[ES] El presente trabajo de Fin de Grado consiste en hacer un breve análisis del sector eléctrico español para posteriormente llevar a cabo la realización de un plan de negocio viable y atractivo, desarrollando las principales áreas de la empresa y enumerando los pasos a seguir para crear una compañía comercializadora de energía eléctrica de carácter ecológico y comprometida con el medioambiente. La empresa pretende encargarse de la venta de energía verde además de aprovechar los cambios en la legislación que regula el autoconsumo para buscar clientes que quieran llevar a cabo la instalación de paneles solares, consiguiendo así ahorrar en las facturas a la vez que se ayuda al medioambiente., [EN] After an analysis of the Spanish energy sector, this (TFG) proposes a viable and attractive business plan; developing the main areas of the company and listing the steps to follow to create an ecological and environment-friendly energy provider. The operations of the company will be focused on the supply of green energy. It will take full advantage of self-consumption renewable energy regulation in order to attract customers who may be interested on installing solar panels to save money on bills while looking after the environment.

Dynamic economic dispatch is a complex optimization problem used to determine the generation schedule between the system's units, in a way that ensures the demand is met safely and reliably within a time horizon. The purpose of economic dispatch is to reduce marginal generation costs under restriction of operation, ramps and security of the units and the transmission system. With the addition of renewable energy sources and increasingly interconnected systems, economic dispatch problems have become increasingly complex. Thus, studies have analyzed new forms of optimization techniques for different forms of the problem, with the aim of improving the convergence point and computational time. This work aims to analyze the effects of the insertion of wind energy in dynamic economic dispatch. For this, the Quantum Particle Swarm Optimization (QPSO) meta heuristic was used and the cost of wind farms was calculated based on its analytical probabilistic production model. The proposed methodology was used in a system with 10 generators and a wind farm with meteorological data from Parnaíba-PI. For the study, different scenarios were analyzed in which the test system is linked to different wind farms, with generation concentrated in one bus and divided into two buses. In this study it is seen the influence of wind energy on the cost of operating the system. Furthermore, the uncertainty of wind energy generates costs linked to the forecast of expected generation of the wind farm combined with the reallocation of this load in the system. And finally the efficiency of the QPSO algorithm in the formulated DED problem. Com o aumento de geração de energia renováveis, surgem diversos desafios para o despacho econômico e mudanças nos mercados de eletricidade. O despacho econômico dinâmico (DED) é um problema de otimização complexo usado para determinar o programa de geração entre as unidades do sistema, de forma que garanta o atendimento da demanda de maneira segura e confiável dentro de um horizonte de tempo. O despacho econômico tem como objetivo a diminuição dos custos marginais de geração sob restrição de operação, rampas e segurança das unidades e do sistema de transmissão. A adição de fontes de energia renováveis e sistemas interligados cada vez maior, os problemas de despacho econômico tem se tornado cada vez mais complexos. Assim, estudos têm analisado novas formas de técnicas de otimização para diferentes formas do problema, com o objetivo de melhorar o ponto de convergência e o tempo computacional. Este trabalho tem como objetivo analisar os efeitos da inserção da energia eólica no despacho econômico dinâmico. Para isso, foi empregada a meta-heurística Otimização por Enxames de Partículas Quânticas (QPSO) e calculado o custo de usinas eólicas baseado no seu modelo analítico probabilístico de produção. A metodologia proposta foi empregada em um sistema com 10 geradores e uma usina eólica com dados meteorológicos de Parnaíba-PI. Para o estudo foram analisados diferentes cenários no qual o sistema teste é atrelado a diferentes usinas eólicas, com geração concentrada em uma barra e dividida em duas barras. Nesse estudo percebe-se a influência da energia eólica no custo de operação do sistema. Além disso, a incerteza da energia eólica gera custos atrelados à previsão de geração esperada do parque eólico combinado à realocação dessa carga no sistema. E, finalmente, a eficiência do algoritmo QPSO no problema DED formulado.

Bu araştırmanın temel konusunu, Türkiye elektrik tüketim verilerine ve yük profillerine daha değişik bir perspektif ile bakılmasını sağlayacak, dinamik bir yapıya sahip ve bireysel tüketimi gözeten, farklı kümelendirme seçenekleri sunan bir profilleme modelinin geliştirilmesi oluşturmaktadır. Oluşturulacak model ile elektrik tüketim miktarından bağımsız, bireysel olarak sayaçların tüketim benzerliklerine dayalı bir gruplandırma / kümelendirme yapılması hedeflenmiştir. 2009 senesinde çıkarılan elektrik yönetmeliğine göre, elektrik tüketim verilerinin dağıtım firmalarında saatlik olarak tutulması gerekliliği, otuz sekiz milyon kayıtlı elektrik sayacı için "büyük veri" sınıfına girebilecek ölçekte bir verinin oluşmasına sebep olmuştur. Ancak kayıtlı otuz sekiz milyon sayaç olmasına rağmen, bu kadar sayacın sadece dokuz yüz bin kadarı saatlik olarak veri tutabilen sayaç, geri kalanı ise tek zamanlı ve üç zamanlı tüketim verisi tutan sayaçlardır; dolayısıyla bu tek ve üç zamanlı sayaçların verisinin de saatlik veriye dönüştürülmesi gerekmektedir. Bu amaçla, müşteri özelliklerine göre beş adet profil abone grubu ve bunların alt profil kırılımları oluşturulmuş ve elektrik dağıtım firmaları, "profilleme" denilen tahminleme işlemi ile tek ve üç zamanlı elektrik tüketim değerlerini, yirmi dört saatlik dilime yayarak tutmaya ve ay sonunda elektrik piyasa işletmecisi EPİAŞ'a göndermeye başlamışlardır. Yukarıda bahsi geçen dokuz yüz bin saatlik tüketim verisi tutan sayaçlardan da sadece yaklaşık kırk beş bini aylık olarak EPİAŞ'a gönderilmektedir. Araştırmada, gerçek tüketimi yansıtan kırk beş bin sayaçtan örnekleme yöntemi ile alınan veriler normalize edilmiş ve sayaç bazında 24 saatlik yük profil çizelgeleri hazırlanmıştır. Elde edilen her bir sayacın 365 günlük 24 saatlik yük profil verisi, hiyerarşik kümeleme yöntemi ile kendi içinde kümelendirilmiştir. Farklı uzaklık (distance) ve bağlantı (linkage) kriterleri kullanılarak 4 ayrı kombinasyon oluşturulmuş ve elde edilen yük profil verileri, her bir kombinasyon için ayrı ayrı değerlendirilmiştir. Aykırı (outlier) tüketimleri bulmak veya tüketimleri mümkün mertebe kümelere eşit dağıtmak gibi farklı amaçlara göre, uzaklık ve bağlantı kriterlerine göre oluşan kümeler incelenmiştir. Elektrik dağıtım firmalarının aykırı tüketimleri bulmasına, bireysel olarak sayaç tüketimlerinin kümelendirilmesi sonucu farklı tüketim gruplarına erişebilmelerine, bölgesel olarak dengesizlik yaratacak kümelerin bulunarak ayrıştırılmasına faydası olacağı düşünülen çalışma ile birçok soruya cevap aranmış ve araştırma sonucunda bu sorular cevaplanmıştır. The main subject of this study is to investigate the current Turkish electric consumption values and corresponding load profiles and develop a dynamic profiling model that offers different clustering options which will help observe individual consumptions and look at Turkish electric consumption values from a different perspective. The proposed model aims at grouping / clustering electric consumptions or load profiles, based on consumption similarities of individual meters, independent of the amount of electricity consumption. According to the electricity law that was passed on 01.12.2009, all electricity consumption values need to be stored on an hourly basis by electricity distribution companies, which caused the creation of a mass amount of data for almost thirty-eight million electric meters, that can be classified as "big data." About nine hundred thousand of these meters are hourly-consumption aware meters and the rest are one-stroke and three-stroke meters; thus there is a necessity to convert these one-stroke and three-stroke meter readings to hourly consumption values. With this goal, electricity distribution companies have started to convert these values via a guessing process called "profiling" before sending them over to the electricity market operator of Turkey, EPİAŞ. Out of the afore-mentioned nine hundred thousand hourly-consumption aware meters, only about forty-five thousand meter readings are sent to EPİAŞ on a monthly basis. In this research, real-consumption data from the forty-five thousand meters will be sampled and relationships within different consumption groups will be investigated. A model creation to distribute "correct" data to different consumption groups will be tried by developing algorithms to prevent wrong readings and/or wrong profiling. In this study, real consumtion data taken from forty-five thousand meters were normalized and 24-hour load profile charts were prepared on an individual meter basis. The 365-day 24-hour load profile data of each meter was clustered within itself using the hierarchical clustering method. Four different combinations were created using different distance and linkage criteria, and the obtained load profile data were evaluated separately for each combination. Clusters formed according to different distance and linkage criteria for different purposes such as, finding outlier consumptions or distributing the consumptions equally to clusters as much as possible, were examined. It is believed that the proposed study will be beneficial in helping electricity distribution companies find outlier consumptions and reaching different target consumption groups as a result of clustering individual meter consumptions; as well as help find clusters that will create regional imbalances. Answers to various questions regarding electricity load profiles and different clustering models were sought and answered as a result of this study.

Treball de Fi de Grau en Economia. Curs 2020-2021 Tutor: Juanjo Ganuza The recent entry of renewable energies in the Spanish electricity market has been controversial, since it has caused some market variations, such as changes in price volatility. Some specialists agree that cleaner energies sources increase price volatility, whereas others disagree. The aim of this project is to understand how the transition towards renewable energies has affected the market and the electricity prices in the last years in Spain, and how can it affect the future of this sector. Through an econometrical model we have observed that price volatility is in fact, directly affected by this energetic transition. Moreover, the data reveals that wind energy generation has a positive regressive relationship with electric price volatility whereas solar energy works in the opposite way, having a negative regressive relation with price volatility.

Huzurdaki tez, enerjiye erişim bir insan hakkı olarak nitelendirilebilir mi sorusuna cevap aramak amacıyla hazırlanmıştır. Enerjiye erişim kavramı ile ilgili üzerinde tüm taraflarca uzlaşmaya varılmış bir tanım bulunmamaktadır; ancak genel olarak enerjiye erişim bir hane halkının temel düzeydeki ihtiyaçlarını giderecek miktarda enerjiye erişimi şeklinde tanımlanabilir. Enerji, elektrik enerjisi olabileceği gibi, doğalgaz, LPG veya yenilenebilir enerji türleri de bu kapsamda değerlendirilebilir. Enerjiye erişim konusunun Birleşmiş Milletler (`BM`) nezdinde ilk gündeme geldiği 1987 yılından bu yana konunun insan hayatı açısından önemine çeşitli kereler değinilmiştir. Enerjiye erişim genel düzeyde ekonomik kalkınma ve yeni iş olanakları yaratır. Bireysel düzlemde ise insan sağlığından çalışma hayatına, eğitimden insanların onurlu bir yaşam sürdürmelerine kadar birçok alana etki eder ve genel olarak bireylerin kendilerini iyi hissetmelerini sağlar. Bu anlamda insan hayatı için yaşamsal bir öneme sahip olduğunu söylemek abartılı olmaz. Bununla birlikte, enerjinin ortamın aydınlatılması, ısıtılması veya soğutulması gibi bir enerji hizmetine dönüştürülmediği zaman tek başına insan hayatında bir önem arz etmediğini belirtmek gerekmektedir. Enerjiye erişimin günlük hayattaki görünümü çeşitli şekillerde olabilir. Enerji, hane halkı için aydınlanma, yemek pişirme, yiyecekleri soğutma, ev ortamını ısıtma veya soğutma, cep telefonu şarj etme ve cep telefonu veya televizyonlar aracılığı ile dünya ile iletişim kurma anlamına gelir. Sağlık açısından geleneksel yakıtlara nazaran daha az ev içi hava kirliliği yaratan yakıtlara erişim ile hane halkını ev içi hava kirliliğine bağlı hastalıklardan uzak tutar. Eğitim açısından ise, çocukların üzerindeki yakıt taşıma yükümlülüğünü azaltarak yakıt taşıma için harcanan zamanın eğitime harcamalarını, okullar için teknolojik aygıtlar kullanarak ders yapma imkânı ile birlikte sınıfların aydınlatılmasını, ortamın aydınlatılmasını veya soğutulmasını sağlar. Toplumsal cinsiyet rolleri nedeniyle kadınlardan beklenen ev işlerini azaltır ve kadınlar bu zamanı ücretli çalışmaya ayırırlar. Bu özellikleri sebebiyle enerjinin insan hayatı taşıdığı önem BM nezdinde sürdürülebilir kalkınma amaçlarında da ifade edilmiş ve enerjiye erişim yedinci sürdürülebilir kalkınma amacı olarak belirlenmiştir. Huzurdaki tez enerjiye erişim konusunun mevcut uluslararası sözleşmelerde korunan ve aşağıda detayları verilen hakların bir gerekliliği olduğu düşüncesindedir. BM seviyesinde enerjiye erişim konusunun; (i) BM Şartı'nın 55'inci maddesindeki insanların hayat seviyelerinin yükselmesi, ekonomik ve sosyal alanda ilerleme ve gelişme ifadesinin, (ii) Evrensel İnsan Hakları Bildirgesi'nin (`Bildirge`) 25'inci maddesindeki yeterli bir yaşam seviyesi hakkının, (iii) Medeni ve Siyasal Haklara İlişkin Uluslararası Sözleşme'nin (`MSHS`) 6'ıncı maddesinde yer alan yaşam hakkının, (iv) Ekonomik Sosyal ve Kültürel Haklara İlişkin Uluslararası Sözleşme'nin (`ESKHS`) 11'inci maddesinde düzenlenen yaşamaya elverişli konut hakkının, ayrıca 7'inci (adil ve uygun işte çalışma hakkı), 12'inci (sağlık hakkı) ve 13'üncü (eğitim hakkı) maddelerinin, (v) Çocuk Haklarına Dair Sözleşme'nin (`ÇHS`) 27'inci maddesinde yer alan çocukların bedensel, zihinsel, ruhsal, ahlaksal ve toplumsal gelişmesini sağlayacak yeterli bir yaşam seviyesi hakkının, 28'inci maddesinde yer alan eğitim hakkının, 24'üncü maddesinde yer alan sağlık hakkının, (vi) Engellilerin Haklarına İlişkin Sözleşme'nin (`EHS`) 28'inci maddesinde yer alan yeterli bir yaşam standardı hakkının, (vii) Her Türlü Irk Ayrımcılığının Ortadan Kaldırılmasına İlişkin Uluslararası Sözleşme'nin (`IAOKS`) ırk ayrımcılığın ortadan kaldırılması için alınması gereken tedbirleri düzenleyen 2'inci, ırksal ayrımcılığı yasaklayan 3'üncü maddeleri ile 5'inci maddesinde yer alan barınma hakkı ve çalışma hakkı bağlamında eşit muamele hakkının bir gerekliliği olduğu düşünülmektedir. Enerjiye erişim konusuna açıkça yer veren tek sözleşme Kadınlara Karşı Her Türlü Ayrımcılığın Ortadan Kaldırılması Uluslararası Sözleşmesi'dir (`KKAOKS`). Söz konusu sözleşmenin 14'üncü maddesi taraf devletlere kadınlar için özellikle konut, sağlık, elektrik, su, ulaşım ve iletişim hizmetleriyle ilgili yeterli yaşam standartlarından yararlanma hakkını sağlama yükümlülüğü getirmiştir. Bunlar BM kapsamındaki hukuki düzenlemeler olmakla birlikte enerjiye erişim konusunun Amerikan Devletleri Örgütü, Afrika Birliği, Avrupa Birliği (`AB`) ve Avrupa Konseyi gibi çeşitli bölgesel örgütler kapsamındaki hukuki düzenlemelerle korunan sağlıklı bir çevrede yaşama hakkı, sağlık hakkı, konut hakkı gibi hakların da bir gerekliliği olduğu görülmektedir. Her ne kadar yapılan çalışmalar ile dünyada enerjiye erişimi olmayan insan sayısında azalma olsa da bugün hâlâ dünyanın büyük bir bölümünün enerjiye erişimi bulunmamaktadır. İlerlemenin beklenen düzeyde olmaması nedeniyle enerjiye erişim konusuna daha net bir normatif içerik belirlenmesi gerektiği düşünülmektedir. Bu çerçevede, su hakkında olduğu gibi enerjiye erişim konusunun hakkın içeriği ve sorumluları belirlenerek bir insan hakkı olarak tanınabileceği fikri ortaya çıkmıştır.Yukarıda da belirtildiği üzere enerjiye erişim kavramı mevcut uluslararası sözleşmelerde korunan yeterli yaşam seviyesi hakkı, yaşam hakkı, yaşamaya elverişli konut hakkı, eğitim hakkı, sağlık hakkı gibi hakların gerekliliklerinden biri olarak kendini gösterdiği için bu kavramın ayrı bir uluslararası sözleşme ile düzenlenmesine gerek olmadığı düşünülmektedir. Enerjiye erişim kavramı ile ilgili dünya genelindeki uygulama ve tez içinde ele alınan periyodik ülke raporları dikkate alındığında bu konuda devletler arasında bir ortak bir uygulama bulunmadığı düşünülmektedir. Bu nedenle kavramın bir yapılageliş kuralı olduğundan söz etmek mümkün görünmemektedir. Hâlihazırda ESKHK'nin 4 No'lu Genel Yorumu nedeniyle enerjiye erişim kavramının sıklıkla ESKHS'nin 11'inci maddesinde yer alan yaşamaya elverişli konut hakkı ile ilişkilendirildiği görülmektedir. Bu çerçevede aynı su hakkında yapıldığı gibi ESKHK'nin bir genel yorumu ile hakka bir netlik kazandırılabileceği düşünülmektedir. Sonuç olarak, huzurdaki tezin iddiası enerjiye erişimin su hakkında olduğu gibi ESKHS'de hâlihazırda kabul edilmiş olan yaşamaya elverişli konut hakkı kapsamında bir hak olduğu yönündedir. This thesis has been prepared to seek an answer to the question of whether access to energy can be described as a human right. There is no definition agreed upon by all parties regarding the concept of access to energy; however, in general, access to energy can be defined as a household's access to energy in an amount that meets their basic needs. Energy can be in the form of electricity, natural gas, LPG or renewable energy types may be considered within this scope. Since 1987, the time when the issue of access to energy came to the fore at the United Nations (`UN`), the importance of access to energy for human life has been mentioned several times. On a general level, access to energy creates economic development and new employment opportunities. On an individual level, it affects whole range of social spheres differing from human health to employment life, from education to people having decent lives and generally it affects individuals' well-being. In this sense it would not be an exaggeration to say that it has a vital role for human life. Having said this, it should also be noted that access to energy does not have any importance if the energy is not transformed into energy services such as lightening of, heating or cooling a space. The appearance of access to energy in daily life can take various forms. For household members, energy means the opportunity to enlighten the house, cook meals, keep the food cold, heat up or cool down the house, recharge their cellphones and communicate with the world via phones and televisions. From the health perspective, it protects the household members from diseases arising from indoor air pollution since it provides access to clean energy resources for cooking. From an educational point of view, by reducing the obligation of children to carry fuel, it ensures that the children use the time they spend on fuel transportation for education. It provides the opportunity to the schools to teach using the technological devices together with lighting, heating and cooling facilities. It also decreases the time that women spend on household chores due to gender specific roles and they use this time for paid work outside their houses. With all these traits, energy's pivotal importance for human life has been declared by UN in the sustainable development goals and access to energy is determined a seventh sustainable development goal. This thesis is of the view that the subject of access to energy is one of the requirements of the rights protected by current international regulations and details of which are given hereinbelow. At UN level, the subject of access to energy is one of the requirements of: (i) higher standards of living, full employment, and conditions of economic and social progress and development under Article 55 of Charter of United Nations, (ii) right to adequate standard of living under Article 25 of Universal Declaration of Human Rights, (iii) right to life under Article 6 of International Covenant on Civil and Political Rights, (iv) right to adequate housing under Article 11 of International Covenant on Economic, Social and Cultural Rights, also Article 7 (right to just and favorable conditions of work), Article 12 (right to health), Article 13 (right to education), (v) children's right to standard of living adequate for the child's physical, mental, spiritual, moral and social development as per Article 27, right to education pursuant to Article 28, right to health under Article 24 of Convention on the Rights of the Child, (vi) right to adequate standard of living as per Article 28 of Convention on the Rights of Persons with Disabilities, (vii) Article 2 governing the measures for elimination of racial discrimination, Article 3 prohibiting racial discrimination and the right to equality in terms of right to housing and right to work pursuant to Article 5 of Convention on the Elimination of All Forms of Racial Discrimination. The only regulation explicitly mentioning the access to energy is the Convention on the Elimination of All Forms of Discrimination Against Women. Article 14 of the said convention brings forth the obligation on the part of state parties the provision of a right to adequate standard of living particularly in relation to housing, sanitation, electricity and water supply, transport and communications. While these are being regulations under the UN system, the subject of energy access is also one of the requirements of right to live in a healthy environment, right to health, right to housing protected by legal documents prepared by Organization of American States, African Union, European Union and European Council. Although there is a decrease in the portion of population having no access to energy, an important part of the world population still has no access to energy. Since the progress is not at a desired level, it is considered that a clearer normative content should be determined in terms of access to energy. In this context, like human right to water, by determining the content and the responsible parties of the right, the idea that the issue of access to energy can be recognized as a human right has emerged.As stated above, as the concept of access to energy is present as one of the requirements of right to adequate standard of living, right to life, right to adequate housing, right to education, and the right to health protected by existing international regulations, it is considered that this concept does not need to be regulated by a separate international agreement. Considering the general practice in terms of the concept of access to energy and the periodic country reports discussed in the thesis, it can be said that there is no common practice among states in this regard. For this reason, it does not seem possible to mention that the concept constitutes a customary practice. It is seen that the concept of access to energy is often linked to right to adequate housing under Article 11 of the International Covenant on Economic, Social and Cultural Rights as per General Comment No. 4 of the Committee on Economic, Social and Cultural Rights. Within this framework, it is thought that a general comment of Committee on Economic, Social and Cultural Rights can give clarity to the right just like it did in the recognition of human right to water.In conclusion, the argument of this thesis is that access to energy is a right within the scope of the right to adequate housing, which is already accepted in the International Covenant on Economic, Social and Cultural Rights, just like human right to water. 152

Dünya üzerindeki enerji tüketimi artan Dünya nüfusuna paralel olarak her geçen yıl artmaktadır. Bugün ülkemizde de Dünya ile paralel enerji ve elektrik talebinde artış gözlenmektedir. Söz konusu talep artışını karşılamak için Dünya genelinde ve ülkemizde enerji üretimine ilişkin önemli yatırımlar yapılmaktadır. Geçtiğimiz yıllarda küresel ısınma ve hava kirliliği gibi Dünya'nın gündeminde olan iki konu paralelinde de bu yatırımların büyük bir bölümünü yenilenebilir enerji kaynakları oluşturmaktadır. Türkiye, hızla büyüyen bir ekonomik konum için her türlü enerji kaynağına ihtiyaç duymaktadır. Yetersiz enerji rezervleri sebebiyle devlet, cari işlemler dengesindeki dış kaynaklara bağımlılık sebebiyle oluşan açığın azaltılması için çeşitli çalışmalar yürütmektedir. Fosil yakıt rezervlerine yakın olmamıza rağmen yaşanan, jeopolitik zorluklar sebebiyle enerji arzı ülkemiz için en önemli konulardan biri haline gelmektedir.Bu çalışma kapsamında, enerji çeşitleri, yenilenebilir enerji hakkında bilgilere yer verilmiştir. Dünya'da yenilenebilir enerjiye yönelik atılan adımların tarihsel sebepleri irdelenmiş, yenilenebilir enerji kaynaklarına yapılan yatırımlar ve bu yatırımların sonucunda Dünya ve Türkiye perspektifinde ortaya çıkan üretim rakamları irdelenmiştir. Türkiye'de 1980-90'lı yıllardan itibaren Elektrik Piyasası oluşumu incelenmiş ve Dünya'da elektrik piyasasında yaşanan gelişim ile Türkiye'nin enerji politikaları çerçevesinde yapmış olduğu uzun vadeli aksiyon planları ele alınmış, bu aksiyon planları içerisinde yer alan destek mekanizmalarının etkileri genel itibariyle değerlendirilmiştir. Çalışmanın son bölümünde, ülkemizde son yıllarda yüksek bir ivme ile artan yenilenebilir enerji yatırımların da önemli rolü olan Yenilenebilir Enerji Destekleme Mekanizmasının (YEKDEM) etkileri farklı açılardan incelenerek katkısı ortaya koyulma çalışmıştır. Analize konu edilen değişkenler öncelikle ADF birim kök sınamasına tabi tutulmuş, ardından durağan hale getirilmiş seriler ile eşbütünleşme testi, Granger nedensellik testi yapılmış ve korelasyon matrisi oluşturulmuştur. Sonuçlar ışığında, YEKDEM teşvikinin yenilenebilir enerji kurulu gücü üzerindeki etkileri incelenmiştir. Energy consumption in the world increases every year in parallel with the increasing world population. Today, there is an increase in the demand for energy and electricity in parallel with the world. In order to meet this increase in demand, significant investments are being made in the world and in our country regarding energy production. In recent years, renewable energy sources are the major part of these investments in line with the two issues on the agenda of the world; global warming and air pollution.Turkey needs all manner of resources for a rapidly growing economic position. Because of the restricted domestic reserves, the public sector is undertaking various studies on the stability of the deficit in our country's current account balance, which is dependent on external resources ever though we are close to fossil fuels, because of the geopolitical challenges in these areas, energy supply is one of the most difficult issues for our country.In this study, information about energy types and renewable energy is given. Been analyzed historical reasons for the steps taken towards renewable energy in the world, and investments in renewable energy sources and due to this investment in world and the production figures presented in the perspective of Turkey were discussed.Examined the formation of the electricity market since the 1980s-1990s years in Turkey, with development taking place in the electricity market in the world long-term action plans to be made within the framework of Turkey's energy policies are discussed, action plans and impact of the supporting mechanisms were assessed in general terms.In the last part of the study, the effects of the Renewable Energy Support Mechanism (YEKDEM), which plays an important role in the rapidly increasing renewable energy investments in our country, are examined and their contribution is revealed. The variables that were analyzed were subjected to ADF unit root test first, then cointegration test, Granger causality test were made with stationary series and correlation matrix was formed. In the light of the results, the effects of YEKDEM incentive have been examined. 101

Bu çalışmada, Rüzgâr Enerjisi Santrali (RES), Fotovoltaik Enerji Santrali (FVES), Kombine Isı ve Güç Santrali (KIGS), Isı Üretim Birimi (IÜB) ve Batarya Enerji Depolama Sisteminden (BEDS) oluşan ve Gün Öncesi Piyasasına (GÖP) katılan bir Sanal Güç Santrali (SGS)'nin saatlik optimum teklif ve işletim planlaması yapılmıştır. İlk olarak, elde edilen kârı maksimum ve çevreye salınan emisyonu minimum yapmak amacıyla bir model oluşturulmuştur. Ayrıca, batarya ömründe etkisi olan deşarj derinliği ve sıcaklık parametreleri kullanılarak oluşturulan batarya bozulma maliyeti de daha gerçekçi bir SGS modeli elde etmek amacıyla modele eklenmiştir. Yenilenebilir enerji kaynaklarındaki belirsizlik için, rüzgâr hızı ve güneş radyasyonu parametrelerinin geçmiş verileri kullanılarak senaryo azaltma ve senaryo ağacı oluşumu algoritmaları ile belirsizlik analizi de yapılmıştır. Modelin düşük kâr çıkarma riskine karşı, bir risk ölçütü olan Koşullu Riske Maruz Değer (CVaR) ölçütü kullanılarak risk analizi yapılmış ve farklı durumlar oluşturulup birbirleriyle karşılaştırılmıştır. Bütün durumlar, Karışık Tamsayılı Doğrusal Olmayan Programlama (KTDOP) olarak ve Genel Cebirsel Modelleme Sistemi (GAMS) yazılımı kullanılarak modellenmiş ve elde edilen sonuçlar analiz edilip, en uygun durum çalışmada önerilmiştir. Böylece, önerilen modelin, gün öncesi elektrik piyasasında yer alan SGS katılımcılarına optimum işletme ve SGS operatörüne optimum teklif planlaması yapması konusunda yardımcı olacağı kanıtlanmıştır. In this study, an hourly optimum bidding and operation planning of a Virtual Power Plant (VPP), which consists of a Wind Power Plant (WPP), a Photovoltaic Power Plant (PVPP), a Combined Heat and Power Plant (CHP), a Heat-only Unit (HOU) and a Battery Energy Storage System (BESS), are decided in a Day Ahead Market (DAM). Firstly, the model of problem is formed to maximize the profit and minimize the emission. Furthermore, the battery degradation cost using the depth of discharge and temperature parameters, which have an impact on the life of the battery, has been considered to obtain a more realistic VPP model. The uncertainty analysis is also performed by using the historical data of wind speed and solar radiation parameters with scenario reduction and scenario tree construction algorithms for the uncertainty in renewable energy sources. The risk analysis is made against the low profit making risk of the model by using the Conditional Value at Risk (CVaR) as a risk measure, different cases are presented and compared with each other. All cases are modeled as Mixed Integer Nonlinear Programming (MINLP) and by using General Algebraic Modeling System (GAMS) software, the obtained results are analyzed and the most suitable case is proposed in this study. Thus, the proposed model has been proven to help VPP participants to perform optimal operation and the VPP operator to make the optimal bidding scheduling in the day ahead electricity market. Elektrik tüketimi, ekonomik büyümenin temel girdilerinden biri olarak bilinmektedir. Ayrıca elektrik tüketiminde yaşanan artışlar, bireylerin refahı ile ilişkilendirilebilir. Öte yandan ekonomide yaşanan bir büyüme, elektrik tüketimini de artırabilmektedir. Dolayısıyla bu nedensel ilişkinin belirlenmesi, ülkelerin sürdürülebilir büyüme ve refahı için önem arz etmektedir. Çalışma söz konusu ilişkiyi, BRICS-T ülkeleri kapsamında ele alarak, ekonomilerinin sürdürülebilirlikleri hakkında bilgi vermeyi amaçlamaktadır. Bu bağlamda 1990-2014 dönemine ilişkin verilerden hareketle elektrik tüketimi ve ekonomik büyüme ilişkisi ampirik olarak incelenmiştir. Modelde bağımlı değişken Kişi Başına GSYİH iken, bağımsız değişken Kişi Başına Elektrik Tüketimi olarak belirlenmiştir. İlk olarak yatay kesit bağımlılığı ve homojenlik testleriyle söz konusu ülkeler arasındaki etkileşimin olup olmadığı test edilmiştir. Test sonuçlarına göre, kesitler arasında bağımlılığın olduğu ve eğim katsayılarının heterojen dağılım gösterdikleri sonucu ortaya konmuştur. Son aşamada ekonomik büyüme ve elektrik tüketimi arasındaki nedensel ilişkiyi belirlemek için Emirmahmutoğlu-Köse (2011) ve Kónya (2006) bootstrap nedensellik testleri uygulanmıştır. Emirmahmutoğlu-Köse (2011) nedensellik testine göre söz konusu ülkelerden sadece Rusya'da geri besleme hipotezi söz konusu iken, diğer ülkeler için yansızlık hipotezi geçerlidir. Kónya (2006) bootstrap nedensellik testine göre ise Çin'de büyüme hipotezi geçerli iken, diğer ülkeler için yansızlık hipotezi geçerlidir., Electricity consumption is known as one of the main inputs of economic growth. In addition, increases in electricity consumption can be associated with the well-being of individuals. On the other hand, a growth in the economy can also increase electricity consumption. Therefore, determining this causal relationship is important for the sustainable growth and prosperity of the countries. The study aims to provide information about the sustainability of their economies by addressing this relationship within the scope of BRICS-T countries. In this context, the relationship between electricity consumption and economic growth has been examined empirically based on the data for the period of 1990-2014. While the dependent variable in the model is GDP per capita, the independent variable is determined as Electricity Consumption per Capita. First, horizontal cross-sectional dependence and homogeneity tests were used to test whether there was any interaction between the countries in question. According to test results, it is revealed that there is dependency between the sections and the slope coefficients show a heterogeneous distribution. At the last stage, Emirmahmutoğlu-Köse (2011) and Kónya (2006) bootstrap causality tests were applied to determine the causal relationship between economic growth and electricity consumption. According to Emirmahmutoğlu-Köse (2011) causality test, while only Russia has a feedback hypothesis, neutrality hypothesis is valid for other countries. According to Kónya (2006) bootstrap causality test, while the growth hypothesis is valid in China, neutrality hypothesis is valid for other countries.

Elektrik fiyatların oluşmasında temel değişkenler çok boyutlu ve kapsamlı. Çok sayıda açıklayıcı değişken ile elektrikfiyatlarının tahmin edilmesi günümüzde yaygın kullanılan yaklaşımlardan biri. Bu çalışmada, literatürde sıklıkla kullanılanana elektrik piyasalarında beş farklı seri ve GEFCom2014 yarışma verisi kullanılarak, bir shrinkage yöntemi olanBootstrap Aggregation (bagging) yöntemiyle, mevcut açıklayıcı değişkenlerdeki bilgilerin elde edilmesi önerilmektedir.Bagging yöntemi, multivariate elektrik fiyat tahmini literatüründe yaygın olarak kullanılan bir diğer yöntem olan LeastAbsolute Shrinkage and Selection Operator (lasso)'e göre çok daha uygulaması basit ve hatta bazı piyasalarda daha iyitahmin performans göstermesiyle öne çıkmaktadır. İlaveten, gün içerisindeki elektrik fiyatlarının birbiriyle olan yüksek bağımlılığını modellere yansıtmak adına faktör destekli modellerönerilmektedir. Bayesian Kriteri ile seçilen faktörlerin modellere eklenmesi modellerin performanslarını iyileştirdiğigibi, bazı durumlarda gelişmiş shrinkage yöntemlerinden bile daha iyi sonuçlar verdiği Diebold-Mariano testi ilegösterilmiştir. Fundamental dynamics behind electricity prices are multi-dimensional and elaborate. A popular approach to forecasting electricity price is to utilize large number of predictors. In this study, using the day-ahead electricity price data from commonly studied markets of five major series andGEFCom2014 data, a variant of shrinkage method, Bootstrap Aggregation (bagging) is proposed toincorporate information from available predictors. Bagging manifests itself as a computationally simpler alternative to commonly used Least Absolute Shrinkage and Selection Operator (lasso) in multivariate EPF context and even shows superior forecasting ability in some markets. Moreover, considering the significant dependence of intra-day electricity prices, we also propose factor augmentation to exploit this dependence. The inclusion of latent factors, selected via Bayesian Information Criterion, improves ability to forecast in multivariate modeling framework and in some cases even outperform sophisticated shrinkage methods as measured by the Diebold-Mariano test. 73

Fiziksel elektrik tedarik zinciri; üretim, iletim, dağıtım ve perakende iş alanlarından oluşmaktadır. Üretim tarafı kullanılan kaynaklara göre; yenilenebilir hidro, rüzgâr, güneş, jeotermal enerji santralleri ve termik doğalgaz, kömür enerji santrallerinden oluşmaktadır. Üretim tarafı ayrıca sahiplik bakımından devlete ait olan santraller, özel santraller ve belli bir kontrat doğrultusunda iş yapan Yap-İşlet, Yap-İşlet-Devret santrallerinden oluşmaktadır. Türkiye elektirik piyasasının liberalleşmesine yönelik düzenlemeler uzun yıllardır hayata geçirilmektedir. Dolayısıyla özel santrallerin toplam üretim içindeki payı özelleştirmeler ve yeni açılan santraller ile birlikte her geçen yıl artmaktadır. İletim tarafı doğal regüle monopol iş kolu olarak tanımlanabilmektedir. Dağıtım tarafı Türkiye'de bölgelere ayrılmış olup, faaliyetler söz konusu bölgeler bazında sürdürülmektedir. Bu kapsamda Türkiye 21 farklı bölgeye ayrılmıştır. Bu bölgelerde dağıtım şirketleri elektriğin fiziksel olarak son kullanıcıya ulaşmasını sağlayan altyapı şirketleri olarak faaliyetlerini yürütmektedir. Perakende şirketler temel olarak, görevli tedarik şirketleri veya normal tedarik şirketi bazında ayrıştırılmaktadır. Görevli tedarik şirketleri 21 bölge için son kaynak tedarikçisi olarak görev yapmaktadır. Diğer yandan perakende satış faaliyetleri elektriğin tüketicilere satılmasını ifade etmektedir. Perakendecilik faaliyetleri, düzenlenmiş ve liberal olmak üzere iki şekilde sürdürülür. Liberal tedarik zincirinde serbest tüketicilere hizmet verilmektedir. Düzenleyici otorite tarafından belirlenen tüketim miktarının üzerinde tüketime sahip ve ikili anlaşma yoluyla elektrik tedarik eden müşteriler serbest tükeci olarak nitelendirilmektedir. Serbest perakende elektrik pazarında piyasa oyuncuları, görevli tedarik şirketleri ve görevli olmayan perakende şirketleri, toptan piyasada elektrik alım satımı yapan toptancılar ve enerji üreticileridir.Türkiye'de elektriğin son kullanıcıya satış fiyatı iki farklı yolla belirlenmektedir. İlki düzenleyici otorite tarafından çeyreklik olarak açıklanan tarifelerdir. Bu tarifeler son kaynak tedariği almak durumunda kalan serbest olmayan müşteriler içindir. Ayrıca geçtiğimiz 2018 senesinde düzenleyici otoritenin yüksek tüketimli müşteri olarak tanımladığı müşterilere PTF ve YEKDEM bedeli üzerinden belirlediği maliyet bazlı tarife yapısı ile elektriğin fiyatı belirlenmektedir. Düzenleyici otorite söz konusu yeni tarife yapısı ile piyasayı zorunlu olarak serbestleşmeye itmekte ve aynı zamanda kendi üzerindeki yükü farklı taraflara devretmektedir. Öyle ki 2017 yılının başından itibaren geçerli tarifeler ile maliyetler toplamı arasında neredeyse hiç aralık kalmamış, bu durum düzenleyici otoritenin sırtına büyük bir yük getirmiştir. Düzenleyici otorite her sene yüksek tüketimli müşteriler için belirlenmiş tüketim limitini aşağı çekerek kendisini biraz daha rahatlatmakta ve bu şekilde serbest piyasanın önünü açmaktadır. Perakende elektrik pazarında doğrudan nihai müşteriye sadece satış yapan oyuncular, yüksek rekabet nedeniyle düşük karlılık seviyelerine katlanmak zorundadırlar. Emtia ürün pazarında, müşteriler en ucuz ürünü tercih ederler. Maliyetlerini düşürmeyen şirketler maalesef pazar payı kaybetmek veya faaliyetlerini sonlandırma gibi sonuçlarla karşı karşıya kalmaktadır. Dolayısıyla Türkiye perakende elektirik piyasasında operasyonel mükemmellik ile maliyetlerin düşürülmesi pazarda rekabet avantajı elde etmenin kritik faktörüdür. Maliyetleri azaltmak için şirketler verimli operasyonel süreç uygulamak ve hammaddelere ulaşmanın daha ucuz yolunu bulmak gibi yöntemlere başvurmaktadır. Türkiye ve dünyadaki perakende elektrik pazarının en temel sorunu da elektriğin bir emtia oluşudur. Öyle ki oyuncular katma değer sağlayabilmek için farklı yollar aramış ve en çok tercih edilen yöntem maliyetlerin minimize edilmesi yoluyla daha fazla karlılık sağlanması olmuştur.Bu çalışmada, yüksek tüketimli müşterilere perakende elektrik satışında, işbirliği yoluyla elde edilen fazladan karlılığı paylaşımında kooperatif oyun teorisi kullanılarak paylaşım yöntemleri incelenmiş ve farklı çözüm yöntemleri ile elde edilen sonuçlar kıyaslanarak analiz edilmiştir.Yapılan inceleme ve analiz sonuçlarına göre, perakende elektrik pazarındaki oyuncuların işbirliği yapmaları ve bu sayede daha etkin maliyet yapısının elde edilmesi önerilmektedir. Eletrik üretim santralleri üretim tarafında sahip oldukları varlıkları sayesinde perakende şirketlere göre daha düşük fiyatlı baz enerji maliyetine sahipken, perakende şirketleri sahip oldukları yaygın satış ağı, müşteri datasını analitik işleme kabiliyeti ve satış bilgisine sahiptir. İki tarafın yetkinliklerinin bir araya gelmesi ile sağlanacak yeni yapı pozitif sonuçlar doğuracaktır. Yapılacak işbirliği sayesinde daha etkin bir maliyet yapısı elde edilecek ve ortaya fazladan karlılık çıkacaktır. Bu çalışmada üretim tarafından özel santrallerden yerli kömür, ithal kömür ve doğalgaz üretim santralleri ayrı ayrı olacak şekilde perakende şirketi arasındaki oyun incelenmiştir. Ayrıca yüksek tüketimli müşteriler pazardaki mevcut müşteri segmentasyonu gereği üçe ayrılmıştır. Öyleki ilk grupta 50 GWh ve üzeri, ikinci grupta 10-50 GWh arası ve üçüncü grupta 1-10 GWh arası tüketime sahip müşteriler alt hedef kitleler olarak belirlenmiştir. Müşterilerin üç gruba ayrılmasının sebebi oyuncuların iş modelleri ve kurumsal stratejileri gereği farklı maliyet ve satış fiyatının ortaya çıkmasından kaynaklanmaktadır. Üç farklı üretici tipi perakende işbirliği ve üç farklı segment için incelenmiş ve toplam dokuz farklı sonuç ortaya çıkarılmıştır.Koalisyon sayesinde elde edilebilecek kar fazlasının her bir senaryoya göre hesaplanması çalışmanın uygulama kapsamında ilk adımını oluşturmaktadır. Burada her bir koalisyonun mevcut duruma ilaveten sağlayacağı maliyet avantajları sayesinde elde edilecek kar büyüklükleri hesaplanmıştır. Söz konusu ilave kar büyüklüğü koalisyonun gerçekleşmemesi durumunda oluşmayacaktır. Sadece koalisyon ile sağlanacak bu kar büyüklüğü oyunun başında bilinmekte ve tarafların kendilerine düşen payı kabul ettikleri durumunda koasliyon sağlanabilecektir. Bu kapsamda oyuncuların rasyonel kararlar vermesi en temel ihtiyaçtır.Elde edilen ilave kar büyüklüğünün taraflar arasında ne şekilde pay edileceği uygulama kapsamının ikinci adımını oluşturmaktadır. Pratikte şirketlerin bu tür anlaşmalarda mutabakat sağlaması oldukça zorlu süreçlerin tamamlanmasını gerektirmektedir. Öyle ki her bir taraf kendi faydasını maksimize etmeye çalışacak ve kendi için en büyük değeri elde etmeye çalışacaktır. Bu doğrultuda uygulamanın ikinci adımı, koalisyon ile ortaya çıkabilecek ilave kar büyüklüğünün oyunular arasında nasıl paylaştırılacağı sorusunu ele almaktadır. Diğer bir deyişle bu çalışmada, kar paylaşım sisteminin analitik çözümü ve farklı çözüm yöntemleri ile elde edilen sonuçların karşılaştırılması gerçekleştirilmektedir. Bu doğrultuda uygulamada kullanılan çözüm yöntemleri; iki Oyunculu Nash Pazarlığı, Kalai Smorodinsky Pazarlığı ve Ağırlıklı Shapley'dir.Kullanılan yöntemlerden ilki Nash Pazarlık çözümüdür. Bu çözüm yöntemi koalisyon ile elde edilen fazlalık faydayı maksimuma çıkarır ve oyuncular arasında paylaştırır. Uygulamada kullanılan ikinci yöntem Kalai-Smorodinsky Pazarlık çözümü, maksimum kazancın oyuncular arasındaki paylaştırılmasını eşit ağırlıkta yapmaktadır, diğer bir deyişle elde edilen fazlalık faydayı iki oyuncu arasında eşit dağıtmaktadır.Son çözüm yöntemi olarak uygulanan Ağırlıklı Shapley ise belirli bir ağırlıklandırma methodu ile oyuncular arasında fazladan faydanın dağıtım esasını ele almaktadır. Bu çözüm yöntemi oyuncuların koalisyon ile elde edilen fazladan faydayı farklılaşan oranlarda dağıtabilmeyi mümkün kılmaktadır. Pratikte de söz konusu farklılaşan oranlara ihtiyaç duyulmaktadır. Öyleki herhangi bir durumun başarılı olabilmesi için gerçekleştirilen koalisyonda taraflardan birinin ya da birkaçının daha fazla katkı sağlaması gerekmesi durumunda elde edilecek fazladan faydayı da harcanan efor üzerinden dağıtılması talep edilebilmektedir. Böyle durumlarda elde edilen fazladan faydanın oyuncular arasında eşit dağıtılmasından ziyade belirlenecek kritere göre oyuncuların alacağı ağırlıkların farklılaştırılması oyunun gerçekleştirilmesini de mümkün kılan adım olabilmektedir. Nitekim fazladan efor sarfeden oyuncunun diğer oyuncular ile eşit hakka sahip olması her durumda kabul edilebilir olmayacaktır. Bu durumda koalisyon da gerçekleşemeyecektir. Ağırlıklı Shapley bu soruna çözüm getirerek oyuncuların eforlarına göre ağırlıklı olarak faydadan pay almasını sağlamaktadır.Koalisyon ile elde edilecek fazladan faydanın oyuncular arasında paylaşımı kapsamında uygulanan üç çözüm yöntemi sonuçları kıyaslandığında; Nash ve Kalai-Smorodinsky, fazladan karlılığı oyuna giren iki oyuncu arasında aynı miktarda paylaşıtırırken, ağırlıklı Shapley oyuncuların tek başında elde etmiş oldukları karlılık oransallığında paylaşım yapmaktadır. Karar aşamasında üç farkı çözümden hangisinin kullanılmasının gerektiği bakış açısına göre değişebilecektir. Öyle ki söz konusu fazladan karlılığın gerçekleşebilmesi iki oyuncunun da oyuna katılması durumunda geçerlidir. Eğer bir oyuncu koalisyona katılmaz ise diğer oyuncu kendi başına elde edeceği karlılığa razı gelmek durumunda kalır ve söz konusu fazladan karlılık oluşmayacaktır. Ancak oyuncuların tek başlarına elde ettikleri karlılığa baktığımızda özellikle kömür santralleri ve perakende şirketi arasındaki oyunda büyük bir uçurum olduğu görülmektedir. Bu sebeple kömür santrali fazla karlılığın eşit paylaşımını kabul etmemeyi tercih edebilecektir ve oyun gerçekleşmeyecektir ki bu durumda da bahsi geçen fazladan karlılık da gerçek olmayacaktır. Bu durumda işbirliğinin sağlanabilmesi için ağırlıklı Shapley yöntemi uygulamak gerekebilir.Türkiye perakende elektirik piyasası kapsamında değerlendirildiğinde işbirliği ile sağlanan ekstra karlılık kısa vadede söz konusu iki oyuncuya fayda sağlarken, orta-uzun vadede piyasada ikili işbirliği sayısının artması ile fayda nihai tüketiciye aktarılabilecektir. Tüm sektörler düşünüldüğünde ise elektriğin temel maliyet kalemi olması sebebi ile tüketim ürünleri fiyat seviyesi olumlu etkilenecektir. In this study, retail electricity supply to the high consuming customers is analyzed using cooperative game theory to find the way of sharing the extra profit that is generated via cooperation. The physical electricity supply chain consist of producing, transmission, distribution and retail. The retail activity includes sale of electricity to end users. The retail activities are splited in two manners, the regulated and the liberal. In the liberal supply chain, consumers are eligible customers, who are entitled to select their suppliers as their consumption amount is over the electrical power amount defined by the Energy Market Regulatory Board. There are different types of market player in liberal retail electricity, as incumbent and non-incombent retail companies, electricity wholesalers, and power producers.Players have only retail licence and sell only retail electricity directly to the end user, operates with low levels of profit margin due to high cost and competition in the market. In commodity product market, customers prefer the the cheapest product. If companies do not able to reduce their costs unfortunately have to sink or loose the market share. Thus, the ability of reducing cost is crucial and vital for getting competitive advantage. Implementing efficient operational process and finding the cheaper way to reach raw materials are main alternative for companies to reduce the costsIn this study, we suggest the cooperation of the players for retail electricity market and combine theirs strength to reduce the cost. There are two party for retail electricity sales to end user, power plants and retailers respectively. Power plants have the generation asset and the retailers have sales knowhow. If they operate separately, they get some amount of profit. When they cooperate and entegrate the market vertically they generate extra profitability, but on their own they can generate no extra profit.It can be considered easy to calculate estimated incremental profit will be realized in case of a coalition between two parties power plant and retailer for retail electricity sales. Since rationality and intelligence are two fundamental assumptions in game theory, any cooperation between players must take into account the objective of maximizing their own individual payoffs. The problem here is how to divide the surplus profit among players. Bargaining theories in the literature address the dividing problem mentioned above and solve the question of how to divede the surplus among the participants. In this study, we investigate the analytical way of profit sharing system and make a comparison among them. We pick Nash Bargaining, Kalai Smorodinsky Bargaining and weighted Shapley among the several bargaining solution. Because they mostly match with our specific problem with two players. Nash Bargaining solution studies the classic two person bargaining problem and maximizes the product of surplus utilities. Kalai-Smorodinsky Bargaining solution equalizes the ratios of maximal gains. While weighted Shapley defines the weights those are proportions in which players share in unanimity game.In this study, Nash and Kalai-Smorodinsky have shared the extra payoff by the same portion. It is also demonstrated that lack of symmetries may arise naturally when players in a game represent nonequal size constituencies. The weighted Shapley associates positive and different weights with each players. If greater effort is needed on the part of player one than on the part of player two in order for the project to succeed, the proportion of profit allocated to player one should be greater also.While the extra profitability that will arise from the cooperation will benefit these two players in the short term, it will be transferred to the final consumer by increasing the number of bilateral cooperation in the medium or long term. 81

Enerji piyasalarında piyasa takas fiyatının oluşumu arz ve talep tahminlerine göre gerçekleşmekte, yüksek doğrulukta gerçekleştirilemeyen talep tahminleri fiyatların düzensiz oluşumunu tetiklemektedir. Bu çalışma ile spot enerji piyasalarında elektrik fiyatları, nesnelerin interneti (IOT) ve yeni teknolojik yaklaşımlarla birlikte incelenerek spot enerji piyasalarında gün öncesi ve gün içi fiyatlamalardaki tahminleme hatalarının kaynağı olan, arz ve talep tahminleme hata oranlarının düşürülmesine katkıda bulunmak amaçlanmaktadır. Bu amaçla enerji piyasası nesnelerin interneti (IOT) ve akıllı şebeke yaklaşımı perspektifinde incelenmekte, çalışmanın uygulama bölümünde ise bu yaklaşımlarla tahminleme çalışmalarının daha etkin yapılmasının mümkün olup olmadığına yönelik bir uygulama gerçekleştirilmektedir. Uygulamada 2016 ve 2017 yıllarına ait daha az gözlem sayısını içeren günlük değerlerin bulunduğu düşük frekanslı veri kümeleri ve daha çok gözlem sayısını içeren saatlik değerlerin bulunduğu yüksek frekanslı veri kümeleri ile yapay sinir ağları uygulaması gerçekleştirilerek performansları karşılaştırılmaktadır. Elde edilen sonuçlar yüksek frekanslı verilerle daha doğru tahminleme gerçekleştirilebileceği, tahminleme hatalarının minimize edilebileceğine işaret etmektedir.Anahtar kelimeler: Spot enerji piyasaları, nesnelerin interneti (IOT), fiyatlama, fiyat tahmini In the energy markets, the formation of the market exchange price is realized according to the supply and demand forecasts; demand forecasts that cannot be realized with high accuracy trigger irregular formation of prices. In this study, electricity prices in spot energy markets, Internet of Things (IoT) and new technological approaches are examined. It is aimed to contribute to the reduction of supply and demand estimation error rates which are the source of forecasting errors in day ahead and in-day pricing in spot energy markets. For this purpose, the energy market is examined in the perspective of the Internet of Things (IoT) and the smart grid systems approach. Moreover, in the application section of the study, an application is made to determine whether it is possible to make the estimation studies more effectively with these approaches. In this study, by performing artificial neural networks, the performance of low-frequency data sets which contain daily observations with less observations and high-frequency data sets which contain hourly values with more observations for 2016 and 2017, are compared. Bu çalışmada, bulunduğu bölgeden bağımsız olarak ele alınan bir doğal gaz kombine çevrim santrali için Türkiye Elektrik Piyasalarından Gün Öncesi Piyasası ve Yan Hizmetler Piyasası'na teklif verirken referans olarak kullanılabilecek bir model geliştirilmiştir. Bu tesisin ortalama maliyet ve teknik gereklilikler ile çalıştığı varsayılan bir işletme olduğu varsayılmıştır.Bu model geliştirilirken, herhangi bir şirketin kendi uzmanlığı ile hesaplanabilir veyadışarıdan tedarik edilebilir olan fiyat tahmini ve santralin hali hazırda bilinen maliyetve teknik gereklilikleri ile ortalama sözleşmesel piyasa verileri girdi olarakalınmıştır.Çıktı olarak ise öncelikle uzun vade olmak üzere, giderek daha yakın vadeye gelecek ve detaylanacak şekilde bir üretim planı elde edilmesi istenmektedir. Elde edilen bu modelde, temel alınan fiyat tahminlerine dayalı bir optimum üretim planı belirlenmekte olup üretim seviyesi ve frekans gereksinimleri gösterilmektedir. Modelin ürettiği bu veriler, hem Yan Hizmetler Piyasası hem de Gün Öncesi Piyasası için belirlenen risk parametreleri doğrultusunda teklif setlerinin oluşturulmasında kullanılabilecek duruma getirilmiştir.Bu çalışma ile amaçlanan, Türkiye elektrik piyasalarında fiyat belirleyici konuma sahip olduğu düşünülen yüksek verimli doğal gaz kombine çevrim santrallerinin hem piyasa arz güvenliği açısından önemli varlıklar olması sebebiyle piyasa sürdürülebilirliğini sağlamak, hem de sistemsel maliyetleri en aza indirgeyerek toplumsal fayda yaratmak maksadıyla piyasa ortalama değerlerine sahip bir doğalgaz kombine çevrim santralinin dispeç optimizasyonunun yapılmasıdır. Optimum çalışma koşullarında Gün Öncesi Piyasası ve Sekonder Frekans Kontrol Piyasaları'nın her ikisinin de aktif şekilde kullanıldığı varsayılarak hesaplamalar yapılmıştır.Bu çalışma kapsamında en uygun teklif setlerinin oluşturulabilmesi için dal-sınır algoritması ve meta-sezgisel algoritmalardan karınca kolonisi algoritması kullanılarak karşılaştırma yapılacaktır. In this study, a model is developed in order to use as a reference during offer period at Day Ahead Market and Ancillary Services Market of Turkish Power Markets for a combined cycle power plant who is chosen regardless of its location. The facility is considered as operating with average costs and technical requirements. When developing the model, price forecast which can be calculated by any of the company's own know-how or can be outsorced and already known costs and technical requirements and average contractual market data are taken into consideration as inputs.It is desired to create a generation plan which starts with a long term based and detailed after runned for shorter terms as output. In this model, an optimum generation plan is found based on price forecasts and generation level and frequency requirements are shown. This data produced in model is ready to use for proposals considering risk parameters to submit for both Ancillary Services Market and Day Ahead Market.It is aimed to provide sustainability due to being significant assets for supply security of Turkish power markets and increase social welfare by providing cost minimization for a combined cycle power plant which is a merchant plant with high efficiency and average market conditions.Within the scope of this study, by using the branch and bound algorithm and the ant colony algorithm which is a metacognitive algorithm, a comparison is made to find the optimum proposals and prepare cost analyzes. 88

Elektrik güç sistemleri, geçmişten günümüze dek süregelen çeşitli zorlukların yanı sıra, teknolojik gelişmelerin beraberinde getirdiği yeni sorunlar ve tehditler ile karşı karşıyadır. Ayrıca, çevresel, ekonomik ve sosyal yeni eğilimlerin de etkisiyle güç sistemlerinde köklü değişimler yaşanmaktadır. Yeni santraller ve altyapı yatırımlarının yanı sıra, mevcut sistemlerin daha etkin kullanımı da önemli bir yaklaşım olarak öne çıkmaktadır. Özellikle talep tarafında, alçak gerilim dağıtım şebekelerinde bazı yükler, dağıtık üretim ve enerji depolama elemanları, birincil görevlerinin yanı sıra, ikincil görev olarak ana şebeke ve yerel şebekeye çeşitli hizmetler sağlayabilecek şekilde değerlendirilebilme potansiyeline sahiptir. Bu şekilde kullanılan elemanlar, dağıtık enerji sağlayıcılar olarak nitelendirilmektedir. Bireysel olarak yönetildiklerinde sınırlı etkileri ve esneklikleri olan bu cihazların birçoğu birlikte koordine edilebildiğinde büyük çaplı etki ve faydalar sağlanabilmektedir.Literatürdeki çalışmaların birçoğunda sadece belirli bir tür esnek yük seçilip, bu yükün az sayıda yaklaşımla yönetimi tercih edilmiştir. Gerçek kullanıcılarla yapılan saha uygulamalarının en uzun süreli olanları birkaç ayı geçmemiştir. Oyunlaştırma tekniklerinin denendiği ilgili çalışmalar, az sayıda oyunlaştırma yaklaşımını bir arada uygulamıştır. Talep yönetiminin oyunlaştırılması süreci birçok çalışmada, yararlanılan sosyal davranış teorileri ve yöntemler yeterince anlatılmadan özet olarak sunulmuştur. Oyunlaştırılmış yönetim uygulamalarında ağırlıklı olarak enerji tasarrufu hedeflenip, talebin farklı zaman dilimlerine kaydırılmasına yönelik esnekliklere pek odaklanılmamıştır. Ayrıca, yönetilebilir yüklerin yönetim performansları detaylı olarak ölçülemeyip, bünyesinde birçok farklı etkeni barındıran bina veya tüketici bazlı genel tüketimler dikkate alınmıştır. Buna ek olarak saha uygulamalarının sonuçları analitik olarak detaylarıyla değerlendirilmemiştir. Kullanıcıların yönetim potansiyelinin mali analizi kısa dönemler için yapılıp genelde bir ayı geçmemektedir. Ayrıca, sunulan ekonomik teşvik mekanizmaları büyük çoğunlukla, kullanıcıları sadece bireysel olarak hareket etmeye teşvik edebilmektedir. Dağıtık üretim ve enerji depolama elemanlarının güç ve enerji yönetimi karakteristiklerinin çıkarımına yönelik genel kabul görmüş bir yaklaşım bulunmamaktadır. Ayrıca, bu cihazların toplu yönetim performanslarının sahada incelenmesine ihtiyaç duyulmaktadır. Bu cihazların gelişmiş izlenmesi, otonom kontrolü ve kullanıcı dostu arayüzlerle yönetimine yönelik çalışmalar da oldukça başlangıç aşamasında ve sayıca azdır. Yönetilebilir yüklerin yerel şebekenin sorunlarına yönelik yönetimi ile ilgili kavramsal çalışmalar ve kısıtlı kapsama sahip benzetim çalışmaları olsa da, saha denemeleri bulunmamaktadır. Ayrıca, hem ana şebeke, hem de yerel şebekeye yönelik, eş zamanlı, birbiriyle çelişen hedeflerin olduğu durumlarda genel yaklaşım, bu hedeflerden birine öncelik verilerek tüm yüklerin bu hedefe göre yönetilmesi yönündedir.Bu çalışmada, talep tarafındaki yönetilebilme potansiyeline sahip cihazların toplu yönetimine odaklanılmıştır. Öncelikle, farklı demografik özelliklere sahip birçok kullanıcının elektrik şebekelerindeki zorluklarla ilgili farkındalığını ve talep yönetimi ile oyunlaştırma uygulamalarına eğilimlerini gözlemlemek amacıyla bir anket yapılmıştır. Bir sonraki aşamada, evlerdeki yönetilebilir yükler için, mevcut altyapılarla uygulanabilecek yönetim seçenekleri irdelenmiştir. Sonrasında yönetim seçeneklerini kullanıcılara tüketim istatistikleri ile birlikte sunan, oyunlaştırma teknikleri ve çok zamanlı tarife fiyatlarından yararlanarak, sosyal ve ekonomik teşviklerle kullanıcıları talep yönetimine yönlendiren bir platform geliştirilmiştir. Bu sistem İstanbul'daki 4 evde, gerçek kullanıcılarla, 4 aylık bir izleme dönemini takiben 9 aylık bir uygulama dönemi boyunca denenmiştir. Kullanıcıların platform ve oyunlaştırılmış sistemle etkileşiminin, elde edilen talep yönetimi performansı ve elektrik tasarrufları ile ilişkisi detaylı olarak değerlendirilmiştir. Sahadan elde edilen veriler ışığında, Türkiye'deki gün öncesi ve gün içi elektrik piyasalarının 2018 yılına ait verilerinden de faydalanılarak yönetim potansiyeli ve ekonomik analizler yapılmıştır. Ayrıca, elektrik piyasasına entegre yeni bir teşvik yapısı geliştirilerek toplu yönetim, kullanıcıları işbirliğine yönelten, artan kar miktarının dinamik ve oransal olarak sunulabileceği bir yapıda incelenmiştir. Buna ek olarak, toplu talep yönetimi olaylarının ilerleyen saatlerinde genellikle rastlanan beklenmedik yeni puant talepler ve enerji tüketimi artışlarının da azaltılması için yükleri sürelerine göre yöneten yeni bir yaklaşım geliştirilmiş ve incelenmiştir.Dağıtık üretim ve enerji depolama sistemlerinin toplu yönetimiyle ilgili çalışmalar bir sonraki aşamada gerçekleştirilmiştir. Büyük ölçekli bir laboratuvarda, farklı tür ve özelliklerde dağıtık üretim ve enerji depolama elemanının güç ve enerji yönetimi olanaklarıyla ilgili testler yapılmıştır. Öncelikle cihazların karakteristik özellikleri ve çalışma sınırları tespit edilmiştir. Ardından bu cihazların toplu yönetimiyle ilgili çok sayıda senaryo incelenerek, cihazların toplu yönetim performansları gözlemlenmiştir. İlerleyen aşamada, cihazların oyunlaştırma tekniklerinden de yararlanılarak toplu yönetimine yönelik aşamalar belirlenip, kullanıcı-toplu yönetici ve şebeke operatörü etkileşimi detaylandırılmıştır.Tez çalışmasının bir başka bölümünde, esnek yüklerin dağıtım şebekesindeki yerel sorunlara yönelik çözümü incelenmiştir. Gerilim profilinin iyileştirilmesi, hat aşırı yüklenmelerinin giderilmesi ve faz yüklenmelerindeki dengesizliklerin esnek ev yükleri yönetilerek azaltılmasına yönelik testler yapılmıştır. Alçak gerilim dağıtım şebekelerinde, baralardaki güç değişimlerinin bara gerilimlerine etkilerinin çıkarımına yönelik bir yaklaşım geliştirilmiş ve büyük ölçekli bir laboratuvarda denenmiştir. Elde edilen bara gerilim hassasiyetlerinden yararlanılarak, hem ana şebeke, hem de yerel şebekeye yönelik eş zamanlı ve birbiriyle çelişen hedeflere sahip yönetim uygulamaları için bir yaklaşım geliştirilmiştir. Bu yaklaşım da hem laboratuvar testleri, hem de kapsamlı benzetim çalışmalarıyla incelenmiştir.Yapılan çalışma, evlerdeki yönetilebilir yüklerin ana şebeke ve yerel şebeke olaylarında kullanılabilirliği, elde edilebilecek teknik ve mali faydalar, kullanıcıların uzun dönem boyunca talep yönetimine katılımları, elektrik piyasasına entegre ve kullanıcıları toplu katılıma yönelten teşvik yaklaşımları, dağıtık üretim ve enerji depolama elemanlarının toplu yönetim olanak ve performansları, farklı yönetim hedeflerinin alçak gerilim dağıtım şebekelerinde eş zamanlı ve etkin uygulanması ile ilgili faydalı bulgular sunmuştur. Bu çalışmada ortaya konulan yaklaşımlar, aydınlatılan yönetim potansiyelleri-imkanları-olanakları ve edinilen tecrübeler bu alandaki ilerleyen çalışmalar için de yol gösterici niteliktedir. Electric power system are facing emerging problems and threats due to technological advancements, in addition to longstanding challenges. Moreover, there are fundamental changes in power systems due to emerging environmental, financial and societal trends. In addition to establishment of new power plants and infrastructure expansions, more effective utilization of existing systems gains importance. Especially at the demand side, in low voltage distribution networks, some of the loads, distributed generators and energy storage units have the potential to provide a range of services to both the main grid and the local grid, in addition to fulfilling their primary tasks. The units that are used for this purpose are named as distributed energy resources. In case that these units are managed individually, they have limited impact and flexibilities. On the other hand, coordinated management of many of them can provide large scale impacts and benefits.The majority of the works in the literature prefer to focus on a single flexible load type and explore a few number of management options. The field applications with real users are limited with a couple of months. In studies on gamification of demand response, the number of adopted gamification elements are considerably few. Furthermore, many studies simply summarize gamification of demand management quite briefly, without providing the details of the used social behavior theories and adopted methods sufficiently. In most of the gamified demand management studies, energy savings are solely focused on, without considering the flexibility of shifting demand to different time periods. Additionally, management performance of flexible loads are not monitored in details. Total consumption of a building or a customer is usually taken into account, which may be influenced by many different external factors. More importantly, the results of field applications are not evaluated quantitatively. Financial analysis for customers is done for small periods and it usually does not exceed one month. Moreover, the provided economical incentive mechanisms are majorly motivating customers to act individually without any collaboration with the others. There are not any common methodology for identification of power and energy management capabilities of distributed generation and energy storage devices. There is also need for field testing of their individual and aggregated management performances. Furthermore, the number of studies on advanced monitoring, autonomous control and coordination over user-friendly interfaces is low. Although there are conceptual and simulation studies with limited scope about local grid oriented management of flexible loads, there have not been conducted many field tests about the proposed approaches. Additionally, in case of conflicting simultaneous main grid and local grid related management events with opposite targets, the general approach is to give priority to one of the events and manage all the flexible loads accordingly.This study focuses on aggregated management of devices with flexibilities at the demand side. Firstly, a survey was conducted with people with different demographics to observe the public awareness about the challenges in power systems and expectations about possible demand management and gamification options. The survey showed that, there is high awareness about the current challenges in power systems, except environmental negative impacts. Moreover, there is high acceptance of demand management programs, while most of the proposed gamification and additional earning methods were found motivating. Several user groups were identified, highlighting some common and distinctive characteristics. It is important for a demand management program to offer social and financial incentives that carefully address the expectations of the targeted user groups for achieving success. In the next step, the management options for residential flexible loads were discussed. Later on, a platform that provides the management options, together with consumption statistics, social and financial incentives to customers was developed. This system was tested in 4 houses with real residents in Istanbul, for a 4-month of monitoring period, followed by a 9-month of application period. The relation between platform use, achieved demand management performance and energy savings was investigated in details. Active and frequent users of the platform achieved relatively higher demand management performance and savings compared to rare users. The achievable performance and benefits can be improved more by future platforms with deeper consideration of individual consumption habits and management preferences of users, providing them more personalized and adaptive management options and suggestions. Machine learning and artificial intelligence techniques can be useful for this purpose. Larger scale field applications with higher number of customers and buildings can provide more comprehensive observations and findings. Furthermore, similar platforms can be developed for commercial and industrial customers and buildings to highlight and activate their valuable management flexibilities. Using the data gathered from the meters on the field and 2018 statistics of day ahead and intraday electricity markets in Turkey, management potential and financial benefits were analyzed. Close profits were found for day ahead and intraday market participation cases. Moreover, a new market integrated incentive mechanism that motivates customers to collaboratively take part in demand management activities, through incremental dynamic and proportional reflection of guaranteed profits was proposed. The developed mechanism is suitable for all markets that operate with time windows around 15 minutes and higher. It is possible to organize an event at any time of the day. The applicability of these kinds of collaborative mechanisms can be further investigated in pilot demonstrations with large number of customers. Emerging alternative incentive mechanisms can also be compared with the proposed one. A new method that considers load shifting times is developed to reduce generally faced unexpected peaks and extra energy consumptions in the following hours of an aggregated demand response event. The proposed method is tested in stochastic simulation, providing better results compared to ordinary aggregated demand response approach.In the next stage of the thesis study, aggregated management of distributed generation and storage systems is worked on. In a large scale laboratory, power and energy management capabilities of distributed generation and energy storage units with different types and characteristics were investigated with tests. Firstly, their characteristic features and operational limits were identified. Secondly, several scenarios on their coordinated management is explored to observe their aggregated management performance. After that, a number of steps that should be followed for gamified aggregated management of these units were identified, highlighting device owner-aggregator-grid operator interactions.In another part of the thesis study, the role of flexible loads to mitigate local problems in distribution grids was explored. Test were conducted in a large scale laboratory for improvement of voltage profiles, prevention of line overloadings, and mitigation of phase imbalances. A methodology to derive the impact of power exchanges at each bus on bus voltages in the local grid was developed and tested. Using the voltage sensitivities of buses, an approach is proposed for simultaneous deployment of utility-driven and local network oriented management activities in the same local system. This approach is tested through both laboratory tests and comprehensive simulations.The study provided important findings related to potential of residential flexible loads in utility-driven and local network oriented management activities, achievable technical and financial benefits, participation of real customers in long term demand management activities, electricity market integrated collaborative action promoting incentive mechanism, alternative aggregated management method to reduce unexpected peaks and extra energy consumption in the following hours of management events, aggregated management availability and performance of distributed generation and energy storage assets, simultaneous and effective deployment of conflicting management events in low voltage distribution grids. The proposed approaches, highlighted management potentials-capabilities-availabilities and gained experiences are also valuable for future works in this area of study. 202

In this research, the factors influencing the purchasing decision in the industrial market have been studied. The factors affecting the industrial marketing and industrial buying process are tried to be explained by using the related literature. The aim of the study is to give basic information about the electrical industry market and its companies, and to examine the effectiveness of the concepts and the solutions of the research problems.In the first part of the study, general concepts and factors affecting industrial purchasing decision are examined. In the second part, sectoral information about the electricity industry is pointed out.The research was carried out on electrical industry companies of different sizes, operating or headquartered in Istanbul. Interview and survey techniques were applied and qualitative study path was followed. As a result of the research, it has been provided to reveal the functioning of the buying processes of the companies, the factors affecting the purchasing decision in the industrial market and the order of these factors according to their importance for the companies in the electricity industry market. The effects of different buying situations on the factors affecting purchasing were investigated and findings were interpreted. 154

Today with the support of deregulations, a liberal market structure has emerged the energy markets. At the same time, new liberal market structures possess many uncertainties and risk factors. It became very difficult to adapt to changing dynamics and to maintain profitability by keeping the risk under control. Continuously changing factors such as technological development, ever-growing demand for energy consumption, meteorological realizations, and state politics are creating an uncertain environment. Internal and external risk factors are triggering many unexpected outcomes. To survive in this fluctuating environment, risk strategies should be established and continuously developed.In this thesis for a better financial performance in Turkish electricity sector a new approach is presented. A fundamental electricity price forecast model is presented and to boost trading efficiency financial options are studied. In the forecast section, regression, deterministic approach and production cost based models are studied. For option pricing Black-Scholes and Cox-Ross-Rubinstein models are preferred.Derivative instruments' comparative performance evaluation is investigated and it is seen that forward products caused the highest profit and loss, on the other it is found that financial options are useful instruments to hedge financial risks. 91

Gelecekteki belirsizliklerin bugünden fiyatlandırılmasını sağlayan türev ürünlerin geçmişi, uzun yıllar öncesine dayanmaktadır. Finansal para sisteminin 20. yüzyılın sonlarına doğru önemli bir değişime uğramasıyla birlikte belirsizlikler artmaya başlamış ve bu durum beraberinde finansal piyasalarda riskin artmasını getirmiştir. Söz konusu bu risklerin etkin bir şekilde yönetiminde kullanılmaya başlayan türev ürünlerin küresel ölçekte sözleşme değeri yedi yüz trilyon dolar seviyesini aşmıştır. Bu işlem hacminin büyüklüğü, dünyanın en büyük ekonomilerinden biri olan ABD'nin milli gelirinin 2017 yılı sonu itibariyle yaklaşık 19,7 trilyon dolar civarında olduğu düşünüldüğünde, daha net ortaya çıkmaktadır. Öncelikle türev ürün sözleşmelerinin neler olduğu ve bu sözleşmelerin birbirlerinden farklı özelliklerinin açıklanmaya çalışıldığı bu çalışmada, elektrik türev sözleşmelerinin özelliklerini daha iyi analiz edebilmek adına, bir emtia olarak elektriğin kendine özgü nitelikleri açıklanmaya çalışılmıştır. Devamında dünyada yaygın olarak kullanılan elektrik sözleşmelerinin özelliklerine değinilerek, Türkiye'de kullanılan elektrik sözleşmelerinin yapısı açıklanmaya çalışılmıştır. Tam rekabet piyasası koşullarına yaklaştıkça, piyasalardaki şeffaflık ve etkinlik düzeyi artış göstermektedir. Etkin ve gelişmiş bir enerji borsasına kavuşabilmek için de rekabetçi ve liberal bir piyasaya ihtiyaç duyulmaktadır. Bu bağlamda, Türkiye'deki elektrik türev piyasalarının yapısının daha iyi anlaşılabilmesi adına elektrik piyasasında 1980'lerden sonra başlayan ve özellikle de 2001 yılından sonra yaşanan köklü reform ve değişim aşamaları anlatılmaya çalışılmıştır. Çalışma sonucunda, elektrik türev piyasalarında görülen ürün çeşitliliğinin Türkiye'de henüz bulunmadığı tespiti yapılmış, bahse konu piyasanın daha derin olması ve daha büyük işlem hacimlerine ulaşabilmesi için doğalgaz ve karbon piyasalarına yönelik kontrat türlerinin de Türkiye piyasalarına uygulanabilir hale getirilmesi gerektiği belirtilmiştir. Ayrıca elektrik piyasasındaki pozitif ivmeli büyümenin devam edebilmesi ve elektrik türev piyasalarının gelişiminin hızlanabilmesi için, 2000'li yılların başlarında gerçek anlamda başlayan reform ve liberalleşme sürecinin hız kesmeden devam etmesi gerektiği ifade edilmiştir. The history of derivative products, which allows future uncertainties to be priced today, is based on many years ago. Uncertainties have begun to increase with a significant change in the financial system towards the end of the 20th century, which in turn has increased the risk for financial markets. Derivative instruments that have been used effectively in managing these risks have exceeded the global contract value of seven hundred trillion dollars. The size of this transaction volume is more evident when the national income of the United States (USA), one of the world's largest economies, is estimated to be around $ 19.7 trillion by the end of 2017. In this study, different derivative product contracts and their specifications are tried to be explained. In addition, it has been attempted to explain the specific characteristics of electricity as a commodity in order to better analyze the properties of electricity derivative contracts. Subsequently, in order to explain the structure of the electricity contracts used in Turkey, properties of the reference electricity contracts which are widely used in the world, are used. It is known that when market conditions are closer to the full competion structure, the level of transparency and efficiency in the markets also increase. A competitive and liberal market are also needed to achieve an efficient and developed energy exchange. In this context, in order to be better understood the structure of the electricity derivative market of Turkey; It has been tried to explain the fundamental reform and change phases that started after the 1980s and especially after 2001. In conclusion, this study detected that variety of products seen in electricity derivative markets are not yet available in Turkey. It has been stated that the types of contracts for natural gas and carbon markets should be made applicable to the markets of Turkey, in order to have market to be deeper and to reach larger transaction volumes. Moreover, it has been concluded that the reform and liberalization process, which started in the beginning of the 2000s, should continue uninterruptedly, so that the positive growth of the electricity market can continue and the development of the electricity derivatives market can accelerate. 117

Türkiye elektrik piyasası hem arz hem de talep bakımından en hızlı büyüyen pazarlardan biridir. 90'lı yıllarda başlayıp bugüne kadar tedarik eksiklikleri, hem kamu hem de özel sektör yatırımlarının, BO (Yap İşlet), YİD (Yap-İşlet-Devret) ve ToR (Haklar Devri) gibi çeşitli ticari modellerle üstesinden gelmeyi amaçlamaktadır. Bu yatırımlar daha çok karbon emisyonu yüksek konvansiyonel ve termik üretim santralleri; aynı zamanda ithal kömür ve doğalgaz gibi yerel olmayan yakıtlara da bağımlıdırlar. Buna paralel olarak, bu yönler, bu alandaki küresel eğilimi izleyerek yenilenebilir üretimin artırılması ve teşvik edilmesi gereğini getirmektedir. Turkish electricity market is globally one of the fastest growing ones in terms of both supply and demand. The supply shortcomings in 90s had been aimed to overcome by both public and private sector generation investments by various commercial business models such as BO (Build Operate), BOT (Build Operate Transfer) and ToR (Transfer of Rights). These investments were mainly conventional and thermal generation power plants, which have higher carbon emissions; they also depend much on the non-local fuels to run such as import coal and natural gas. In line with this, these aspects brought about the necessity to increase and incentivize the renewable generation as well, also following the global trend in this area. In Turkey, renewable generation is incentivized through a feed-in tariff mechanism. This thesis aims to provide detailed insight to the development of the feed-in tariff mechanism and its cost to the Turkish electricity market particularly focusing on retail free-market perspective, analyzing the drivers behind as well. The risk implications of these drivers on the feed-in tariff cost will be analyzed quantitatively by using simulation models; the results of these simulations will be interpreted in a manner to provide insights on the risk perspective of feed-in tariff, which has now been a significant market cost bearing significant risks. 62

Elektrik piyasasının karmaşık ve dinamik yapısı nedeniyle güçsüz ve sözleşme şartlarını belirlemede etkisiz kalan tüketiciler faturalarda yansıtılan maliyet unsurlarına katlanmak zorunda kalmaktadır.Bu çalışmada, elektrik piyasası mevzuatında tüketicinin yeri, taraf olduğu sözleşmeler ve bunun neticesinde faturalara yansıtılan maliyet unsurları incelenmiştir. Çalışmanın birinci bölümünde elektrik piyasasına ve elektrik piyasasından doğan faaliyetlere değinilmiştir. İkinci bölümde ise bu faaliyetlere tüketicinin hangi şekilde dâhil olduğu, uygulamada sıklıkla taraf olduğu sözleşmeler; elektriğin hukuki niteliği, kamu ve evrensel hizmet özelliği, sözleşmelere idarenin etkisi ve sözleşme yapma mecburiyeti irdelenmiştir. Üçüncü bölümde faturalar aracılığı ile tüketiciye yansıtılan tartışmalı maliyet unsurlarına değinilerek, güncel içtihatlar ve kanun değişikliklerinin sonuçlarına değinilmiştir.Sonuç itibari ile elektrik piyasasında ve mevzuatında ifade edilen her tüketicinin 6502 sayılı Kanun kapsamında tüketici olmadığı, bu nedenle TKHK' nın sağladığı özel korumalardan yararlanamayacağı ve ayrıca detaylı olarak bu alanda tüketiciye yansıtılan maliyet unsurları belirlenmiştir. Aynı zamanda bu bedeller için farklı yönde içtihatlara ve karışıklığı gideren köklü yasal değişikliklere de değinilmiştir. Electricity market, the consumers who are weak and who stays ineffective during the settlements of the agreements have to endure the cost elements reflected through the invoices because of complicated and dynamic structure. In the first section of the study; electricity market and activities arising from the electricity market were addressed and in the second section; the areas where the consumer must be involved in these activities, the agreements that the consumer becomes a party often, the legal qualification of the electricity, public and universal service feature and the effect of the administration on the agreements were examined, within the scope of the obligation to enter into an agreement. In the third section, the debated cost elements that effect consumers through invoices were addressed as well as the current case law and the consequences of the law amendments. As a result, it is determined that in electricity market, not every consumer is evaluated in scope of the Law on the Protection of the Consumer numbered 6502 and therefore they are not able to utilize the special protection provided by the law. At the same time, these prices also lead to confusion in case law, therefore at the end, law-makers have made fundamental legal amendments. In this study; the consumers in electricity market legislation was examined in scope of the Law on the Protection of the Consumer numbered 6502, together with the agreements and the related cost elements in the invoices. 107

Liberalleşme hareketi ile birlikte her alanda rekabetçi piyasaya ulaşmak isteyen ekonomik anlayış, elektrik piyasalarını etkisi altına almıştır. Özellikle son 20 yılda Türkiye enerji piyasalarını yeniden yapılandırmayı ön plana koymuştur ve bu amaçla serbest tüketici uygulaması başlatılmıştır. Bu tez çalışmasında gerek kural koyuculara gerek elektriğin tedarikini yapma hakkına sahip lisanslı özel şirketlere fayda sağlaması amacı ile serbest tüketicilerin elektrik tedarikçisi seçimlerinde hangi faktörlerin ne kadar etkili olduğu araştırılmıştır. Bu araştırma için kesikli seçim modelleri sınıfında yer alan çoklu lojit model seçilmiştir ve elektrik tedarikçilerine ait farklı özellikler kullanılarak iki ayrı model geliştirilmiştir. Araştırma ve model bulgularına göre, Türkiye'de serbest tüketicilerin elektrik tedarikçisi seçiminde en çok etkisi olan faktörler tedarikçinin piyasadaki bilinirliği ve sundukları birim fiyat olarak belirlenmiştir., The economic view that aims to reach a competitive market in every area and liberalization movement have affected energy markets, especially electricity market. Turkey has reconstructed its energy markets for the last 20 years and "eligible consumer" law was one of the biggest steps of reconstruction since its purpose is to make every consumer free to choose their electricity supplier. In this thesis, the effect of suppliers' attributes on eligible consumers' choices is analyzed; because, it is important to understand eligible consumers' behaviors for law-makers to conduct and protect a competitive market, and electricity suppliers to increase customer satisfaction and to stay alive in the competition. Discrete choice analysis with multinomial logit model is applied and two models are developed by using different attributes of suppliers. According to the analysis and model parameters, unit price and the recognition of suppliers have the biggest effect on eligible consumers' choices in Turkey.

Enerji piyasalarında fiyat tahminlemesi problemi, enerji santralleri için yatırım kararı alınmasından başlayarak kurulu bir santralin saatlik optimizasyonunun gerçekleştirilmesine kadar geniş bir kapsamda profesyonellere destek olmaktadır. Bu kararlar alınırken piyasada oluşacak fiyatların tahminlemesi, en önemli girdiyi oluşturmaktadır.Türkiye elektrik piyasasındaki elektrik fiyat tahminlemesi probleminin çözümü için iki farklı model önerilmiş ve sonuçları karşılaştırılmıştır. İlk modelde ardışık ay çiftleri üzerinden zaman serileri modelleri oluşturulmuş, birinci ay seri ile eğitilmiş ve ikinci ay tahminlenerek gerçekleşen fiyatlar ile karşılaştırılmıştır. Arz-talep bazlı modeller ise piyasa özelindeki arzı santral kırılımında detaylandırmakta, aylık talep ile ekonomik sıralama sonucu kesiştirmektedir. Buna göre belirli varsayımlar çerçevesinde emreamade kapasiteleri aylık olarak oluşturulan santraller, yakıt maliyetlerine uygun olarak kısa vadeli marjinal maliyet prensibi çerçevesinde dizilmiş ve talep ile kesiştiği noktada fiyat oluşmuştur. İki modelin sonuçları karşılaştırılmış, zaman serileri modelinin mutlak hata oranları karşılaştırıldığında daha iyi sonuç verdiği görülmüştür. Price forecasting problem supports professionals within a wide range of scope, from taking investment decisions for power plants to hourly optimization of a running power plant. When making those decisions, forecasting of market-based prices provide the most important input.Two different models have been proposed to solve the electricity price forecasting problem in the Turkish electricity market. In the first model, time series models have been applied to subsequent month pairs, where the first month has been trained and the second month has been forecasted and compared with the actual prices. Supply-demand based models detail supply in power plant breakdown and intersect with monthly demand in merit-order. Under certain assumptions, price is formed where monthly available capacities are lined per the short run marginal cost principal based on their fuel costs and intersected with the demand. Both model results have been compared and it has been concluded that time series models have performed better with respect to absolute error values. 108

Enerji piyasaları içerisinde toplumun tüm kesimine kesintisiz hizmet sunabilme niteliği ile öne çıkan elektrik piyasaları, 1980'li yıllardan itibaren diğer kamusal hizmet sektörlerinde olduğu gibi yeniden yapılanma süreci ile önemli bir dönüşüm geçirmiştir. Gelişmiş örnekleri incelendiğinde, bu dönüşüm sürecinin ürünleri olan liberal elektrik piyasalarının giderek finansallaştığı gözlenmektedir. Yapısal özelliklerinin üretim ve tedarik zinciri üzerindeki etkisi nedeniyle piyasasında riskler oluşturan elektrik, piyasa işletmecilerini `finansallaşma` trendine uyumlu şekilde türev araçlar geliştirmeye ve yaygınlaştırmaya itmektedir.Bu çalışma, gelişmiş örneklerinden öğrenme yoluyla Türkiye Elektrik Piyasası'nın da liberalleşme sürecinde önemli mesafe kaydettiğini ortaya koymaktadır. Türkiye Gün Öncesi Piyasası'nda oluşan referans fiyat niteliğini haiz spot fiyat, bu piyasalarda gözlenen tipik zaman serisi özelliklerini içermektedir. Çalışma, her piyasanın bulunduğu ortamın şartlarına bağlı olarak kendine özgü nitelikler taşımasından hareketle, bu özelliklerdeki farklılaşma ile bunun piyasaya bakan yönünün araştırılmasını ve spot fiyatın modellenmesini hedeflemiştir. Bu uğraşta ana akım referans modellerin fikri altyapısı ve ağırlıklı olarak finans yazınından seçilen araştırmaların pratik çözümleri ufuk açıcı olmuştur.Türkiye özelinde uygulanan kırılmalı mevsimsellik modeli ile farklı bir yaklaşım önerilmiştir. Mevsimselliğe yönelik çeşitli modeller uygulanarak kırılmanın model seçimine bağlı kalmaksızın anlamlı olduğu saptanmıştır. Kırılma yılı olduğu tespit edilen 2015, fiyatın çoğunlukla tabi olduğu baz rejimden aşağıya doğru sıçramaların artarak görüldüğü dönemin başlangıcına da tekabül etmektedir. Son yıllarda Avrupa piyasalarında da görülen bu olguya yönelik olarak Mayer, Schmid ve Weber (2015) tarafından önerilen model (MSW Modeli), spot fiyat verileri (2012-2017) ile kalibre edilmiştir.Kalibre edilen MSW Modelinin simülasyonlarda serinin momentlerini yakalamada yetersiz kalmasından dolayı ikinci ve dördüncü momentlerin risk yönetimi açısından önemi dikkate alınarak model geliştirilmiştir. Lognormal-Üstel sıçrama dağılım ikilisi ve 2,75 eşik değeri ile geliştirilmiş modelin Türkiye spot fiyat serisi için uygun olduğu bulunmuştur. Simülasyonlarla türetilmiş serilerle tahmin edilen parametrelerin istikrarlılığı tatmin edici bulunmuş, iyileştirme ve alternatif model önerileri tartışılmış, sonuç bölümünde kırılma yılı olan 2015 ve sonrasındaki gelişmelerin fiyat sürecine ve piyasaya olası etkileri değerlendirilmiştir. Prominent among energy markets with their capacity to render uninterrupted and pervasive services to society, electricity markets have experienced substantial transformation within market restructuring processes since 1980s like their counterparts in public services businesses. An examination of a well-developed market reveals that financialization is under way in liberal electricity markets, which are the outputs of such transformations. Electricity, which brings about risks in markets through the effects of its idiosyncrasies on generation and supply chain, directs market operators to devise and expand derivative instruments in line with this `financialization` trend.This study demonstrates that Turkish Electricity Market has taken big steps on liberalization process by learning from the more matured models. Spot price generated in Turkish Day Ahead Market and featured as a reference price encompasses typical time series properties as observed in comparable markets. Considering each market has distinctive characteristics conditional on the settings of the surrounding environment, the study has intended to research possible differentiation in such properties with a view towards market and in turn to model spot price. The reasoning behind main stream models and practical solutions in researches, mainly from finance literature have been stimulating this endeavour.A different approach has been proposed with the seasonality model allowing for structural breaks. Various seasonality models have been implemented and the break has been found to be significant irrespective of the model selection. The break year, 2015 also marks the beginning of the period in which downward jumps, which originate from the base regime within which the price usually resides, are increasingly observed. Recently, this phenomenon is also prevalent in European markets, the model (MSW) suggested by Mayer, Schmid and Weber (2015) taking this feature into account has been calibrated with spot price data (2012-2017).Considering the significance of the second and fourth moments in terms of risk management, the model has been improved further since the simulation studies depict MSW Model is inadequate in capturing observed moments. Improved model is found compatible with Turkish spot price series when jump distribution pair is Lognormal-Exponential and threshold is 2.75. Parameter stability has been found satisfactory, further improvements and alternative suggestions are discussed next. Probable effects of developments in 2015 and after on the price process and market are evaluated in conclusion. 193

Elektrik sektöründeki özelleştirme uygulamaları neticesinde bugün itibariyle 21 özel elektrik dağıtım şirketi elektrik dağıtım faaliyetini yürütmektedir. Söz konusu şirketler, işletme hakkı devri sözleşmesi ve elektrik dağıtım lisansına dayalı olarak kamu hizmeti niteliğini haiz dağıtım faaliyetini görmektedir. Bu çalışmada, genel olarak elektrik piyasasında verilen lisansların ve özel olarak da dağıtım lisansının, doktrindeki ve yargı kararlarındaki hakim görüşün aksine, kamu hizmeti gördürme usulü olmadığı savlanmaktadır. 4628 ve 6446 sayılı Elektrik Piyasası Kanunları ile elektriğin; üretim, iletim, dağıtım, toptan satış ve perakende satışı faaliyetlerinin ayrıştığı bir piyasada nihai tüketiciye ucuz, sürekli ve kaliteli sunulması hedeflenmektedir. Lisans, bu piyasada faaliyet gösterilebilmesi için alınması gerekli bir izin niteliğindedir. Dağıtım lisansına konu faaliyetin dağıtım şirketi tarafından yürütülmesine ilişkin irade lisans dışında ve lisans öncesinde işletme hakkı devri sözleşmesiyle birlikte oluşmakta, lisans; faaliyetin düzenlenmesi, izlenmesi ve denetlenmesine ilişkin kamusal müdahalelerin bir aracı olmaktadır. Diğer taraftan, kanaatimizce, gelinen noktada, dağıtım şirketlerinin mevzuata uygun hareket edip etmediklerinin denetimi ve kabahat niteliğindeki ihlallerin idari yaptırımlara tabi tutulması, elektrik piyasasındaki regülasyon faaliyetinin en önemli boyutunu oluşturmaktadır. Bu doğrultuda, nihai yaptırım kararının EPDK tarafından verilmesi ve idarenin kanuniliği ilkesine riayet edilmesi şartıyla dağıtım şirketlerinin denetimi hususunda özel sektörden faydalanılmasının Anayasaya aykırı olmadığı savlanmaktadır. Denetim süreçlerinin sağlıklı bir şekilde kurgulanması halinde özel sektörden faydalanılması hususundaki çekincelerin de giderilebileceği düşünülmektedir. Bu minvalde, ETKB'nin denetim mevzuatının ve EPK'nın idari yaptırımlara ilişkin 16 ncı maddesinin tadil edilmesinin uygun olduğu değerlendirilmektedir. À la suite des pratiques de privatisation dans le secteur de l'électricité, 21 sociétés privées de distribution d'électricité gerent des activités de distribution, qui ont une qualité de service public, avec une basée sur le contrat de transfert du droit d'exploitation et la licence de distribution d'électricité à ce jour. Il est soutenu, contrairement à l'opinion dominante dans la doctrine et les décisions judiciaires rendu, dans cette étude que les licences, en particulier la licence de distribution, accordées sur le marché de l'électricité ne sont pas l'une des modes de gestion des services publics. Les lois du marché de l'électricité Nr. 4628 et 6446 visent à assurer la prestation de l'électricité aux consommateurs d'une manière continue, de bonne qualité, avec des couts bas, dans un marché où les activités de production, de transport, de distribution, de vente en gros et de vente au détail sont séparées. La licence est une autorisation requise pour opérer sur ce marché. La volonté et le droit d'exercer l'activité soumise à la licence de distribution par la société de distribution se produit en dehors de la licence et devant la licence avec le contrat de transfert du droit d'exploitation. La licence est un instrument d'intervention publique pour la régulation de l'activité soumise à la licence. D'un autre côté, selon nous, le control des sociétés de distribution et la soumission desdites entreprises aux sanctions administratives pour leurs contraventions constituent la dimension la plus importante de l'activité de régulation du marché de l'électricité. À cet égard, il est fait valoir que l'utilisation du secteur privé dans le controle des sociétés de distribution n'est pas contraire à la Constitution à condition que la décision de sanction finale soit donnée par IRME et le principe de légalité soit respecté. On pense que si les processus de controle sont structurés de manière saine, les inconvénients de bénéficier du secteur privé peuvent être éliminés. Dans ce cas, il est jugé approprié de modifier le règlement du MENR et le 16ème article de l'LME sur les sanctions administratives. 267
