We reanalyzed the seismic and deformation data corresponding to the preeruptive unrest on El Hierro (Canary Islands) in 2011. We considered new information about the internal structure of the island. We updated the seismic catalog to estimate the full evolution of the released seismic energy and demonstrate the importance of nonlocated earthquakes. Using seismic data and GPS displacements, we characterized the shear-tensile type of the predominant fracturing and modeled the strain and stress fields for different time periods. This enabled us to identify a prolonged first phase characterized by hydraulic tensile fracturing, which we interpret as being related to the emplacement of new magma below the volcanic edifice on El Hierro. This was followed by postinjection unidirectional migration, probably controlled by the stress field and the distribution of the structural discontinuities. We identified the effects of energetic magmatic pulses occurring a few days before the eruption that induced shear seismicity on preexisting faults within the volcano and raised the Coulomb stress over the whole crust. We suggest that these magmatic pulses reflect the crossing of the Moho discontinuity, as well as changes in the path geometry of the dyke migration toward the surface. The potential relation between mantle plume dynamics, regional tectonics and eruptive activity in the Canary Islands has not been studied yet through the analysis of long-time series of geophysical observational data. The existence of highly reliable seismic and geodetic data has enabled us to study from 1996 to 2014 the geodynamic evolution of the North Atlantic Azores-Gibraltar region (including the NW African margin) and its relationship with recent volcanic activity in El Hierro (Canary Islands). We compiled a new and unified regional seismic catalog and used long time-series of digital 3D surface displacements recorded by permanent GPS stations in the region. A joint regional- and local-scale analysis based on these data enabled us to identify signs of anomalous tectonic activity from 2003 onwards, whose intensity increased in 2007 and finally accelerated three months before the onset of the volcanic eruption on El Hierro in October 2011. Activity included the occurrence of regional extension and an uplift process affecting the southern Iberian Peninsula, NW Africa, and the Canary Islands. We interpret these observations as early signs of the geodynamic activity, which led to El Hierro eruption and the subsequent episodes of magma intrusion. Results point to the significant contribution of the mantle plume dynamics (i.e. external forces) in this renewed volcanic activity in the Canary Islands and emphasize the role of mantle dynamics in controlling regional tectonics. © 2016 Elsevier Ltd

In recent years concerns have been growing in the scientific community over the definition of scientific responsibilities during emergencies, and the legal status of scientists involved in the corresponding decision-making. It is clear that the legal framework is one of the main elements affecting this issue; however, many factors may affect both the specific scientific decision-making and the definition of general scientific responsibilities. The situation will vary depending on the type and scale of emergency, and from place to place, even in the same country. There will be no such thing as a single, ideal solution. In the latest El Hierro volcanic crisis many factors have negatively affected the scientific management and have prevented an adequate definition of scientific responsibility. These factors have been detected and documented by the authors. They include excessive pressure due to human and economic issues, a poor legal framework with identifiable deficiencies, an Emergency Plan in which the Volcanic Activity/Alert Level (VAL), Emergency Response Level (ERL) and Volcanic Traffic Light (VTL) have been too rigidly linked, serious weaknesses in the management and structure of the Scientific Committee (SC), and more. Even though some of these problems have now been detected and certain solutions have already been proposed, the slowness and complexity of the bureaucratic processes are making it difficult to implement solutions.

The application of petrography, mineral chemistry, geochemistry, and experimental petrology, including mineral-melt thermodynamic and diffusion modelling, on quenched basanitic magma samples from the recent (2011-2012) submarine eruption of El Hierro (Canary Islands) has permitted the identification of major physico-chemical variations prior to and during magma eruption that correlate in time with monitored geophysical changes. After nearly 3 months of seismic unrest the eruption of El Hierro started on October 10, 2011 and ended by late February 2012.We studied 10 lava balloons and pyroclastic fragments collected floating on the sea surface between October 15 and lateJanuary. Based on petrological and geophysical data we distinguish two main eruptive episodes. Magma erupted from the beginning of the eruption until late November 2011 was an evolved basanite (≈5 wt%MgO), changing to more primitive compositions (≈8-9 wt%MgO) with time, thus suggesting extraction from a compositionally zoned magma system. Experimental data and mineral-melt thermodynamic modelling indicate that the erupted magma equilibrated at a pressure of about 400MPa, which corresponds to a depth of 12-15 km. This depth is consistent with the location of the crust-mantle discontinuity beneath El Hierro and with the hypocentral location of seismicity during the unrest episode. Preliminary modelling of the olivine chemical zoning of crystals erupted in this first episode suggests that the time scale for basanite fractionation and magma replenishment in the shallower reservoir was of the order of a few months.This is within the same time frame as the duration of the unrest episode preceding the eruption. The first eruption episode coincided with intense seismicity mostly located north of the island, first at a depth of 20-25 km and a few days later also at 10-15 km depth, with strong seismic tremor beneath the vent site.
