Abstract Live oyster reefs are considered a critical recruitment habitat for estuarine faunal populations as localized in situ or mesocosm studies have demonstrated many faunal species prefer live oyster habitat. It has therefore been assumed that the loss of live oyster habitat would precipitate faunal population declines, but this has been largely untested at large (estuary) scales. Here, we assessed how estuary‐wide faunal populations were affected by a 95% loss of live oyster habitat following the 2012 oyster collapse of Apalachicola Bay, FL, which previously supported one of the largest oyster fisheries in the United States. We standardized long‐term fisheries‐independent monitoring seine and trawl data to create relative indices of resident, associated, and transient faunal species' overall abundance and recruit abundance (restrictive to sizes between 15% and 35% of L∞). We expected that both relative abundance indices would decrease following the oyster collapse, particularly among species that reside on or recruit to oyster reefs. However, analyses via a series of one‐sided Bayesian t tests did not indicate that faunal recruitment or overall abundance significantly declined in 2012 post‐collapse. As the response of the faunal population could be lagged relative to the 2012 collapse, we also conducted change point analyses to search for lagged declines. Of the 24 relative abundance time series, only two had significant change points post‐collapse, and only black sea bass overall relative abundance declined with an associated change point at the end of the time series. The surprising paucity of faunal decline following oyster loss may be due to the use of alternative habitat types, exceptionally lagged faunal responses, or, perhaps most compelling, a disconnect between preferred and required habitats. Our failure to detect faunal consequences following an oyster population collapse suggests that assumptions of habitat loss (or restoration) effects on estuarine fauna at ecosystem scales are not straightforward and the extrapolation of sub‐estuary‐scale studies may result in poor predictions of future outcomes.

Abstract The Gulf of Mexico red snapper fishery has been caught in a spiral of more restrictive regulations and disputed management. Current management measures have failed to reduce fishing mortality, owing in part to derby style fishing. A harvest tag system could potentially better limit fishing mortality without decreasing harvest seasons. In 2019/20 we surveyed 766 recreational anglers who fish in Florida with private boats to ascertain their preferences for regulation changes, and how they would alter their fishing effort if a harvest tag was implemented. Respondents were heterogeneous in terms of their preferences for harvest tags versus current management approaches, with most respondents preferring to maintain their current effort under the existing management approach of bag, size, and season limits. Respondents who preferred harvest tags indicated that they might increase or decrease fishing effort. Our findings suggest that more stringent regulations using current management approaches will not secure angler satisfaction or reduce fishing pressure on the red snapper stock. Harvest tags, though not preferred by all respondents, may allow regulators to better manage the number of anglers in the fishery and to rebuild the stock, although implementing this program will pose some challenges.

Living shorelines are an increasingly popular way to protect and stabilize waterfronts for coastal property owners. Living shorelines provide valuable benefits to humans, including water quality improvement, habitat, fisheries, and carbon sequestration. Estimating the economic value of the ecosystem services living shorelines offer is an integral part of management decisions. The living shoreline valuation tool can help quantify the costs and benefits of living shorelines projects. This publication briefly describes the ecosystem services associated with living shorelines. The purpose of this publication is to introduce the ecosystem service valuation tool. Our target audience for the living shoreline evaluation tool includes natural resource extension agents, community organizations, and coastal homeowners who want to calculate the value of ecosystem services provided by coastal restoration projects, including living shorelines.

Spatial management of fishing effort can be used to avoid catching undesirable size classes for target species, and improve yield-per-recruit for the exploited stock. Adaptive closure management has been proposed as a means to more effectively utilise spatial management, however these management provisions often lack quantitative evaluation which constrains the information available to inform decisions. We demonstrate the use of a spatially and size structured population dynamics model to evaluate the potential impact of spatial management on a multijurisdictional fishery for a highly migratory species (eastern king prawn, Penaeus [Melicertus] plebejus). Under current conditions in the fishery, the overall effect of closures on harvest was estimated to be comparatively minor, regardless of assumptions about how effort or fisher behavior are affected by spatial management. Alternative assumptions about the movement patterns of eastern king prawn had little influence on the impact of closures on overall harvest. However, when effort was increased to historic levels similar to those observed when the closures were implemented, a much greater impact on overall harvest was observed. The approach taken and simulation outcomes are discussed in the context of spatial management for both eastern king prawn, and penaeid fisheries more broadly.

The oyster aquaculture industry has grown quickly in recent years. New farming techniques target specific attributes that increase oysters' value and allow them to be sold in the high-value, half-shell market. A lack of economic data makes it difficult for growers to determine which specific attributes increase oyster value, however. This publication summarizes findings from a recent study that examined restaurant menus to obtain economic data on raw, half-shell oysters. Major findings indicate that brand is an oyster attribute that provides value, and that marketing oysters with information on two or more attributes can also result in higher prices. Additionally, locally sourced oysters are often sold at cheaper prices, providing an opportunity for growers from outside regions to enter new markets. The findings will be useful to Florida oyster growers as attempts to expand Florida’s oyster aquaculture industry continue.

Understanding the economic importance of fisheries and coastal resources is vitally important for making good management decisions that affect human communities, local businesses, and environment and ecological sustainability. However, economic “importance” is not a very specific term, and can mean completely different things to different people. We reviewed different fields of natural resource economics to and describe the different economic terms most often used. This information can help management agencies and cooperative Extension agents use the correct terminology and teach the correct terminology in their outreach.

Eastern oysters (Crassostrea virginica) generate structurally complex reef systems that offer diverse ecosystem services. However, there is limited understanding of how reef structure translates into reef condition. This knowledge gap might be better addressed if oyster reef structure could be more rapidly assessed. Conventional in situ monitoring techniques are often time-intensive, invasive, and do not provide spatially continuous information on the reef structure. Unoccupied Aircraft Systems (UAS), commonly referred to as drones, equipped with optical sensors can rapidly and non-invasively map intertidal oyster reef surfaces. We demonstrate how a digital surface model from UAS-based light detection and ranging (lidar) can enable very high-resolution characterization and monitoring of intertidal oyster reef surface morphology. Generalized linear models (GLMs) identified relationships between in situ live oyster counts and surface complexity metrics derived from digital surface models produced from lidar point clouds. Statistically significant relationships between surface complexity metrics (e.g., gray level co-occurrence features, volume to area ratio, skewness of elevation) and live oyster counts suggest that surface complexity provides useful proxies for reef condition. Advancing the application of remote sensing to intertidal oyster reefs can help identify reefs that are prone to degradation and inform conservation and restoration strategies.

Increasing demand for ecological restoration has resulted in the development of a “restoration economy” in the United States. Often, the implementation phase of restoration efforts involves substantial capital and labor investments, the short-term economic impacts of which should not be ignored when evaluating the outcomes of restoration efforts. This publication describes the relevant economic impact analysis methods and summarizes a case study application of these methods for the restoration of the Lone Cabbage Reef (LCR) Complex, a recently restored oyster reef in Florida. It should be useful to local governments, outreach and Extension agents, and management agency personnel who want to better understand the economic impacts of restoration actions.

This publication, Part 1 in the Florida Marine Baitfish Aquaculture series, outlines opportunities and challenges associated with marketing aquacultured live marine baitfish in Florida. It examines why Florida is uniquely suited for the continued development of this industry, reviews the marine recreational angling baitfish market, and describes the opportunities and challenges associated with marine baitfish marketing and selling live baitfish to marine baitfish retailers. This publication is intended to provide information to current and potential farmers, as well as management agency and outreach personnel and the interested public. It should help farmers, potential farmers, and perhaps investors understand the potential scale, opportunities, and challenges of live baitfish aquaculture in Florida. This same information can assist policymakers and outreach personnel in their management decisions and the communications of those decisions.

This publication, part 4 of the Artificial Reefs series, explores a complicated but fascinating aspect of artificial reefs—should we expect them to lead to better fishing in the long run? Many people think artificial reefs should be a “win-win” since both fish and fishers seem to like them. But it is increasingly apparent that they are likely to increase fishing mortality more than they increase fish populations. So they could lead to more restrictive regulations.

As coastal managers and practitioners continue placing artificial reefs in marine waters, the scientific understanding of the effects and implications of artificial reefs is changing. It is especially important for resource managers and Extension and outreach personnel, as well as the interested public, to keep aware of these changes as they occur, but usually scientific studies are first published in peer-reviewed journals that may be inaccessible. This publication describes some of the most recent artificial reef studies that are likely to be especially relevant to Florida. Each is summarized and its potential relevance to Florida described. This is not a complete record of recent research, but it should help the interested public, managers, educators, and outreach personnel stay informed of recent developments in artificial reef science that should be considered when making decisions about artificial reefs.

Popular marine habitat enhancements, artificial reefs can benefit sea life and humans. Floridians visit them every year to fish, dive, snorkel, or boat around. The number of artificial reefs is growing around Florida, but their function and impact are difficult to describe because artificial reefs change over time as they become encrusted with fouling organisms or altered by storms and shifting sands. As reefs change, expectations shift, and advances in research and monitoring allow us to learn more about them. This publication provides an update of Florida’s recent artificial reef activities. It focuses on new deployments, designs, and monitoring objectives from 2015 to 2021. It should help management agencies and outreach and education professionals understand recent trends in priorities. Fishing and diving clubs, monitoring programs, local artificial reef planners and coordinators, and other stakeholders can discover and share information learned across counties.

The purpose of this new 6-page document is to explain the types of ecosystem services provided by different types of living shorelines and how to quantify these values. The target audience for this document is local governments and municipalities that make decisions about developing, conserving, and restoring living shorelines; state management agencies that oversee broader scale habitat management; and finally, homeowners who will be immediately affected by any of these decisions. From red drum to red snapper, many of Florida’s fisheries are managed with specific consideration given to a quantity called the Spawning Potential Ratio (SPR). This conspicuous acronym is an important metric to fisheries biologists and managers. It helps determine harvest size limits for fisheries and drives regulations for both commercial and recreational fisheries. However, SPR is not especially intuitive to the general public or even agency personnel and Extension agents. This publication is intended to describe what SPR is and explain how and why it is used in managing fish stocks. We think it will help people better understand fisheries management decisions, the documents describing them, and the science behind them.

Stock enhancement or “stocking” is one of the oldest, most common, and most popular ways of improving recreational fisheries. Stocking is usually supposed to increase the number of fish available for anglers to catch. Unfortunately, stocking doesn’t always do this. The reasons why it may not always work as planned relate to some important concepts of fish ecology. This publication describes those ecological concepts and then also describes the three primary “outcomes” of stocking that anglers might observe. In the end, stocking can be very effective, but only if the stocked fish survive reasonably well and don’t decrease the population of wild fish.

A good understanding of stock recruitment is essential for accurate stock assessment and good fisheries management. But recruitment and how it is used can be difficult to understand. This publication uses a recent Florida spotted seatrout stock assessment as an example to show how the stock-recruit relationship allows managers to determine whether or not a given fish population is overfished.

Whether you’re an angler, diver, conservationist, or just interested in fisheries, you’ve likely heard the term “stock assessment” before. What are stock assessments? How do they work? How do they inform management decisions? This publication provides information to the public and people serving in natural resource management agencies and working in outreach and Extension to show how fisheries management decisions are made.

Oysters are one of the most important natural resources found in coastal and estuarine areas of Florida, but some Florida oyster populations appear to be declining. One possible driver of oyster population decline is increased mortality from oyster predators, including marine snails. But other environmental factors, such as changes in temperature or salinity, may also affect oysters. This 5-page fact sheet written by Gabrielle Love, Shirley Baker, and Edward V. Resilience thinking has generated much interest among scientific communities, yet most resilience concepts have not materialized into management applications. We believe that using resilience concepts to characterize systems and the social and ecological processes affecting them is a way to integrate resilience into better management decisions. This situation is exemplified by inland recreational fisheries, which represent complex socioecological systems that face unpredictable and unavoidable change. Making management decisions in the context of resilience is increasingly important given mounting environmental and anthropogenic perturbations to inland systems. Herein, we propose a framework that allows resilience concepts to be better incorporated into management by (i) recognizing how current constraints and management objectives focus on desired or undesired systems (specific fish and anglers), (ii) evaluating the state of a system in terms of how both social and ecological forces enforce or erode the desired or undesired system, (iii) identifying the resilience-stage cycles a system state may undergo, and (iv) determining the broad management strategies that may be viable given the system state and resilience stage. We use examples from inland recreational fisheries to illustrate different system state and resilience stages and synthesize several key results. Across all combinations of socioecological forces, five common types of viable management strategies emerge: (i) adopt a different management preference or focus, (ii) change stakeholder attitudes or behaviors via stakeholder outreach, (iii) engage in (sometimes extreme) biological intervention, (iv) engage in fishery intervention, and (v) adopt landscape-level management approaches focusing on achieving different systems in different waters. We then discuss the challenges and weaknesses of our approach, including specifically the cases in which there are multiple strong social forces (i.e., stakeholders holding competing objectives or values) and situations where waters are not readily divisible, such as rivers or great lakes, and in which spatial separation of competing objectives will be difficult. We end with our vision of how we believe these types of operationalized resilience approaches could improve or transform inland recreational fisheries management.

Intertidal habitats like oyster reefs and salt marshes provide vital ecosystem services including shoreline erosion control, habitat provision, and water filtration. However, these systems face significant global change as a result of a combination of anthropogenic stressors like coastal development and environmental stressors such as sea-level rise and disease. Traditional intertidal habitat monitoring techniques are cost and time-intensive, thus limiting how frequently resources are mapped in a way that is often insufficient to make informed management decisions. Unoccupied aircraft systems (UASs) have demonstrated the potential to mitigate these costs as they provide a platform to rapidly, safely, and inexpensively collect data in coastal areas. In this study, a UAS was used to survey intertidal habitats along the Gulf of Mexico coastline in Florida, USA. The structure from motion photogrammetry techniques were used to generate an orthomosaic and a digital surface model from the UAS imagery. These products were used in a geographic object-based image analysis (GEOBIA) workflow to classify mudflat, salt marsh, and oyster reef habitats. GEOBIA allows for a more informed classification than traditional techniques by providing textural and geometric context to habitat covers. We developed a ruleset to allow for a repeatable workflow, further decreasing the temporal cost of monitoring. The classification produced an overall accuracy of 79% in classifying habitats in a coastal environment with little spectral and textural separability, indicating that GEOBIA can differentiate intertidal habitats. This method allows for effective monitoring that can inform management and restoration efforts.

The Apalachicola Bay, Florida, eastern oyster ( Crassostrea virginica ) industry has annually produced about 10% of the U.S. oyster harvest. Today’s simple individual-operator, hand-tonging, small-vessel fishery is remarkably similar to the one that began in the 1800s. Unprecedented attention is currently being given to the status of oyster resources in Apalachicola Bay because this fishery has become central to the decision making related to multistate water disputes in the southeastern United States, as well as millions of dollars in funding for restoration programs related to the Deepwater Horizon oil spill. The oyster fishery collapsed in 2012, leading to large economic losses and community concerns over the current and future status of oyster resources, ecosystem health, and local economic opportunities. We used best available data to assess what mechanism(s) may have led to the collapse of the Apalachicola Bay oyster fishery. We then assessed the efficacy of alternative management strategies (e.g., restoration, fishery closure) to accelerate oyster population recovery. Our results suggest that the Apalachicola Bay oyster population is not overfished in the sense that recruitment has been limited by harvest, but that the 2012 collapse was driven by lower-than-average numbers and/or poor survival of juvenile oysters in the years preceding the collapse. This reduction in recruitment not only reduced the biomass of oysters available to harvest, but from a population resilience perspective, likely reduced the amount of dead shell material available as larval settlement area. Although the Apalachicola Bay oyster fishery has proven resilient over its >150-year history to periods of instability, this fishery now seems to be at a crossroads in terms of continued existence and possibly risks an irreversible collapse. How to use the restoration funds available, and which restoration and management practices to follow, are choices that will determine the long-term viability of the Apalachicola Bay oyster fishery.

Diagnosing causal factors of change at the ecosystem level is challenging because multiple drivers often interact at various spatial and temporal scales. We employ an integrated natural and social science approach to assess potential mechanisms leading to the collapse of an estuarine social-ecological system, and recommend future paths to increased system resilience. Our case study is the collapse of the eastern oyster ( Crassostrea virginica ) fishery in Apalachicola Bay, Florida, USA, and the associated impacts on local resource dependent communities. The oyster fishery collapse is the most recent in a series of environmental stressors to this region, which have included hurricanes and tropical storms, drought, and the Deepwater Horizon oil spill. We found it likely that the oyster collapse was not related to contamination from the recent oil spill, but rather to factors affecting oyster recruitment and survival, which may have been mediated by both human, e.g., fishing-related habitat alteration, and environmental, e.g., increased natural mortality from predators and disease, factors. The relative impact of each of these factors is likely to increase in the future because of changing climate and increased demand for fishery, water, and petroleum resources. Successful restoration and persistence of a viable oyster fishery will depend on: (1) implementation of some minimal best management practices, e.g., extensive habitat restoration via shell addition, and some spatial closures to harvest, (2) improving environmental knowledge and promoting episodic learning through enhanced monitoring and experimental management, and (3) continued community engagement necessary to produce adaptable governance suitable to responding to future unexpected challenges.
