental law, proportionality contributes to the implementation of the principle of sustainable development, as it determines the mechanism for the coordination and balancing of diverse interests. The study of international and Ukrainian legislation, which defines the normative grounds for the application of the principle of proportionality in legal relations, demonstrates that in national environmental legislation, in the regulation of environmental relations, the principle of proportionality is used to establish limitations on rights in order to protect the public environmental interest or to determine the proportionality of the right to an environment safe for life and health with other rights. The article analyzes the judicial practice of the European Court of Human Rights in environmental cases and the relevance of its application by the judicial institutions of Ukraine. Coal mining in Central Kalimantan, Indonesia, evokes not only struggles on the control of land but also conflicts between different notions of land. Based on ethnographic research in a mining area, I describe a relational attached notion of land which is subdued by a detached, monetary-based understanding in the course of increased mining. In negotiations on the compensation of land with representatives of the mining companies, members of the village elite, which are entangled in patronage networks with the companies, ignore the various notions of land by other villagers and sideline those who are critical. With my article, I contribute to the ontological dimension of environmental conflicts with insights from Southeast Asia thereby giving a diversified picture of the struggles on access and the lacking acknowledgement of different notions of land. Local environmental conflicts are often framed as "resource conflicts" in the political ecology literature. Based on ethnographic research on local community struggles against run-of-river hydroelectric power plants in Turkey's East Black Sea Region, this article aims to demonstrate the limitation of the "resource" frame in explaining the grievances of environmentally dispossessed communities and their motivations to fight against it. The article discusses how and why rivers are more than "natural resources" for the rural communities of the region, maintaining non-human entities as integral not only to the umwelt (environment, surroundings), but also to the lebenswelt (lifeworld). It develops a bodycentred, phenomenological perspective demonstrating how non-human entities become an essential part of our experiential and social world through habitual and corporeal encounter and interaction. Ontological approaches are rarely used to investigate US public lands controversies and collaborative planning efforts, specifically among non-indigenous groups. This paper examines the potential role of ontological differences in driving persistent disputes within a national forest planning process in the southern Appalachians. Using participant observation and interviews with planning participants, I found contention not over the resources of a single forest but rather the social and ecological relationships that constituted five distinct forests whose threats and needs were made obvious through personal experiences, community histories, and scientific and local knowledge. Collaborative efforts sought to work through controversies in part by appealing to shared principles. However, what appeared to be shared terms of debate transposed ontological conflicts into narrow technical disputes that often remained intractable. The ontological dimensions of contention in collaborative planning suggest the need to broaden dialogue and revisit core themes in collaboration scholarship and practice. [ABSTRACT FROM AUTHOR]

Environmental conflicts involve many participants in the social life: citizens, foresters, the media, activists, politicians, officials and scientists. In this paper we pay special attention to scientists who provide the others with expert knowledge and proposals for solutions to ecological problems. Using the example of the ecological conflict around the strategy of protection of Białowieża Forest against the invasion of the spruce bark beetle (Ips typographus), we will present how these scientific functions were performed as well as what communication mistakes were made, and formulate a postulate to enrich forest management with a participatory model of social debate involving scientists representing all possible approaches to the problem. Our proposal applies Kitcher's framework giving a ground for different stakeholders to come together to address complex environmental issues. Fitting into the trend of deliberative democracy, the paper provides an insight from philosophy that can be applied to controversial issues of policy and management, and how to influence an environmental change. Studies on the impacts on local livelihoods and inter-community conflict of deforestation associated with refugee movements often treat host community groups as monolithic, with no analysis of its disproportionate effects on more vulnerable members resulting from competition over dwindling forest resources. We use the sustainable livelihoods framework and environmental-conflict theories is to illustrate the interconnection of migration, deforestation, and livelihoods through the lens of the Rohingya refugee crisis in Bangladesh with a focus on ethnic and economic marginalisation and intra-community social cohesion. The deforestation of over 3,000 hectares associated with the Rohingya refugee influx has resulted in the loss of various forest-dependent livelihoods such as fuelwood collection, livestock rearing, and agroforestry. We analysed data collected from focus group discussions with forest dependent host community members and key informant interviews with journalists, local politicians, and NGO workers that show the effects of deforestation on the host community have disproportionately impacted ethnically and economically marginalised members, especially in terms of livestock rearing, agroforestry, and food insecurity. Our findings also show that conditions that promote heightened group identity and relative deprivation among host community groups, having long-term influence on intra-community cohesion, are also a result of deforestation. The field of environmental peacebuilding emerged as a counter to the idea that violent conflict was an inevitable byproduct of environmental change. Two decades ago, my colleague Geoffrey Dabelko and I published a book, Environmental Peacemaking, sketching the argument that ecological interdependencies could be instrumentalized as a force for peace (Conca & Dabelko, 2002). Other early works from this period focused on the peace opportunities in biodiversity conservation (Matthew et al., 2002) and transboundary protected areas (Brock, 1991; Ali, 2007). Since that time, a substantial community of research and practice has emerged around these ideas. Climate change is multifaceted and complex in its impacts on the human population across the globe. The areas of impacts include food insecurity and urban sustainability issues, which are currently ravaging the developing nations where sustainability policy frameworks are lacking or in passivity. The complex impacts of climate change on the urban population have been explored by some researchers in other regions of the world however, the nexus between climate change-induced conflicts and urban food insecurity and sustainability crises is yet to be empirically explored especially in the developing nations such as in sub-Saharan Africa. The aforementioned research and policy problem was the drive to the present study. The study which was guided by sustainability and climate change models, involved 1,658 respondents among the farming communities in southeast Nigeria using survey design and questionnaire as data gathering instrument. The study concludes that there is a cycle of anthropogenic activities among the urban population contributing to climate change, and climate change crises returning to urban population in form of food security and urban sustainability crises due to weak and passive environmental sustainability policy framework in Nigeria.

This article presents a reflection between communication research and the essay on the role of journalism in the construction of senses of place in rurality. The collective sense of place is generated and circulates in processes of social interaction in which public communication becomes a space for negotiation. These territories see how rurality suffers a decline as a result of depopulation, the abandonment of productive activities, the impact of forest fires and environmental problems. The media becomes a forum where these communities must have a space for expression. The author argues the need for localjoumalism (in the sense of proximity) that is governed by deontological criteria for understanding the people living in small towns and cities that have suffered processes of peripheralization. The author implements a research case by studying the journalistic coverage of a solar plant project and the opposition of part of the inhabitants of a municipality under the umbrella of the "Renovables sí, pero no así" ("Renewable yes, but not this way") movements. The author holds that local journalism enhances the voice of communities, granting agency to its residents, which he connects with the concept of "agent rural." At the end, the author highlights the importance of decentralized, local and regional journalism (periodismo de proximidad), in which the nodes of small and medium-sized cities are crucial for the understanding of the senses of place. The unevenly distributed environmental burdens of the Anthropocene become evident in conflicts surrounding the extractive industries. ThyssenKrupp’s steel mill (TKCSA) in Rio de Janeiro is an illustrative example. The factory transformed its surrounding landscape and emitted a fine metallic dust over its human and non-human neighbours. This article focuses on some of the less tangible elements of Anthropocene transformations around the mill. I examine ThyssenKrupp’s communication strategies to reveal the underlying meanings of corporate rhetorical devices, uncover the violence of public relations language and understand the intensity of feeling that surrounded it. I trace the affective registers that emerged around the steel mill as a result of its polluting activities, its approach to corporate communications, and its ‘corporate social responsibility’ (CSR) activities. Everyday life involved minimal corporeal expressions of emotion that encapsulated feeling and allowed for perseverance in the face of toxic suffering. The ‘Stop TKCSA’ campaign involved affective labour; emotions were the agentic contribution campaigners were able to make in the context of unequal power structures. I centre these less visible dynamics of power to examine how emotions can shape experiences of environmental conflict, form coalitional politics, and contribute to the very landscapes of the Anthropocene.

Environmental conflicts manifest in different ways, with context-specific impacts on the affected regions. Emerging as a crucial point of national and international security, issues of climate change have taken the fore. In the Lake Chad Region, more people have become more susceptible to the climate change, given the poverty level, unemployment and inadequate governance in these regions. Christened as the world’s most complicated humanitarian disaster, the receding lake which has served as a major source of livelihood in time past is now a haven for violent conflict and extremist groups. Assuming top on the agenda of African Union (AU) Peace and Security Council and the UN Peacebuilding Commission meetings held in 2022, its importance cannot be underestimated. To this end, this paper strengthens the evidence on climate-related conflict in the Lake Chad Basin and its simultaneous effect on human security. Using qualitative method, data was gathered through secondary sources, such as journal articles, reports from the Lake Chad Basin Commission (LCBC), books and online sources on the subject matter. Data gathered were analyzed using content analysis. Findings reveals that the vulnerability of the area based on poverty, historical antecedents to conflict and crime, as well as the growing population makes the response to the receding lake naturally violent. It is recommended therefore, that the Lake should be revived and nourished by joint collaboration from states within the region and international actors as a long term plan. Also, resilient measures through employment opportunities and skilled training should be available for the youths and most vulnerable people.

The illegal wildlife trade (IWT) is one of the most acute global conservation challenges. This paper examines what is driving young men to enter the rhino horn trade while advancing theory on environmental conflict. We show how the illicit rhino horn economy is a telling instance of environmental conflict—largely between ground-level hunters and increasingly militarized state conservation forces—that emerges from a context of radical inequality. We examine how practices ranging from labor migration and sidelining rural development to biodiversity conservation itself have profoundly transformed the Mozambican-South African borderlands from which many hunters originate, in turn generating poverty, exclusion, and vulnerability across the region. Juxtaposed against the wealth afforded by rhino hunting, this changing agrarian political economy has created an enabling environment for the rhino horn economy to take off. Illicit hunting, in other words, has become an attractive albeit risky livelihood alternative. We close by examining two questions that broaden our understanding of both environmental conflict and IWT: under what conditions might poverty lead to environmental harm and to what extent should such conflict be read as resistance that can bring about more just ends. This article presents an in-depth case study of large-scale conflict in a small town, and reveals the complex ways that community groups and activism, hyperlocal news media, and political power intersect through rural environmental disputes. An important but under-recognized feature of such conflicts is the unique role performed by notions of rurality in the construction of environmental protests, discourses, and decisions; that is, the ways in which rural communities' conservation efforts can be unfairly characterized as "backwards" and "anti-development". Through a series of interviews and focus groups with protestors and residents, our case study examines a controversial boat ramp development that had a marked environmental impact on the isolated coastal town of Mallacoota (population 1,000) in the state of Victoria, Australia. We show that the environmental activism of protesters lifted the issue's visibility to the level of regional, state, and national news and politics. But the community consultation processes that occurred in response to protests raise significant concerns about government decision making that fails to acknowledge and negotiate the diverse understandings of place and rurality that exist within a community. The outcomes of struggles for power in this small town are lamentable and lasting, damaging the hyperlocal news environment and undermining the community newspaper's reputation among citizens. Political ecology, initially conceived to better understand the power relations implicit in management and distribution of natural resources in the developing world, came “home” to the American West in the 1990s and 2000s. This groundswell of research did much to problematize socio-environmental conflicts in the region, long typified by tensions over land and resources, identity and belonging, autonomy and authority. Since first touching down in the West, however, the “big tent” of political ecology has only grown bigger, incorporating new perspectives, epistemologies, and ontologies. At the same time, the nexus of environment and society is perhaps even more salient today, amid a regional conjuncture of populist revolt, climate change, and rapid political economic transformation. Here we reflect on three longstanding regional concerns – energy development, wolf reintroduction, and participatory governance – leveraging the pluralism of contemporary political ecology to better understand their contemporary incarnations. In so doing, we highlight the need to bring together insights from both “traditional” approaches and newer directions to better understand and engage contemporary challenges, with their heightened stakes and complexity. Such an approach demonstrates what we might learn about global processes in this place, as well as what insights regional praxis (often woefully provincial) might gain from elsewhere – new ways of seeing and doing political ecology. Our goal is to generate discussion among and between political ecologists and regional critical scholars, initiating new collaborative engagements that might serve the next wave of political ecology in the 21st century American West.

Understanding and resolving conflicts over management of scarce natural resources requires access to information that helps characterize the problem. Where information is lacking, perceived differently by stakeholders, or provided without relevant context, these conflicts can become intractable. We studied water management practices and constraints that affect the flow of water into and through the San Francisco Bay estuary — home to six endangered fish species and two water export facilities owned by the state and federal governments that serve millions of people and large expanses of agricultural land in California. Media reports reflect widely held beliefs that environmental regulations, and particularly protections for endangered fish species, frequently limit water diversions and substantially increase freshwater flow to San Francisco Bay. We analyzed long-term trends in freshwater flow to San Francisco Bay relative to annual runoff from its Central Valley watershed, and the frequency and magnitude of specific regulatory and physical constraints that govern operations of the water export facilities. We found that the percentage of Central Valley runoff that reached San Francisco Bay during the ecologically sensitive winter-spring period declined over the past several decades, such that the estuary experienced drought conditions in most years. During a 9-year period that included a severe natural drought, exports were constrained to maintain salinity control as often as to protect endangered fish populations. Salinity-control and system-capacity constraints were responsible for Delta outflow volumes that dwarfed those related to protection of fish and wildlife populations, endangered or otherwise. These results run counter to common media narratives. We recommend rapid synthesis and easily accessible presentation of data on Central Valley water diversions and constraints on them; such data should be contextualized via comparison to regional hydrology and water management system capacity.

Local support is instrumental to natural resource extraction. Examining militarization beyond the battlefield, this article discusses the organization of volunteers in three controversial resource extraction projects. Drawing on the political ecology of counter-insurgency and 4 years of research that examined wind energy development in Mexico, coal mining in Germany, and copper mining in Peru, this article examines the weaponization of volunteers in environmental conflicts. It is argued that political acquiescence to natural resource extraction is manufactured by various means of coercion and reward, meanwhile volunteerism – or the appearance thereof – seeks to manipulate people's ambitions and desires. The manufacturing of volunteerism expresses a 'local' counterinsurgency approach, designed to counter-resistance groups by articulating a form of counter-organizing to defend extractive development projects (and transnational capital). The fact remains, however, that these groups often qualify for welfare programs, are paid, or are recipients of 'donations' to ensure a supportive presence in the target areas. Volunteerism, in the conventional sense, is 'hybridized' with paid work posturing as unpaid to organize legitimacy. Discussing counter-organizations and their relationship to armed and unarmed volunteerism, the article details how communities are divided to support natural resource extraction in times of widespread ecological and climate crises. To make coherent and just choices about introduced species management in postcolonial contexts such as Aotearoa, a nuanced understanding of human relationships to introduced species is needed. Inspired by relational values thinking, we interviewed 13 knowledge holders to explore diverse meanings and experiences with introduced trout and their management. Trout have impacted ecosystems and communities in profoundly different ways, ranging from ecological enhancement and cultural empowerment for some communities to devastation and loss for others. Some people consider trout potentially compatible with a ‘healthy’ ecosystem, while others consider them incompatible. Despite the existence of deep and legitimate reasons for differences in perspectives on trout, we found convergence among interviewees on three principles that could provide a foundation for future trout management: shared decision-making within a Treaty framework, management of the negative impacts of trout, and coordination across government agencies to set and achieve holistic fish management objectives.

The harm caused by environmental conflict to social production and life is most likely to drive residents to adopt pro‑environmental behaviors to cope with environmental problems. This paper explored the influence mechanisms of environmental conflict on pro‑environmental behaviors through three experimental studies from the perspective of environmental conflict. The study used 965 environmental conflict text data crawled by Octopus data statistic software to screen the Wordle map of environmental conflict and used the Wordle map as the main basis to design three experiments with text, pictures, and videos as experimental materials. Experiment 1 explored the impact of environmental conflict on pro‑environmental behaviors; experiment 2 explored the mediating role of sense of autonomy and environmental presence; and experiment 3 explored the moderating role of personality traits. We found that: ① Environmental conflict positively influenced residents’ pro‑environmental behaviors, and cumulative environmental conflict was more likely to activate pro‑environmental behaviors than sudden environmental conflict. ② Autonomy mediated the relationship between cumulative environmental conflict and pro‑environmental behaviors, while environmental presence mediated the relationship between sudden environmental conflict and pro‑environmental behaviors. ③ Personality traits moderated the mediating effects of autonomy and environmental presence between environmental conflict and pro‑environmental behaviors. Thinking personality traits moderated the impact of cumulative environmental conflict on autonomy and exerted mediated moderation on pro‑environmental behaviors through autonomy. Intuitive personality traits moderated the impact of sudden environmental conflict on environmental presence and exerted mediated moderation on pro‑environmental behaviors through environmental presence. This case study analyzes processes of contentious action in rejection of so-called “mega-mining” deployed on a subnational scale in Argentina from 2019-2021. These processes respond to a new stage in the cycle of social conflict over environmental issues in twenty-first century Argentina. This stage is configured through citizen resistance in different provinces with repertoires of convergent struggle, particularly against state mining policy. This renewed policy promoted by the national government in coordination with provincial governments and transnational corporations takes place in a context of socio-economic, environmental and health crises exacerbated by the outbreak of the COVID-19 pandemic. Based on a technocratic vision of society-nature articulations that clash with aspects of the current environmental legal system in Argentina, this model generates multiterritorial tensions (political, social, and cultural) in diverse subnational areas. The objective of the article is to understand the transformations of the actor dynamics around state mining policy in this context, including diverse and complex civil-social and political-institutional strategies. To make coherent and just choices about introduced species management in postcolonial contexts such as Aotearoa, a nuanced understanding of human relationships to introduced species is needed. Inspired by relational values thinking, we interviewed 13 knowledge holders to explore diverse meanings and experiences with introduced trout and their management. Trout have impacted ecosystems and communities in profoundly different ways, ranging from ecological enhancement and cultural empowerment for some communities to devastation and loss for others. Some people consider trout potentially compatible with a 'healthy' ecosystem, while others consider them incompatible. Despite the existence of deep and legitimate reasons for differences in perspectives on trout, we found convergence among interviewees on three principles that could provide a foundation for future trout management: shared decision-making within a Treaty framework, management of the negative impacts of trout, and coordination across government agencies to set and achieve holistic fish management objectives. This article seeks to explain the multiplication of social environmental conflicts in Mexico as a consequence of expanding and intensifying extractive activities. It examines how the Mexican state has provided private and foreign capital greater access to the country's natural resources in the transition from state-led import-substituting industrialization to export-oriented market-led development. This, it argues, has led to accelerating material extraction rates in the context of rising global demand for primary commodities; while the negative environmental and social impacts have in turn led to a growing number of conflicts involving the inhabitants of directly affected rural communities, who organize to resist. Based on standardized procedures for material flow analysis, it presents the results of an investigation into the domestic extraction rates of minerals, metal ores, biomass, and fossil fuels from Mexico, between 1990 and 2018. It finds that domestic extraction rates increased significantly during this period, with the exception of fossil fuels, which peaked in 2006, declining thereafter due to the exhaustion of the country's most important oil reserves. The evolution of domestic extraction rates is juxtaposed with the emergence of related social environmental conflicts by drawing on multiple databases of conflicts around extractive activities in Mexico. Do political institutions moderate the effect of environmental stress on social conflict? We posit that while the frequency of social conflict in developing agrarian states can increase during drought, democratic competition reduces conflict and can facilitate cooperation, reversing this effect. This hypothesis is tested on a sample of all districts in India over a period from 2001 to 2014. The dependent variable captures the number of crimes perpetrated against scheduled castes—so-called "untouchables"—and scheduled tribes—India's Indigenous groups—during a given district-year. When the effect of drought is moderated using a local electoral competition index, findings show that although droughts increase the frequency of social conflicts where political institutions are weak, they reduce it where political institutions are strong. The results are robust to alternative operationalization choices. Our findings, thus, have relevance both to scholars of the climate–conflict nexus and to policymakers working to address climate change's effects. [ABSTRACT FROM AUTHOR]

In Argentina, many Protected Natural Areas are going through conflicts linked to urbanization. The Parque Atlántico Mar Chiquito Biosphere Reserve (Buenos Aires, Argentina) is no stranger to this process. In 2012, the construction of a gated community began in a sector of the reserve, which led to a series of claims and lawsuits by the local community against the firm in charge of the real estate project. Considering that the media is one more actor in environmental conflicts, the objective of this work is to analyze the discourses on the conflict in three digital media during the period 2015-2021. The methodology consisted of news analysis from Critical Discourse Analysis and he analysis of photographs. Among the results, languages of valuation about the conflict and the protected natural area characterized by cultural aspects were identified. [ABSTRACT FROM AUTHOR]

The aim of this paper is to analyse the top-down political reactions of a mining company (Southern Copper Peru) and the Peruvian government to popular opposition to a copper mining project in the Tambo agricultural valley (Peru). Residents organised a popular consultation, large-scale demonstrations, road blockades and general strikes and faced violent repression. It examines the political ecology of counterinsurgency, which studies the techniques of socio-ecological warfare employed to control human and natural resources, and relates it to the discourse of social warfare. The first section lays the theoretical groundwork for discussing the coercion and "social warfare component" present in natural resource extraction. This leads to an overview of the relationship between Peruvian security forces and extractive industries, followed by a brief chronology of the Tía María conflict. The next two sections provide a political ecology analysis of various 'hard' and 'soft' counterinsurgency techniques employed by the Peruvian state and Southern in an attempt to pacify unrest and social acceptance of the project. The final section discusses the counterinsurgency approach employed by the government, and recognises how current institutional arrangements and commercial imperatives are designed to override popular socio-ecological concerns. Using the discourse of social warfare, the article argues that the state apparatus and politics serve as an instrument of social pacification and ecological exploitation, despite widespread ecological and climate concerns.

La Reserva Forestal Protectora El Malmo es fuente de pugna entre las autoridades ambientales y los habitantes de la vereda Barón Germania (Tunja, Boyacá, Colombia), pues esta encuentra en un paisaje rural dominado por actividades agropecuarias que están en contravía con el objetivo de conservación del área protegida. El Plan de Manejo de la Reserva, tras cuatro décadas de declaración, no ha sido adoptado y la Corporación Autónoma Regional de Boyacá no ha definido las zonas donde las actividades económicas rurales están prohibidas, generando desconfianza y temor, en razón de las acciones correctivas y policivas por parte de la autoridad ambiental. En esta investigación se realiza una caracterización del conflicto ambiental en el área de estudio que expone actores y dimensiones. Además, se hace énfasis en la ausencia de mecanismos de participación ciudadana y de acciones de resolución mediante el desarrollo conjunto de la zonificación en cuanto a restricciones de uso de los recursos naturales existentes en la reserva.

Environmental conflict management involves the management of multiple stakeholders with conflicting stakes. This study proposes and demonstrates the application of evaporating cloud as a tool to the area of environmental conflicts. Through a structured methodology and logical diagramming, the evaporating cloud builds on the traditional stakeholder analysis to analyse environmental conflicts. The Transmission Gully motorway, a well-known New Zealand case of environmental conflict, is used as a case study. Following a rational level stakeholder analysis, the evaporating cloud is used to dissect different stakeholder conflicts, based on the explicit wants and actions, needs and requirements, and goals of the disputants and the implicit assumptions underlying the conflicts. The tool further provides a mechanism to reach a core conflict through a synthesis of three separate stakeholder conflicts in the case. Overall, this study provides an improved method for analysing environmental conflicts and offers a practical tool for analysing stakeholder arguments and their conflicts systematically.
