13. A Steady Habit of Segregation: The Origins and Continuing Harm of Separate and Unequal Housing and Public Schools in Metropolitan Hartford, Connecticut

- Abstract
The enduring condition of racial and ethnic segregation in schools and housing in metropolitan Hartford, Connecticut, is rooted in historical and contemporary racial discrimination and in practices and policies that exacted disparate harm on Black and Latinx people. School segregation both reflects and reinforces segregation in housing that was created, sustained, and exacerbated over decades. By all available measures, both the state of Connecticut and the Hartford metropolitan area have extremely high levels of racial and ethnic segregation in housing and public schools relative to other metropolitan areas in the United States. The purpose of this report is to increase awareness both of the role of government and other actors in creating and cementing segregation and of the consequences of the condition of racial and ethnic separation. The hope is that this knowledge will inspire redress in the form of holistic policy making in multiple sectors, including housing, education, health, and economic development. This report can also inform grant making that acknowledges and seeks to address root causes of racial inequality, an inequality long a hallmark of the state of Connecticut. The report offers recommendations to inform these conversations, from which more and better ideas will surely emerge. 18. Clinical Features of Patients With Progressive Supranuclear Palsy in an US Insurance Claims Database

Background: Progressive supranuclear palsy is a rare neurodegenerative movement disorder and little is known about its epidemiology. Objective: Estimate age-adjusted prevalence of progressive supranuclear palsy and describe antecedent diagnoses and progressive supranuclear palsy patient features in the 5 years before first diagnostic code. Methods: In a nested case-control study in the IBM MarketScan Commercial and Medicare Supplemental Databases, a large set of US insurance databases containing medical service and prescription drug claims from employer-based commercial and Medicare supplemental health insurance plans, progressive supranuclear palsy cases (identified via International Statistical Classification of Diseases 9th/10th revision codes) and controls were included if enrollment was ≥1 month in the study period (October 1, 2015-October 31, 2017). Two controls with no diagnosis codes for PSP were matched to cases on birth year, sex, enrollment time in the database, and pharmacy benefit eligibility. Controls were assigned a randomly selected index date from their eligibility period. Prevalence of progressive supranuclear palsy was estimated in 2016 among patients with ≥1 month of continuous enrollment in that year. Prevalence ratios for comorbidities (claim/diagnosis codes) were examined in the ≤ 5 years before index date (first progressive supranuclear palsy claim date). Results: Age-adjusted progressive supranuclear palsy prevalence was 2.95/100,000 in 2016. The most common diagnosis codes in cases vs. controls in the 5 years pre-index were gait abnormalities (79.3 vs. 21.8%), pain in joint (54.9 vs. 36.0%), Parkinson's disease (54.6 vs. 1.0%), fatigue (49.8 vs. 21.6%), and cerebrovascular disease (45.6 vs. 16.4%). Conclusions: In this large database analysis, based on preliminary analyses, the prevalence of diagnosed progressive supranuclear palsy was 2.95/100,000, which is lower than many prior studies. Typical symptoms suggestive of progressive supranuclear palsy were present before index date, indicating a potential delay in time to diagnosis. The identification of diagnostic codes for clinical features of progressive supranuclear palsy that occurred before index date may be used to develop predictive models to identify potential progressive supranuclear palsy patients earlier in their disease course.

24. Integrating novel digital technology for the testing & treatment of chlamydia into mainstream sexual health services in England

Background UK health policy places digital technology developments at the heart of plans to improve health, increase access and reduce cost. Electronic health (eHealth) and mobile health, offer opportunities to revolutionise the way services for sexually transmitted infections (STIs) are delivered. Developments include point-of-care and self-tests, and online treatment through eHealth clinics. Such innovations offer potential benefits including increased testing uptake, higher treatment rates and reduced disease transmission. This thesis explored the impact of the adoption of remote self-testing and an eHealth clinic (for remote treatment and contact tracing) into pathways for the management of asymptomatic genital Chlamydia Trachomatis. Research Outputs Young people’s preferences: A discrete choice experiment (DCE) that quantified which factors are important to 1,230 young people in chlamydia testing and treatment pathways. This mixed-methods approach included: • Literature reviews to inform the ‘long list’ of potential attributes • Focus groups with young people aged 16-24 to elicit views on attributes which are important in STI services • Expert groups to provide a policy/ service perspective • Cognitive testing to inform the development of the DCE questionnaire • National DCE of 16-24 year olds using online research panel. Technology costs and benefits: An early economic evaluation to assess the costs and benefits of introducing an eHealth clinic for chlamydia treatment, and extended to explore the considerations for a fully remote self-testing and treatment pathway. This has been informed by two literature reviews exploring costs and consequences and a primary costing study. Results The DCE found that test accuracy, followed by time to result were the strongest attributes influencing preferences. The economic evaluation identified that online care is cost saving compared with existing practice however further work is required to understand the impact on health outcomes. The thesis findings should help inform adoption of new technologies into mainstream chlamydia testing and treatment pathways.

27. Years after a Landmark Court Decision, Connecticut's Solution to School Segregation Shows Promise: Can It Inform Action in Baltimore? The Abell Report. Volume 26, No.5

As of summer 2012, there are 31 interdistrict magnet schools in the Greater Hartford region of Connecticut, including those at The Learning Corridor (a 14-acre compound with roughly 1,570 students in attendance among an elementary, middle, and two high schools), enrolling about 13,000 students and supported by a mix of state, local, and philanthropic funds. (Four more are scheduled to open this fall.) Another state-funded program, called Open Choice, enrolls about 1,700 students and provides transportation for children who live in Hartford to attend suburban schools. Students who live in Hartford's suburbs can also transfer into Hartford through this program, though only a few dozen have chosen that option in recent years. In the larger national public education context, where entrenched racial and economic segregation is the norm, the purposeful integration effort that has taken root and blossomed here is undoubtedly an outlier. But it is an educational anomaly that may be instructive for other racially and economically stratified regions. Created in response to a 1996 state court ruling, the schools and programs in and around Hartford have not only substantially reduced the share of students of color in high-poverty, segregated schools, but they have also engendered a broad array of innovative educational options that have proven appealing to families of all racial and economic backgrounds and resulted in promising outcomes for the students who take part. How did all this come into being in of all places, Connecticut, one of the nation's wealthiest and most economically unequal states? The story of what emerged in Connecticut--and why--is instructive, not just for Baltimore, but also for the numerous metropolitan areas across the country beset by segregation and educational inequality. This story is presented in this edition of the Abell Report. A second article provides a salute from the Abell Foundation to Emerging Technology Centers (ETC), an initiative of the Baltimore Development Corporation, a nonprofit technology business incubator that works with early-stage Baltimore-based technology entrepreneurs.

This report misrepresents and then criticizes recommendations from the Minnesota Department of Education, a think tank and two independent study groups, each of which recently encouraged particular voluntary efforts to reduce concentrated poverty and achieve racial and socioeconomic integration in schools and housing in Minnesota. In building its case against the recommendations of these bodies, this report sets up and attacks two straw men--"busing" and "lawsuits"--neither of which was recommended by the organizations. The author relies heavily on selected research literature to make the report's arguments but ignores dozens of the most important peer-reviewed research studies that suggest strong relationships between racial, ethnic, and economic diversity and desegregation and academic gains. It also relies heavily on anecdotes about desegregation policies and funding-equalization efforts in several states. While endorsing accountability-based reforms of the sort implemented in Florida, it fails to fully explore what is actually known about the results of such policies. Investigations into the programs in Florida strongly suggest that claims of success about the state's accountability measures and teacher-accreditation practices are often unsubstantiated or exaggerated. In attacking the wrong targets, the report distracts rather than focuses the attention of policymakers seeking to close the achievement gap. (Contains 28 notes and references.)

This is the first in a series of three research briefs summarizing findings from the newest and most rigorous research related to racial and socioeconomic diversity in public schools. The studies on which this brief is based were published recently in three special issues of the peer-reviewed journal, "Teachers College Record," edited by Professors Roslyn Arlin Mickelson of the University of North Carolina at Charlotte and Kathryn Borman of the University of South Florida. The weight of evidence from these studies demonstrates that racially isolated, high-poverty schools tend to negatively influence math and science course-taking patterns and achievement as measured by test scores. Meanwhile, under certain conditions, lower poverty schools and schools that do not enroll highly disproportionate shares of African American and/or Latino students tend to be positively associated with math and science achievement. This research augments an already extensive body of work in this area, which has reached similar conclusions. However, the work published this year in "Teachers College Record" is particularly rigorous. It draws from several strong data bases and employs cutting-edge statistical methods. This comprehensive collection of studies pays meticulous attention to separating the discrete contributions that schools, teachers, families and students themselves make to a variety of important educational outcomes, such as test scores and graduation rates. The authors urge courts, policymakers, education rights lawyers, educators and others to use this new work as a guide in decisions and advocacy related to diversity, schooling and equal opportunity. This report grows out of a conference roundtable on public housing redevelopment, magnet schools, and Justice Reinvestment held on February 29, 2008, in Tampa, Florida. The roundtable was made possible through the financial support of the Open Society Institute (OSI). It was organized and hosted by the Poverty & Race Research Action Council (PRRAC) and the Charles Hamilton Houston Institute for Race and Justice at Harvard Law School. The roundtable brought together the nation's leading magnet school developers and planners of HOPE VI and public housing redevelopment projects. The goal of the gathering was to collaboratively assess the feasibility of using these proven approaches--magnet schools and HOPE VI--simultaneously. The roundtable was also part of a series of strategic collaborative discussions that explored the potential of deliberately linking housing and school policy in the wake of the Supreme Court's 2007 decision in "Parents Involved in Community Schools v. Seattle School District." The particular insights of this convening contribute directly to other efforts to combine school and housing policy in support of civil rights goals. To provide context for the findings on HOPE VI and magnet school development, the authors offer an overview of the research literature on the relationship between housing and schools. - Abstract
This report is one of a series exploring the way several important school districts across the country are dealing with the problems of separate and unequal education for minority students. The working of the choice and magnet school program of the Montgomery County (Maryland) public schools, a system that has never been under a court order to desegregate and in which desegregation has always been under the complete control of local officials, is profiled. Montgomery County is an affluent and highly educated community. A variety of data-collection methods were used to examine levels of segregation and concentrated poverty and the effectiveness of the county's 14 elementary magnets, 2 middle school, and 1 high school magnet, as well as to analyze schools' transfer requests and achievement trends. The study shows that choice plans and policies that are not well supervised and lack some key components to promote equal access may create merely the appearance of solving racial problems, and they may actually foster growing segregation over time. Some policy options for equal education are explored. Seventeen tables present study findings. (SLD)

37. Resegregation in Norfolk, Virginia. Does Restoring Neighborhood Schools Work?

- Abstract
This report reviews school department data and interviews with officials and others involved in the Norfolk (Virginia) school resegregation plan designed to stem White flight and increase parental involvement. The report finds that all the basic assumptions the local community and the court had about the potential benefits of undoing the city's busing plan have turned out to be incorrect. It also shows that the assumptions, predictions, and research used by the court in making its decisions in the Norfolk case were seriously flawed, shortsighted, and incomplete. The increased academic success of Black students that was expected did not materialize; in fact, the gap between segregated target and better-integrated nontarget elementary schools has grown wider, indicating a persistent trend of inequality. The plan has also initiated a sharp increase of concentrated poverty and racial isolation in the city schools, both characteristics long correlated with low academic achievement. It is stated that these findings should serve as a warning to educators and politicians who are beginning to support the idea of segregated neighborhood schools as a solution to academic and other school-related problems. Here, we present a rare protein-coding variant association study in 340,319 individuals for hand grip strength, a proxy measure of muscle strength. We show that the exome-wide burden of rare protein-truncating and damaging missense variants is associated with a reduction in hand grip strength. We identify six significant hand grip strength genes, KDM5B, OBSCN, GIGYF1, TTN, RB1CC1, and EIF3J. In the example of the titin (TTN) locus we demonstrate a convergence of rare with common variant association signals and uncover genetic relationships between reduced hand grip strength and disease. Finally, we identify shared mechanisms between brain and muscle function and uncover additive effects between rare and common genetic variation on muscle strength. Here, the authors provide an exome study of hand grip strength, a proxy of generalized muscle strength. Their comments cover such topics as targeting federal funding, changing housing policies, providing incentives to encourage suburban schools to enroll inner-city youth, maintaining high expectations for all, and broadening students' horizons. This article addresses the topics of achievement gaps and educational equity.

The Supreme Court declared in 1954 that "separate educational facilities are inherently unequal." Into the 1970s, urban education reform focused predominantly on making sure that African American students had the opportunity to attend school with their white peers. Now, however, most reformers take as a given that the typical low-income minority student will attend a racially isolated school, and the focus, under the banner of "No Excuses," is to make high-poverty, high-minority schools effective. What role should racial desegregation play in 21st-century school improvement? In this forum, Susan Eaton, research director at the Charles Hamilton Houston Institute for Race and Justice at Harvard Law School, makes the case for refocusing school reform on creating integrated schools. Steven Rivkin, professor of economics at Amherst College, questions whether desegregation efforts fulfilled their promise and points out complexities to the issue that researchers have barely begun to examine.

48. Telecommuting, Control, and Boundary Management: Correlates of Policy Use and Practice, Job Control, and Work-Family Effectiveness

We examine professionals' use of telecommuting, perceptions of psychological job control, and boundary management strategies. We contend that work-family research should distinguish between descriptions of flexibility use (formal telecommuting policy user, amount of telecommuting practiced) and how the individual psychologically experiences flexibility (perceived control over where, when, and how one works, boundary management strategies regarding separation between work and family roles). Survey and interview data were collected from 245 professionals in two Fortune 500 firms with telework policies. Employees who perceived greater psychological job control had significantly lower turnover intentions, family-work conflict, and depression. Boundary management strategies higher on integration were positively related to family-work conflict. Although we found a main effect for formal policy use and higher depression, an interaction existed where women users with children had lower depression. Formal use positively related to supervisor performance ratings. Future research should distinguish between descriptive use and psychological experiences of flexibility.
