Seit 2005 betreibt Ankara Förderung in Form von Staatsaufbau in Subsahara-Afrika, obwohl es nicht der westlichen Demokratisierungspolitik folgt. Das wachsende wirtschaftliche, politische und sicherheitspolitische Engagement der Türkei in Afrika zielt darauf ab, neue Märkte für seine Industriegüter zu erschließen, insbesondere für seine Verteidigungs- und Rüstungsindustrie. Indem es sich als relevante Regionalmacht ohne kolonialen Ballast präsentiert, grenzt sich die Türkei von traditionellen westlichen Akteuren auf dem Kontinent ab. Das Engagement der Türkei in Subsahara-Afrika unterschied sich deutlich von dem anderer aufstrebender Mächte wie Brasilien, Russland, Indien, China und Südafrika. Während Ankara die Missachtung westlicher Sanktionen aufgrund demokratischer Defizite der BRICS-Mitglieder teilte, ging es über herkömmliche Staat-zu-Staat-Beziehungen hinaus und setzte zunehmend auf die Zusammenarbeit mit nichtstaatlichen Akteuren. Afrikanische Partner schätzen türkische Produkte und Expertise. Darüber hinaus hat Ankara einen koordinierten Ansatz zur Zusammenarbeit mit afrikanischen Staaten und Führern gewählt und Verstrickungen mit internationalen Organisationen oder anderen Allianzen vermieden, wie in Somalia und Kenia, aber in jüngerer Zeit auch in weiten Teilen Ost-, Süd- und Westafrikas. Dies wird am Beispiel der drei westafrikanischen Staaten Nigeria, Ghana und Elfenbeinküste gezeigt. Turkey's engagement in sub-Saharan Africa differed markedly from that of other emerging powers such as Brazil, Russia, India, China and South Africa. While Ankara shared the disregard for Western sanctions due to BRICS members' democratic deficits, it went beyond traditional state-to-state relations and increasingly relied on cooperation with non-state actors. African partners value Turkish products and expertise. In addition, Ankara has taken a coordinated approach to working with African states and leaders, avoiding entanglements with international organizations or other alliances, as in Somalia and Kenya, but more recently in much of East, South and West Africa. This has been demonstrated using the example of the three West African countries Nigeria, Ghana and Ivory Coast. Russia's war against Ukraine has accelerated international competition for influence in Africa. Structural weaknesses and post-pandemic instabilities continue to threaten achievements in the fields of democratic governance, peace and security, as well as development. We present a select list and analysis of "ten things to watch" in Africa in 2023. Politics: Democratic quality will depend on the nature of polls, as the electoral calendar is heavily packed. Important general elections that could trigger social unrest are scheduled in the Democratic Republic of the Congo, Nigeria, and Zimbabwe. Peace and security: Against the backdrop of continued structural-conflict risks, Jihadism and related ethno-regional tensions pose a major security challenge that may spill over to neighbouring states, especially from the Sahel to West African coastal countries. The recent ceasefire in Ethiopia's Tigray Region could be a first positive step towards peace. International arena: Amid Russia's war against Ukraine, many African governments were reluctant to join the international coalition condemning the Putin regime. Continued Western pressure on African countries to isolate Russia fosters African agency. At the same time, we expect to see an intensifying "new scramble for Africa" that includes both China and Middle Eastern countries. Socio-economic development: African countries will slowly rebound from the COVID-19 pandemic's socio-economic effects, but high poverty, inequality, and government debt hamper economic growth. Progress on joint efforts to counter the climate crisis remains slow. Western support for African countries in their struggle for democracy, peace and security, as well as development requires a "new start" that focuses on prevention rather than ad hoc responses to current crises. The European Union and United States should avoid lapsing into Cold War habits of only assisting African governments if they "break away" from Russia. Germany needs to formulate a sound Africa policy that balances values and national interests with realistic assessments of the policy's potential in light of bigger players like China.

Umweltveränderungen durch natürliche und/oder menschliche Einflüsse (insbesondere der Verlust und die Fragmentierung von Lebensraum) sind wichtige Faktoren, die zum weltweiten Artenschwund beitragen. Einer der entscheidendsten Beiträge zum weltweiten Rückgang der biologischen Vielfalt, ist der kommerzielle Holzeinschlag. Insbesondere in tropischen Regenwäldern, etwa in Westafrika, ist dies besonders besorgniserregend, da wenig untersuchte, diverse Wirbeltiergemeinschaften von einem starken kommerziellen Holzeinschlag betroffen sind. Frühere Studien haben bereits die negativen Auswirkungen großflächiger Abholzung auf die taxonomische und funktionale Vielfalt von Amphibiengemeinschaften, aber auch auf die Gesundheit von Individuen identifiziert. Umweltveränderungen können sich also auch nachteilig auf eine Wirts- Parasit-Beziehung auswirken, was nicht zuletzt zu einer verringerten Überlebensfähigkeit der Wirtsarten führen kann. Die Untersuchung der Auswirkungen von Störungen Abholzung und Umweltveränderungen auf Amphibien, sowie auf bestehende Wirts-Parasiten-Beziehungen sind daher von größter Bedeutung um nachhaltige Waldwirtschaft und zukünftige Naturschutzmaßnahmen planen zu können. In dieser Arbeit möchte ich mittels eines Regenerationsgradienten nach einer Störung (Abholzung) untersuchen, wie sich die Dynamik einer Amphibiengemeinschaft verschiebt und wie diese Störung die Wirts-Parasit-Beziehung beeinflusst. Ich verwende einen kombinierten Datensatz (Amphibie [Wirt], Milbe [Parasit] und Umweltbedingungen [Habitat]) der über zwei Zeiträumen im Abstand von 15 Jahren (1999-2000 und 2016-2017) an identischen Standorten (vor 45 Jahren abgeholzter Wald und Primärwald) im Taï-Nationalpark (TNP) in der Elfenbeinküste gesammelt wurde, um die Anpassungsfähigkeit von Fröschen und ihren Parasiten an sich ändernde Umgebungen zu untersuchen. In einem ersten Artikel unterstreiche ich die Bedeutung auch kleiner Waldgebiete als potenzielle Quellen für unbeschriebene Biodiversität. In einem kleinen, nie zuvor untersuchten Sumpfwald in der südöstlichen Elfenbeinküste fand ich eine neue Blattstreufroschart der Gattung Phrynobatrachus. Anhand charakteristischer morphologischer Merkmale, einer beträchtlichen, molekulargenetischen Distanz zu anderen westafrikanischen Phrynobatrachus-Arten, sowie eines individuellen, männlichen Anzeigerufes beschreibe ich Phrynobatrachus tanoeensis sp. nov. als eine für die Wissenschaft neue Art. Im zweiten Artikel untersuche ich die Widerstandsfähigkeit westafrikanischer Frösche in Wäldern, die vor über 45 Jahren selektiv abgeholzt wurden. Ich vergleiche die Diversität, Abundanz, Zusammensetzung und den Lebensraum von Amphibiengemeinschaften in abgeholzten und Primärwäldern innerhalt zweier Zeiträume (2000 und 2016- 2017). Ich konnte herausarbeiten, dass sich die Struktur des zuvor abgeholzten Waldes im Laufe von 45 Jahren langsam der des Primärwaldes annäherte, wobei die sichtbarsten Veränderungen in den letzten 15 Jahren auftraten. Während ich 30 Jahre nach dem Holzeinschlag zwar keine Unterscheide mehr in der Diversität und Abundanz der Amphibiengemeinschaft zum Primärwald feststellen konnte, beobachtete ich jedoch eine fortschreitende Konvergenz der Zusammensetzung der Amphibiengesellschaften in beiden Waldtypen. In den zuvor abgeholzten Wäldern erholten sich mehrere waldspezialisierte Arten (FS), während die Zahl mehrerer Generalisten (FG) über den 15-jährigen Probenahmezeitraum stetig abnahm. Diese Ergebnisse deuten darauf hin, dass 45 Jahre nach der Abholzung der gestörte Lebensraum allmählich die Heterogenität des ungestörten Lebensraums annimmt, der in der in der Lage ist die originale Amphibiengemeinschaft aus Waldspezialisten (FS) zu erhalten. Im dritten Artikel untersuche ich die Faktoren, die zu einem erhöhten Milbenbefall in den Amphibiengesellschaften des TNP führen. Ich fand heraus, dass die Wirts-Parasit-Beziehung zwischen Milben der Gattung Endotrombicula sehr spezifisch auf Frösche der Gattung Phrynobatrachus zugeschnitten ist, da offensichtlich nur die vier Arten P. phyllophilus, P. alleni, P. villiersi und P. plicatus befallen werden. Ebenso zeigte sich der Milbenbefall abhängig von der Art (höchste Prävalenz bei P. phyllophilus gefolgt von P. alleni), des Geschlechts (höhere Prävalenz bei Männchen als bei Weibchen, sowohl bei P. alleni und P. phyllophilus), des Alters (höhere Prävalenz bei Erwachsenen als bei Jungtieren in P. alleni) sowie der Jahreszeit (höhere Prävalenz während der Regenzeit im Vergleich zur Trockenzeit bei P. phyllophilus). Ich diskutiere diese Ergebnisse mit Bezug auf die Ökologie der Endotrombicula-Milben, die stark von feuchten Bedingungen abhängig sind, sowie die Überschneidung dieser Bedingungen mit denen der Wirtsfroscharten überschneiden. Des Weiteren beobachtete ich, dass die Prävalenz des Milbenbefalls in den letzten 15 Jahren (1999-2000 bis 2016-2017) abgenommen hat. Dieser steht möglicherweise im Zusammenhang mit den lokalen Auswirkungen des Klimawandels, was die in den letzten Jahren deutlich zurückgegangenen Niederschläge erklären würde. Meine Arbeiten zeigen, dass das Verständnis der Vielfalt westafrikanischer Amphibien noch lange nicht vollständig ist. Es zeigt sich, dass weiterhin Forschungsarbeit geleistet werden muss, um den tatsächlichen Amphibienreichtum besser abschätzen zu können. Darüber hinaus habe ich gezeigt, dass sich Amphibiengemeinschaften in abgeholzten Wälder zurück zum ursprünglicheren Zustand regenerieren können, was die Bedeutung unterstreicht, genutzten Wäldern ausreichend Zeit zu lassen, um sich zu regenerieren. Ob die Milbenprävalenz tatsächlich auf Grund des Klimawandels abnahm, sollte in Zukunft genauer untersucht werden. Environmental changes due to both natural phenomena and/or human disturbance (i.e. habitat loss, disturbance and fragmentation) are important factors contributing to global species declines. Commercial logging is amongst the greatest contributor to this disturbance resulting in widespread biodiversity declines. In tropical rainforests, particularly those of West Africa, this is particularly troubling as diverse vertebrate assemblages are subject to heavy commercial logging. Previous studies have identified negative impacts of these logging practices on the taxonomic and functional diversity of amphibian communities and species. Furthermore, logging and other environmental changes may affect host-parasite interactions, resulting in exacerbated negative impacts of these pressures and reduced survivability of host species. As such, determining the effects of logging on amphibians, their subsequent recovery following selective logged forest, and the effects of environmental change on host-parasite relationships, will be paramount for informing future conservation action. In this thesis, I aim to determine how amphibian community dynamics shift over a regeneration gradient following disturbance (logging), and how this disturbance influences amphibian-parasite interactions. I use combined data sets (amphibian, parasite and habitat) from two time periods 15 years apart (1999-2000 and 2016-2017) collected in identical sites (logged forest since 45 years and old growth forest) within Taï National Park (TNP) Ivory Coast, in order to examine the adaptive capacities of frogs and their parasites to changing environments. In the first paper, I underline the importance of forest, even small, as potential source of undescribed biodiversity. In that small swamp forest, never survey before located in southeastern Ivory Coast, I found a new leaf-litter species of the Phrynobatrachus genus. Based on morphological characteristics, considerable molecular genetic distance to other West African Phrynobatrachus species, as well as advertisement calls, I describe Phrynobatrachus tanoeensis sp. nov. as a species new to science. In the second paper, I investigate the resilience of West African frogs in forests selectively logged over 45 years ago by comparing data (amphibian diversity, abundance, composition and habitat) from previously logged and old growth forest over two time periods (2000 and 2016-2017). I found that the structure of previously logged forest slowly recovered toward old growth forest states over the course of 45 years, with most visible changes occurring in the last 15 years. I also found no changes in amphibian diversity and abundance in the previously logged forest over time but observed a progressive convergence of amphibian composition in previously logged forests toward that of unlogged forest amphibian communities. In contrast, several forest specialist species (FS) recovered, whilst forest generalist (FG) species declined in the previously logged forest over the 15 years sampling period. These findings suggest that 45 years since logging activities the previously logged forest gradually provides habitat heterogeneity capable of maintaining FS amphibian species and more intact amphibian communities. In paper 3, I investigate the factors leading to increased mite infestation in the amphibian assemblages of TNP. I found that mites of the Endotrombicula genus seem to be specific to Phrynobatrachus frogs and infested only four leaf-litter species (P. phyllophilus, P. alleni, P. villiersi and P. plicatus). I also found that mite infestation was associated with species (highest prevalence in P. phyllophilus followed by P. alleni), sex (higher prevalence in males than females in P. alleni and P. phyllophilus), age (higher adult prevalence than juveniles in P alleni) as well as season (higher prevalence during the wet compared to the dry season in P. phyllophilus). I discuss these findings with reference to the ecology of Endotrombicula mites which rely heavily on humid conditions, conditions which overlap with the reproductive requirements of the host taxa. Additionally, I observed that the prevalence of mite infestation decreased over the last 15 years (1999-2000 to 2016-2017). This decreased mite infestation over time is potentially linked to local climate change, which exhibited distinctly lower rainfall in recent years. These studies show that West African amphibian diversity is far to be complete. Thus, more survey work needs to be done in order to have an idea of amphibian richness. Additionally, I showed that to environmental changes in the context of recovery following logging have a positive impact on amphibian. Forest amphibian community recovers in the previously logged forest, which highlight the importance to leave those forest to regenerate. However, although mite prevalence decreased over time, future research of post logging restoration and climate change impact on mite prevalence need be more investigate.

Since the 1990s, sanctions senders like the European Union, the United States, and the United Nations have been imposing visa bans and asset freezes on individuals as a key element of their sanctions packages. Notwithstanding the growing centrality that individual sanctions have acquired in international sanctions practice, little is known about the impact of sanctions listings on designees. Some researchers have scrutinised targeting choices, while others have explored the effects of sanctions on designees. However, no study has yet examined the fit between targeting choices and impacts on designees. First, we interrogate the theory of targeted sanctions to identify the expectations that it generates. Second, we examine the effects on designees and contrast them with the targeting logic of the sender, in a bid to ascertain their fit. Our analysis of the cases of Côte d’Ivoire (2010–2011) and Zimbabwe (2002–2017) benefits from original interview material.

Fighting terrorism is a complex task, not limited to military options. It also concerns State-building, nationalism and inclusive sustainable development. There are outside sources fomenting violent conflict by close cooperation between transnational crime and terrorist networks. Money laundering and financing of terrorism in global financial systems are part and parcel of the problem. Also many activists and combatants are not just driven by religious fanaticism and ideological zeal. Revenge, mere survival and local strives between conflicting groups often play a decisive role too. Ill- and ungoverned spaces favour warlordism, both of radical jihadist and non-religious terrorist movements, driven by localism and informal networks. The military response of some governments and security services degenerated into inadequate state counterterrorism with no regard for local populations. It resulted in challenges for the rule of law and human rights in these countries. Although trans-national military counterinsurgency among ECOWAS governments improved, it remained hampered by the divide between Anglophone and Francophone countries and the vested interest of former colonial rulers France and Great Britain. By now, terrorists also effectively use cyberspace and social media to create fear and spread their violent ideologies. The interactions between crime and terror in West Africa will continue in the foreseeable future. It may even increase, considering the devastating effects of the COVID-19 pandemic and famines caused by failing cereal imports as result of the Russian war in Ukraine. The effects on the social structure are considerable, including the population's dwindling trust in the state administration and the villagers' willingness to side with the terrorists. The fight of terrorism demands viable long-term solutions that take into account the linkages between counterterrorism, the rule of law and human rights and socio-economic development. La lutte contre le terrorisme est une tâche complexe, qui ne se limite pas aux options militaires. Il concerne également l'édification de l'État, le nationalisme et le développement durable inclusif. Les racines des conflits sous-jacents étaient déjà posées pendant le colonialisme, la traite des esclaves, le pillage des ressources et l'établissement arbitraire des frontières. Sub-Saharan Africa emerged in the past years as global epicentre of Islamist terrorism. The impact of terrorism on the economy has a negative bearing on the formal and a positive effect on the informal sector. Among other things, this is due to the poorly diversified development economies of African countries and the class-specific impact of terrorism on welfare. This concerns not only a drop in sales, income and employment and rising transaction costs in the affected sectors, but also increasing poverty, hunger and hardship for the poor and needy. Transnational terrorism amplifies both the negative and the positive effects. African countries that have suffered severely from these attacks include Somalia, Kenya, Nigeria, Mali, Burkina Faso, South Sudan, Libya and Egypt. But even West African countries such as Ghana and Senegal which have been spared so far from terrorist attacks, the menace is growing, and economic effects are already tangible. Since the informal sector, i.e. the shadow economy with all its ambivalent facets, including cross-border crime, is still dominant in many African countries, especially in West Africa, this sector is of particular importance. It is still one of the largest in the world. The fight against Islamist terrorism is not just a military issue. In the economic sphere too it should be fought at its roots. Since most of the African poor live in and from the informal sector, which is also a breeding ground for criminal activities such as human trafficking of all kinds, money laundering and terrorists, they suffer the most from the negative consequences. Terrorists' sources of funding often derive from the proceeds of illegal trade. The close ties between criminal and terrorist groups can undermine the very foundations of the republican state and weaken democratic institutions. Africa is today the most important part of the Francophonie. French is an official or co-official language along with other languages in 21 African countries, all in sub-Saharan Africa (SSA). Since the end of colonialism and Cold War politics, changes in the Francophonie have been driven largely by external factors, such as a drive to combat Anglo-American cultural hegemony. Continuities, on the other hand, are mainly due to France's historical affinity with Africa, its view of its place in the world and its understanding of the role of the state. The International Organization of Francophonie (OIF) defends the common interests of the Francophone area and imposes a common vision for reform, particularly in the area of terms of trade. However, the demographic future of Francophonie will play out more and more in southern countries, especially in Africa. In 2010, half of all Francophones worldwide lived in Africa. It is expected that by 2060 almost 84% of the French-speaking population will live in Africa. Francophonie is mainly driven by the Francophone power elite in, both France and Africa, and the infamous Françafrique patronage network. Both propagate the universality of French as a language, including Pidgin French (often biasedly referred to as 'petit-nègre'), culture and way of life. Although the fate of African Francophonie is still determined by the North, the high mobility of the African population, driven by increasing urbanization, means that multilingualism, e.g. the simultaneous use of French and African languages, is 'deterritorialized'. Therefore, it would be crucial to solve the problem of the interface between French and African languages and to identify which other languages could replace French and in which areas this would be most desirable. Apart from that, there are promising perspectives for a self-determined development in the area of the francophone culture of the SSA. The African film industry, literature and religion could make it possible to find a new African rationality, a new way of defining oneself and hoping for a better future, free from the socio-economic inequalities that characterize the francophone post-colony despite globalization. Thus, a viable, dynamic and truly African culture in Francophone SSA could equal and even surpass the rival 'Commonwealth culture'. Although both European colonial powers, Great Britain and France, conquered substantial geographic spaces in SSA, using language as a means of control, the resulting networks, the Commonwealth and Francophonie are quite different. Extremism is thriving around the world, including in sub-Saharan Africa, fuelled by the aftermath of colonialism, poverty and Islamist ideologies. Regions with limited statehood became failed states where violent conflicts threatened regional security and stability. Russia benefited from the resulting power vacuum. Moscow focused on countries that were formerly French and Portuguese colonies, which Moscow believed are easier to infiltrate. Under these conditions, Putin is free to exploit the political and social contradictions in Africa and destabilize the Western order, even at the risk of the rise of Islamic terrorism. Terrorist criminal pipelines and corrupt states have been exploited by Russian arms dealers across Africa for decades. These included notorious support for the Taylor regime in Liberia in the early 2000s, including the infamous Russian arms dealer Viktor Bout, dubbed the 'merchant of death'. The cooperation was based on state control of ports of entry and exit for criminal organizations to safeguard profit-sharing, diplomatic passports, including associated immunity, and the rule of law, which ensured the smooth marketing of these companies. Today, Russia benefits primarily from providing "security" to autocratic leaders, including arms sales, advice and training in counterinsurgency and counterterrorism operations against Islamic terrorism in exchange for access to African resources and markets. Aside from Al-Quida, the Islamic State (ISIS), Boko Haram other local Islamic organizations are fuelling terrorism in SSA. Moscow is particularly interested in the Horn of Africa to control important trade routes of global importance. Digitalization in Sub-Saharan Africa enhanced the accessibility of communications by the majority of the poor who had been excluded among others from social media, independent information channels, mobile banking and e-commerce. The creation of new economic opportunities, e.g. the pay-as-you-go business, and increased flow of information also boosted people's self-esteem, sense of belonging and citizenship. The smartphone became the main source of internet access which also bridged the divide between urban and rural communities. Thus, mobile telecommunications contributed positively to economic growth even in less developed regions, and there is apparently still ample space for further improvement. Yet, Africans were also confronted with new forms of the digital divide between the poor and the rich, between advanced and less advanced African countries, as well as between Africa and the rest of the world. Moreover, the digitalization of the public sphere became a double-edged sword. Autocratic governments like Sudan and Togo shut down the internet during elections to facilitate the rigging of the polls. The lack of transparency and objectivity fuelled fake news which rapidly spread in social media, notably in times of the Corona crisis. Last, but not least, not everybody surfing in the internet had the same access to quality information. For example, disinformation was supported clandestinely by foreign powers to destabilize political regimes, or spy software was provided to governments to control the opposition. Both false news in social media and spy-software impeded poverty relieve in Africa significantly. La numérisation en Afrique subsaharienne a amélioré l'accessibilité des communications par la majorité des pauvres qui avaient été exclus, entre autres, des médias sociaux, des canaux d'information indépendants, des services bancaires mobiles et du commerce électronique. La création de nouvelles opportunités économiques, par ex. l'activité par répartition et l'augmentation du flux d'informations, ont également renforcé l'estime de soi des personnes, leur sentiment d'appartenance et de citoyenneté. Le smartphone est devenu la principale source d'accès à Internet, ce qui a également permis de combler le fossé entre les communautés urbaines et rurales. Ainsi, les télécommunications mobiles ont contribué positivement à la croissance économique, même dans les régions les moins développées, et il y a apparemment encore amplement de place pour de nouvelles améliorations. Pourtant, les Africains ont également été confrontés à de nouvelles formes fossé digital entre les pauvres et les riches, entre les pays africains avancés et moins avancés, ainsi qu'entre l'Afrique et le reste du monde. De plus, la numérisation de la sphère publique est devenue une arme à double tranchant. Des gouvernements autocratiques, comme le Soudan et le Togo, ont fermé Internet pendant les élections pour faciliter le trucage des élections. De plus, le manque de transparence et d'objectivité a alimenté les fausses informations qui se sont rapidement propagées sur les réseaux sociaux, notamment en période de crise de COVID-19. Enfin, tout le monde qui navigue sur Internet n'a pas le même accès à des informations de qualité. La désinformation était soutenue clandestinement par des puissances étrangères pour déstabiliser les régimes politiques, ou des logiciels espions fournis aux gouvernements pour contrôler l'opposition. Les fausses nouvelles dans les médias sociaux et les logiciels espions ont entravé la pauvreté en Afrique de manière significative. Die Digitalisierung in Subsahara-Afrika verbesserte Kommunikations-Zugang für die Mehrheit der Armen, die bis dahin unter anderem von sozialen Medien, unabhängigen Informationskanälen, Mobile Banking und E-Commerce ausgeschlossen waren. Die Schaffung neuer wirtschaftlicher Möglichkeiten, z.B. das Umlageverfahren und der verstärkte Informationsfluss, stärkten auch das Selbstwertgefühl, das Zugehörigkeitsgefühl und das Nationalbewußtsein der Menschen. Das Smartphone wurde zur Hauptquelle des Internetzugangs, der auch die Kluft zwischen urbanen und ländlichen Gebieten überbrückte. Damit trug der Mobilfunk auch in weniger entwickelten Regionen positiv zum Wirtschaftswachstum bei, und es gibt offenbar noch viel Raum für weitere Verbesserungen. Afrikaner wurden aber auch mit neuen Formen der digitalen Kluft zwischen Arm und Reich, zwischen entwickelten und weniger entwickelten afrikanischen Ländern sowie zwischen Afrika und dem Rest der Welt konfrontiert. Zudem wurde die Digitalisierung der Öffentlichkeit zu einem zweischneidigen Schwert. Autokratische Regierungen wie der Sudan und Togo haben das Internet beispielsweise während der Wahlen abgeschaltet, um Wahlfälschung zu erleichtern. Zudem befeuerte der Mangel an Transparenz und Objektivität insbesondere in Zeiten der Corona-Krise fake news, die sich in den sozialen Medien rasant verbreiteten. Nicht zuletzt hatte nicht jeder, der im Internet surfte, den gleichen Zugang zu qualitativ hochwertigen Informationen. Desinformation wurde zudem oft heimlich von ausländischen Mächten unterstützt, um politische Regime zu destabilisieren, oder den Regierungen Spionagesoftware zur Verfügung gestellt, um die Opposition zu kontrollieren. Sowohl Desinformation in sozialen Medien als auch Spionagesoftware haben die Armutsbekämpfung in Afrika erheblich behindert.

Kunst kann mehr als schön sein. Inwiefern dies der Fall ist, gilt es in der vorliegenden Masterarbeit herauszufinden. Sie beschäftigt sich mit der französischen Vereinigung Street Art Sans Frontières, die für ihre Kunstprojekte um die Welt reist und gemeinsam mit den Einheimischen Wände bemalt. Das Thema dieser Arbeit lautet: Street Art Sans Frontières – Transnationale Kunstprojekte im öffentlichen Raum als Medium für Partizipation und Demokratisierung. Dazu wurde folgende Forschungsfrage gestellt: Inwiefern ermöglichen transnationale Kunstprojekte im öffentlichen Raum eine Verbesserung der Lebensqualität der Mitwirkenden? Um dies herauszufinden, fand vom 20. bis 29. November 2019 ein Forschungsaufenthalt mit Street Art Sans Frontières in Mayo, einer Gemeinde in der Elfenbeinküste, statt. Für die vorliegende Arbeit wurden qualitative Methoden angewendet. Die Datenerhebung erfolgte durch Interviews, teilnehmende Beobachtung sowie die Führung eines Forschungstagebuches. Anschließend ermöglichte die qualitative Inhaltsanalyse nach MAYRING die Datenauswertung. Durch die Herausbildung von vier verschiedenen Kategorien konnten visuelle, pädagogische, soziale und emotionale Aspekte beobachtet werden, die sich sowohl auf die Gemeinde von Mayo als auch auf einzelne Individuen positiv auswirken. Die Ergebnisse dieser Arbeit unterstreichen die soziale Kraft von Kunstprojekten und ihr Potenzial für ganzheitliche Entwicklungen. The main aim of this paper is to analyze possible persistent French neo- colonialism in Africa. The first section deals with the theoretical framework of the term under scrutiny, followed by an analysis of the genesis of contemporary French foreign policy towards Africa by comparing the French presidential administrations, as well as analyzing the persistent French military presence in Africa. The paper also focuses on the study of France’s relations with African countries using the example of Côte d’Ivoire and of the French military intervention during the civil war in Côte d’Ivoire (2002). The paper discusses the main consequences of French interventions in the region, and the result of the analysis is a comprehensive assessment of current mutual relations and of the current French influence in sub-Saharan Africa.

United Nations peacekeeping operations (UN PKOs) increasingly engage with local communities to support peace processes in war-torn countries. Yet, while existing research tends to focus on the coercive and state-building functions of UN PKOs, their concrete local activities with community leaders and populations remain, empirically and theoretically, understudied. Thus, this study investigates how peacekeepers' community-based intergroup dialogue activities influence communal violence. It argues that facilitating dialogue between different communal identity-based groups locally can revive intergroup coordination and diminish negative biases against other groups, thereby reducing the risk of communal conflict escalation. This argument is tested using a novel data set of intergroup dialogue activities organized by the UN PKO in Côte d'Ivoire across 107 departments from October 2011 to May 2016. Bivariate probit and matching address the nonrandom assignment of these interventions. The analyses provide robust evidence that the UN PKO mitigated communal violence by organizing intergroup dialogues.

"The 2015 presidential election in Côte d'Ivoire was seen as an important test for the country given the 2010 post-election crisis. Although the 2015 polls were peaceful, they were affected by problems not new to Côte d'Ivoire: lack of competition due to non-participation of major political actors, low voter turnout, mistrust in electoral institutions. The unpreparedness of the Commission Electorale Indépendante (CEI) was also problematic, especially with respect to the revision of the voter list. Due to the boycott of partisans of former president Laurent Gbagbo and because of the support of the Rassemblement des Houphouëtistes pour la Démocratie et la Paix (RHDP), President Alassane Ouattara's re-election was essentially a given from the start. The European perception of flight and migration is strongly influenced by the idea that people travel to the destination countries because of violence, poverty and lack of prospects as well as being led by the positive impression of better living conditions in the destination countries. However, are these factors enough to adequately explain the steadily growing waves of refugees and migrants? This study investigates this question and presents further reasons recorded in conversations with people wanting to migrate in Sub-Saharan Africa. In addition to the classic reasons, migration is described as a success story that induces many young people to pursue this journey due to the great social pressure on them. A crucial role is played by the belief of possibly being one of the few chosen ones to succeed in a foreign country despite and precisely because of their knowledge about the risks of irregular migration and the frequently miserable living conditions of many migrants. The author concludes that against this backdrop the Eurocentric interests that manifest themselves in the current visa and integration policies are to be scrutinized.

Persistent tensions between the international norm of state sovereignty and emerging human rights norms, including the Responsibility to Protect and the protection of civilians during international peacekeeping, raise the question of when and under what circumstances local and regional actors are more likely to respect global norms. These tensions are particularly stark in Africa. On the one hand, African states and regional organizations were among the first proponents of liberal protection norms in the non-Western world. On the other hand, many African leaders view state sovereignty as indispensable. Building on established empirical justice research in neighboring fields, this article makes an important contribution to the literature by demonstrating that African states are more likely to accept interventionist human rights norms when standards of procedural justice have been observed. The article demonstrates the relevance of procedural justice by examining the puzzle of divergent African reactions to two similar instances of regime change in Libya and the Ivory Coast that were enforced by extra-continental actors in the name of global protection norms.

In dieser Studie wird mithilfe qualitativer Fokusgruppendiskussionen mit Migranten bzw. mit Menschen mit Migrationsabsicht aus Subsahara-Afrika (i) nach Motiven für Migration, (ii) nach der Nutzung von Informationen und dem Wissen über Migration sowie (iii) nach der Rolle von Projekten der internationalen Zusammenarbeit im Kontext von Migration gefragt. Ausgangspunkt der Untersuchung ist die Annahme, dass Push-/ Pull-Modelle Migrationsprozesse nur unzureichend beschreiben; diese aber in der Politik häufig eingesetzt werden, um Fluchtursachen zu erklären und mögliche Wege ihrer Bekämpfung aufzuzeigen. Insgesamt wurden 17 Fokusgruppendiskussionen mit Befragten aus neun Ländern in Subsahara-Afrika im Zeitraum März bis Mai 2017 durchgeführt. Die Ergebnisse zeigen, dass nicht nur "klassische" Push-Faktoren bei Migrationsentscheidungen eine Rolle spielen, sondern auch sozialer Druck durch die Familie, die an die Migration eines Familienmitgliedes bestimmte Erwartungen knüpfen. Dies führt dazu, dass Rückkehrer, die diesen Erwartungen nicht gerecht werden, häufig unter sozialer Ausgrenzung leiden. Darüber hinaus zeigen die Befragungen, dass Migranten besser über Risiken der Migration informiert sind als in der Öffentlichkeit gemeinhin angenommen wird. Dazu gehört zum Beispiel das Wissen über Gefahren auf der Flucht sowie das Risiko, im Ausland scheitern zu können. Ein weiteres Ergebnis der Untersuchung ist, dass die Reichweite von Projekten der internationalen Zusammenarbeit mit Schwerpunkt Migration weiter ausbaufähig ist und auch das Image von zentralen Akteuren dieses Bereichs verbesserungswürdig.

Urbanization of the Abidjad metropolis and the autochthon minority of Ebrie population. Migration is a phenomenon stemming from wealth inequalities within inhabited areas. It goes hand in hand with human life. This phenomenon has witnessed such a growth that the notion of autochthony is increasingly blurred in big cities, especially in African cities. If in Côte d' Ivoire, we still identify Adzopé, Bonoua, and Ferké etc. respectively as Attie, Aboure and Senufo’s cities, this is not the case of Abidjan, where the Aboriginal concept seems to escape Ebrié people who tend to merge with migrants. The migration flow is so important that its population has increased from 300,000 in 1950 to more than 2,877,948 inhabitants with only 98,285 inhabitants for Ebrié Aboriginal people (NIS, 1998). Representing 3.41% of the total population of Abidjan, this people has become a minority people in a modern world where competition is the rule. The disproportionate extension of the metropolis has a real impact on this people which now seem disarmed.

The liberalization of the cotton sector in Ivory Coast after fifteen years: spatial and organizational marks. The liberalization of the cotton sector in Ivory Coast is inspired by industrialized countries. Its approaches are supported by the Breton Woods institutions and the French Cooperation. The aim of this study is to review spatial and organizational reforms in the cotton basin of Ivory Coast. The results of this research revealed that liberalization is the cause of the restructuring of the cotton area. On the other hand, it has resulted an organizational dynamic based on the activity of the cotton companies and producers. In addition, the areas defined by the liberalization are not respected by cotton agencies. This non-compliance is manifested by the incursion of cotton companies in areas outside their initial block. In this logic of incursion, the producers of public society (CIDT) produce significantly more than those supervised by private cotton companies. This observation raises a debate regarding the continued liberalization of the cotton sector in Ivory Coast.

This article analyses the extent to which the concepts underlying land policies in West Africa that prevail amongst the development organisations most active in this field correspond to the results of the intense debate on the same subject over the last three decades, which has involved almost all branches of the social sciences: ethnology, legal anthropology, sociology, history and rural economics. It is found that the outcomes of these academic analyses are in sharp contrast to the approaches propagated and translated into practice by development agencies, which often start from oversimplified and inadmissibly generalised assumptions, so that one must ask whether the diverging logics of these two disciplines are responsible for this marked difference. Innovative und äußerst produktive anthropologische und ökonomische Forschungen haben in den vergangenen 30 Jahren zu einer neuen Sichtweise lokaler Regelungssysteme des Landzugangs in Westafrika geführt. Sie betonen deren soziale Dynamik und Anpassungsfähigkeit und gelangen u.a. zu dem Ergebnis, dass fehlende Landtitel keineswegs ein Hindernis für landwirtschaftliche Investitionen und steigende Produktivität darstellen oder deren Ausbleiben hinreichend erklären. Dieser empirisch fundierte Forschungszyklus scheint derzeit unterbrochen zu sein; stattdessen haben sich große Entwicklungsagenturen der Thematik angenommen. Wie im Rahmen ihrer Projektlogik vorhandene Erkenntnisse transformiert werden, ist Gegenstand dieses Beitrages, der sich auf Fallstudien in Côte d'Ivoire und Benin stützt.
