The aim of the paper is to analyze the position and comparative advantages of the export sectors of the Republic of Serbia, using the RCA index, for the period from 2012 to 2017, both in the overall market and at the most important export destinations, such as the EU and the countries signatory to the CEFTA agreement. The research shows that the biggest potential is the "Animal and vegetable oils, fats and wax" sector, as it has the highest comparative advantage. Of the sectors with the largest exports, "Machines and transport devices" are distinguished, which on the CEFTA market has a significant comparative advantage, which is a sector that includes high-tech products and with its exports can significantly contribute to improving the structure of exports. A drastic drop in comparative advantages is recorded in the "Food and living animals" sector, as the largest part of the traditionally important agri-food sector. The analysis used the available databases of the Republic Institute of Statistics of the Republic of Serbia, using standard mathematical and statistical methods.

Industry and financial profiles of MENA firms may underpin the observation that MENA country exports are below potential and skewed toward low value-added goods that are unable to spur rapid job creation and inclusive growth. To assess this link, the paper combines analysis highlighting external financing as a determinant of export performance, and analysis highlighting sector asset tangibility and governance. Why? Because high value-added sectors tend to have higher shares of intangible assets and to create innovative products requiring substantial research and development or investments, thereby making these sectors more dependent on external financing. Using sector- and firm-level export data with country-level indicators, the results indicate that countries with more developed financial sectors and stronger governance tend to have higher exports from sectors that are more reliant on finance external to the firm, and lower exports from sectors with higher shares of tangible assets. Interestingly, financial sector development boosts exports less in MENA than in non-MENA countries. To foster expansion of higher value exports, the results suggest a critical need for: (i) deeper financial sector development that strengthens market-based systems, such as asset registries and credit reporting agencies, and (ii) strengthening of legal and governance frameworks.

Once concentrated among a few large economies, global flows of goods, services, and capital now reach an ever larger number of economies worldwide. Global trade in goods and services increased 10 times between 1980 and 2011, while FDI flows increased almost 30-fold. The sales from foreign-owned firms amount to $26 trillion. As many as 3,000 bilateral investment treaties have been signed to create the framework of deep agreements needed not only to facilitate the global movement of final goods and services but also to internationalize entire processes of production. All these flows have grown over time, creating increasingly dense and complex networks. This note is intended provide an overview of SACU countries’ participation and performance in GVCs, drawing on several data sources and indicators, and most importantly the recently released 189-country Eora multi-region-input-output (MRIO) database (Lenzen et al. 2012, 2013). Following this introduction, the note is structured in five additional sections. Section two discusses in greater detail the scope of the report, including the data sources and methodological approaches, as well as their respective limitations. Section three looks at structural integration in trade, including the degree to which SACU countries import and export intermediates. Section four analyzes trends in value-added exports as a first step in exploring GVC participation. Section five hones in on the core measures of GVC participation and a brief analysis of SACU countries’ position in GVCs. Finally, section six concludes by bringing together the main findings from the analysis.

Using highly disaggregated firm-level customs transaction data for imports and exports in Peru over the 2000–2012 period, this paper explores the relationship between imports of intermediate inputs and firm export performance. The paper shows that greater use, variety, and quality of imported intermediate inputs is significantly correlated with higher exports, faster export growth, greater diversification of export markets, and higher quality exports (as measured by relative unit prices) at the firm level. This relationship is robust and persistent to controls for unobserved firm heterogeneity and year fixed effects. The use of imported inputs is also associated with higher productivity at the firm level. Considering the relationship between specific trade policy measures and the import performance of those exporters that are direct importers, the analysis shows that those exposed to higher tariffs and nontariff measures import less in total and exhibit lower import variety. The use of the advanced clearance procedure as the modality to clear customs for imports is favorable to the import performance of exporter-importers, in that the users of the modality import more and import a more diversified bundle of inputs than those that do not use it, even after controlling for firm size.

This background paper provides information on the study of the Group of 20 (G-20) and challenges faced by low-income developing countries (LIDCs). The study analyzes LIDCs development challenges and how G-20 economic policies can be coordinated so they can contribute to creating an enabling environment for their development. The focus of the paper is the role that trade and investment policies of G-20 countries play in this context. The paper is composed of three parts 1) the characteristics of LIDCs integration in the world economy, 2) the evolution of G-20 policies that affect LIDCs integration, and 3) the potential for changes in the G-20 trade and investment policy landscape to benefit LIDCs.

Economic activity in many African countries remains highly concentrated and exports are often dominated by mineral resources or a few primary products. The World Bank’s 2011 report on light manufacturing in Africa identified poor trade logistics performance as a constraint that especially penalized African exporters that relied on imported inputs, very often making them uncompetitive. The report highlighted research that demonstrated how poor logistics added roughly a 10 percent production cost penalty in Ethiopia, Tanzania, and Zambia across the five subsectors of light manufacturing where opportunities were identified as greatest in Africa. The report outlined how in Africa poor trade logistics increase production costs (often wiping out the labor cost advantage) and lead to long and unreliable delivery times, making local firm’s unattractive suppliers to lead firms in global value chains (GVCs), particularly for light manufacturing. This note seeks to contribute to a review of progress in achieving export diversification through greater exports of light manufacturing products. It looks at recent trends in the exports of the five categories of light manufacturing identified as having strong potential in Africa. The note reviews progress in improving trade logistics in Sub-Saharan Africa, with a focus on the three countries highlighted in the light manufacturing study: Ethiopia, Tanzania, and Zambia, and additionally Kenya and Uganda.

Increasing the trade integration of developing countries can make a vital contribution to boosting shared prosperity, but it also exposes producers and consumers to exogenous shocks that alter relative prices, sometimes positively and sometimes negatively. This paper discusses the short-run effects of trade-related shocks on households to capture the potential welfare impact on the poor. The discussion explores the channels through which trade shocks are transmitted to households in the bottom of the income distribution, namely through consumption, household production, and market-based labor activities. The degree to which price shocks are passed through from borders to point of sale is a key determinant of the gains from trade and the ultimate welfare impact. Trade changes in agriculture directly affect households through their consumption basket. Lower agricultural prices reduce the cost of consumables, but these welfare gains may be offset by lower earnings for households that produce these same goods. Poorer households tend to be net consumers of agricultural products, suggesting a net welfare gain, but agricultural wage workers could suffer from wage cuts. Because poorer households tend to consume relatively fewer nonagricultural products, that is nonessentials, any trade-related shocks to prices of nonagricultural product are likely to be transmitted via labor channels. Despite significant evidence that nonagricultural trade reform ultimately leads to job creation and enhanced productivity, the short-run effects can be mixed. The costs incurred by workers to transition to new jobs slow the adjustment of the economy to a new steady state. Labor mobility costs, which tend to be higher in developing countries and for unskilled workers, reduce the potential gains to trade by diverting labor market adjustment from its most efficient path.

The devastating civil war in Syria is arguably one of the major civil conflicts in recent times. The conflict started with protests in March 2011 and soon after escalated to a violent internal war with no end in sight to this date. The conflict has by the end of 2014 caused well in excess of 150,000 fatalities, and 6 million internally displaced people (UN), and led 3 million refugees to move out of the country (UNHCR). Beyond the human tragedy, the conflict has disrupted the functioning of the economy in many ways. It has destroyed infrastructure, prevented children from going to school, closed factories and deterred investments and trade. The economic effects of the war extend beyond the country’s borders affecting also the neighboring countries. In particular trade is one of the main channels through which the effects of the crisis are transmitted to neighboring countries. For example, the demand for goods and services in Syria is likely to have fallen thus affecting the many exporters to Syria in neighboring countries. Moreover, to the extent that Syria has become harder to cross, the war may have made trade through Syria more difficult. At the same time producers in neighboring countries may have replaced Syrian producers in Syria and in other markets as their productive assets in Syria were destroyed. This report examines the effects of the Syrian war on the Lebanese economy via one of the most important channels through which the economic impact of the war occurs, i.e. the trade channel. In doing so, it partly updates and extends the previous economic assessment of World Bank (2013b) carried out last year. Focusing specifically on trade allows us to examine in more depth the trade effects than that report was able to do. Indeed, we go beyond the effects on aggregate and sectoral imports and exports to also examine the effects on exports at firms’ level, comparing the effects in Lebanon with those in other neighboring countries, including Jordan, Turkey and Iraq.

This report analyzes export competitiveness in the Dominican Republic drawing from the Trade Competitiveness Diagnostic methodology (Farole and Reis, 2012). Dominican exports fare well in terms of performance, sophistication, and survival in Special Economic Zones. Three main challenges are identified: 1) quality issues and rejection of agro exports in the US border; 2) the role of Special Economic Zones in the new decade and the lack of backward linkages; and 3) excessive concentration in terms of markets that is not addressed by a fragmented institutional setup.

Trade is essential for Caribbean countries development and poverty reduction. Given their small market size, they are dependent on exports to produce manufactured products at efficient scale. And given their natural amenities, they rely on tourism as a major spur to economic activity. Trade in the Caribbean thus makes an essential contribution to increasing employment and reducing poverty by supporting growth. At the same time, the high dependence on trade also makes Caribbean economies vulnerable to external shocks. For example, the global financial crisis imposed substantial job losses in sectors such as tourism that the poor rely on for employment. This report employs several different, but complementary, empirical approaches to analyzing the impact of this emerging new trade environment on shared prosperity in the Caribbean. These include the following six topics, with each corresponding to an individual chapter: (i) assessment of the Caribbean s performance in reaping the opportunities offered by the new trade environment; (ii) identification of the main determinants of Caribbean countries trade performance; (iii) discussion of the role of innovation and access to keys services in improving the productivity of exporting firms; (iv) exploration of how regional integration and other trade agreements could boost Caribbean trade performance; (v) firm-level examination of the implications of trade for employment; and (vi) identification of which households are involved in international trade and the implications of trade for their socio-economic status.

The LACEX dataset has been recently assembled to compute the (direct and indirect) value of the compensation of employees linked to exports for each sector/country/year. The data has been computed on the basis of a panel of global input-output data spanning intermittent years from 1995 to 2007 from the Global Trade Analysis Project (GTAP). This represents a form of social accounting data - a variation on the social accounting matrix (SAM) where incomes are shown in the rows of the SAM while expenditures are shown in the columns. The structure of the data provides a comprehensive and consistent record of national income accounting relationships between different sectors and regions, including intermediate and final demand linkages. This structure of the dataset allows one to obtain the value added content of final output and exports, including its compensation of employees’ component. That includes both the direct and indirect compensation, based on the backward linkages of each sector with the rest of the economy. In order to obtain these labor value added measures, two intermediate multiplier matrixes need to be calculated. The first is the Leontief inverse matrix, which measures the inputs contained in a unit of final output. This matrix contains both direct and indirect inputs. Next, one needs to calculate a matrix which has the compensation of employees’ shares of total output. Using these two matrixes as multipliers one can obtain the compensation of employees’ shares of exports and final outputs. These shares are also split between skilled and unskilled workers.

Chinese Foreign Direct Investment (FDI) into Africa is on the rise and Ethiopia is at the forefront of this trend. On request of the Government, the World Bank surveyed 69 Chinese enterprises doing business in Ethiopia with a 95-question survey in May/June 2012. The survey covered various aspects of the foreign direct investment climate in Ethiopia, including infrastructure, sales and supplies, land, crime, competition, finance, human resources, and questions about general opportunities and constraints for doing business in Ethiopia. This report summarizes the results of survey and provides policy suggestions in light of the analysis; the report also provides some broader background of the expected benefits of FDI into Ethiopia as well as current policies and approaches to promote incoming investment. Addressing identified obstacles could help Ethiopia to take better advantage of foreign investors in order to accelerate the shift from a predominantly low-productivity agriculture-based economy towards a higher-productivity manufacturing and export-based economy. Experiences in successful countries around the world, and especially East Asia show that foreign investment is instrumental to facilitate such a structural transformation and to maintain sustained and broad-based economic development. This study recommends five main areas for policy adjustments to facilitate foreign investors coming into Ethiopia: adjust customs clearance procedures and trade regulations; facilitate currency convertibility and increase transparency of the exchange rate policy; improve tax administration consistency and efficacy; execute impartial labor regulation; and increase the supply and quality of skilled workers.

The Central America region is a small market. The region contains around 43 million inhabitants (0.6 percent of total world population) who generate around 0.25 percent of the world's Gross Domestic Product (GDP). While the region has successfully embarked on a regional integration agenda and has strong commercial links with the US, extra-regional trade-mainly with large fast-growing emerging economies-remains a challenge. Export performance is analyzed along three dimensions that, together, give a fairly comprehensive picture of competitiveness: 1) the composition, orientation and growth of the export basket; 2) the degree of export diversification across products and markets; and 3) the level of sophistication and quality of their main exports. This analysis allows exports dynamics at the different margins of trade (intensive, extensive, and quality) to be evaluated and individual countries' to be benchmarked with peers in the Central American region. The results of this report allow policy makers to identify key areas to explore in the overall discussion of export competitiveness in the Central American region. This paper relates to the literature on challenges and opportunities that trade liberalization can bring to the Central American region. Much of the recent literature focuses on the role of the free trade agreement negotiated by Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, and Nicaragua, with the US.

Botswana has been one of the most successful countries in the developing world over the last 40 years by many measures. Incomes have grown at a sustained pace, poverty has fallen, and the citizenry has become more educated. To be sure, poverty and income inequalities remain a problem, but rising standards of living have meant a better life for this generation of Batswana than any before it. The question facing the country leadership is whether this commendable performance can be sustained into the next generation. There are clouds on the horizon that cannot be ignored. Diamond earnings, the life blood of decades of prosperity, have flattened out. In per capita terms they are falling. Moreover, because revenues from diamonds going to the public sector have been falling for more than a decade, a growth model predicated upon an ever expanding state presence is not viable. Diamond earnings accruing to the state for subsequent redistribution have peaked. Employment and wages in the public sector have reached their natural limits as a share of Gross Domestic Product (GDP); recycling revenues from mining into the private sector, either directly or through the financial sector, has been inefficient with low social returns; and redistributive mechanisms to support social safety nets are also likely be approaching their limits. The country confronts the challenge of looking for new sources of growth outside of government.

Kenya's economy has been running on one engine. Kenya's strong engine is domestic consumption, which accounts for 75 percent of Gross Domestic Product (GDP). Kenya's weak engine remains its exports, which have been declining sharply in relative importance. Kenya's top four main exports do not earn enough to pay for oil imports, not to mention other imports. It will be very difficult for Kenya to achieve high growth over an extended period of time because of its existing economic imbalances. Kenya needs to increase its export competitiveness. It is clear that Kenya's trade performance is below its potential. The objective of this overview is to provide some of that analysis and to contribute to the policy dialogue on the role of exports Kenya's future growth. This paper focuses on five issues: 1) overall trade orientation and export growth; 2) merchandise export trends; 3) merchandise exports by sector; 4) merchandise exports by destination; and 5) diversification. The growth of merchandise exports has been slow and volatile. The average annual growth rate of merchandise exports has been only 10 percent. And while countries such as Vietnam have has a distinct export growth trajectory with steady growth in merchandise exports year after year, Kenya's pattern has been rather volatile with a few good years followed by major falls. Export growth has been driven primarily by existing products in existing markets. Overall there has been little new product/new market discovery.

This report is structured as follows. Chapter one analyzes the performance of Kazakhstan s trade. Chapter two presents an overview of recent developments in Kazakhstan regional and international trade integration. Chapter three examines in detail key issues related to market access, focusing on non-tariff measures and trade facilitation and logistics. Chapter four examines the services sector and offers a roadmap for actions to enhance its competitiveness. Chapter five addresses building institutional capacity for the trade and competitiveness agenda. The report s recommendations are summarized in the following table. In order of the four main messages of the report, they cover balancing regional and international integration efforts, measures to improve access to inputs and export markets by reducing non-tariff barriers and through trade facilitation measures, raising the quality and efficiency of the services sector, and strengthening institutional capacity to implement an effective trade policy and competitiveness agenda.

In the wake of the revolution, Tunisian society is currently undergoing a significant transformation. In late 2011, the country's first representative government in more than three decades was formed, as the Constituent Assembly was seated. Hundreds of legitimate candidates ran in an election that was free, fair, and enjoyed nearly 90 percent participation by eligible voters. 'Tunisia: from revolutions to institutions,' published one year after the exile of Ben Ali, seeks to describe the factors driving this transformation, examining how specific elements of society have changed, or not changed, in the post-revolutionary period. Information and communication technologies (ICTs), which played a central role in the lead-up to the revolution as well as the revolution itself, have continued to influence rapid changes in the past year. This report charts the application of these technologies by citizens, civil society, entrepreneurs, and government stakeholders. It also identifies openings to capitalize on technology's ability to improve governance, expand economic opportunity, and encourage social cohesion.

International aid flows are equivalent to almost half of Solomon Islands' economy, making it one of the most aid-dependent countries in the world. Around US$250 million of non-military aid enters the country, but only 15-20 percent of this amount is spent locally through local procurement or staff expenditure. Solomon Islands are currently highly reliant on logging for export receipts, Government revenues, and employment. But existing stocks of natural forest logs are expected to be entirely exhausted by 2014. The Solomon Islands Government approached the World Bank Group to identify alternative sources of revenue, foreign exchange receipts, and employment in the absence of logging. In responding to this request, the World Bank Group has undertaken extensive analytical work examining short and medium-term prospects for economic growth in Solomon Islands, under the sources of growth project. This report contributes to the sources of growth work, and is informed by its findings. A key conclusion arising from sources of growth analysis is that aid is likely to remain a key part of the Solomon Islands economy for the near future. The existence of an international security guarantee, backed by the presence of an international peacekeeping force, is paramount for security, and investment certainty. In the absence of clear or certain alternatives to logging, and in the context of rapid population growth, current levels of service delivery will continue to depend on high levels of aid expenditure.

This report on Sudan's Investment Climate Assessment (ICA) provides a baseline assessment of challenges to productivity, diversification and inclusion. Chapter 1 describes some of the questions underlying the three issues of competitiveness, diversification and broad-based growth. Chapter 2 analyzes firm performance and competitiveness. Chapter 3 discusses markets and trust. Chapter 4 describes the role of the financial sector. Chapter 5 analyses the informal sector. Chapter 6 discusses the conflict-affected private sector development. Chapter 7 discusses regional inclusion, and Chapter 8 makes some preliminary conclusions and recommendations.

The relative prosperity enjoyed by Uganda during the 1960s, based largely on the traditional exports of coffee, tea, cotton, and tobacco, was eroded by a devastating civil war over the period 1971 to 1985. The paper is based upon interviews with selected respondents, including government authorities, exporting companies, donors, and practitioner organizations, carried out in 2007 and 2008. The paper is divided into four sections. Section one provides a brief historical perspective on the emergence of the Ugandan fruit and vegetable export industry and examines the role played by different government and donor initiatives in the initial shaping of the sector, between the late 1980s and late 1990s. Section two highlights the strategic commercial approaches adopted by Ugandan exporting companies and farmers during the 2000s in response to past performance and in the face of evolving regulatory and market requirements, especially in the European Union. Section three examines the rationale for, means of support of, and apparent efficacy of a range of recent programs seeking to improve or sustain the competitiveness of Uganda's fruit and vegetable exports via improved compliance with regulatory or private standards. Lessons are drawn from this experience. Section four provides a brief set of general conclusions.

South Africa has rapidly reduced trade barriers since the end of Apartheid, yet agricultural production and exports have remained sluggish. Also, poverty and unemployment have risen and become increasingly concentrated in rural areas. This paper examines the extent to which remaining price distortions, both domestic and foreign, are contributing to the underperformance of the agricultural sector vis-a-vis the rest of the economy. The author draws on a computable general equilibrium (CGE) and micro-simulation model of South Africa that is linked to the results of a global trade model. This framework is used to examine the effects of eliminating global and domestic price distortions. Model results indicate that South Africa's agricultural sector currently benefits from global price distortions, and that removing these will create more jobs for lower-skilled workers, thereby reducing income inequality and poverty. The author also fined that South Africa's own policies are biased against agriculture and that removing domestic distortions will raise agricultural production. Job losses in nonagricultural sectors will be outweighed by job creation in agriculture, such that overall employment rises and poverty falls. Overall, the findings suggest that South Africa's own policies are more damaging to its welfare, poverty and inequality than distortionary policies in the rest of the world. Existing national price distortions may thus explain some of the poor performance of South Africa's agricultural sector and rural development.

This paper analyzes the poverty and inequality implications of removing agricultural and non-agricultural price distortions in the domestic market of the Philippines and abroad. Liberalization in the rest of the world is poverty and inequality reducing, whereas full domestic liberalization increases national poverty and inequality. Poverty declines while inequality increases marginally in the combined scenario of both global and domestic agriculture reform. Although the reduction in the national poverty headcount is small in the latter scenario, the poorest of the poor, particularly those living in the rural areas, emerge as 'winners', given their strong reliance on agricultural production and unskilled labor wages.

Although Mozambique has considerable agricultural potential, rural poverty remains extremely high. This paper examines the extent to which global and domestic price distortions affect agricultural production and national poverty. The author develops a computable general equilibrium (CGE) and micro-simulation model of Mozambique that is linked to the results of a global model. This framework is used to examine the effects of eliminating global and national price distortions. Model results indicate that agriculture is adversely affected by current trade distortions due to policies in the rest of the world. While a removal of all merchandise trade distortions will reduce import prices, it will also raise agricultural production and reduce poverty. By contrast, removing only agricultural price distortions abroad will have little effect on Mozambique's agricultural sector. Model results indicate that Mozambique's own distortions are also biased against agriculture, with producers of processed agricultural products enjoying high protection levels. Removing these distortions causes a significant expansion of agricultural Gross Domestic Product (GDP) and a reduction in both poverty and inequality. The findings therefore suggest that removing own-country and rest-of-world distortions will have positive implications for agriculture and for the overall economy in Mozambique, and in particular it will reduce its poverty and inequality.

Using recent estimates of industry assistance rates, the effects of trade liberalization in the rest of the world and in Pakistan alone are analyzed using a global and a Pakistan computable general equilibrium (CGE) model under two tax replacement schemes: a direct income tax and an indirect tax replacement. The results indicate that the distributional and poverty effects in Pakistan of a unilateral liberalization of all traded goods are significantly greater than the effects of trade liberalization in the rest of the world. There is relatively higher increase in real income and larger decline in poverty incidence in poor households both in rural and urban areas. The effects of agricultural trade liberalization alone in both the rest of the world and in Pakistan are considerably smaller than those from trade liberalization involving all goods. In both the agricultural and all-goods trade liberalization scenarios involving direct income tax replacement, real household income is raised and the poverty incidence is lowered at varied rates across all household groups except for the urban non-poor. When an indirect tax replacement is used, where the burden of replacing tariff revenue is shared by all household groups depending on their consumption structure, there is reduction in household income for most of the groups and less reduction of poverty.

This paper analyzes the political and institutional factors which are behind the dramatic changes in distortions to agricultural incentives in the transition countries in East Asia, Central Asia, and the rest of the former Soviet Union, and in Central and Eastern Europe. The paper explains why these changes have occurred and why there are large differences among transition countries in the extent and the nature of the remaining distortions.

In a recent survey of European economic growth since 1950, Crafts and Toniolo (2008) conclude that incentive structures are a crucial explanator of comparative growth rates of the economies of east and west Europe. Pre-empting that, a 2006 report on trade performance and policies in Eastern Europe and Central Asia included as one of its key recommendations the need to reduce the mean and variance of the tariff equivalents of trade barriers, and in particular to reduce unilaterally the policy regimes' anti-export bias, especially in countries exporting primary products (Broadman 2006). To progress such reform in Europe's transition economies efficiently and effectively, and to see how recent policies line up with those of the European Union (EU), requires better information on the extent of reform during the past two decades and of current policy influences on incentives within and between sectors. Immediately prior to their transition to market economies, policies in the region greatly distorted producer and consumer incentives, especially for agricultural products. Those distortions have been reduced substantially in several countries, but large variations remain across the region and distortions appear to be growing again in some countries. Now is thus an opportune time to examine how policies affecting agriculture are evolving in this region, including as part of the adjustment to EU accession for ten of the transition economies in the region.

This chapter deals with the distortions to price incentives for agriculture that result from the trade, exchange rate and domestic policies in place in the four main South Asian countries, by summarizing and comparing the findings and themes of the more-detailed case studies on India, Pakistan, Bangladesh and Sri Lanka. Attention is paid most to India, which accounts for around four fifths of South Asia's population, Gross Domestic Product (GDP) and agricultural GDP. The principal focus is on the level of and trends in distortions for agriculture as a whole, and how these have changed over time relative to those for non-agricultural traded sectors in these countries. Previous studies have established that in India, Pakistan and Sri Lanka, policies strongly favored manufacturing over the principal agricultural crops, although the extent of anti agricultural bias diminished considerably between the 1970s to 1995. The new country studies extend the earlier estimates up to 2005 and back to 1965, and provide long term estimates of distortions to relative agricultural incentives in Bangladesh for the first time. As well, these new studies broaden the coverage of previous research by including estimates for the fresh fruit and vegetables sector in India, and the dairying sectors in India and Pakistan. In South Asia both of these sectors account for large shares of the rural economy as measured by their contributions to GDP.

In 1990, Australia and New Zealand were ranked around 25th and 37th in terms of Gross National Product (GNP) per capita, having been the highest-income countries in the world one hundred years earlier. Those countries relatively poor economic growth performance over that long period contrasts markedly with that of the past 15 years, when these two economies out-performed most other high-income countries. This difference in growth performance is due to major economic policy reforms during the past two to three decades, both at and behind the border. The report provide new evidence on the extent of governmental distortions to agricultural incentives in particular in the Australian and New Zealand economies since the late 1940s, both directly due to agricultural policies per se and indirectly (and negatively) through protection to manufacturing.
