Abstract

This paper explores how the private sector can positively contribute to peace-building and conflict prevention, and how that positive private sector role can be supported and enhanced. The starting premise recognizes that the private sector exists in all conflict situations and has the potential to both exacerbate and ameliorate conflict, the outcome of which can be greatly affected by appropriate support from external partners. It also posits that a thriving, legal, private sector is essential to development and peace, as it provides livelihoods and growth, while delivering revenue streams in the form of taxes so governments can provide services to their citizens. This paper discusses and analyzes the role of the private sector in fragile and conflict-affected states, beginning with its role in the conflicts themselves, and in the immediate peace-building and longer-term reconstruction and development phases. The paper acknowledges that the topic of private sector development cuts across political, governance, and security dimensions, as well as a broad range of development themes. It also considers international efforts to support the private sector in fragile and conflict affected settings to date, identifying gaps and making recommendations to address them. The paper does not focus on detailed operational issues or the use of various reform tools.

Abstract

When at every turn, they find a new twist, or a new requirement, foreign investors in Africa can be easily discouraged from setting up businesses. Although many African governments have liberalized and reformed investment policies and promote themselves as investment sites, the reality facing investors differs greatly. To help change the'lack of investor response'to Africa's enticements, this book examines the administrative constraints to investment in several African countries. It presents the experience that confronts investors when they set up a company. The case histories demonstrate how the morass of licenses, approvals, permits, and other requirements that result in undue delays and unforeseen costs encourage bribery and corruption and foster an environment of pervasive uncertainty for all investors. The chapters are divided into four areas, which correspond roughly to the chronological process of investment. They are: 1) general approvals, licenses, and registrations; 2) specialized approvals; 3) requirements to gain access to land, site development, and utility connections; and 4) operational requirements. This publication will be of interest to government officials, academics, and investment firms.

Abstract

In this paper, the Futures Group presents an analysis of the criteria employed by the Export-Import Bank of the United States in supporting exports, and of the implications of these criteria and the policies they implement for U.S. trade policy. The analysis concentrates on the direct loan program of the Bank. Unlike the short- and medium-term guarantee and insurance program, direct loans involve an actual extension of credit by the U.S. government. As these loans are usually granted on more favorable terms than those available from private, commercial sources of finance, there is a subsidy involved. The criteria the bank employs in making decisions to support requests for financing are important for several reasons. Although the Bank has maintained that it does not make a conscious choice among industries, there is a de facto choice being made that is inherent in the decisionmaking criteria the Bank employs. As a result of these factors, the criteria employed by the Bank in its direct loan program are more complex, and perform a much more allocative role than in the short- and medium-term programs., Prepared in cooperation with the Futures Group, Glastonbury, CT., Rept. no. 558-34-06R.
