Just as voluntary agencies cannot function adequately without help from the government, the public system has failed to function adequately without the assistance of voluntary agencies. Public and voluntary resources should be organized into a coordinated accountable system that would assist families with the wide range of services necessary for their physical, social, intellectual and emotional development. Black families, in particular, will need more social services than the government alone can offer in the next ten years. A comprehensive, interrelated system of public and voluntary agencies would provide these families with the social services they need to develop and maintain their strength, and their dignity.
