The Universal Declaration of Human Rights (1948) proclaimed the equality of all human beings in dignity and rights. The right to social security, however, has been taken more seriously only since the 2000s, through calls for'Social Security for All'and'Leaving no-one behind'. The book investigates a major response, social cash transfers to the poor. The idea of simply giving money to the poor had been rejected by all major development organizations, but since the early 2000s, social cash transfers have mushroomed in the global South and on agendas of international organizations. How come? What programmes have emerged in which countries? How inclusive are the programmes? What models have international organizations devised? Based on unique quantitative and qualitative data and on newly created concepts and indicators, the book takes stock of all identifiable cash transfers in all Southern countries and of the views of all major international organizations. The volume argues that cash transfers reflect broader changes: new understandings of development, of human rights, of global risks, of the social responsibility of governments, and of universalism. Social cash transfers have turned the poor from objects of charity into rights-holders and agents of their own lives and of development. A repertoire of cash transfers has evolved that has enhanced social citizenship, but is limited by weak political commitments. The book also contributes to a general theory of social policy in development contexts, through a constructivist sociological approach that complements the dominant approaches from welfare economics and political economy and includes a theory of social assistance.

Traditional understandings of economic development in low- and mid-income countries have largely been influenced by the economic narrative of Western Official Development Assistance (ODA). 50 years ago, World Bank President Robert McNamara promised to end poverty. Alleviation was to rely on economic growth, resulting in higher incomes stimulated by Bank loans processed by deskbound Washington staff, trickling down to the poorest. Instead, child poverty and homelessness are on the increase everywhere. In this book, anthropologist and former World Bank Advisor Glynn Cochrane argues that instead of Washington's “management by seclusion,” poverty alleviation requires personal engagement with the poorest by helpers with hands-on local and cultural skills. Here, the author argues, the insights provided by anthropological fieldwork have a crucial role to play.

This book is about proceedings from the Third World to the South-South Conference, held in Beijing in April 1983, on strategies of development, negotiations and cooperation pursued by developing countries in the last thirty years. It discusses the principal elements in the global economic crisis.

We use loan-level data on syndicated lending to a large sample of developing countries between 1993 and 2017 to estimate the mobilization effects of multilateral development banks (MDBs), controlling for a large set of fixed effects. We find evidence of positive and significant direct and indirect mobilization effects of multilateral lending on the number of deals and on the total size of bank inflows. The number of lending banks and the average maturity of syndicated loans also increase after MDB lending. These effects are present not only on impact, but they last up to three years and are not offset by a decline in bond financing. There is no evidence of anticipation effects and the results are not driven by confounding factors, such as the presence of large global banks, Chinese lending and aid flows. Finally, the economic effects are sizable, suggesting that MBDs can play a vital role to mobilize private sector financing to achieve the goals of the 2030 Development Agenda.

Since the inception of Western development assistance, significant changes in the makeup of donors, recipients, development goals, and strategies have taken place. However, major donor institutions have not yet weighed the impact of these changes on their operations and objectives in anticipation of the future global environment. Discussing trends that will profoundly affect development assistance strategy, the authors raise such questions as: Will the demand for Western technical assistance drop sharply over the next decade? Was the Latin American debt crisis precipitated by the loan practices of international commercial banks? Should aid to Africa be shifted from investment in rural desert areas to investment in urban planning and infrastructure? Also examined are such concerns as the outside management of agricultural research; the U.S. focus on purchasing political allegiance with its aid programs, thus creating dependent nations; the threat to East Asian economic growth posed by the micro-electronics revolution; and the growing conflict between western aid and trade objectives. The authors'purpose is not to provide definitive prescriptions for future development programs, but rather to focus the attention of policymakers on important, but often neglected, issues.

Foreign aid organizations collectively spend hundreds of billions of dollars annually, with mixed results. Part of the problem in these endeavors lies in their execution. In Navigation by Judgment, Dan Honig argues that high-quality implementation of foreign aid programs often requires contextual information that cannot be seen by those in distant headquarters. In the aftermath of the invasion of Afghanistan, the U.S. Agency for International Development supported the Afghan Ministry of Public Health to deliver basic healthcare to 90 percent of the population, at a cost of $4.50 a head. The program played a vital role in improving the country's health; the number of children dying before the age of five dropped by 100,000 a year. But accounting standards at the Ministry of Public Health concerned the United States Special Investigator General for Afghanistan. There was no evidence of malfeasance, nor argument about the success of the program. For all that the results were fantastic, receipts were not in order. The investigator called for the health program to be suspended because of''financial management deficiencies''at the ministry.This case illustrates a growing problem: an important and justified focus on corruption as a barrier to development has led to policy change in aid agencies that is damaging the potential for aid to deliver results. Donors have treated corruption as an issue they can measure and improve, and from which they can insulate their projects at acceptable costs by controlling processes and monitoring receipts. Results Not Receipts highlights the weak link between donors'preferred measures of corruption and development outcomes related to our limited ability to measure the problem. Fifteen years later, the global context has changed so much that it would have been inconceivable not to have taken voices from the South into account when planning the new Sustainable Development Goals (SDGs). Since its inception in 2012, the Southern Voice on Post-MDG International Development Goals (Southern Voice), a network of 48 think tanks from Africa, Asia and Latin America, has generated a substantial body of original research to feed into various aspects of the post-2015 development agenda, such as the missing dimensions of the MDGs, ways to mitigate existing challenges in delivering on aspired outcomes, and new issues, goals, targets and indicators that are crucial for the next global development framework.Southern Perspectives on the Post-2015 International Development Agenda consolidates this research and stitches together development realities and policy experiences from the Global South, infusing unique local perspectives to the global debate on the post-2015 agenda. At the global level, international actors have repeatedly expressed their desire to end hunger and food insecurity. However, food insecurity has persisted. More analysis is hence needed on the link between continuously high levels of global food insecurity and the ever increasing flow of development aid.Global Food Security and Development Aid investigates the impact that development aid has had on food security in developing countries and includes international case studies on Peru, Ethiopia, India and Vietnam. Over 60 million people are currently displaced due to conflict or violence, and about 140 million are exposed to natural disasters. As part of humanitarian responses to those affected populations, growing attention is paid to cash transfers as a form of assistance. Cash is being strongly advocated by several actors, and for good reasons: they have the potential to provide choice, empower people, and spark economic multipliers. But what is their comparative performance relative to in-kind transfers? Are there objectives for which there are particular evidence gaps? And what should be considered when choosing between those forms of assistance? This paper is one of the first reviews examining those questions across humanitarian sectors and in relation to multiple forms of assistance, including cash, vouchers, and in-kind assistance (food and non-food). These were assessed based on solid impact evaluations and through the lens of food security, nutrition, livelihoods, health, education, and shelter objectives. The paper finds that there is large variance in the availability of comparative evidence across sectors. This ranges from areas where evidence is substantial (i.e., food security) to realms where it is limited (i.e., nutrition) or where not a single comparative evaluation was available (i.e., health, education, and shelter). Where evidence is substantial, data shows that the effectiveness of cash and in-kind transfers is similar on average. In terms of costs, cash is generally more efficient to delivery. However, overall costs would hinge on the scale of interventions, crisis context, procurement practices, and a range of ‘hidden costs'. In other words, the appropriateness of transfers cannot be predetermined and should emerge from response analysis that considers program objectives, the level of market functionality, predicted cost-effectiveness, implementation capacity, the management of key risks such as on protection and gender, political economy, beneficiary preferences, and resource availability. Finally, it seems possible (and necessary) to reconcile humanitarian imperatives with solid research to inform decision-making, especially on dimensions beyond food security.

This unconventional book addresses the imbalance of power between countries that give and receive funds for international financial development, with particular attention to the outcomes and impacts of this imbalance on recipient countries. It provides an in-depth analysis of the perceptions that population segments of recipient countries have of the power plays inherent in giving and receiving financial assistance, delving deep into the factors that affect these perceptions to examine how and why developed countries wield power over countries receiving financial assistance. This books provides a timely comparative case study that reveals the factors driving the International Monetary Fund's policy reform in Low Income Developing Countries (LIDCs), as a resurgent IMF expands its footprint in the world's poorest states. Through a research design that employs both mainstream and critical IPE theory, Mark Hibben uncovers three major tendencies. Principal-agent analysis, he argues, demonstrates that coalition formation among powerful states, IMF staff and management, and other influential actors is necessary for policy reform. At the same time, he uses constructivist analysis to show that ideational frameworks of what merits appropriate macroeconomic policy response also have an impact on reform efforts, and that IMF management and staff seek legitimacy in their policy choices. In response to the crises in 1999 and 2008, the author maintains, poverty and inequality now'matter'in IMF thinking and serve as an opportunity for policy insiders and external actors to deepen the institution's new commitment to'inclusive'growth. Finally, Hibben draws on neo-Gramscian analysis to highlight how the IMF looked to soften the destabilizing effects of globalization through reforms focused on stakeholder participation in poor states and will continue to do so in its support of the new United Nation Sustainable Development Goals. This means that the 2015-2030 time period will be a critical juncture for IMF LIDC reform. By drawing from diverse theoretical traditions, the author thus provides a unique framework for the study of contemporary IMF change and how best those interested in LIDC policy reform can meet this objective.

This landmark book offers a comprehensive analysis of how development approaches have evolved since World War II, examining and also evaluating the succession of theories, doctrines, and practices that have been formulated and applied in the Third World and beyond. In identifying the dynamics that account for shortcomings in past development attempts, and recommending a betterintegration of doctrines across the entire range of inter-connected development fronts, the book points to how development practice may be improved to better advance human dignity.

Foreign aid is a sizable source of government financing for several developing countries and its allocation matters for the conduct of fiscal policy. This paper revisits fiscal effects of shifts in aid dependency in 59 developing countries from 1960 to 2010. It identifies structural shifts in aid dependency: upward shifts (structural increases in aid inflows) and downward shifts (structural decreases in aid inflows). These shifts are treated as shocks in aid dependency and treatment effect methods are used to assess the fiscal effects of aid. It finds that shifts in aid dependency are frequent and have significant fiscal effects. In addition to traditional evidence of tax displacement and “aid illusion,” we show that upward shifts and downward shifts in aid dependency have asymmetric effects on the fiscal accounts. Large aid inflows undermine tax capacity and public investment while large reductions in aid inflows tend to keep recipients'tax and expenditure ratios unchanged. Moreover, the tax displacement effects tend to be temporary while the impact on expenditure items are persistent. Finally, we find that the undesirable fiscal effects of aid are more pronounced in countries with low governance scores and low absorptive capacity, as well as those with IMF-supported programs.

As pillars of the post-1945 international economic system the Regional and Sub-Regional Development Banks (RSDBs) have long been considered mini-World Banks, reiterating the policy approach of the largest official multilateral development lender in the world. The main objective of the collection is to identify what role the RSDBs play in global economic governance and why. This edited collection draws together cutting edge original research on these understudied institutions. In the burgeoning sub-field of global economic governance as well as the broader study of international organisations (IOs), too often the focus remains on the World Bank and the International Monetary Fund (IMF).
