ADB's Strategy 2030's first operational priority focuses on addressing remaining poverty and reducing inequalities through a three-pronged strategy: investing in human capital and social protection, facilitating access to good-quality jobs, and reducing inequality of opportunity through such means as removing barriers to access to services and infrastructure, especially for the poor and vulnerable. The Strategy commits ADB to increasing its emphasis on social inclusion and human development to address the non-income dimensions of poverty. This road map provides a framework to support disability-inclusive development, focusing first on short- and medium-term actions and building an inclusive organizational culture that can accelerate and strengthen the implementation of Strategy 2030 goals and priority areas.

At the turn of the 21st Century, Asia pulled one billion people out of poverty in one generation, a meteoric rise suddenly stalled by the COVID-19 pandemic. The 1997–8 Asian financial crisis exposed weaknesses in the region's national financial systems, but since then East Asia has become the world's most dynamic economic region. Domestic financial systems have developed, cross-border financial flows within the region are growing apace as demand from governments and large firms increases and as the capabilities of financial institutions develop, and governments have initiated regional cooperation aimed at preventing future crises and managing them if they occur.This book examines the economies of Asia and the Pacific with reference to financial reform and liberalization, monetary policy frameworks, banking and capital markets, regulation and supervision and macroeconomic policies. The private sector contributes to economic development by generating jobs and incomes, as well as through investments, new technologies, knowledge transfer, and enhanced productivity. This is particularly true in Asia and the Pacific, where much of the recent success in reducing poverty has been due to robust economic growth stimulated by the private sector. The development challenges and investment needs of the region remain large and diverse. The Asian Development Bank (ADB) helps address these challenges and investment needs by assisting the private sector through the Private Sector Operations Department. This fourth annual report on the development effectiveness of ADB's private sector operations reviews how the Private Sector Operations Department has contributed to promoting ADB's development effectiveness agenda. The report features the direct and indirect impact of private sector assistance. It considers the value added of this assistance, highlighting performance trends and identifying actions required to improve results.

The formation of a Regional Technical Group (RTG) on Aid for Trade for Asia and the Pacific was a key recommendation to emerge from the Aid for Trade Regional Review Meeting at the Asian Development Bank (ADB) headquarters in Manila in 2007 and the Global Aid for Trade Review Meetings at the World Trade Organization in Geneva in 2007 and 2009. Reflecting the principles of country ownership of Aid for Trade, the RTG operates under the stewardship of RTG co-chairs, representatives of Cambodia and Japan. The RTG comprises members from recipient and donor countries involved in formulating and implementing Aid for Trade policies and development agencies in the region. ADB is a member and serves as the Secretariat to the RTG. The RTG started as a pilot project to provide an informal regional forum for discussing Aid for Trade issues and proposals, sharing good practices, taking stock of available analytical work on Aid for Trade in the region, and building partnerships among actors and stakeholders. It seeks to formulate an integrated approach to operationalize Aid for Trade in the medium term.

The Pacific region is in the final stage of the demographic transition with declining fertility and expanding life expectancy, where significant changes in population size and age distribution, i.e.'aging'have been and will be witnessed. They are unprecedented and going to affect economic growth in various ways. This book focuses on the Pacific region, one of the most rapidly aging regions, and examines the possible risk aspects. Particularly, the book takes into account of possible adjustments both endogenous and exogenous (including policy responses) to the new reality of aging population. It also assesses their quantitative influences on the growth impact of aging population, which might be very different from those in the past experience.The book highlights the doubts on the steadiness across periods and similarities across economies of parameters relevant to labor market participation, saving and investment of private sectors, and productivity growth, which a bulk of prior studies were crucially based on. Policy measures to enhance labor supply, domestic savings and productivity have been scrutinized. The book discusses the policy alternatives in practice and their implementations and/or planning of each category across regional economies.

This book provides a unique laboratory of ‘capabilities in practice'in the Asia-Pacific region. It explores the application of the capability approach in development practice and public policy from a multidisciplinary perspective by bringing together scholars and practitioners from a wide range of disciplinary backgrounds, including development studies, health policy, political science, political theory, political economy, architecture, indigenous studies, urban planning and communication technologies. Barring the realization of downside risks to the global economy, growth in the Asia and the Pacific region is expected to gain momentum over the course of 2012, according to this report, and now projected at 6 percent in 2012, rising to about 6½ percent in 2013. Stronger economic and policy fundamentals have helped buffer the region's economies against the global financial crisis, by limiting adverse financial market spillovers and ameliorating the impact of deleveraging by European banks, but a sharp fall in exports to advanced economies and a reversal of foreign capital flows would have a severe impact on the region. The region's policymakers now face the difficult task of calibrating the amount of insurance needed to support stable, noninflationary growth. Some Asian and Pacific economies can afford to lengthen the pause in the normalization of their macroeconomic policies that was initiated when the global recovery stalled late in 2011; others may need a faster return to more neutral policy stances. Similarly, the pace of fiscal consolidation should be calibrated to country-specific circumstances. Additional chapters in the report discuss whether China is rebalancing and the particular challenges facing Asian low-income and small island economies.

The Asia-Pacific region has made considerable progress towards the Millennium Development Goals (MDGs), but the region is still off track on many crucial MDG indicators. This publication considers the challenges the region faces for achieving the Goals and shows that they are still within reach, given sufficient determination and financial resources. It starts by estimating the financial needs of the region for closing the gaps in achievement of the MDG targets and identifies potential sources for those funds. It also shows how Asia and the Pacific can take the lead in developing a more inclusive and development friendly financial system. Finally, the report discusses challenges -including technology and finance- for promoting growth that is inclusive and sustainable -green growth- that will help the region achieve the MDGs.
