In recent years nanotechnology and nanomaterials have been used in various industries including road construction and road construction has reached a new level. Today it is one of the most priority field for the state. To increase the number of roads that would meet modern requirements is impossible without new technologies and materials. Bituminous materials are the example of such materials. They are typical oil nanodisperse systems, the properties of which are determined by the nanostructured particles of the dispersed phase and hydrocarbon dispersion medium.To expand the range of modern and promising binders, the aim of the research was to design a promising technology for the production of polymer-containing bituminous materials obtained by different technologies: modification by polymers of roadside bitumen, compounding of deeply oxidized bitumen with modified polymers, tar. The objects of the studies were the road bitumen, deepoxygenized bitumen, light and heavy tar. Butadiene-styrene thermoplastic elastomer DST-30-01 was used as polymer modifier that allows achieving the desired particle size of the dispersed phase and creates an additional nanophase of the polymer and thus provides the required performance. The analysis of the properties of polymer-bitumen binders showed the advantage of the technology based on the compounding of deep-oxidized bitumen with modified polymer tar. There is an increase in the values of the maximum tensile force, cohesive and strength properties, adhesion index with a certain decrease in extensibility. A promising technology for the production of polymer-bitumen binders as innovative nanobinders for asphaltic concrete pavement with improved quality indicators has been designed. The technology will expand the range of high-quality products needed in road construction and will provide the growth of technical and economic indicators of bitumen production.

The regions’ development specializing in the minerals extraction has certain features, primarily due to the region's economy mono-dependence on its structure diversifying possibility. In modern conditions, the study of the problem of an innovative approach to the strategic development of mining regions in Russia becomes obvious and logical. The article examines the issues of a conceptually new approach to the elaboration of the strategy for the mining region development as the main prerequisites for increasing its socio-economic condition efficiency. The use of marketing technologies in the region development strategy, as well as clustering based on the territorial production placement forms, taking into account the placement principles, the region subjects integration both inside and outside the national economic network, contributes to accelerating the solution of the tasks faced by all participants in the regional development process. A coal mining region SWOT-analysis was carried out. The main result of the work is the assessment of the synergetic effect value that manifests itself in the provision of resources combining the region’s spheres and industries. The results of the study can be recommended for use in the strategy development for the "monoregions" sustainable development.

In present-day conditions the main goal of social and economic development of any territory is the growth of living standards including improvement of ecological situation by carrying out nature protection measures. Increase of negative impact on environment and sometimes uncivilized use of natural potential of the region are the main reasons why society concerns the problems of environment preservation. Improvement of ecological situation is one of the most important factors of development of the region now, at the same time providing balance of interrelation between public needs and natural resources. As a result the question of the need to provide conditions for improvement of environment in a region, especially in a coal-mining region, in the course of its development, becomes more and more urgent. That’s why environmental monitoring should become one of the instruments of execution of such approach, which today, undoubtedly, means a lot in the solution of environmental problems, however is not always systematic and does not consider all features of a mining region. The need of careful studying and forecasting of an ecological state of the coal-mining region becomes logical and obvious.

Medicinal plant materials quality assessment of the Sanguisorba officinalis L. growing on the Kedrovsky coal mine dumps in Kemerovo region is given. The analysis of obtained burnet raw material quality indicators (moisture, total ash, insoluble in hydrochloric acid, quantitative content of tannins, heavy metals, radionuclides) showed that this vegetable raw material match with the requirements of PhI.2.5.0078.18 “Sanguisorba officinalis L. rhizome and roots”. Tannins average content in the burnet rhizomes and roots was 15.708 ± 0.307%, which is within the normal range (up to 14%). It was found that the heavy metals (Pb, Cd, Hg) content does not exceed the MPC adopted for medicinal plant raw materials (G.Ph.A.5.5.000.0009.15). The obtained indicators for the artificial radionuclides (Cs-137, Sr-90) content showed that their quantity in the raw material is also within the normal range and their actual content is several times less than the normalized one. From the point of radiological safety view the studied raw materials are not dangerous since they accumulate 0.36% Sr-90 and 0.42% Cs-137 from the levels established by regulatory documentation. Therefore, the burnet medicinal plant raw material harvested at the Kedrovsky open-pit coal mine on the territory of waste dump does not represent a danger to human health.

The problems of food security of Kemerovo region are studied in the article. It was found that agribusiness and its performance are significantly affected by the pronounced industry orientation of the region, in which coal mining is intensively developed, which is accompanied by the annual land retirement. Assessing the food security of the region in terms of balanced nutrition in terms of calories, protein, fats and carbohydrates in food, one could conclude that they are not consistent with the vital needs of people. The imbalance of nutrition of the population affects its health, which, according to epidemiologists, is commensurate with genetic, active chemical or infectious negative effects on humans. To address food security of the region, a forecast of food consumption by the population was developed taking into account scientifically-based nutrition standards, taking into account: the level of money income and purchasing power of the population, effective demand for agricultural products; production capacity of agricultural industry and production facilities. It is proposed to apply a synergistic approach based on the creation of an agri-food cluster.

The article studies new approaches to management of regional eco-economic systems in conditions of strong impact on the ecological component of region economy; gives the assessment of influence of relationship between industrial enterprises and territories of their presence; offers tools of realization of corporate social responsibility in the management system of regional eco-economic systems. Environmental problems in the mining region, are especially sharply felt today in the conditions of the current state of economy. This challenge that will require if the wording to use a number of measures of preventive character, in particular use of instruments of realization of the mechanism of social responsibility of business for sustainable social and economic development of the territory. The organizational and economic mechanism will allow to carry out the trial functions providing sustainable social and economic development of territories, acting in the form of the coordinated interaction of the elements providing strengthening of points of body height of functioning of regional ecologic and economic systems.

Ecotoxicant content – heavy metals and radionuclides in embryonic soils and herbal medicinal products of Sanguisorba officinalis L. of the rose family (Rosaceae) in the circumstance of technogenicallydisturbed lands was analyzed, in example of the rock waste disposal areaof the Kedrovsky coal pit in Kemerovo region. It was experimentally proved that the embryonic soils of the coal dump is characterized by largeelemental variation. Analysis revealed that the raw materials of Sanguisorba officinalis L. more accumulates such metals as Fe(61, 95mg/kg), Mn (33, 46 mg/kg), Zn (17, 53 mg/kg) and Cu (12, 35mg/kg), which are related to biophilic metals. Technogenical group ofelements – Pb, Cd, Cr, Ni, Co, are with in 0,04 … 1,52 mg/kg. It was alsoexperimentally proved that the main share in overall radioactivity ofembryonic soils and rhizome and roots of greaterburnet falls to naturalradionuclides, especially K-40. The share of Cs-137 and Sr-90 are about7% in embryonic soils and 85 in rhizome and roots of burnet. Ecological hygienic assessment of Sanguisorba officinalis L. herbal medicinal products has shown the MPC no-exceedance of heavy metals and radionuclides, provided for the plant based BAA.

The conceptual issues of a new approach in the implementation of strategic management development of the coal-mining region as conditions of effective government regulation of economy at the macro level are considered in the article. The purpose of the study is to justify the use of marketing techniques in the strategic management of the region, clustering on the basis of the territorial concentration and combination of all available resources, the integration of regional economic networks. A comparative analysis of the main strategic directions of development of the coal-mining regions from the point of view of the leading economic development strategies is carried out. The main result is that the estimation of value of synergy effects occurring when the resources of combining sectors and industries in the region are united has been made. The results of the study can be recommended for usage in the development of strategies for sustainable development of «mono-territory».

Modern conditions of the Russian economy do especially relevant questions of social responsibility of industrial business of the mining region for sustainable social and economic development of rural territories that demands search of the new strategy, tools, ways for positioning and increase in competitiveness of the enterprises, which are carrying out the entrepreneurial activity in this territory. The article opens problems of an influence of the industrial enterprises on the territory of presence, reasons the theoretical base directed to the formation of practical tools (mechanism) providing realization of social responsibility of business for sustainable social and economic development of rural territories of the mining region.

This article provides an analysis of existing models and methods applicable to the description of the functioning of payment cards in the future - the PC. Proposed and developed new approaches to modeling modification relationship indicators of income, savings, demand and supply. The analysis models of savings, the development of which, in three phases, reflecting the transition from a simple, single-factor models to more complex - multifactorial.

The pathogenicity of many bacteria, including Bacillus cereus and Staphylococcus aureus , depends on pore-forming toxins (PFTs), which cause the lysis of host cells by forming pores in the membranes of eukaryotic cells. Bioinformatic analysis revealed a region homologous to the Lys171-Gly250 sequence in hemolysin II (HlyII) from B. cereus in over 600 PFTs, which we designated as a "homologous peptide". Three β-barrel PFTs were used for a detailed comparative analysis. Two of them-HlyII and cytotoxin K2 (CytK2)-are synthesized in Bacillus cereus sensu lato ; the third, S. aureus α-toxin (Hla), is the most investigated representative of the family. Protein modeling showed certain amino acids of the homologous peptide to be located on the surface of the monomeric forms of these β-barrel PFTs. We obtained monoclonal antibodies against both a cloned homologous peptide and a 14-membered synthetic peptide, DSFNTFYGNQLFMK, as part of the homologous peptide. The HlyII, CytK2, and Hla regions recognized by the obtained antibodies, as well as an antibody capable of suppressing the hemolytic activity of CytK2, were identified in the course of this work. Antibodies capable of recognizing PFTs of various origins can be useful tools for both identification and suppression of the cytolytic activity of PFTs.

Background: Most older adults visit the emergency department (ED) near the end of life without advance care planning (ACP) and thus are at risk of receiving care that does not align with their wishes and values. ED GOAL is a behavioral intervention administered by ED clinicians, which is designed to engage seriously ill older adults in serious illness conversations in the ED. Seriously ill older adults found it acceptable in the ED. However, its potential to be used by nurses remains unclear. Objective: The aim of this study is to identify refinements to adapt an ED-based ACP intervention by eliciting the perspectives of nurses. Design: This is a qualitative study using semistructured interviews. Data were analyzed using axial coding methods. Setting/Subjects: We recruited a purposeful sample of ED nurses in one urban academic ED and one urban community ED in the northeastern region of the United States. Results: Twenty-five nurses were interviewed (mean age 46 years, 84% female, and mean clinical experience of 16 years). Emerging themes were identified within six domains: (1) nurses' prior experience with serious illness conversations, (2) overall impression of ED GOAL , (3) refinements to ED GOAL , (4) implementation of ED GOAL by ED nurses, (5) specially trained nursing model, and (6) use of telehealth with ED GOAL . Conclusions: ED nurses were generally supportive of using ED GOAL and provided insight into how to best adapt and implement it in their clinical practice. Empirical evidence for adapting ED GOAL to the nursing practice remains to be seen.

Background: Nurses are well positioned to initiate advance care planning (ACP) conversations because of their unique strength in communication and central patient-facing role in the interdisciplinary team. Nurse-led ACP conversations have demonstrated promising results in settings outside of the emergency department (ED). Understanding ED nurses' perspectives regarding ACP conversations is needed before implementing similar practices in the ED. Objective: To explore ED nurses' perception of facilitating ACP conversations. Design: We conducted a cross-sectional survey to assess ED nurses' perceptions of facilitating ACP conversations in the ED. Setting: ED nurses at one academic hospital and one community hospital located within the northeastern region of the United States. Results: Seventy-seven (53.1%) out of 145 eligible ED nurses completed the survey. All participants perceived ACP conversations in the ED as at least somewhat important. Forty (51.9%) felt somewhat comfortable in facilitating these conversations. The majority of participants (77.9%) agreed that a specially trained nurse consultation model might be helpful in the ED. We found a correlation between total clinical experience and interest in facilitating ACP conversations in the ED ( p  = 0.045). Conclusion: ED nurses are well positioned to help patients clarify their goals-of-care and end-of-life care preferences. They perceived ACP conversations to be important and felt comfortable to facilitate them in the ED. There is considered the history of the development of legislative requirements to the regulation of the quality of drinking water in different countries and international organizations during the period from 1912 to the present time. In terms of comparative analysis there is analyzed the current state of regulatory frameworks of the Russian Federation, WHO, EU, Finland, the UK, Singapore, Australia, Japan, China, Nigeria, the United States and Canada in the field of providing favorable conditions of population drinking water use. There has been noted the significant progress in standardization of the content of the biogenic elements and chemical pollution of drinking water in the absence of uniform requirements to the composition and properties of drinking water globally, that is bound to the need to take into account the national peculiarities of drinking water supply within the separate countries. As promising directions for improving regulation of drinking water quality there are noted: the development of new standards for prioritized water pollution, periodic review ofstandards after appearance of the new scientific data on the biological action of substances, the use of the concept of risk, the harmonization of the normative values and the assessment of the possibility of introduction into the practice the one more criterion of profitableness of population water use--the bioenergetic state of the water.

On the example of threstationary sampling points in houses of the Western Administrative District data on presence of trihalomethanes (TGM)--the main by-products of chlorination--in cold drinking and hot tap water of Moscow were analyzed. Since 'tthe middle of 2007 the concentration of chloroform and other TGM in tests of tap water were established to be defined at levels steadily below hygienic maximum concentration limits. In the performed experiments it is revealed that, despite rather low content of chloroform in water, when using a hot shower considerable receipt of substance in air of the bathing room--in the concentration exceeding average daily maximum concentration limit in atmospheric air is possible. In calculations by the three methods of chloroform doses which can influence the person in living conditions, inhalation receipt was shown to be less if compared with an peroral way (with drinking water) and absorption through skin appear and can make the greatest contribution to the general complex loading of chloroform.

The paper reviews the literature on the current hygienic problems of centralized hot water supply for the population. It gives data on the types of domestic hot water used by the population in quantities and at temperatures. The paper considers the importance of meeting the standards for the temperature of hot water at the points of water pumping to prevent legionellosis and other diseases associated with the opportunistic microflora being in hot water. The possible negative effect of chlorinated water disinfection byproducts, present in hot water on the population's health is considered in detail.

The paper considers the characteristics of domestic hot water consumption by Moscow dwellers. It gives the results of questionnaire surveys in 100 respondents aged 20-80 years about the modes and intensity of hot water use, by indicating the time and frequency of contact with hot water complaints about hot water supply. According to the authors'studies, the daily consumption of hot water per capita was 1.1-2 times greater than that of cold water; at the same time the total water use remained to be 1.3-3 times less than the Moscow standard levels. Top stationary point measurements of water temperature showed the noncompliance with its hygienic requirements: 95 of 98 hot water samples had a temperature of 5-22 degrees C less than the standard temperature (60 degrees C). A decrease in hot water temperature in the centralized hot water supply systems creates conditions for Legionella pneumophila propagation and ensures no hot water safety with regards to the possible development of Legionella pneumonia.

The authors describe their developed methodology to draw up lists for drinking water quality control on the whole territory of the Russian Federation and at specific waterworks of its subjects. The paper considers a 4-step scheme for applying the methodology and a possibility of its use to add and shorten the lists, by keeping in mind the local sanitary situation. The proposed scheme for listing the priority substances and indicators may be regarded as the optimal solution for equalization of mutually exclusive trends in the quality control of drinking water by a sanitary service and water canals and ensures its safety to human health, reasonably focusing attention only on the minimum of actually priority substances that are individual to each water supply system.

Studies were carried out in 2000-2007 near Medusa Bay (73.21' N, 80.32' E) and along the Agapa River (from 70 degrees 11', 86 degrees 15' E. down to the mouth 71 degrees 26' N, 89 degrees 13' E), in the northwestern and central parts of the Taimyr Peninsula. White-fronted goose nests are usually spread in the tundra or placed in 1-3 nest colonies near nests or staging points of snowy owls, peregrine falcons, or rough-legged buzzards. The intent of white-fronted geese to breed near birds of prey or owls increases sharply when arctic fox numbers are high. In the area near Medusa Bay, white-fronted geese nest much closer to peregrine falcon nests than in the area along the Agapa River. At the latter location, white-fronted geese lose the competition to red-breasted geese, which are more numerous here. Bean geese, in spite of their greater size and ability to protect their nests against arctic foxes, really tend to breed near peregrine falcons or buzzards, where they manage to compete with red-breasted geese.

Red-breasted goose colonies have been studied near Medusa Bay (73 degrees 21' N, 80 degrees 32' E), on the northwestern Taimyr Peninsula, and along the Agapa River (70 degrees 11' N, 86 degrees 15' E) down to its mouth (70 degrees 26' N, 89 degrees 13' E), in the central Taimyr Peninsula. Red-breasted geese nesting near peregrine falcons are protected by the falcons from arctic foxes; however, they are sometimes attacked by the falcons themselves. In the colonies near peregrine falcon nests, the vast majority of goose nests were situated no farther than 100 m from the falcon nest. When food is abundant, falcons protect a larger area around their nest. The distance between the falcon nest and the surrounding goose nests is inversely related to the falcon's activity. In years of higher falcon activity, falcons prevent red-breasted geese from nesting as close to their nest as in years of lower falcon activity. Additional stimuli are required for red-breasted geese to form colonies near rough-legged buzzard nests. The distance between snowy owl nests and red-breasted goose nests was smaller when arctic foxes were abundant than when they were scarce.

The aspects of hot water supply, which determine the safety of hot water delivered to the population, are considered. The authors underline the antiepidemic value of hot water temperature maintenance at the water pumping points of not below 60 degrees C as only this measure liably prevents water multiplication of Legionella pneumophila that induces legionellosis, a severe disease, as well as other high temperature-resistant microorganisms. The results of estimating the residential use of hot water, according to which the hot water script is diverse and accounts for as many as 17 different operations made by women and, in some cases, taken an average of 1.5 hours to the maximum of up to 4 hours a day, are given. There is a need for mandatory monitoring for the level of chloroform in the chlorine-decontaminated water supplied to the population.

The paper considers materials on the substantiation of criteria, indices, and their gradation for a new variant of the hygienic classification of hazards of water-contaminating substances. Emphasis is placed on the significance of a ratio of the maximally inactive concentrations (MIC) in terms of the toxicological sign of harmfulness to the threshold concentrations (TC) in terms of their effects on the organoleptic properties of water and on the general sanitary regime of water reservoirs. Only two types of late effects of substances, which are of individual significance for classification, such as carcinogenicity and reproductive effects, are identified. It is stated that a class of hazard may be toughened for high-stable substances, but neither the stability nor any other indices of the potential hazard of substances is the ground for reducing their hygienic standards in water.

The article deals with methodology of harmonizing hygienic standards in order to correct and improve Russian sanitary water legislation. This methodology allows drawing on the world experience in the field of water hygiene, which is profitable in terms of cost-effectiveness and can contribute greatly to the national legislation.

The paper considers unfavorable consequences of the use of biotesting to define the conditions of effluent discharge into water objects. Evaluation of discharge hazard by the index "no toxicity" in the biological tests has been shown to allow both safe 100-1000-fold excesses of hygienic MAC in water; routine short-term experiments on biotest objects are not informative as to the substances that have carcinogenic and other long-term and specific effects; biotesting cannot replace the existing state system of sanitary standards and regulations which remain the basis of the population's health care in the field of water hygiene and sanitary protection of water reservoirs.

The concept of and criteria for harmonization of hygienic standards with the foreign requirements for the quality of drinking water were developed. On their basis, more than 100 sanitary standards for water substances were harmonized with the WHO and EC recommendations and the USA and Canadian standards for drinking water quality. Thirty sanitary standards were corrected and 12 ones were newly established without making experimental studies, among them 18 for carcinogenic substances. The paper provides evidence for the reliability and effectiveness of the Russian sanitary standardization system as to most standardized water substances. It also presents the harmonized standard normal values included into the documents of the water sanitary legislation of Russia.

Data on office blood pressure (BP) and pulse rate as well as information on adverse effects were collected from 148 patients with mild and moderate hypertension during 12 week treatment with long acting lipophilic selective beta-adrenoreceptor blocker betaxolol (20 mg/day). BP normalization was achieved in 72.5% and in 16.8% of patients BP was lowered more than 10% without achievement of target values. Pulse rate lowering by more than 15 beats/min occurred in 40.3% of patients. Combined therapy was required in 15.2% of patients. Adverse effects specific for the class of beta-adrenoblockers caused cessation of betaxolol therapy in 3 patients. The drug was found ineffective in 4 patients (2.7%). Thus we confirmed high clinical efficacy and good safety and tolerability of betaxolol in patients with mild and moderate hypertension.

Cytogenetic study of six cultivars and six selection lines of geranium (Pelargonium spp.), as well as of 100 plants regenerated from callus cultures has been performed. The majority of cultivars and lines had somatic chromosome numbers 2n = 7x = 56. Among regenerated plants of different cultivars (Rozovaja, Dushistaja, Krunk, Aist, Regar) obtained in vitro from various types of explants (internode, petiole) 61% of diploids and 39% aneuploids were revealed. Chromosome numbers in aneuploids varied from 46 to 82, among them 25.6% regenerated plants had 2n = 72; 10.2% -2n = 68; 5.1% -2n = = 64 and 12.8% -2n = 62. Addition of colhicine to nutrient medium increased the number of aneuploid plants.

The problems associated with the formation of halogen-containing compounds (HCC) during water chlorination are under consideration. It is indicated that their wide spread (in drinking and reservoir water, air, foodstuffs), the multitude of routes by which they enter the body (through the gastrointestinal tract, inspired air, and undamaged skin), their high toxicity, accumulation, and carcinogenic effects now determine the significance of HCC as a factor that constitutes a serious hazard to all contingents of the whole population of the country. Cardinal solution of the HCC-related problem is to ban chlorination of water, to expose it to UV, and to use other up-to-date safe modes of its decontamination.

Man is not always sensitive to toxic agents than the representative of the aqueous biota. Almost in every fifth case, human sensitivity to water pollutants is higher and that to a number of compounds is more than 100 times greater. Therefore, there cannot be unified environmental and hygienic standards and fishery and sanitary MAC of water agents should be taken apart to provide a reliable safety of human water consumption.

The study of two novel drugs for management of both painful and silent myocardial ischemia isosorbide-5-mononitrate (IS-5-MN), efox, and its long-acting variant efox-long demonstrated that both drugs exerted noticeable antianginal effect at maximal concentration in blood. This was achieved by a single dose and course administration. The differences in the effects of the two dosage forms of IS-5-MN on painless ischemia may be explained by limited coronary reserves of anginal patients.

The potentialities of an experimental method for elaborating the priority indices of sewage-induced water pollution are considered. The experimental method allows one to overcome difficulties in evaluating the cumulative effects of sewage pollutants. The specific features, algorithm, and an example of practical use of the experimental method for choosing the indices of water quality monitoring are given.

The article deals with possibility to optimize control over water pollution with waste waters. The optimization covers definition of priority parameters by using a system of 15-17 hygienic criteria of danger resulting from industrial waste presence in water bodies. The authors recommend lists of parameters to control inflow of waste waters from oil-processing and oil-extracting enterprises into water objects, to evaluate water state after unexpected leakage of oil at the output enterprises and pipelines.

Methodology for choice of priority indices of water pollution assessment was developed. Examples of calculation of indices for some of industrial sewage were given.

Maximum allowable concentrations (MAC) for Arbidole and thiophenoi in water were substantiated. MAC of this substances accordingly are (mg/dm3): 0.04 and 0.002.

Tentative permissible levels (TPL) of phthalazol, sulfadimethoxine, and Bepask in the water were substantiated on the basis of study of organoleptic properties, of influence on sanitary status of water bodies and toxicologic characteristics of these substances. TPL of studied chemicals accordingly are (mg/dm3): 12, 1 and 6.8.

Intravenous administration to rats of a nutritive mixture containing intralipid for 9 days produced an increase in the concentration of phosphorus in the blood serum by more than 30%, a decrease in the mass of osseous tissue and in the content of calcium and hydroxyproline thus indicating the development of osteoporosis. Upon intravenous administration of a mixture containing glucose, mineral substances and vitamins but devoid of the lipid component, there were no changes in the concentration of phosphorus in the blood or in the composition of osseous tissue. The reason for bone changes during intralipid use is likely to be the increased supply with it of phospholipids that bind Ca2+ which may lead to hyperparathyrosis and osteoporosis.
