Vor dem Hintergrund der zunehmenden Internationalisierung der Arbeits- und Ausbildungsmärkte in Deutschland wird der Zugang zu qualitativ gutem und bezahlbarem Wohnraum zu einem wichtigen Standort- und Wettbewerbsfaktor. Die Verfügbarkeit von Wohnraum ist zudem eine wichtige Voraussetzung für die Integration, die Teilhabe und die Lebensqualität zugewanderter Fachkräfte. In diesem Kontext adressiert das vorliegende Diskussionspapier die strukturellen Rahmenbedingungen der Debatte um die integrative Funktion des Wohnens im Kontext der Fachkräftezuwanderung. Es wird argumentiert, dass das Thema Wohnen nicht nur im Zuständigkeitsbereich von Unternehmen liegt, sondern auch eine kommunal- und eine entwicklungspolitische Dimension besitzt und es systemischer Lösungsansätze bedarf. Auf der Grundlage einer umfassenden Internet- und Literaturrecherche und acht problemzentrierten Experteninterviews beschreibt das Diskussionspapier die korrespondierenden Herausforderungen, skizziert prototypische Praxisbeispiele und unterbreitet Handlungsempfehlungen für eine ganzheitliche Herangehensweise, die für Unternehmen und kommunal- und entwicklungspolitische Akteure gleichermaßen relevant ist. Diese Empfehlungen umfassen neben der Bereitstellung von Wohnraum Aspekte der sozialen Infrastruktur, der Orientierung und Beratung, der Vernetzung und des Dialogs.

Immer mehr Selbständige haben eine Migrationsgeschichte, gleichzeitig sind Migrant*innen in Gremien der berufsständischen Körperschaften unterrepräsentiert. 16. Population density, cosmopolitanism, and undocumented immigrants in the United States.

- Abstract
Most research on attitudes towards immigrants and immigration problematically conflates the documented and the undocumented. Previous studies also largely ignore the autonomous role of population density. Based on data drawn from two nationally representative surveys, this paper focuses on contemporary American attitudes towards undocumented immigration and immigrants. Contra the dominant view, we find that education and income have no effect. More important, population density, measured at the county level, significantly predicts favorable attitudes, controlling for factors often erroneously conflated with density: race, income, education, political affiliation, age, gender, and interaction with immigrants. In fact, interaction tends to decrease favorable attitudes. We explain these findings by proposing a novel account of cosmopolitanism, using favorable attitudes towards undocumented immigrants and immigration as an empirical indicator. Those who live in places with higher density are more used to see and be seen in everyday life by countless people with whom they share the same spaces without necessarily interacting with them. As a result, they are more likely to consider all them, including undocumented immigrants, in a superficial yet egalitarian way as generalized others to be ignored. 18. Exile and the kingdom: integration of an exiled family.

The subject of exile is a ubiquitous global theme. The result of multiple factors, it insinuates itself into events affecting people's daily lives and the development of countries. Beyond politics, a psychological reading enables us to reflect on its impact, not only on the individual or group but also in relation to the exiled family. The concept of a mythical or archetypal family can help us to clarify what emerges from contact between two communities and the challenges in their encounter. The study of a specific case - Portuguese families adjusting to life in a French-speaking region of Switzerland - reveals a pattern reproduced elsewhere, even though separate in time and space. The cultural shock emanating from a background and approach of different dynamics leads to psychological resistance on both sides - and to a negative prognosis for cultural integration. Analytical work with exiled children and adolescents allows us to glimpse how this theme intertwines with personal psychologies, pointing to its creative solution through the resolution of conflict and openness to diversity - as carried forward by new generations. It is they who are open to multicultural values, showing simultaneously a respect for ancestry and a desire for renewal. [ABSTRACT FROM AUTHOR]

Despite a growing literature that addresses racial connections in detaining immigrants for deportation purposes, research on how race and race‐making operate in detention centres remains scant. This research draws on interview data collected from volunteers visiting detention facilities across the UK and bridges a Foucauldian analytics of power with a relational perspective on race and racism to explore ways in which race operates and is experienced and resisted by actors involved in everyday relations of the space. Findings illuminate everyday workings and interactional dynamics that characterise detention centres and varied interpretations of visitors about race and race‐making in those spaces of confinement. Despite differences in interpretations, visitors’ accounts commonly point to the centrality of racialising ideas of migrant “undeservingness” and “deportability” in shaping embodied, affective, and experiential realities of the visiting rooms of detention centres, and various ways in which actors resist those identifications.

This study was an initial qualitative exploration to (a) capture varied experiences of racial microaggressions directed at Chinese immigrant women before and during Covid and (b) investigate different forms and levels of microaggressions based on socioeconomic status, age, and other characteristics. Racial microaggressions were examined by interviewing 12 foreign‐born, Chinese immigrant women aged 23 to 80 years old, with most of the participants identified as middle class or above. Building upon previous scholarship on racial and gendered microaggressions, an analytical framework was developed using 12 major themes to identify and interpret discriminatory behaviors. Our main findings suggest that the research sample encountered more blatant hate incidents and expressed heightened concern over their physical safety in the post‐Covid period. Young women, compared to their older counterparts, were more inclined to report microaggression episodes and distinguish more subtle forms of discrimination. These findings could serve as preliminary evidence for future research.

29. On the Challenge of Immigrant Integration: A Political culture perspective on Western and Central Eastern Europe

This paper takes into consideration the contextualization hypothesis and addresses several relevant influence factors which might have shaped the immigration perception in the Eastern European ex-communist societies after the migration crisis in 2015-2016: (i) the history and geopolitical context of the countries in the eastern half of Europe and the history of East-West emigration before and after the fall of the Berlin Wall in 1989; (ii) politicization of migration and political party favourability in the host societies, (iii) national culture characteristics as emphasized by Hofstede’s theory, (iv) beliefs (trust in others), and (v) materialist and postmaterialist values. The roles played by these influence factors in the formation and change of anti-immigration attitudes are discussed in four Country Case Studies comparative analysis between traditional immigration countries from Western Europe and latest immigration target countries from the Central Eastern Europe. The research outcomes provide conceptual support to the hypothesis that the Central Eastern European societies are more sensitive to political culture issues and their reactions to massive immigration might be deeply influenced by their historical and geopolitical contextual conditions, and by their sets of values and beliefs. These and other contextual conditions are discussed with regard to the capacity of CEE countries to develop national models of immigrant integration such that they could face the challenge of massive migration waves in Southern-Central-Eastern Europe.

This methodological report on the research project "Recent Immigration Processes and Early Integration Trajectories in Germany" (ENTRA) provides information about the study's research design and data collection. The main objective of the ENTRA project was to collect data on recent immigrants in Germany, covering immigration and settlement dynamics, as well as their integration trajectories. The study consists of a two-wave panel survey of four different immigrant groups: Italians, Poles, Syrians, and Turks. Viewing integration as a mul-tidimensional process, we focused on different aspects of immigrant integration, including language skills and use, ethnic and national identities, ethnic boundaries, political participation, religious belonging and practices, social contacts and networks, educational attainment, labor market participation, and health. The panel study was designed as a multimodal survey that was administered in the national language of the respective immigrant groups. In total, 4,448 immigrants and refugees participated in the first survey wave, and longitudinal data of both panel waves is available for 3,366 cases.

Seit dem Jahr 2015 hat sich die Zahl der anerkannten Schutzsuchenden in Deutschland nahezu verdoppelt. Im Jahresverlauf 2022 ist die Zahl der Menschen mit ukrainischer Staatsbürgerschaft auf fast 1 Million angestiegen. Für das Jahr 2023 rechnen deutsche und europäische Behörden mit weiter steigenden Flüchtlingszahlen. Ende November 2022 wurden durch die Universität Hamburg und das GIGA über 2.500 Menschen in Deutschland zu ihren Einstellungen gegenüber Flüchtlingen befragt. Diese Befragung ist Teil des vom Bundesministerium für Bildung und Forschung (BMBF) und dem Bundesministerium des Inneren und für Heimat (BMI) geförderten Radikalisierungsmonitorings MOTRA. Obwohl sich die Mehrheit der Menschen in Deutschland durch Flüchtlinge nicht in ihrer Lebensweise und in ihren Werten bedroht fühlt, glauben über 61 Prozent, dass mit Flüchtlingen vor allem Gewalttäter nach Deutschland kommen. Fast zwei Drittel der Befragten lehnen eine schnellere Einbürgerung von Flüchtlingen ab, obwohl sich fast drei Fünftel für eine unbürokratischere Anerkennung von Schul- und Berufsabschlüssen aussprechen. Über 58 Prozent der Menschen möchten nicht, dass in ihrer Nachbarschaft Wohnraum für Flüchtlinge entsteht. Allerdings glauben 55 Prozent, dass Flüchtlinge der deutschen Wirtschaft zukünftig mehr nützen als schaden. Ein Verweis auf das international verbriefte Menschenrecht einer schutzsuchenden Person durch eine Organisation wie Amnesty International und die Betonung der Rolle von Flüchtlingen als Zukunftsinvestition durch Arbeitgeberverbände können einen Abbau der mit Flüchtlingen assoziierten negativen Wahrnehmungen bewirken. Die Konfrontation mit ablehnenden Stellungnahmen zur weiteren Aufnahme von Flüchtlingen, bei denen auf eine drohende Überfremdung oder bestehende Kapazitätsgrenzen hingewiesen wird, führt indes zu keinen Effekten auf die Einstellungen der Befragten gegenüber Flüchtlingen. - Abstract
This working paper is based on empirical research on the Translocal Figurations of Displacement in Greece and Italy. The authors aim to compare protracted displacement in Greece and Italy, looking at the structural forces shaping it and their interactions with migrants' mobility and connectivity. This comparison is based on the analysis of the relations between two contextual variables (governance regimes and host population) and three key variables (mobility, connectivity and marginalisation). In this paper, they present findings from three study sites in Greece and four research locations in Italy. Findings show that protracted legal and socio-economic marginalisation is a key feature characterising the lives of displaced people in southern European countries. It confirms the hypothesis that protracted displacement does not end when forced migrants reach Greece or Italy. Restrictive governance regimes at the national and EU level severely limit mobility opportunities within Greece and Italy and across the European Union (EU). To cope with and resist marginalising and immobilising policies, displaced migrants in Italy and Greece put in place several strategies, ranging from adapting to governance regimes and taking the most out of them to resisting them and finding ways to avoid, bypass or overcome such regimes. In this framework, mobility and connectivity emerge as a resource and a trap for displaced migrants in southern Europe. On the one hand, migrants' strategies of intra-national and intra-EU mobility may help them out of protracted displacement, while on the other, certain types of mobility (hyper-, circular, paradoxical) can entrap, rather than free them. Similarly, local, translocal and transnational networks emerge as a crucial resource for displaced people in Greece and Italy. At the same time, family and co-ethnic networks may also be experienced as disabling, hampering one's aspirations to get out of protracted displacement. Fieldwork in both countries

34. A Threat to the Occident? Comparing Human Values of Muslim Immigrants, Christian, and Non-religious Natives in Western Europe

With a growing Muslim population, many European countries need to integrate Muslims into their societies. One aspect that can hinder successful integration are substantial differences in human values. This is because such values are consequential for attitudes as well as behavior. We compare basic human values between Muslim immigrants and non-Muslim natives in four European countries with distinct immigration histories and integration politics: Belgium, France, Germany, and Sweden. For most insightful comparisons, we contrast values of Muslim immigrants with those of Christian natives as well as those of non-religious natives. We employ data of more than 50,000 individuals based on the first eight waves of the European Social Survey. Our findings reveal significant differences in value priorities between Muslims, Christians and non-religious individuals in all four countries. Amongst other things, Muslim immigrants score particularly high in conservation values (security and tradition/conformity). At the same time, they also score higher in self-transcendence values (benevolence as well as universalism). While many of these findings are in line with theory and previous research, the higher score in universalism is unexpected. A potential explanation is the combination of religious traditionalism and discrimination experiences. In other words, religious traditions are associated with more conservative views, but being subject to marginalization can still result in an appreciation of equal opportunities. We find only limited support for differences in hedonism. Religiosity correlates with values of tradition/conformity for Muslim immigrants as well as for Christian natives. Thus, accounting for religiosity renders differences in these values between Muslims and other groups statistically insignificant. 35. Economic conditions and perceptions of immigrants as an economic threat in Europe: Temporal dynamics and mediating processes

This article addresses the extent to which economic downturns influence the perception of immigrants as an economic threat and through which channels this occurs. Our primary objective is an investigation of the specific mechanisms that connect economic conditions to the perception of immigrants as a threat. We therefore also contribute to theoretical discussions based on group threat and realistic group conflict theory by exposing the dominant source of competition relevant to these relationships. Furthermore, we investigate whether people react more sensitive to short-term economic dynamics within countries than to the long-term economic circumstances. Our database comprises all waves of the European Social Survey from 2002 to 2017. The macro-economic indicators we use include GDP per capita, unemployment, and national debt levels, covering the most salient economic dimensions. We furthermore control for the country’s migration situation and aggregate party positions toward cultural diversity. Our results show that the dynamic short-term developments of the economy and migration within countries are of greater relevance for perceived immigrant threat than the long-term situation. In contrast, the long-term political climate appears to be more important than short-term changes in the aggregate party positions. Further mediation analyses show that objective economic conditions influence anti-immigrant attitudes primarily through individual perceptions of the country’s economic performance and that unemployment rates are of primary importance.

36. From 'guest workers' to EU migrants: A gendered view on the labour market integration of different arrival cohorts in Germany

Objective: This paper draws on data from the Microcensus to provide a long-term overview of the labour market performance of different arrival cohorts of non-German women and men who immigrated to (western) Germany. Background: While there is a large body of research on the labour market outcomes of migrants to Germany, a long-term and gender-specific overview is missing. Method: We provide descriptive analyses of the employment rates, working hours, and occupational status levels of different arrival cohorts by gender, calendar year, and duration of stay. The data cover the time period 1976-2015. Results: With the exception of the earliest cohort, migrant women and men were consistently less likely to be employed than their German counterparts. While the average working hours of migrant women of earlier cohorts were longer than those of German women, this pattern reversed due to a considerable decline in the average working hours of migrant women across subsequent cohorts. The occupational status levels of female and male migrants increased across the arrival cohorts, corresponding to higher levels of education. Analyses by duration of stay indicate that the occupational status of the arrival cohorts tended to decline during their initial years of residence, and to stagnate thereafter. This pattern seems to be due in part to selective outmigration. Conclusion: Our results clearly show that the labour market performance of immigrants varied greatly by arrival cohort, reflecting the conditions and policy contexts during which they entered Germany. This conclusion applied especially to migrant women.

37. A comparative analysis of changes in anti-immigrant and anti-Muslim attitudes in Europe: 1990-2017

- Abstract
Muslims and immigrants have both been subjected to negative attitudes over the past several decades in Europe. Using data from the European Values Study, this study analyses the changes in these attitudes in the period 1990-2017. We find that negative attitudes have been increasing on average in Europe as a whole, with anti-Muslim attitudes being more prevalent than anti-immigrant attitudes. However, when split into a Western European set and an Eastern European set, from 2008, there is a divergence between the two halves. Our findings reveal that negative attitudes towards Muslims and immigrants have decreased in Western Europe, whereas they have increased significantly in Eastern Europe. Further analyses find that there are large discrepancies between anti-Muslim and anti-immigrant attitudes in different countries. These discrepancies are discussed in detail and related to several relevant factors, such as the differences in size of the Muslim and immigrant populations, variations in the refugee influx and other possible factors and developments.

So far, efforts to solve this conundrum - as in the UK's points-based system - have focused on increasing the selectivity of the admissions process. In this book, leading immigration experts question the effectiveness of this approach. Over the past decade, immigration has been the main driver shaping Poland’s migration policy. This has given rise to the concept and problem of an immigrant as an “other” who should be adjusted to Polish reality. The idea of parochialism is helpful in addressing the matter of the lookingglass self and its consequences for immigration policy. This article aims to interpret Poland’s immigration policy in the context of parochialism and its virtues. It points to the consequences of a migration paradigm shift generated by modernisation and indigenisation. The methodology embraces a theoretical framing of parochialism, an interpretive political analysis approach, a qualitative content analysis, and an interpretation of selected public opinion polls and surveys. The argument developed in this article holds that Poland’s immigration policy after 2015 has been marked by the tendency to favour parochialism as an attitude which captures immigrants in the exclusionary formula of “others”. The mobilisation of the Polish population to oppose the inflow of immigrants is in line with their “domestication” according to ethno-nationalist standards. Such process facilitates the implementation of Poland’s immigration policy by shifting responsibility from the central authorities to local communities.

Erlassen wurden sie von einem König mit klerikalem Hintergrund, der auf diese Weise vielleicht der antizipierten Erwartungshaltung des Reformpapsttums und eines im Kreuzzugsfieber befindlichen lateinischen Westens entgegenkam. Recognizing refugee students, families, and communities as a source of knowledge and social change, this article offers two case studies of innovative, deliberative, and labor‐intensive practices toward meaningful social inclusion of refugee parents and students in education. The first example focuses on the multiyear effort by the Parent‐Student‐Resident Organization (PSRO) in San Diego, California, an education advocacy group organized and led by local parents to institutionalize social inclusion programs for refugees and other systemically excluded students. The second example analyzes the Refugee Teaching Institute in Merced, California, organized with the Critical Refugee Studies Collective (CRSC), to work with teachers to create a refugee‐centered curriculum. In both case studies, organizers depart from deficit models of refugee education by foregrounding student and parent empowerment and bringing together diverse stakeholders to generate and implement a shared vision for teaching and learning. Through sharing insights glimpsed from participant observation and extended conversations with participants in each case study, this article shifts the reference point in refugee education from that of school authorities to that of refugees themselves. Through reflecting on the challenges of effecting systemic change, we argue for a model of educational transformation that is ongoing, intentionally collaborative, and cumulative.

In this second article about work at a refugee centre for unaccompanied minors in Berlin, the author discusses his encounter with Syrian and Afghani adolescents who were enrolled in the program. Issues around adaptation to a new culture are explored with attention to the dynamics of conformity and marginalization. The questions of what happens to adolescent refugees separated from their families, and how their identity formation is shaped by this burden is explored in relation to the author's meeting with a Syrian adolescent living in Berlin. To illustrate the long reach of a missing father who has been left behind, characters from Virgil's Aeneid are discussed to amplify heroic and spiritual aspects within father-son relationships. The interplay between needing help and allowing for resilience is explored as an important aspect of refugees' transitions, while also considering variables such as dependence and independence, foreign and familiar, being with or without family, and adjusting to the present and/whilst relating to the past; tensions between these alternatives can create various psychosocial challenges for adolescent refugees. Context: The implementation of successful measures to support immigrants' integration in cultural, social, and economic life can be considered as one of today's greatest challenges for many societies. This is especially true for adolescent immigrants who have not yet been able to finish education or gain qualifications relevant to joining the labour market. That is why many receiving countries have developed and implemented special programmes that aim at supporting immigrants' integration by facilitating their employability. Unfortunately, not much is known about the process of implementing these programmes or about how education systems, schools, and teachers are dealing with the new situation and target group. In this contribution, the implementation, development, and challenges of German Vocational Integration Classes (VIC), as an example of comparable programmes in the EU, are investigated to address this research gap. The paper considers the following exploratory research questions: (a) What challenges have been experienced by teachers and social workers in the implementation of VIC as well as in the integration of immigrants into the labour market in recent years? (b) How can these challenges be met in the long run and how should VIC be developed to better achieve its aims? Methods: To answer these questions, a sequential qualitative study containing questionnaire and interview elements was conducted. First, teachers and social workers involved in VIC filled in a questionnaire about their experiences and experienced challenges in implementing VIC (N = 46). Then, supplementing interviews were conducted with participants from the first sample in order to generate further insights and to contextualise the findings from the first study part (N = 14). Findings: From the respondents' answers, it appears that the VIC programme is well implemented. The results show, however, that central challenges continue to exist. This concerns, for example, legal regulations or the development of adequate curricula, but also the scope and quality of language education. In addition, problems have also been identified with regard to students' culture-specific education and their individual attitudes. These prevailing problems seem to affect schooling and educational processes. In addition, respondents report feeling left alone to deal with problems and that their experiences from their daily work in VIC and with immigrants are not sufficiently taken into account in policy and school-related decisions. Conclusions: Although VIC seems well implemented, key challenges remain in the view of the participants. It was found that teachers cannot solve many of the identified problems themselves, as they require action at the level of policy or school organisation. For staff, this can be accompanied by increased stress and demotivation. For the young immigrants, the existing challenges can have a long-term impact on school success and transition to vocational education and training. The study thus highlights the importance of targeted and holistic strategies to support immigrant integration through education.

Seit dem Jahr 2015 hat sich die Zahl der anerkannten Schutzsuchenden in Deutschland nahezu verdoppelt. Im Jahresverlauf 2022 ist die Zahl der Menschen mit ukrainischer Staatsbürgerschaft auf fast 1 Million angestiegen. Für das Jahr 2023 rechnen deutsche und europäische Behörden mit weiter steigenden Flüchtlingszahlen. Ende November 2022 wurden durch die Universität Hamburg und das GIGA über 2.500 Menschen in Deutschland zu ihren Einstellungen gegenüber Flüchtlingen befragt. Diese Befragung ist Teil des vom Bundesministerium für Bildung und Forschung (BMBF) und dem Bundesministerium des Inneren und für Heimat (BMI) geförderten Radikalisierungsmonitorings MOTRA. Obwohl sich die Mehrheit der Menschen in Deutschland durch Flüchtlinge nicht in ihrer Lebensweise und in ihren Werten bedroht fühlt, glauben über 61 Prozent, dass mit Flüchtlingen vor allem Gewalttäter nach Deutschland kommen. Fast zwei Drittel der Befragten lehnen eine schnellere Einbürgerung von Flüchtlingen ab, obwohl sich fast drei Fünftel für eine unbürokratischere Anerkennung von Schul- und Berufsabschlüssen aussprechen. Über 58 Prozent der Menschen möchten nicht, dass in ihrer Nachbarschaft Wohnraum für Flüchtlinge entsteht. Allerdings glauben 55 Prozent, dass Flüchtlinge der deutschen Wirtschaft zukünftig mehr nützen als schaden. Ein Verweis auf das international verbriefte Menschenrecht einer schutzsuchenden Person durch eine Organisation wie Amnesty International und die Betonung der Rolle von Flüchtlingen als Zukunftsinvestition durch Arbeitgeberverbände können einen Abbau der mit Flüchtlingen assoziierten negativen Wahrnehmungen bewirken. Die Konfrontation mit ablehnenden Stellungnahmen zur weiteren Aufnahme von Flüchtlingen, bei denen auf eine drohende Überfremdung oder bestehende Kapazitätsgrenzen hingewiesen wird, führt indes zu keinen Effekten auf die Einstellungen der Befragten gegenüber Flüchtlingen. Angesichts der in Teilen erheblich negativen Einstellungen gegenüber Flüchtlingen stehen Entscheidungsträgerinnen und Entscheidungsträger in Deutschland vor enormen Herausforderungen. Verweise auf das Menschenrecht Asyl und die Aufnahme von Flüchtlingen als Zukunftsinvestition könnten dabei helfen, die Akzeptanz zusätzlicher Flüchtlinge zu verbessern.

This study investigates the lived experiences of racial microaggressions faced by young adult migrants in everyday life in Glasgow, UK. The personal stories reported in this study are a direct challenge to the dominant political narrative that Scotland does not have a racism problem. When faced with this discord between narrative and reality, young adultmigrants in Scotland must negotiate both their own lived experiences and biographical narratives to achieve a sense of security. A narrative enquiry methodology is used to explore mundane and everyday interactions for four young adult migrants who have settled in Glasgow over the last 10 years. These accounts of daily life offer a unique view into the everyday racism and racialmicroaggressions faced by this group. Additionally, the opinions of selected Scottish politicians have been collected to gather an additional viewpoint on racism in Scotland. A theoretical perspective stemming from ontological security theory contributes to the racial microaggressions literature in unpacking how individual migrants negotiate traumatic experiences of racism and manage their identities. The analysis explores how migrant individuals may employ coping mechanisms and adopt distinct behaviours to minimise the daily trauma of racism and microaggressions experienced in Scotland. This study, therefore, highlights the potential for interdisciplinary research on racism, narrative, and security studies, and the opportunities for bringing together these distinct perspectives.

49. Zum Entwurf eines Gesetzes zur Weiterentwicklung der Fachkräfteeinwanderung

Das Bundesministerium des Inneren und für Heimat und das Bundesministerium für Arbeit und Soziales haben einen Referentenentwurf für ein Gesetz zur Weiterentwicklung der Fachkräfteeinwanderung vorgelegt, zu dem das IAB hier Stellung nimmt. Nach Einschätzung des IAB sind vor dem Hintergrund des demografischen Wandels, des Rückgangs der Wanderungen aus der EU und zunehmenden Engpässen auf den Arbeitsmärkten rund 300.000 bis 350.000 Zuzüge zu Erwerbszwecken aus Drittstaaten volkswirtschaftlich sinnvoll. Das bisherige Einwanderungsrecht wird diesen Anforderungen nicht gerecht. Der Gesetzentwurf enthält eine Reihe von sinnvollen aber kleineren Maßnahmen, darunter die Senkung der Gehaltsschwellen für die Blaue Karte EU und die Erweiterung der Qualifikationsdefinition des Zielberufs. Allerdings werden diese Maßnahmen die Einwanderung von qualifizierten Arbeitskräften nur sehr begrenzt erweitern, weil an der wesentlichen Hürde, der Gleichwertigkeitsprüfung beruflicher Abschlüsse zu einem deutschen Referenzberuf, festgehalten wird. Auch die Erweiterung der Möglichkeiten der Einreise zur Arbeitsuche durch ein Punktesystem wird voraussichtlich nur begrenzte quantitative Wirkungen entfalten. Größere Effekte sind von dem parallel vorgelegten Entwurf einer Verordnung zur Weiterentwicklung der Fachkräfteeinwanderung zu erwarten, die unter anderem den Ersatz der Gleichwertigkeitsprüfung durch Gehaltsschwellen und die Entfristung und Ausdehnung der Westbalkanregelung vorsieht. Vor dem Hintergrund des Ausscheidens der geburtenstarken Jahrgänge der Babyboomer aus dem Arbeitsmarkt wird Deutschland in den nächsten Jahren in zunehmendem Maße auf Fachkräfte aus dem Ausland angewiesen sein, um Wachstum und Wohlstand zu sichern. Gleichzeitig schreitet der demografische Wandel auch in den anderen EU-Ländern voran, sodass von hier zumindest per Saldo keine starke Zuwanderung mehr zu erwarten ist und die deutsche Migrationspolitik ihren Fokus auf den außereuropäischen Bereich richten muss. Hier sollten möglichst unterschiedliche Regionen adressiert werden, um zu vermeiden, dass politische oder wirtschaftliche Verschiebungen in einzelnen Ländern zu starken Einbrüchen bei der erwerbsbezogenen Zuwanderung nach Deutschland führen können.
