The unqualified enthusiasm of some for the development of tourism as a strategy for the development of low income countries is only matched by the equally unqualified skepticism of others. Few have felt neutral or considered the possibility that its effects might depend on the country concerned or the type of tourist development to be undertaken. This paper, based on a survey of employment in the hotel and tourist industries of Kenya and Tanzania, begins with an exposition of the genera! case for and against tourism as a way of promoting the development of low income countries, and then presents some of the findings of the East African survey. It pleads the case for less generalization and a more eclectic approach to an assessment of the costs and benefits of tourism and points out that, as is so often the case, the balance of advantage is greatly dependent upon the policies pursued with regard to the particular form of hotel and tourist development. In this article the authors analyze the economic conditions in Uganda. They remark that nothing gives rise to so much general satisfaction as a new electricity station. Electricity is regarded as the hallmark of a modern society, providing people with light and heat in the cleanest and most convenient form. The Owen Falls Hydro-electric Project in Uganda was especially intended to promote the economic development of the country. Here the authors are concerned with some questions like what part was hydroelectricity expected to play in the economic development of Uganda and secondly, whether ten years of operation have born out these expectations. The authors remark that the history of electricity in Uganda is to some extent the history of the government's changing view of its economic role. The change in the government's view of its functions coincided with a dramatic change in the economic possibilities that were open to Uganda. The value of exports which had been under £ 5 million in 1938, was £ 10 million in 1945 and £ 50 million seven years later.
